Abstract

To support conservation practices, societal demand for understanding fundamental coastal ocean ecosystem mechanisms has grown in recent decades. Globally, these regions are among the world’s most productive, but they are highly vulnerable to extractive and non-extractive stresses. In 1999, we established the Partnership for Interdisciplinary Studies of Coastal Oceans (PISCO) to perform basic and use-inspired, long-term ecological research at local to large marine ecosystem (LME) scales. Coordinated investigations of ecosystem patterns and dynamics focused on nearshore coastal waters and hard-bottom habitats (rocky intertidal and kelp forests) in the California Current Large Marine Ecosystem. Communicating relevant scientific discoveries to inform decision-making was an integral component, as was commitment to training new generations of interdisciplinary marine scientists, thereby building scientific capacity and expertise in marine conservation science and policy. Issues of climate change and ocean acidification, wildlife disease outbreaks, oil spills, and conservation strategies such as marine protected areas have spotlighted the immense value of long-term monitoring and research at the LME scale. Here, we reflect on PISCO’s approach and progress in linking science, conservation, management, and policy using 20 years of experience in the formation and operation of this research network.

Abstract

This document, one of a series of reports, focuses on the adoption of principles of quality management, originally developed by W. Edwards Deming, and the Baldrige Criteria for use in education. These processes and tools for systemic organizational management, when comprehensively applied, produce performance excellence and continuous improvement. They are now standard operating procedures for many of America's most successful companies. Educational systems that applied these techniques comprehensively and consistently have seen significant gains in student achievement, decreases in discipline problems, greater employee satisfaction, increased satisfaction and support from parents and communities, and reductions in administrative costs. The eight case studies in this report provide concrete evidence of the efficacy of quality management techniques when applied in education. For example, over 90 percent of all students in the Brazosport Independent School District, Texas, meet state standards and pass the state achievement tests. There are virtually no differences in performance between groups of children, regardless of race or economic background. Abstract

The years since 2000 have been a golden age in in situ ocean observing with the proliferation and organization of autonomous platforms such as surface drogued buoys and subsurface Argo profiling floats augmenting ship-based observations. Global time series of mean sea surface temperature and ocean heat content are routinely calculated based on data from these platforms, enhancing our understanding of the ocean’s role in Earth’s climate system. Individual measurements of meteorological, sea surface, and subsurface variables directly improve our understanding of the Earth system, weather forecasting, and climate projections. They also provide the data necessary for validating and calibrating satellite observations. Maintaining this ocean observing system has been a technological, logistical, and funding challenge. The global COVID-19 pandemic, which took hold in 2020, added strain to the maintenance of the observing system. A survey of the contributing components of the observing system illustrates the impacts of the pandemic from January 2020 through December 2021. The pandemic did not reduce the short-term geographic coverage (days to months) capabilities mainly due to the continuation of autonomous platform observations. In contrast, the pandemic caused critical loss to longer-term (years to decades) observations, greatly impairing the monitoring of such crucial variables as ocean carbon and the state of the deep ocean. So, while the observing system has held under the stress of the pandemic, work must be done to restore the interrupted replenishment of the autonomous components and plan for more resilient methods to support components of the system that rely on cruise-based measurements.

Abstract

This report provides recommendations to foster collaboration and cooperation between technologies and disciplines and for implementing truly integrated ocean observing systems. Based on an intensive literature review and a careful examination of different examples of integration in different fields, this work identifies the issues and barriers that must be addressed, and proposes a vision for a real implementation of this ocean integration ambition. This work is a contribution to the implementation of EOOS, a much-needed step forward in Europe, following the international guidance of GOOS.

Abstract

Understanding and sustainably managing complex environments such as marine ecosystems benefits from an integrated approach to ensure that information about all relevant components and their interactions at multiple and nested spatiotemporal scales are considered. This information is based on a wide range of ocean observations using different systems and approaches. An integrated approach thus requires effective collaboration between areas of expertise in order to improve coordination at each step of the ocean observing value chain, from the design and deployment of multi-platform observations to their analysis and the delivery of products, sometimes through data assimilation in numerical models. Despite significant advances over the last two decades in more cooperation across the ocean observing activities, this integrated approach has not yet been fully realized. The ocean observing system still suffers from organizational silos due to independent and often disconnected initiatives, the strong and sometimes destructive competition across disciplines and among scientists, and the absence of a well-established overall governance framework. Here, we address the need for enhanced organizational integration among all the actors of ocean observing, focusing on the occidental systems. We advocate for a major evolution in the way we collaborate, calling for transformative scientific, cultural, behavioral, and management changes. This is timely because we now have the scientific and technical capabilities as well as urgent societal and political drivers. The ambition of the United Nations Decade of Ocean Science for Sustainable Development (2021–2030) and the various efforts to grow a sustainable ocean economy and effective ocean protection efforts all require a more integrated approach to ocean observing. 46. The Development of Fundamental Skills in Tactile Graph Interpretation: A Program for Braille Readers. Final Report.

Abstract

The report describes the development and evaluation of an instructional program in tangible graph interpretation for braille readers. Because graphs frequently appear in textbooks and in other printed sources, lack of appropriate translation for blind persons can be a significant educational obstacle. Based on anlyses of typical graph reading tasks, skills and concepts fundamental to the graph reading process were identified and then incorporated into a logically sequenced instructional program. A high priority was given to the application of relevant research findings in the areas of display design and skills training. The effectiveness of the program was assessed using 60 braille readers in grades 5-10. The results indicated that substantial gains in graph literacy could be realized with the program in a relatively short time. (Author/CL)
