Purpose: This paper presents the results of an online survey and subsequent interviews investigating whether, how, and why public administrations of Brazilian states and the federal district (Federation Units) use open government data. According to the literature reviewed, the questions were categorized into four big groups: benefits, barriers, enablers, and drivers. Design/Methodology/Approach: The Survey method, based on a questionnaire followed by interviews, was used to collect and analyze data from the open data officers of 26 Brazilian Federation Units. Findings: The use of open government data is controversial as responses from the questionnaires and interviews do not match and raise questions about how well-represented each Federation Unit was. Evidence of open government data use was found. Among others, findings showed that political leadership committed to using open data facilitates and motivates public agents to use these data. Additionally, interviews indicated that the lack of human resources with the knowledge, skills, and capabilities to use open data is a relevant barrier to data use. Findings also revealed that open government data mainly support policy and decision-making processes. Practical implications: This research contributed to the open data and public administration fields. It portrays diverse realities of open government data use and institutionalization in Brazilian state and district public administrations. In addition, it provides lists of open government data use benefits, barriers, drivers, and enablers from the perspective of these administrations so that they can benchmark against each other and improve their OGD use. Originality and research implications: For academia, this research provides empirical evidence of the factors influencing public administrations' use of open government data at the subnational level in Brazil. Even though Brazil ranks high on OGD global assessments, few studies on its use and reuse in the public sector were identified. This is one of the first academic studies focusing on open government data use in the country. It also contributes by offering to the academic community two instruments, a questionnaire and an interview protocol, which can be applied to other public settings to expand this study's results or open new research paths by applying them to other contexts. This article presents a literature review whose aim was to identify the reported information needs of researchers when they consult bibliographic databases. Initially, 192 articles were retrieved using Scopus, Web of Science and Google Scholar databases. After applying the criteria for exclusion, the number of articles was reduced to 16, which is already an indicator of the small number of studies on this specific topic. The results show that it is hard to identify the information needs of researchers. They also show that the researchers have been requiring information with a higher degree of granularity. We conclude that although the available studies provide important information about the researchers' information needs and hints on how to address them, there is a need for more in-depth studies. The results of these deeper studies may be useful to serve as an indication for the creation of new procedures and tools, including those based on new metadata elements drawn to improve search results on Linked Open Data tools. Recent studies show that there is no method to develop a Dublin Core Application Profile (DCAP). A DCAP is a very important construct to implement interoperability, therefore it is essential to have a method to be able to develop such a construct, in order to give DCAP developers a common ground of work. This paper presents the first version of a method to develop Dublin Core Application Profiles (Me4DACP V0.1) that has been developed in a PhD project with a Design Science Research (DSR) approach. Me4DCAP was built having as starting point the Singapore Framework for DCAP and shows the way through the DCAP development. It encompasses a group of pre-defined interconnected activities, explicitly states when they should take place, what techniques could be used to execute them and what artifacts should result from their execution. Often metadata applications concentrate on either searching or browsing. Two completely independent prototypes covering both searching and conceptual browsing (with overlapping functionality) have been built as part of the Omnipaper project: one using RDF and one using the Topic Maps family of technologies. This paper will present the full RDF prototype, with particular emphasis on the homogeneity provided by the use of RDF (together with RDF-S) in both approaches. The Omnipaper Resource Description Framework (RDF) prototype handles both these approaches and builds a coherent semantic meta- data layer that may be used as a basis for all other prototypes of the Omnipaper project. Introduction: In the context of the Semantic Web, interoperability among heterogeneous ontologies is a challenge due to several factors, among which semantic ambiguity and redundancy stand out. To overcome these challenges, systems and algorithms are adopted to align different ontologies. In this study, it is understood that controlled vocabularies are a particular form of ontology. Objective: to obtain a vocabulary resulting from the alignment and fusion of the Vocabularies Scientific Domains and Scientific Areas of the Foundation for Science and Technology, - FCT, European Science Vocabulary - EuroSciVoc and United Nations Educational, Scientific and Cultural Organization - UNESCO nomenclature for fields of Science and Technology, in the Computing Sciences domain, to be used in the IViSSEM project. Methodology: literature review on systems/algorithms for ontology alignment, using the Preferred Reporting Items for Systematic Reviews and Meta-Analyses - PRISMA methodology; alignment of the three vocabularies; and validation of the resulting vocabulary by means of a Delphi study. Results: we proceeded to analyze the 25 ontology alignment systems and variants that participated in at least one track of the Ontology Alignment Evaluation Initiative competition between 2018 and 2019. From these systems, Agreement Maker Light and Log Map were selected to perform the alignment of the three vocabularies, making a cut to the area of Computer Science. Conclusion: The vocabulary was obtained from Agreement Maker Light for having presented a better performance. At the end, a vocabulary with 98 terms was obtained in the Computer Science domain to be adopted by the IViSSEM project. The alignment resulted from the vocabularies used by FCT (Portugal), with the one adopted by the European Union (EuroSciVoc) and another one from the domain of Science & Technology (UNESCO).
