- Abstract
Indirect Drive Inertial Confinement Fusion Experiments on the National Ignition Facility (NIF) have achieved a burning plasma state with neutron yields exceeding 170 kJ, roughly 3 times the prior record and a necessary stage for igniting plasmas. The results are achieved despite multiple sources of degradations that lead to high variability in performance. Results shown here, for the first time, include an empirical correction factor for mode-2 asymmetry in the burning plasma regime in addition to previously determined corrections for radiative mix and mode-1. Analysis shows that including these three corrections alone accounts for the measured fusion performance variability in the two highest performing experimental campaigns on the NIF to within error. Here we quantify the performance sensitivity to mode-2 symmetry in the burning plasma regime and apply the results, in the form of an empirical correction to a 1D performance model. Furthermore, we find the sensitivity to mode-2 determined through a series of integrated 2D radiation hydrodynamic simulations to be consistent with the experimentally determined sensitivity only when including alpha-heating.

Physics - Optics - Abstract
For trace gas sensing and precision spectroscopy, optical cavities incorporating low-loss mirrors are indispensable for path length and optical intensity enhancement. Optical interference coatings in the visible and near-infrared (NIR) spectral regions have achieved total optical losses below 2 parts per million (ppm), enabling a cavity finesse in excess of 1 million. However, such advancements have been lacking in the mid-infrared (MIR), despite substantial scientific interest. Here, we demonstrate a significant breakthrough in high-performance MIR mirrors, reporting substrate-transferred single-crystal interference coatings capable of cavity finesse values from 200 000 to 400 000 near 4.5 um, with excess optical losses (scatter and absorption) below 5 ppm. In a first proof-of-concept demonstration, we achieve the lowest noise-equivalent absorption in a linear cavity ring-down spectrometer normalized by cavity length. This substantial improvement in performance will unlock a rich variety of MIR applications for atmospheric transport and environmental sciences, detection of fugitive emissions, process gas monitoring, breath-gas analysis, and verification of biogenic fuels and plastics., Comment: Sept 21: Minor revisions to conform to 2-page length requirement including abbr. refs.; Figure font sizes increased Jul 24: Major revisions, including hybrid mirrors and spectroscopy

Physics - Plasma Physics ,High Energy Physics - Experiment - Abstract
An experimental program is currently underway at the National Ignition Facility (NIF) to compress deuterium and tritium (DT) fuel to densities and temperatures sufficient to achieve fusion and energy gain. The primary approach being investigated is indirect drive inertial confinement fusion (ICF), where a high-Z radiation cavity (a hohlraum) is heated by lasers, converting the incident energy into x-ray radiation which in turn drives the DT fuel filled capsule causing it to implode. Previous experiments reported DT fuel gain exceeding unity [O.A. Hurricane et al., Nature 506, 343 (2014)] and then exceeding the kinetic energy of the imploding fuel [S. Le Pape et al., Phys. Rev. Lett. 120, 245003 (2018)]. We report on recent experiments that have achieved record fusion neutron yields on NIF, greater than 100 kJ with momentary fusion powers exceeding 1PW, and have for the first time entered the burning plasma regime where fusion alpha-heating of the fuel exceeds the energy delivered to the fuel via compression. This was accomplished by increasing the size of the high-density carbon (HDC) capsule, increasing energy coupling, while controlling symmetry and implosion design parameters. Two tactics were successful in controlling the radiation flux symmetry and therefore the implosion symmetry: transferring energy between laser cones via plasma waves, and changing the shape of the hohlraum. In conducting these experiments, we controlled for known sources of degradation. Herein we show how these experiments were performed to produce record performance, and demonstrate the data fidelity leading us to conclude that these shots have entered the burning plasma regime.

We present high-reflectivity substrate-transferred single-crystal GaAs/AlGaAs interference coatings at a center wavelength of 4.54 um with record-low excess optical loss below 10 parts per million. These high-performance mirrors are realized via a novel microfabrication process that differs significantly from the production of amorphous multilayers generated via physical vapor deposition processes. This new process enables reduced scatter loss due to the low surface and interfacial roughness, while low background doping in epitaxial growth ensures strongly reduced absorption. We report on a suite of optical measurements, including cavity ring-down, transmittance spectroscopy, and direct absorption tests to reveal the optical losses for a set of prototype mirrors. In the course of these measurements, we observe a unique polarization-orientation-dependent loss mechanism which we attribute to elastic anisotropy of these strained epitaxial multilayers. A future increase in layer count and a corresponding reduction of transmittance will enable optical resonators with a finesse in excess of 100 000 in the mid-infrared spectral region, allowing for advances in high resolution spectroscopy, narrow-linewidth laser stabilization, and ultrasensitive measurements of various light-matter interactions.

As a potent greenhouse gas and ozone depleting agent, nitrous oxide (N$_2$O) plays a critical role in the global climate. Effective mitigation relies on understanding global sources and sinks which can be supported through isotopic analysis. We present a cross-dispersed spectrometer, coupled with a mid-infrared frequency comb, capable of simultaneously monitoring all singly substituted, stable isotopic variants of N$_2$O. Rigorous evaluation of the instrument lineshape function and data treatment are discussed. Laboratory characterization of the spectrometer demonstrates sub-GHz spectral resolution and an average precision of $7.4\times10^{-6}$ for fractional isotopic abundance retrievals in 1 s., Comment: 8 pages, 9 figures, 1 table, 40 references

We report Doppler-free two-photon absorption of N$_2$O at $\lambda$ = 4.53 $\mu$m, measured by cavity ring-down spectroscopy. High power was achieved by optical self-locking of a quantum cascade laser to a linear resonator of finesse $F$ = 22730, and accurate laser detuning over a 400 MHz range was measured relative to an optical frequency comb. At a sample pressure of p = 0.13 kPa, we report a large two-photon cross-section of $\sigma_{13}^{(2)}$ = 8.0 $\times$ 10$^{-41}$ cm$^4$ s molecule$^{-1}$ for the $Q$(18) rovibrational transition at a resonant frequency of $\nu_0$ = 66179400.8 MHz., Comment: 12 pages, 3 figures, 1 table, 38 references

Introduction: Pericardial teratomas are rare mediastinal tumors that can lead to pericardial effusions with subsequent tamponade physiology and progression to hydrops. While overall outcomes can be favorable, prognosis is poor in the setting of hydrops, particularly at an early gestational age. Case presentation: We present a case in which a 29-year-old female presented at 26 3/7 weeks’ gestation carrying a fetus with a prenatally diagnosed pericardial teratoma. During a period of outpatient monitoring with twice-weekly ultrasounds and echocardiograms, the fetus developed a rapidly expanding pericardial effusion with cardiac compromise, prompting admission. Following admission, the fetus developed early signs of hydrops including ascites and pulmonary effusions at 27 6/7 weeks, and after a multidisciplinary discussion underwent open fetal resection two days later. This resulted in the resolution of hydrops with delivery at 29 3/7 weeks and ultimately neonatal survival without the need for any additional postnatal procedures. Conclusion: In this case report, we discuss current fetal interventions utilized in the management of pericardial teratomas, including the few prior attempts at open fetal resection. We also highlight the potential benefit of open fetal resection in the setting of early hydrops to optimize further in-utero development while simultaneously addressing the tamponade physiology of pericardial teratomas that can lead to hydrops and fetal demise. Here, we demonstrate that open fetal resection is a feasible and effective treatment option for carefully selected patients with pericardial teratomas, particularly in the setting of early hydrops.

Diabetes mellitus is a morbid condition affecting a growing number of the world population, and approximately one third of diabetic patients are afflicted with diabetic foot ulcers (DFU), which are chronic non-healing wounds that frequently progress to require amputation. The treatments currently used for DFU focus on reducing pressure on the wound, staving off infection, and maintaining a moist environment, but the impaired wound healing that occurs in diabetes is a constant obstacle that must be faced. Aberrant angiogenesis is a major contributor to poor wound healing in diabetes and surgical intervention is often necessary to establish peripheral blood flow necessary for healing wounds. Over recent years, microRNAs (miRNAs) have been implicated in the dysregulation of angiogenesis in multiple pathologies including diabetes. This review explores the pathways of angiogenesis that become dysregulated in diabetes, focusing on miRNAs that have been identified and the mechanisms by which they affect angiogenesis.

Congenital diaphragmatic hernia (CDH) is characterized by a diaphragmatic defect with herniation of abdominal organs into the thoracic cavity. Outcomes are largely dependent on the degree of pulmonary hypoplasia and pulmonary hypertension, with the most severe cases associated with approximately 50% mortality. Long term pulmonary complications are well known, however, development of lobar emphysema leading to hemodynamic instability is exceedingly rare. We report the case of a patient with severe left-sided CDH who underwent successful diaphragmatic hernia repair but subsequently developed emphysematous bullous disease of the left lung with hemodynamic compromise, requiring emergent lung volume reduction surgery.

Physics - Plasma Physics - Abstract
The effects of laser-plasma interactions (LPI) on the dynamics of inertial confinement fusion hohlraums is investigated via a new approach that self-consistently couples reduced LPI models into radiation-hydrodynamics numerical codes. The interplay between hydrodynamics and LPI -- specifically stimulated Raman scatter (SRS) and crossed-beam energy transfer (CBET) -- mostly occurs via momentum and energy deposition into Langmuir and ion acoustic waves. This spatially redistributes energy coupling to the target, which affects the background plasma conditions and thus modifies laser propagation. This model shows reduced CBET, and significant laser energy depletion by Langmuir waves, which reduce the discrepancy between modeling and data from hohlraum experiments on wall x-ray emission and capsule implosion shape., Comment: 5 pages, 7 figures, accepted by Physical Review Letters

CIVIL procedure , *JUDICIAL opinions , *QUALIFIED immunity of public officers , *PRISON personnel , *CIVIL rights - Abstract
Qualified immunity shields government officials from civil suits for discretionary actions, as long as the violated right is not clearly established. A right is deemed established when every reasonable official would understand it based on precedent, placing it beyond debate, such that only the plainly incompetent may be held liable. Consequently, even when an act infringes on one’s civil rights, a court may deny relief owing to a lack of factually comparable precedent. However, in 2020, the Supreme Court indicated its distrust for overreliance on precedent in certain contexts. In Taylor v. Riojas, the Court held that prison officials violated an incarcerated individual’s clearly established rights, regardless of case law, where the allegations presented “extreme circumstances” and “egregious facts.” Thus, Taylor articulated an exception to the usual requirement for overcoming qualified immunity— showing a factually comparable precedent—in cases that raise extreme circumstances and egregious facts. This Article offers the first empirical study encompassing all published lower court opinions referencing Taylor within the three years following its release. This inquiry includes a quantitative analysis of the cases applying Taylor to grant or deny immunity, as well as a qualitative examination of the factual situations where the exception is most likely to succeed. Accordingly, this study suggests that the obvious violation exception is viable, albeit underused. Inferior courts are applying it in situations beyond the Eighth Amendment, and it is subject to a workable test. Therefore, Courts and litigants should employ it more frequently. Finally, the exception is consistent with Taylor and furthers the purpose of the Ku Klux Klan Act of 1871, 42 U.S.C. § 1983, by preventing blatant civil rights abusers from evading consequences. PREDICATE calculus ,STOICISM ,LOGIC - Abstract
In this paper, I attempt to explain one of the most controversial views attributed to the Stoic Chrysippus: that the impossible can follow from the possible. My solution finds in Chrysippus a distinction later made by the medieval logician John Buridan: that between beingpossible (there being a state of affairs that may occur) and beingpossibly-true (there being some proposition whose truth-conditions are that state of affairs). Buridan and Chrysippus have radically opposing views on the nature of propositions. What their conceptions share is the conclusion that at least some propositions must be contingent beings. They argue for this while maintaining a rigorous commitment to the view that propositions are strictly bivalent. In 2. I explain the Chrysippean passage in terms of a distinction Buridan makes explicitly. In 3. I show how the distinction follows implicitly from the Stoic theory of quantification. In 4. I compare the modality with other aspects of Stoic logic. In 5. I discuss how the distinction behaves in the future tense. [ABSTRACT FROM AUTHOR]

The title compound, C6H2F4N2O, displays amide bond lengths of 1.218 (3) Å and 1.366 (3) Å for the C=O and C—N bonds, respectively. The Cp—N—C—O (p = pyridine) torsion angle of 179.0 (2)° indicates an anti-conformation for the grouping. Intermolecular hydrogen bonding is observed between the amine N—H group and the carbonyl O atom, which generates chains of molecules propagating along the b-axis direction.
