Privacy of blockchains has been a matter of discussion since the inception of Bitcoin. Various techniques with a varying degree of privacy protection and complexity have been proposed over the past decade. In this survey, we present a systematic analysis of these proposals in four categories: (i) identity, (ii) transaction, (iii) consensus, and (iv) smart contract privacy. Each of these categories have privacy requirements of its own, and various solutions have been proposed to meet these requirements. Almost every technique in the literature of privacy enhancing technologies have been applied to blockchains: mix networks, zero-knowledge proofs, blind signatures, ring signatures, secure MPC, homomorphic encryption, to name just a few. We analyze each category separately in the paper. We first define the related privacy issues, and then review the proposed solutions. The limitations of each solution and the attacks discovered are also discussed along with the proposals. In this research, we analyze the political participation and representation of the “British Citizens of Turkey-Origin” (BCTO) in the United Kingdom (UK) politics. The BCTO refers to ethno-religious communities from Turkey including Turkish and Kurdish ethnicities with different backgrounds i.e Alevi, Sunni, Secular, Conservative, Nationalist and Leftist , and the Turkish Cypriots that have social/historical link with the Republic of Turkey. In this study, the concepts of nation and citizenship in the political sphere of the UK considering the immigrant population, specifically in the case of BCTO are discussed. Benefiting from the institutional method, the formal and informal institutions in the UK on shaping the political conditions and behaviours of the BCTO are examined including the institutions belong to the BCTO as well. However, it is concluded that BCTO does not represent a politically unified community and, from a institutional approach, the UK system has obstacles that stands in the way of improving BCTO's political representation. Lastly, even though BCTO is politically underrepresented due to the weakness of the politically unified community and insufficient political institutionalisation of the BCTO, certain sub-groups within the BCTO separately indicate a higher level of political involvement., Bu araştırmada, Birleşik Krallık (İngiltere) siyasetinde “Türkiye Kökenli İngiliz Vatandaşlarının” (BCTO) siyasi katılımı ve temsili incelenmiştir. BCTO, Türkiye'den Türk ve Kürt etnik kimlikleriyle beraber Alevi, Sünni, Laik, Muhafazakar, Milliyetçi ve Sol kökenli toplulukları ve Türkiye Cumhuriyeti ile sosyal/tarihi bağı olan Kıbrıslı Türkleri ifade eder. Bu çalışmada, göçmen nüfusa ilişkin Birleşik Krallık'ın siyasi alanındaki ulus ve vatandaşlık kavramları, özellikle BCTO örneğinde tartışılmaktadır. Kurumsal teoriden faydalanarak, BCTO'nin siyasi koşullarının ve davranışlarının şekillenmesinde İngiltere'deki resmi ve informel kurumlar, BCTO'nin kurumları da dahil olmak üzere incelenmektedir. BCTO'nin siyasi olarak yeknesak bir topluluğu temsil etmediği, ve kurumsal yaklaşımdan bakıldığında Birleşik Krallık kurumlarının ve sisteminin BCTO'nin siyasi temsilini iyileştirmenin önünde engelleri olduğu sonucuna varılmıştır. Buna ek olarak, siyasi olarak parçalı topluluğun zayıflığı, BCTO'nin yetersiz siyasi kurumsallaşması nedeniyle BCTO’nun temsiliyeti yeterli seviyede olmasa da, BCTO içindeki bazı alt gruplar ayrı ayrı daha yüksek düzeyde siyasi katılım ve temsiliyet göstermektedir.

İnsanlığın ortak hafızası olan kütüphaneler tarihsel gelişim süreçleri içerisinde gerek ait oldukları toplumsal yapılara gerek bağlı oldukları kurumlara gerekse de koleksiyon ve kullanıcı gruplarına göre çeşitlenerek hizmetlerini sürdürmüşlerdir. Üniversitelerin ortaya çıkışıyla birlikte artan bilgi üretimi ve bilimsel bilgiye olan ihtiyaç, üniversite kütüphanelerinin kurulmasına yol açmış; kütüphaneler sosyal ve kültürel alanla birlikte bilimsel hayatın da ayrılmaz bir parçası haline gelmişlerdir. Ülkemizin en köklü kurumlarından biri olan İstanbul Üniversitesi Merkez Kütüphanesi de sahip olduğu nitelikli koleksiyonları ile hem İstanbul Üniversitesi mensuplarının hem de yerli ve yabancı araştırmacıların bilimsel çalışmalarına destek vermektedir. Nail Bayraktar, who was born in Tetovo, Macedonia in 1932, immigrated to Istanbul with his family when he was only 6 years old. He spent his childhood and youth years in Fatih Karagümrük where he settled down in 1938 and lived there during his childhood and youth years, completing his first, middle and high school years there too. Bayraktar, who completed his military service as an artillery lieutenant in 1953, passed the civil service exam he took in 1954 and started to work as a library clerk at the Süleymaniye Library in June 1954. Shortly after he started working in the library, he wanted to continue his higher education by enrolling into Istanbul University, Faculty of Letters. Bayraktar, who stated that he could not attend the classes enough due to his heavy workload and that he tried to continue his education as much as he could during his entitled leave periods taken in exchange for weekends guarding, married Miss Nimet, who, like himself, devoted herself to this profession

1932 Makedonya Kalkandelen (Tetovo) doğumlu olan Nail Bayraktar, henüz 6 yaşında iken ailesi ile İstanbul’a göç etti. Çocukluk ve gençlik yılları ile eğitim hayatının ilk orta ve lise dönemleri, 1938 yılında yerleştikleri Fatih Karagümrük’de geçti. 1953’de Topçu Teğmen olarak vatani görevini tamamlayan Bayraktar, 1954 yılında girdiği memurluk sınavını kazanarak 1954 yılı Haziran’ında Süleymaniye Kütüphanesi’nde kütüphane memuru olarak göreve başladı. Kütüphanede çalışmaya başladıktan kısa bir süre sonra İstanbul Üniversitesi Edebiyat Fakültesi’ne kaydolarak yükseköğrenimine devam etmek istedi. İş yoğunluğu nedeniyle derslere yeterli derecede katılamadığını, hafta sonu nöbetlerine karşılık hak ettiği izinlerle gücü yettiğince öğrenime devam etmeye çalıştığını belirten Bayraktar, 1958 yılında, kendisi gibi bu mesleğe gönül ve emek veren Nimet hanım ile evlenmiştir.

Bu yazı, Türk Kütüphaneciliğin öncü isimlerinden biri olan hocam Nail Bayraktar hakkındadır. Atatürk Kitaplığı’nda tanıştığım ilk kütüphanecilik yıllarımdan onun vefatına kadar geçen sürede bendeki hatırasının kısa bir ifadesidir. Kütüphanecilik onun için bir aşk idi. Üzerimde ödeyemeyeceğim kadar emeği vardır. Nail Bayraktar son nefesine kadar çok okuyan, çok düşünen ve çok yazan bir insan olarak yaşadı. Onun eserleriyle ve örnek hayat tarzıyla daima yaşayacağı inancındayım. Changes in libraries, archives and similar information centers, which are institutions where the change in basic components such as buildings, collections and services has continued throughout history, continues with increasing acceleration depending on the speed of technological developments experienced today. While these developments transform the structure in information centers from collection focus to user focus, it also makes services innovative and easy to access. This work, which is edited by Assoc. Prof. Dr. Alpaslan Hamdi KUZUCUOĞLU, contains information on new service approaches and the latest technical applications in libraries and archives known as cultural memory institutions. The work consists of three main sections: "Library Institutions and Archive Institutions" and "Technical Applications in Information Centers"., Binalar, koleksiyonlar ve hizmetler gibi temel bileşenlerinde yaşanan değişimin tarih boyunca devam ettiği kurumlar olan kütüphane, arşiv ve benzeri bilgi merkezlerindeki değişimler günümüzde yaşanan teknolojik gelişmelerin hızına bağlı olarak devamlı artan ivme ile devam etmektedir. Bu gelişmeler bilgi merkezlerindeki yapıyı koleksiyon odağından kullanıcı odağına doğru dönüştürürken hizmetleri de yenilikçi ve kolay erişimli hale getirmektedir. Editörlüğünü Doç. Dr. Alpaslan Hamdi KUZUCUOĞLU’nun üstlendiği bu eser, kültürel bellek kurumları olarak bilinen kütüphane ve arşivlerdeki yeni hizmet anlayışları ile en yeni teknik uygulamalar üzerine bilgiler içermektedir. Eser “Kütüphane Kurumları ve Arşiv Kurumları” ve ‘Bilgi Merkezlerinde Teknik Uygulamalar’ olmak üzere üç ana bölümden oluşmaktadır.

Toplum olarak yaşayabilmenin en temel unsuru, insanların kolektif yaşantılarını kurumsallaştıracak formları inşa etmeleriyle mümkündür. Bu formlar ise toplumsal kurum olarak anlam bulmaktadır. Toplumsal yapının sürekliliğinin sağlanmasında düzenli ve uyumlu bir sistematiğin ortaya çıkmasında ise her kurum farklı bir takım fonksiyonları üstlenmiştir. Aile kurumu da toplumsal yaşantı bağlamında üstlendiği fonksiyonları itibariyle toplumsal yapının temel unsurlarından biri olarak kabul edilmektedir. Aile, toplumun sürekliliğinin sağlanmasında; yeniden üretim ve sosyalleşme noktasında önemli bir kurumdur. Kurumlar süreklilikleri ve kalıcılıkları itibariyle toplumlar için hayati öneme sahiptir. Ancak, toplumsal kurumlar zaman içerisinde farklı bir takım nedenlerden ötürü değişimler yaşayabilmektedir. Toplumsal ihtiyaçlarda yaşanan değişim kurumları da dönüştürebilmektedir. Aile de toplumsal bir kurum olarak bu değişimden etkilenmektedir. Ailenin bir kurum olarak dönüşümü ise hem aile kurumunun yapısını değiştirmekte hemde aile içerisindeki rol ve sorumlulukların farklılaşmasına neden olabilmektedir. Each institution undertook different functions in the emergence of a regular and harmonious systematic in ensuring the continuity of the social structure. The family institution is also considered as one of the basic elements of the social structure in terms of the functions it undertakes in the context of social life. Family is an important institution in terms of reproduction and socialization in ensuring the continuity of the society. Institutions are of vital importance for societies due to their continuity and permanence. However, social institutions may experience changes over time due to different reasons. The change in social needs can also transform institutions. The family is also affected by this change as a social institution. The transformation of the family as an institution changes both the structure of the family institution and the changing roles and responsibilities within the family. Siyaset bilimi ve siyaset sosyolojisi bağlamındademokrasi hem akademik dünyanın hem de reelhayatın sıkça konuşulan ve tartışılan kavramlarındanbirisidir. Demokrasi yaşadığımız zaman dilimiitibariyle bir siyasal sistem olmanın oldukça ötesinegeçmiş, siyasal sistemlerin değerlendirilmesindekullanılan temel bir ölçüt halini almıştır.Demokrasinin bu derece geniş bir içerik üzerindenkendisini var etmesi ise demokrasiye dönükbeklentileri farklılaştırmıştır. Bir siyasal sistem olarakdemokrasi çağımızın egemen siyasal söyleminioluştursa da kendisine dönük sorgulamalar veeleştiriler tarihsel süreç içerisinde daima var olmuştur.Bu sorgulamaların bir kısmı demokrasiyi daha olgunbir düzleme taşıma iddiasını dile getirirken, diğer birkısmı ise demokrasinin kendi içsel dinamiklerindendolayı bir takım haksızlıklar üreten bir sistem olduğunuvurgulayarak ona karşı cephe almıştır. Bu çalışma,demokrasi açısından ortaya konulan bütün bu yeniarayış ve sorgulamaları, yaşadığı zaman dilimiitibariyle önceleyen ve temsili demokrasiye yönelikeleştiriler getiren Henry David Thoreau’nundüşünceleri bağlamında analiz etmeyi amaçlamaktadır.

Birlik Partisi (BP) 1966’da bir grup Alevinin bir araya gelerek oluşturduğu bir siyasal partidir. Daha sonra adı Türkiye Birlik Partisi (TBP) olacak olan parti siyasal yaşamı boyunca çeşitli ideolojik dönüşümler geçirmiştir. (T)BP’nin kuruluş aşamasında seslenmeye çalıştığı kitlenin “geleneksel Alevi” kesimi olduğu görülmektedir. Bu çerçevede Hacı Bektaş Dergâhı’nın (HBD) partiye önemli sayılabilecek ölçüde katkı sağladığı söylenebilir. HBD’nin parti içerisindeki ağırlığına rağmen çeşitli faktörlerin katkısıyla (T)BP bir sol parti hüviyeti kazanmıştır. Aleviliği daha çok solun dışında kültürel/dinsel bir temsil olarak gören HBD ve temsil ettiği kesimler süreç içerisinde partiden uzaklaşmışlardır. TBP 1969 seçimlerinde gelenekle kurduğu bağ sayesinde parlamentoya 8 vekil göndererek görece başarılı bir performans sergilemiştir. Aynı başarı 1973 ve 1977 seçimlerinde görülmemektedir. Bu çalışma her iki dönem arasındaki farkı TBP’nin gelenek ya da solla kurduğu bağı dikkate alarak incelemeye çalışmaktadır. Bu inceleme partinin programları ve parti ileri gelenlerinin söylev ve demeçlerini dikkate alarak yapılmıştır. Çalışmada betimsel ve tarihsel araştırma yöntemleri kullanılmıştır., The Unity Party (BP) was a political party that was established by a group of Alevis in 1966. The party, which later came to be named the Turkish Unity Party (TBP), had gone through several ideological transformations throughout its political life. We know that “traditional” Alevis are a group that the TBP tried to address during its foundation period. Within this framework, we can conclude that the Hadji Bektashi Dervish Convent (HBD) contributed to the party on a seemingly significant scale. Despite the influence of the HBD within the party, the TBP gained the identity of a leftist party due to several factors. Meanwhile, with Alevism regarded as a cultural/religious representation rather than as a leftist ideology, the HBD and its representative sections alienated themselves from the party. Thanks to its connection with tradition, the TBP had shown a relatively successful performance by sending eight representatives to parliament. The same success, however, was not observed in the 1973 and 1977 elections. This study examines the difference in the party’s success between the period when it was founded and the 70s in an effort to consider the connection established by the TBP with tradition and/or the leftists. This examination was based on the party’s programs and the addresses and statements of the party’s dignitaries. Descriptive and historical research methods were used in the study.&nbsp

ÖzSivil toplum; bireysel özgürlükleri ve bireylerin temel haklarını korumaya çalışan, aynı zamanda gönüllülük prensibine dayalı örgütlenmelerin esas alındığı, toplumun devlet politikalarını denetleyip yönlendirebildiği, aktif bir yurttaşlık bilincine sahip olmayı gerektiren bir gelişmişlik düzeyi olarak tanımlanmaktadır. Bu kapsamda sivil toplum, devletle birey arasında bir denge unsuru vazifesi görmektedir. Sivil toplum kavramının çekirdeğini bireylerin devlet karşısındaki konumunu belirleyen bir takım örgütlenmeler oluşturmaktadır. Sivil toplum örgütleri aracılığıyla birey, devletle ilişkilerini temel bir düzende tuttuğu gibi, temel hak ve özgürlüklerini koruyarak devletin politikalarını doğrudan veya dolaylı bir şekilde yönlendirmeye çalışmaktadır.II. Meşrutiyet dönemi de bu anlamda Osmanlıda sivil toplum anlayışının yaygınlık ve bu yönde sivil örgütlenmelerin yoğunluk kazandığı bir zaman dilimidir. Bu çalışmanın amacı da II. In civil society, the society can control and direct government policies and it requires having an active citizenship consciousness. Within this context, civil society serves as an equilibrant between the state and individual. The core of the civil society notion consists of a set of organizations which determine the position of individuals against the state. An individual tries to –directly or indirectly- lead government policies by protecting fundamental rights and freedoms as well as keeping the relations with the state in a fundamental order, via the civil society.The Second Constitutional Period, in this sense, is a time period in which civil society understanding gained generality in the Ottoman Empire and in which civil organization occurred in this way. The aim of this study is to analyze the civil society understanding and the Terakki-i Maârif and İttihâd-ı Muallimin Society as well as Teachers’ Communities, which can be an example of a tangible representation of this understanding within the context of civil society notion.Key Words: Civil Society, Non-Governmental Organizations, Civil Society in Ottoman Empire
