he land-use sector plays a critical role for achieving the goals of the Paris Agreement. This report discusses key environmental integrity challenges for using carbon market mechanisms to implement mitigation activities in the land-use sector. The report evaluates how existing carbon market mechanisms address these challenges in practice and to what extent these approaches can mitigate environmental integrity risks. The analysis includes selected crediting mechanisms and two case studies of cap-and-trade systems, the EU ⁠LULUCF⁠ Regulation and the New Zealand Emissions Trading Scheme.

Nat��rliche ��kosysteme sind wichtige Kohlenstoffspeicher. In Deutschland wurden im Jahr 2019 61 Mio. t CO2��q. von nat��rlichen ��kosystemen aufgenommen. Dabei entfiel die CO2-Festlegung zu einem Gro��teil auf die Waldbiomasse, gefolgt von Waldb��den und Holzprodukten. Die Ver��nderung der Senkenleistung der Waldbiomasse ist direkt abh��ngig vom Holzeinschlag und liegt bei 0,25-1,7 t CO2��q. pro geerntetem Kubikmeter Holz. Wird die Waldbewirtschaftung extensiviert, wodurch der Holzvorrat auf der Waldfl��che steigt, erh��ht sich auch die Senkenleistung. Um zu vermeiden, dass einfach mehr Holz importiert wird, sollte gleichzeitig die Holznutzung reduziert werden. Bei der ��berlegung, in welchen Bereichen Holz aus Klimaschutzgr��nden eingespart werden sollte, kann eine ganzheitliche Treibhausgas (THG)-Bilanz unterst��tzen. Diese Bilanz sollte die Prozesskette, die Ver��nderung der Speicherleistung der Waldfl��che und der Holzprodukte sowie Substitutionseffekte durch die Vermeidung nicht-biogener Substitute ber��cksichtigen. Die Ver��nderung der Speicherleistung der Waldfl��che wird h��ufig in THG-Bilanzen als Vereinfachung auf null gesetzt. Es zeigt sich aber, dass die THG-Bilanz gerade von diesem Faktor stark beeinflusst wird und nicht vernachl��ssigt werden darf. Ein Vorratsaufbau sollte vor allem in ��kologisch stabilen Laub- und Mischw��ldern erfolgen, damit die Dauerhaftigkeit der CO2-Speicherung m��glichst sicher ist. Die Extensivierung der Waldbewirtschaftung sollte sich auf Holzsortimente fokussieren, die zum ��berwiegenden Anteil f��r niederwertige und kurzlebige Holzprodukte wie Papier, Pappe, Verpackungsholz und Energieholz genutzt und explizit f��r diese Nutzung eingeschlagen werden. Forest management and its effect on the GHG balance in Germany: Natural ecosystems are important carbon reservoirs. In Germany, -61 Mt CO2e were taken up by natural ecosystems in 2019. Forest biomass accounted for a large part of this CO2 sink, followed by forest soils and wood products. The sink capacity of forest biomass is directly dependent on the harvest rate and ranges from 0.25-1.7 t CO2e per cubic meter of harvested wood. If wood harvest is reduced, the growing stock in the forest increases and thus also the forest sink. A holistic greenhouse gas (GHG) balance can support the consideration of the areas in which wood should be saved for climate protection reasons. This balance should take into account the process chain, the change in the storage capacity of the forest and wood products, and substitution effects through the avoidance of non-biogenic substitutes. The change in the carbon storage capacity of the forest is often set to zero in GHG balances as a simplification. However, the GHG balance is strongly influenced by this factor and must not be neglected. Building up growing stock in forests should take place primarily in ecologically stable deciduous and mixed stands, so that permanence of CO2 storage is secured. The extensification of forest management should focus on wood assortments that are predominantly used for low-value and short-lived wood products such as paper, cardboard, packaging wood and energy wood, and which are felled explicitly for this use. La gesti��n forestal y su efecto sobre el equilibrio de GEI en Alemania: Los ecosistemas naturales son importantes dep��sitos de carbono. En Alemania, los ecosistemas naturales absorbieron 61 millones de t CO2eq. en 2019. La determinaci��n de CO2 se atribuy�� en gran parte a la biomasa forestal, seguida de los suelos forestales y los productos madereros. El cambio en el comportamiento del sumidero de la biomasa forestal depende directamente de la tala y es de 0.25 a 1.7 t CO2eq. por metro c��bico de madera cosechada. Natürliche Senken sind Ökosysteme, die neben der Aufnahme und Speicherung von Kohlenstoff eine Vielzahl von Funktionen haben. Sie dienen verschiedensten Arten als Lebensraum, und ein Zustand, der viele natürliche Prozesse im Ökosystem zulässt, ist essenziell für den Schutz der Biodiversität. Zur Erreichung von Treibhausgasneutralität müssen natürliche Senken in großem Umfang wiederhergestellt oder erhalten werden, um langfristig nicht vermeidbare Emissionen kompensieren zu können. Die benötigte Nettosenke muss langfristig und von hoher Beständigkeit sein sowie zur allgemeinen Umweltintegrität beitragen, um so eine tatsächlich »grüne Null« zu erreichen. Für die effektive Anrechnung solcher Senken ist es wichtig, eine hohe Dauerhaftigkeit zu erreichen und Verdrängungseffekte zu vermeiden. Der Landnutzungssektor in Deutschland stellt im Jahr 2018 insgesamt eine Nettosenke von rund -30 Mio. t CO2Äq. dar. Vor allem durch Maßnahmen im Bereich Waldbewirtschaftung und Schutz von Moorböden lässt sich die Senke halten bzw., wie in der nationalen und internationalen Zielsetzung gefordert, ggf. auch steigern. Allerdings sind auch in Deutschland Senken durch Nutzungsintensivierung und natürliche Störungen bedroht. Die langfristige Kohlenstoffspeicherung durch natürliche Senken ist eine Herausforderung, die nur erfolgreich bewältigt werden kann, wenn auch Biodiversitäts- und Klimaanpassungsziele damit verbunden werden. Nur so können das Potenzial von Wäldern, Feuchtgebieten und Böden aufrechterhalten und gespeicherte Kohlenstoffvorräte geschützt werden. Greenhouse gas neutrality: How can natural sinks in Germany contribute to the »green zero«?: Natural sinks are ecosystems that have a variety of functions in addition to absorbing and storing carbon. They serve as habitats for a wide range of species, and a state that allows many natural processes in the ecosystem is essential for the protection of biodiversity. To achieve greenhouse gas neutrality, natural sinks must be restored on a large scale to compensate for unavoidable emissions in the long term. A net sink to compensate for the remaining emissions that cannot be avoided must be long-term and of high permanence, as well as contribute to overall environmental integrity, thus achieving a truly »green zero«. For the effective accounting of such sinks, it is important to achieve high permanence and avoid leakage effects. Today, the land use sector in Germany represents a total net sink of around -30 Mt CO2eq. Measures related to forest management and protection of peatland soils in particular can maintain the sink or, as in the national and international objectives, increase it if necessary. However, sinks in Germany are also threatened by intensification of use and natural disturbances. Long-term carbon storage by natural sinks is a challenge that can only be successfully met if biodiversity and climate adaptation goals are also linked to it. Only in this way can the sink potential of forests, wetlands and soils be maintained, and stored carbon stocks be protected. Neutralidad de los gases de efecto invernadero: ¿Cómo pueden contribuir los sumideros naturales en Alemania al »cero verde«? - Los sumideros naturales son ecosistemas que tienen multitud de funciones además de absorber y almacenar carbono. Sirven de hábitat para una amplia variedad de especies, y un estado que permita muchos procesos naturales en el ecosistema es fundamental para la protección de la biodiversidad. Para lograr la neutralidad de los gases de efecto invernadero, los sumideros naturales deben restaurarse o mantenerse a gran escala para poder compensar las emisiones que no se pueden evitar a largo plazo. El sumidero de red requerido debe ser a largo plazo y altamente estable, además de contribuir a la integridad ambiental general para lograr un verdadero »cero verde«. Para que dichos sumideros se tengan en cuenta de manera eficaz, es importante lograr un alto nivel de durabilidad y evitar los efectos de desplazamiento. El sector del uso de la tierra en Alemania representa un sumidero neto de alrededor de -30 millones de t CO2eq en 2018. Sobre todo, a través de medidas en el campo de la ordenación forestal y la protección de las turberas, la depresión puede mantenerse o, si es necesario, aumentarse según lo requieran los objetivos nacionales e internacionales. Sin embargo, también en Alemania, los fregaderos están amenazados por un mayor uso y perturbaciones naturales. El almacenamiento de carbono a largo plazo a través de sumideros naturales es un desafío que solo puede superarse con éxito si también se combinan con él los objetivos de biodiversidad y adaptación al clima. Ésta es la única forma de mantener el potencial de los bosques, los humedales y los suelos y proteger las reservas de carbono almacenadas.

The Paris Agreement stresses the importance of the land use sector and many countries have included land use sector targets in their nationally determined contributions (NDCs). They will need to account for emissions and removals from the sector in a manner that promotes transparency, accuracy, completeness, comparability and consistency. Stakeholders involved have therefore called for "independent monitoring” (IM) approaches, i.e. authoritative, unbiased sources of information that they could rely on for their specific needs. More and more datasets and portals that serve these needs have recently emerged (e.g. Global Forest Watch, OpenForis). A stakeholder survey was carried out to identify the level of satisfaction with existing datasets and portals. These were also assessed in a SWORG analysis. We identified common misunderstandings and challenges, such as technical data issues, difficulties regarding data use and interpretation and issues of access and capacities. There is also a lack of awareness and capacities to use IM approaches. In four case studies we illustrate possible pathways to overcome these challenges. We present key elements that are considered to be essential for effective use of IM approaches for land use sector MRV. Bringing the assessment of user needs, opportunities for existing approaches and identification of gaps together, we formulate concrete recommendations for specific stakeholder groups, including data providers and users.

Climate change and forests are intrinsically linked. On the one hand, changes in global climate are already stressing forests through higher mean annual temperatures, altered precipitation patterns, and more frequent and extreme weather events. On the other hand, growing forests store carbon dioxide and may play an important role in mitigating climate change. However, when degraded or removed, forests turn into additional sources of carbon dioxide. Forests are managed for various purposes. Aims of management vary depending on forest owner objectives, region or country and also over time. Managing forests for climate change adaptation and mitigation purposes is a quite recent aim in forest management and faces many challenges. Some of them are discussed in this report. Timing of forest management under climate change is very important. Decisions made now will affect forests many decades into the future. Thus, it is important for managers to take into account how forests may respond to future climatic conditions. The future climate at specific locations and times is very uncertain. Even less clear is the picture of how organisms will respond to that, how fast they will adapt. Consequently, management actions to address climate change must be flexible in a way that they do not compromise forest productivity and sustainable production of all forest services.
