This paper, focusing on liberalism and justice, mainly discussed the historical limitations and profit -- driven nature of carbon politics, which operates on climate agreements. Based on the external characteristics of greenhouse gas emission, the governance of international anarchy and the constraint of national limited rational behaviors, the paper elaborated on the necessity and good visions of establishing a cooperative mechanism of carbon politics. However, the deprivation of modern rules on carbon politics suggested the capital and interest demands of climate change politics, and carbon politics in the name of climate distribution justice was represented by the effectiveness of technological ownership and market share. Therefore, the current global environmental governance system mainly speaks for the interests and ideologies of the developed countries and the very requests from the environment itself have been referred back. The operating frequency characteristics of high-voltage power supply converter based on piezoelectric transformer (PT) is researched. The analysis of fundamental wave was used to get the equivalent model of converter output circuit and then the frequency characteristics of converter were investigated in the process of charging. It is found that the output equivalent capacitance increases with the increase of the operating periods. The equivalent resistance prompts rapidly with the increase of operating periods and achieves the maximum, then descends slowly and tends to a steady-state. In the whole process of the converter charging, the converter operating frequency descends with the increment of operating period, but the change is small, the operating frequency is only changed about 0.8 kHz in 90 000 operating periods (about 1.1 socend). The load frequency characteristics of high-voltage and low-current power supply converter based on piezoelectric transformer (PT) is researched in this paper. The equivalent lumped-parameter circuit model of PT was used to analyze the load frequency characteristics of PT, it showed that the operating frequency of PT was getting high as the increase of load resistance, and eventually reached a saturation value. The experiment was carried out using KHMPT3206 PT as the subject. The result found that the experimental measured frequency was consistent with theoretical calculation frequency when the load was less than 50 kΩ, while the load was greater than 50 kΩ, the maximum relative error would be 2.5%. The correctness of equivalent lumped-parameter circuit model is verified. The cause that the operating frequency is influenced by load can be explained as that the change of load affects the equivalent series capacitance and further leads to the change in operating frequency of PT.
