Due to its ability to acquire data regardless of weather conditions and solar illumination, Synthetic Aperture Radar (SAR) intensity data is the preferred data for large-scale flood mapping. However, due to the SAR image distortions and complex land cover conditions at large scale, there are areas where SAR data is unable to measure ground surface changes caused by floodwater, which is crucial information that cannot be overlooked for large-scale applications. To address this limitation of SAR data, two similar products, the LIST Exclusion map (EX-map) and the GFM exclusion mask, were recently proposed to identify these problematic areas. As there is no established criterion to evaluate these two products, a comprehensive comparison is necessary to investigate the consistency and differences between them for different end-users’ needs. We conducted the first-ever comparison between the LIST EX-map and the GFM exclusion mask, from their definitions to the site-scale products, while elaborating on their preferred application domains for different algorithms. We qualitatively and quantitatively evaluated the exclusion map using Sentinel-1 data for 11 test sites across five continents with global land cover maps to identify the advantages and disadvantages of both approaches. The results show that the main differences exist in mountainous radar layovers/shadows and low vegetation such as grass, cropland, and shrubland. The evaluation results demonstrate a good agreement (64.87% ∼ 91.40%) between the two products.

In August and September 2022, Pakistan was hit by a severe flood, and millions of people were impacted. The Sentinel-1-based flood mapping algorithm developed by Technische Universität Wien (TU Wien) for the Copernicus Emergency Management Service (CEMS) global flood monitoring (GFM) component was used to document the propagation of the flood from 10 August to 23 September 2022. The results were evaluated using the flood maps from the CEMS rapid mapping component. Overall, the algorithm performs reasonably well with a critical success index of up to 80 %, while the detected differences can be primarily attributed to the time difference of the algorithm's results and the corresponding reference. Over the 6-week time span, an area of 30 492 km2 was observed to be flooded at least once, and the maximum extent was found to be present on 30 August. The study demonstrates the ability of the TU Wien flood mapping algorithm to fully automatically produce large-scale results and how key data of an event can be derived from these results.

TU Wien’s flood mapping algorithm, used for global operations, utilizes harmonic functions to model the seasonal behavior of backscatter to improve flood classification. In earth observation (EO), temporal harmonic models have been used in various scenarios for vegetation and water mapping in the optical and, recently, synthetic aperture radar (SAR) domains. These models condense EO time series stacks to a few Fourier coefficient images that capture seasonal variability, allowing for variable estimation for each day of the year. TU Wien’s harmonic parameters consist of these coefficients plus the regression standard deviation and number of observations. However, generating harmonic models at large scales and high resolution presents significant logistical and technical challenges. Particularly for SAR, which requires special handling due to acquisition geometry considerations, implementation on a datacube infrastructure is necessary for agile filtering in metadata, temporal and spatial dimensions. In this work, we highlight our harmonic parameter dataset and our software stack of loosely coupled Python packages, which were deployed in a high-performance computing environment to generate these parameters globally.

Synthetic Aperture Radar (SAR) images acquired by Earth observation satellites often constitute the only source of information for monitoring the progression of flood events over larger regions. Particularly attractive are the SAR data acquired by the Copernicus Sentinel-1 satellites because they are free and open, and combine a short revisit time with a good spatial and radiometric resolution. In this contribution, we discuss how a Sentinel-1 data processing system should be designed to optimally benefit from the dense Sentinel-1 time series and advanced algorithms such as change detection or machine learning methods. This was one of the questions addressed by an expert group tasked by the Joint Research Centre of the European Commission to investigate the feasibility of an automated, global, satellite-based flood monitoring product for the Copernicus Emergency Management Service. Drawing from the expert group report, we distinguish three broad categories of data processing architectures, namely single-image, dual-image, and data cube processing architectures. While the latter architecture is the most demanding in terms of large storage and compute capacities, it is also the most promising to derive high-quality Sentinel-1 flood maps comprised not just of the flood mask but also of data fields describing the retrieval uncertainty and masks showing where Sentinel-1 cannot detect floods due to physical reasons. Therefore, we recommend to use data cube processing architectures and showcase the use of the Austrian Data Cube for monitoring a small-scale flood event that occurred in Austria in November 2019.

Active microwave sensors operating at lower microwave frequencies in the range from 1 to 10 GHz provide backscatter measurements that are sensitive to the moisture content of the soil. Thanks to a series of European C-band (5.3 GHz) scatterometers, which were first flown on board of the European Remote Sensing satellites ERS-1 and ERS-2, and later on board of MetOp-A and MetOp -B, we are now in the possession of a long-term soil moisture time series starting in 1991. The creation of globally consistent long-term soil moisture time series is a challenging task. The TU-Wien soil moisture algorithm is adopted to tackle these challenges. In this paper we present two methodologies that were developed to ensure radiometric stability of the European C-band scatterometers. The objective of sensor intra-calibration is to monitor and correct for radiometric instabilities within one scatterometer mission, while sensor inter-calibration aims to remove radiometric differences across several missions. In addition, a novel vegetation modelling approach is presented that enables the estimation of vegetation parameters for each day across several years to account for yearly to longer-term changes in vegetation phenology and land cover.

Radiometric Terrain Corrected (RTC) gamma nought backscatter, which was introduced around a decade ago, has evolved into the standard for analysis-ready Synthetic Aperture Radar (SAR) data. While working with RTC backscatter data is particularly advantageous over undulated terrain, it requires substantial computing resources given that the terrain flattening is more computationally demanding than simple orthorectification. The extra computation may become problematic when working with large SAR datasets such as the one provided by the Sentinel-1 mission. In this study, we examine existing Sentinel-1 RTC pre-processing workflows and assess ways to reduce processing and storage overheads by considering the satellite's high orbital stability. By propagating Sentinel-1's orbital deviations through the complete pre-processing chain, we show that the local contributing area and the shadow mask can be assumed to be static for each relative orbit. Providing them as a combined external static layer to the pre-processing workflow, and streamlining the transformations between ground and orbit geometry, reduces the overall processing times by half. We conducted our experiments with our in-house developed toolbox named wizsard , which allowed us to analyse various aspects of RTC, specifically run time performance, oversampling, and radiometric quality. Compared to the Sentinel Application Platform (SNAP) this implementation allowed speeding up processing by factors of 10-50. The findings of this study are not just relevant for Sentinel-1 but for all SAR missions with high spatio-temporal coverage and orbital stability.

We present a new perspective on Earth's land surface, providing a normalised microwave backscatter map from spaceborne Synthetic Aperture Radar (SAR) observations. The Sentinel-1 Global Backscatter Model (S1GBM) describes Earth for the period 2016-17 by the mean C-band radar cross section in VV- and VH-polarisation at a 10 m sampling. We processed 0.5 million Sentinel-1 scenes totalling 1.1 PB and performed semi-automatic quality curation and backscatter harmonisation related to orbit geometry effects. The overall mosaic quality excels (the few) existing datasets, with minimised imprinting from orbit discontinuities and successful angle normalisation in large parts of the world. Regions covered by only one or two Sentinel-1 orbits remain challenging, owing to insufficient angular variation and not yet perfect sub-swath thermal noise correction. Supporting the design and verification of upcoming radar sensors, the obtained S1GBM data potentially also serve land cover classification and determination of vegetation and soil states. In runoff generation process, soil moisture plays an important role as it controls the magnitude of the flood events in response to the rainfall inputs. In this study, we investigated the ability of a new era of satellite soil moisture retrievals to improve the Soil & Water Assessment Tool (SWAT) daily discharge simulations via soil moisture data assimilation for two small (< 500 km 2 ) and hydrologically different catchments located in Central Italy. We ingested 1) the Soil Moisture Active and Passive (SMAP) Enhanced L3 Radiometer Global Daily 9 km EASE-Grid soil moisture, 2) the Advanced SCATterometer (ASCAT) H113 soil moisture product released within the EUMETSAT Satellite Application Facility on Support to Operational Hydrology and Water Management (H-SAF) which has a nearly daily temporal resolution and sampling of 12.5 km, and 3) a fused ASCAT/Sentinel-1 (S1) satellite soil moisture product named SCATSAR-SWI with temporal and spatial sampling of 1 day and 1 km, respectively into SWAT hydrological model via the Ensemble Kalman Filter (EnKF). Different configurations were tested with the aim of exploring the effect of the hydrological regime, the land use conditions, the spatial sampling and the revisit time of the products (which controls the amount of available data to be potentially ingested). Results show a general improvement of SWAT discharge simulations for all products in terms of error and Nash Sutcliffe efficiency index. In particular, we found a relatively good behavior of both the active and the passive products in terms of low flows improvement especially for the catchment characterized by a higher baseflow component. The benefit of the higher spatial resolution of SCATSAR-SWI obtained via S1 over ASCAT was small, likely due to very challenging areas for the S1 retrieval. Eventually, better performances were obtained for the passive product in the more forested catchment. With the aim of exploring the benefit of having more frequent satellite soil moisture observations to be ingested, we tested the performance of the ASCAT product with a reduced temporal sampling obtained by temporally matching ASCAT observations to that of SMAP. The results show a significant reduction of the performance of ASCAT, suggesting that the correction frequency (due to the higher number of observations available) for small catchments is an important aspect for improving flood forecasting as it helps to adjust more frequently the pre-storm soil moisture conditions., Competing Interests: Declaration of Competing Interest The authors declare that they have no known competing financial interests or personal relationships that could have appeared to influence the work reported in this paper.

This paper describes the technical development and accuracy assessment of the most recent and improved version of the SoilGrids system at 250m resolution (June 2016 update). SoilGrids provides global predictions for standard numeric soil properties (organic carbon, bulk density, Cation Exchange Capacity (CEC), pH, soil texture fractions and coarse fragments) at seven standard depths (0, 5, 15, 30, 60, 100 and 200 cm), in addition to predictions of depth to bedrock and distribution of soil classes based on the World Reference Base (WRB) and USDA classification systems (ca. 280 raster layers in total). Predictions were based on ca. 150,000 soil profiles used for training and a stack of 158 remote sensing-based soil covariates (primarily derived from MODIS land products, SRTM DEM derivatives, climatic images and global landform and lithology maps), which were used to fit an ensemble of machine learning methods-random forest and gradient boosting and/or multinomial logistic regression-as implemented in the R packages ranger, xgboost, nnet and caret. The results of 10-fold cross-validation show that the ensemble models explain between 56% (coarse fragments) and 83% (pH) of variation with an overall average of 61%. Improvements in the relative accuracy considering the amount of variation explained, in comparison to the previous version of SoilGrids at 1 km spatial resolution, range from 60 to 230%. Improvements can be attributed to: (1) the use of machine learning instead of linear regression, (2) to considerable investments in preparing finer resolution covariate layers and (3) to insertion of additional soil profiles. Further development of SoilGrids could include refinement of methods to incorporate input uncertainties and derivation of posterior probability distributions (per pixel), and further automation of spatial modeling so that soil maps can be generated for potentially hundreds of soil variables. Another area of future research is the development of methods for multiscale merging of SoilGrids predictions with local and/or national gridded soil products (e.g. up to 50 m spatial resolution) so that increasingly more accurate, complete and consistent global soil information can be produced.
