La montología es un campo de investigación transdisciplinario que se compromete con el desarrollo sostenible de las regiones montañosas en el mundo. Sin embargo, las ciudades de montaña han sido, en ese contexto, escasamente estudiadas. Por este motivo, el objetivo de este capítulo es desarrollar una perspectiva montológica para el estudio de las ciudades de montaña. Una clave para entenderlas es su ubicación geográfica específica tanto en su entorno natural y cultural como en su localización topográfica. Esto, a su vez, está relacionado con los factores de accesibilidad y el alcance de bienes y servicios de ubicación central. De igual modo, el factor de ubicación está vinculado a numerosos factores de riesgo, tales como terremotos, vulcanismo, movimientos de tierras e inundaciones, que son exacerbados por el cambio climático. Además de eso, se presentan otros retos socioculturales que también son importantes para el desarrollo sostenible de las ciudades de montaña como son la peri y la pos-suburbanización, el turismo y la inmigración, entre otros. Para hacer frente a esos retos y lograr sostenibilidad, es necesario un enfoque transdisciplinario que abarque hombre y medioambiente, en el que participen expertos, responsables políticos y población.

The European Alps are well positioned to contribute significantly to the energy transition. In addition to sites with above-average potential for wind and solar power, the “water towers” of Europe provide flexible, low-carbon power generation as well as energy storage. In the future, hydropower systems are expected to become more than mere electricity generators, serving a key role as flexible complements to intermittent power generators and as providers of large-scale seasonal and daily energy storage. Energy transition on national and European scales can be facilitated by expanding the capacity of pumped storage hydropower (PSHP) plants. Yet the extension of hydropower production, in particular PSHP, remains controversial, primarily due to environmental concerns. Focusing on 2 Alpine countries, Austria and Switzerland, this paper provides a system view of hydropower production and energy storage in the Alps. It discusses advantages and drawbacks of various assessment tools and identifies gaps and needs for the integrated assessment of PSHP plants. It concludes that instruments that evaluate the impacts and sustainability of PSHP projects need to be developed, elaborated, and applied in a participatory manner, in order to promote public dialogue, increase social acceptance, and, ideally, encourage energy consumers to become advocates of a sustainable energy future.

Chile se está convirtiendo en uno de los destinos más importantes en América Latina, especialmente, con su capital, Santiago. Así, asume un papel fundamental en los atractivos turísticos de familias, turistas urbanos y de negocios. Estos últimos juegan un rol importante dentro de este contexto, ya que las cadenas internacionales han construido numerosos hoteles de lujo dirigidos a ellos, alcanzando los estándares de las ciudades globales. La continua reestructuración económico-urbana de las metrópolis ha producido una distribución policéntrica de los hoteles de lujo; la mayoría de ellos, los más costosos y ostentosos, se ubican en la ciudad moderna. El aeropuerto, los centros de innovación y parques de negocio, al igual que el centro de la ciudad, también han formado parte de este nicho de inversión. En el caso del área de estudio analizada, las localizaciones de los hoteles de lujo muestran patrones que reflejan una nueva producción del espacio por parte de los agentes privados, en su búsqueda de una mejor capitalización de la renta urbana. Ello se refleja en la estructura intraurbana de los precios y la distribución de los hoteles de lujo.

A partir del desarrollo urbano en Europa se hacen algunas consideraciones conceptuales de los principales procesos que han marcado a la morfología y estructura de las ciudades. A partir de estas disquisiciones se interpreta de un modo general la evolución de la ciudad latinomamericana hasta los tiempos modernos. En base a la transformaciones ocurridas en Santiago de Chile en las últimas décadas se intenta comparar y poner en tensión el marco teórico generado para la realidad europea.

Within the last century the awareness of mountain regions and their complex system has grown and the motivation to protect these regions has yielded numerous initiatives around the globe with the aim of acting internationally and politically as well as joining forces to intensify inter– and transdisciplinarity in scientific work. The challenges of mountain research in the future will be to involve politicians, stakeholders and the mountain population more effectively in order to mitigate the pressures of globalization towards a sustainable regional development within mountain regions. The significance of providing an overview of institutions representing mountainous regions around the globe lies in showing the main focus of the different institutions and the areas they work in.

Since the 1980s under the challenges of globalisation, de-industrialisation and tertiarisation European urban regions are changing their traditional urban fabric and pattern and their economic orientation. Fragmented structures and the rise of advanced business related services are to be observed in most urban agglomerations. The traditional core-periphery pattern of the “urban continuum” turned into an urban patchwork, in which peripherical locations were upgraded and now host some of the most active economic functions of the city regions. The liberalization of regulated social and economic systems, the opening of national boundaries, the globalization of economic and social networks in functional supra local interdependencies, and the acceleration by informational technologies changed the spectrum of urban governance in a complex fabric of non-local and local interferences. Privatization and deregulation of public policies created new action spaces for economic and social actors in the private sector. Also within the domain of the public sector, tendencies of differentiating the proactive role of national government in the intergovernmental relationships – via simultaneous processes of decentralization and internationalization – created a new multi level arena of public governance, which involves all governmental levels of scale in the making of urban policies. Thus, the clear single dominancy of central government of the welfare society disappeared and changed into a plethora of intergovernmental relationships.This article gives a short overview on these spatial and political tendencies. It also moderates the following articles, which are more or less related to the knowledge created by the EU-project COMET – Competitive Metropolises, realised in the 5th Framework Programme.

Web-based information and communication technologies enable the inclusion of all stakeholders in sustainable regional development and raise hopes that these processes will be accomplished from the bottom up and with broad public participation. This article synthesizes, presents, and critically discusses solutions for the Alps that use web 2.0 technologies, in particular: (a) GALPIS and DIAMONT with databases and an interactive webGIS, (b) mountain.TRIP as an efficient communication and information system to link research with practice, and (c) mountain wikis as tools for collaborative regional planning and development. The results indicate that new information and communication instruments enhance the implementation, promotion, assessment, and steering of sustainable regional development in the Alps.

Cuando en 1976 los primeros modelos de la ciudad latinoamericana fueron publicados, la región estaba todavía bajo la influencia económica de la estrategia de industrialización para la sustitución de importaciones. Los procesos económicos y de planificación, aun en el espacio urbano, estaban fuertemente dirigidos por el Estado. Desde entonces, todos los países latinoamericanos -con excepción de Cuba- cambiaron a un nuevo paradigma económico, basado en el neoliberalismo, y se percibe la fuerte influencia de la globalización. La retirada del Estado, la privatización y la desrregulación permitieron a los inversores, planificadores y ciudadanos mayores libertades. Todo esto puede ser observado en la estructura de las ciudades. Por tanto, es tiempo de adaptar los modelos, los cuales deben ser generalizaciones de la realidad, a la estructura actual de las ciudades. En orden a demostrar las dinámicas de la estructuración urbana, el desarrollo urbano es modelado en cuatro momentos, los cuales son identificados como el período de la ciudad colonial, la ciudad sectorial, la ciudad polarizada y finalmente, la ciudad fragmentada. Se intenta mantener elementos de modelos anteriores en uno nuevo, así como diferenciar con claridad el periodo mas reciente del desarrollo urbano de épocas anteriores.Abstract When in 1976 the first models of the Latin American city were published, the subcontinent was still under the economical influence of the strategy of industrialization for imports substitution. Economic and planning processes, even in the urban space, were strongly directed by the State. Since this time, all Latin American countries -with the exception of Cuba- changed to a new economic paradigm, based on neoliberalism, and a strong influence of globalization is to be noticed. The retreat of the State, privatization and de-regulation allow investors, planners and citizen much more liberties. All this can be noticed in the structure of the cities. Therefore it is time to adapt the models, which should be generalizations of reality, to the now existing structure of the cities. In order to demonstrate the dynamics of urban structuring, the urban development is modelled in four eras which are identified as the period of the colonial town, the sectoral town, the polarised town and, at least, the fragmented town. The attempt was to keep as much elements of former models in the new one and to differ the newest period of urban development very clearly from the former epochs.

La ciudad intermedia chilena Valdivia está caracterizada con un crecimiento demográfico lento. Este es casi un caso singular entre las ciudades de tamaño medio de América Latina que generalmente crecen con Lasas aún superiores a las capitales. El presente trabajo analiza las razones y las consecuencias de este crecimiento lento y los efectos para un desarrollo sustentable para Valdivia. También un análisis de los cambios en el uso de suelo urbano del centro de Valdivia, basado en dos estudios cartográficos en tres dimensiones de los años 1974y 1999 está incluido En la conclusión las hipótesis formuladas por el proyecto GEORED con respecto a la estructura, las funciones y el desarrollo de ciudades intermedias latinoamericanas están discutidas. Valdivia en estos aspectos es como un modelo ideal. La ciudad mantuvo su identidad cultural y su patrimonio urbano, ella se identifica con los potenciales y problemas regionales. no es afectada por fenómenos de sobre-urbanización, tiene un gran potencial de mantener y restaurar el ambiente natural en la región urbana y posee un potencial importante de realizar planes de ordenamiento en base a los principios de sustentabilidad. The Chilean intermediate city of Valdivia is characterized by a slow demographic growth, respresenting a special case among other medium sized towns of Latin America, whose growth rates frequently surpass those of the capital cities. The paper analyses the causes and effects of the slow growth and the consequences for a sustainable development of Valdivia. lt also includes an analysis of the changes in urban land use of the Valdivian city centre, based on to cartographic inquiries of 1974 and 1999 in three-dimensional method. At least it proves the hypothesis being formulated within the GEORED project regarding the structure functions and development of intermediate cities in Latin America. It turns out that Valdivia fits these hypothesis' in an ideal way. The city conserved its cultural identity and urban heritage, it corresponds to the economic potential and problems of its region, it is still not effectuated by the phenomenon of over-urbanization, it has a good potential for the protection and restauration of the urban environment, and it possesses a high potential for the implementation of sustainable development processes.

Las tendencias recientes de expansión Metropolitana en Santiago están marcadas por el diseño de grandes proyectos inmobiliarios que se comienzan a reproducir bajo la modalidad de ciudades valladas. A través del estudio del marco jurídico que ha dado a lugar a dichas intervenciones y del análisis de los primeros proyectos en marcha, la interrogante principal del trabajo apunta a confrontar si este tipo de emprendimientos es sólo una variante más de lo que son los barrios cerrados actuales o bien si ellos corresponden a las nuevas ciudades del futuro.

Les maisons secondaires sont relativement populaires dans les Alpes. De nombreuses personnes vivant dans les agglomérations urbaines s’efforcent de passer une partie de leur temps en pleine nature, dans un paysage magnifique et de participer à la culture locale. Les conséquences négatives pour les communautés alpines sont évidentes : l’espace libre est saturé de constructions, les coûts des infrastructures augmentent, les maisons secondaires avec les volets des fenêtres fermés pendant de longues périodes donnent aux villages l’aspect de « villages morts ». Les hôtels souffrent de la compétition de la sous-location des maisons secondaires. De l’autre côté, les municipalités alpines obtiennent des moyens financiers en vendant des biens immobiliers. Ces moyens financiers peuvent être investis dans les infrastructures et être utilisés pour maintenir la compétitivité en matière de tourisme. Les maisons secondaires soutiennent l’industrie de la construction et le commerce de détail. Les désavantages des maisons secondaires ont conduit à des mesures restrictives dans l’État fédéré du Tyrol autrichien. Elles sont partiellement en contradiction avec les lois européennes et même avec la constitution autrichienne. En dépit de ces restrictions, le pourcentage des personnes vivant une partie de leur temps dans des maisons secondaires s’est accru considérablement dans les communautés tyroliennes au cours des dernières années. Cela démontre que les mesures de régulation ne sont pas aussi efficaces que prévu. Cet article illustre le développement du secteur des maisons secondaires dans le Tyrol, ses connexions avec le phénomène des multilocalités, documente les conditions légales et essaie de fournir une évaluation de la situation.

Second homes are quite popular in the Alps. Many people living in urban agglomerations endeavor to spend part of their time in fresh nature and a beautiful landscape and to participate in local culture. The drawbacks for alpine communities are obvious: free space is overbuilt, costs for infrastructure are rising, the second homes with their over long periods closed window shutters transmit the image of “dead villages”. The hotels suffer by the completion of the sublease of second homes. On the other hand alpine municipalities attain financial means by selling lots, which can be invested in infrastructure and for the maintenance of touristic competitiveness. Second homes sustain the construction industry and the retail trade. The disadvantages of second homes led to restrictive measures in the Austrian Federal State of Tyrol. They partly disagree to European laws and even to the constitution of Austria. In spite of these restrictions the percentage of people living part of their time in second homes has remarkably increased in Tyrolean communities during the last years. This demonstrates that regulation measurements are not as effective as they intended to be. This article illustrates the development of the second home sector in Tyrol, its connection to the phenomenon of multilocality, documents the legal conditions and tries to give an evaluation.

The IOC’s decision to accept Sochi’s bid to host the 2014 Olympic Winter Games presented the Russian Government with an opportunity for international repositioning. The Caucasian War in August 2008, too, can be linked to this development. Going back to the very beginnings of the Soviet Republic, the Sochi region has achieved the tradition of a resort for health and recreation. However, these functions have so far just concentrated along the Eastern Black Sea’s narrow shoreline. With regard to tourism, the 2014 Games will extend the business segment by establishing the new winter season, whereby the planned actions and measures taken will reach extreme and superlative dimensions. From this perspective, an analytical observation systematically accompanying this mega sports event even prior to its commencement will be of exceptional importance. The academic literature pertaining to the Southern part of the Western Caucasian region shows a noticeable lack of contributions in regards to emerging changes. The study focuses on aspects of regional planning and settlement, as well as on socio-economic developments. Further questions posed at the same time relating to society as a whole refer to social processes of participation and decision-making. Overall, the current transformation processes that have reached this area in 1991 will therefore accelerate significantly. The effectiveness as well as the political willingness to promote societal bottom-up processes will in the end prove to be a measuring stick of their own sustainability.

La décision du C.I.O. d’accepter que les Jeux olympiques d’hiver de 2014 aient lieu à Sotchi a offert au gouvernement russe une chance de se repositionner au niveau international ; la guerre du Caucase en août 2008 peut aussi être reliée à cette décision. Depuis le tout début de la République soviétique, la région de Sotchi a gagné une réputation de station offrant aussi bien des services thermaux que de loisirs. Cependant, ces fonctions se sont jusque là seulement concentrées le long de l’étroite rive Est de la Mer Noire. En termes de tourisme, les Jeux de 2014 vont élargir les perspectives économiques en ouvrant la station aux activités de sports d’hiver pour les J.O. mais aussi pour la suite, ce qui permettra aux actions et mesures préalablement planifiées de viser des résultats ambitieux au-delà de toute comparaison. Dans cette perspective, une observation analytique accompagnant systématiquement cet événement sportif, d’importance majeure avant même qu’il n’ait véritablement commencé, sera cruciale. Or la production universitaire relative à la partie méridionale de la région Ouest du Caucase dénote un manque notable de contributions au vu des changements en émergence. Cette étude se focalise sur les divers aspects de l’aménagement du territoire régional et de son peuplement, ainsi que sur les développements socioéconomiques qui en découlent. Prenant la société comme un tout, l’on s’intéressera également aux processus de prises de décisions et de participation à la vie sociale. De manière générale, les processus de transformation actuels amorcés dans cette zone en 1991 vont s’accélérer de manière significative en conséquence des Jeux. Au bout du compte, l’efficacité, ainsi que la volonté politique de soutenir ou non les processus d’ascension sociale, tiendront lieu d’instrument de mesure de leur propre durabilité.
