3. Voltage collapse risk associated to under-voltage capacitive compensation in Electric Power System operation

Problem statement: In the operation of an Electric Power System (EPS), it has been usual to provide reactive power injection to avoid an under-voltage bus condition. In some situations an adequate voltage profile will not be a guarantee against Voltage Collapses (VCs) that may cause blackouts as seen in many occurrences around the world. The repeatedly injection of reactive power can turn a bus into a characteristic too much capacitive. Under this condition and in the presence of a considerable percentage of the constant power load type, there will be a high risk of a VC. Any of the indices proposed in the literature as VC Proximity Indicators (VCPIs) may alert the operator about the risk. Approach: In order to elucidate the problem stated, simulations were performed using MatLab/SimPowerSystems. It was used a basic example system composed by an infinite-bus feeding, through a large impedance line, a bus load whose power could be increased in ramp manner. It is also included a shunt capacitive compensation at the load bus every time the voltage value reaches 0.9 pu. Therefore, the VC risk increase could be shown by means of graphic results and the indications of some VCPIs sensitivity indices (including the new proposed index). Results: The graphics obtained in this study is a contribution to illustrate the voltage collapse risk problem when dealing with adjustments of voltage profile to meet the system requirements. Also, a VCPI sensitivity indicator using apparent load power was tested. The results have shown that all VCPI responses are very similar for a given case and electric system. Conclusion/Recommendations: Any VCPI information can help in the decision stage between either more reactive power injection or load shedding. A routine can also be developed for a supervisory program in order to alert the operator about VC risks. This work analyzes the technical and regulatory aspects of reactive power supply ancillary services of synchronous generators and emphasizes that Brazilian rules do not stimulate investment for such purpose and this can degrade those resources. In the past, the electrical worldwide systems used to have a centralized public utility which could include the several costs of ancillary services for electric power supply in the final price of the active power. After the privatization and decentralization, there was the need to separate the remuneration for such ancillary services. The resolutions that rule the reactive power ancillary services of synchronous generators have developed differently in several world regions. In this work it is given a description of some foreign legislations, which are then compared to the present status of Brazilian legislation, indicating its questionable aspects. Indexes are proposed for the selection of generators to supply reactive power to some electric power system area. It is proposed the public bidding for this supply taking the indexes into account, so that the price will depend on the effective contribution of each generator to the voltage rise in the target area. Simulations are presented to illustrate that the generator choice depends upon its localization. The need of reactive power support to improve the security margin against voltage collapse can be indicated by several indexes. It is shown a top view of the voltage collapse proximity indicators, with emphasis to those selected for this work. Often the electric power system operators call for a reactive power redispatch for voltage profile correction, but it is shown that sometimes this procedure leads to a risk of voltage collapse The dynamical behavior of synchronous generator excitation systems is very important for the reactive power dispatch. The operator requirements from Brazil, USA and Canada are presented. It is proposed a technique for voltage regulator adjustment, taking into account the time constant, the regulation error and the ceiling voltage, with illustration by means of simulations. Concluding, several suggestions are synthesized towards the evolution of the legislation concerning to reactive power supply from synchronous generators. Este trabalho analisa aspectos técnicos e regulatórios dos serviços ancilares de geradores síncronos, no suporte de reativos, e enfatiza que as regras brasileiras, não estimulam investimentos para atender este propósito e isto pode degradar estes recursos. No passado, os sistemas elétricos ao redor do mundo costumavam ser serviços públicos centralizados que podiam incluir os vários custos dos serviços ancilares do suprimento de energia elétrica no preço final da potência ativa. Após a privatização e a descentralização foi necessário separar a remuneração dos serviços ancilares. As resoluções que regem o serviço ancilar de potência reativa dos geradores síncronos vêm evoluindo de modo diferente, em diversas regiões do mundo. Neste trabalho são descritas algumas legislações estrangeiras, as quais são comparadas com a legislação brasileira, indicando aspectos polêmicos da mesma. São propostos índices para seleção de geradores, destinados ao suporte de reativos para certa área do sistema elétrico. É proposta a concorrência pública para este fornecimento, considerando estes índices, de modo que o preço dependerá da contribuição efetiva de cada gerador para a elevação da tensão na área alvo. São apresentadas simulações ilustrando que a escolha do gerador depende de sua localização. A necessidade de suporte de potência reativa para melhorar a margem de segurança, em relação ao colapso de tensão, pode ser indicada por diversos índices. É apresentada uma visão panorâmica dos indicadores de proximidade do colapso de tensão, com ênfase nos utilizados neste trabalho. Freqüentemente os operadores de sistemas elétricos solicitam um re-despacho de potência reativa para corrigir o perfil de tensão, mas é mostrado que algumas vezes este procedimento leva a um risco de colapso de tensão. O comportamento dinâmico dos sistemas de excitação dos geradores síncronos é de fundamental importância durante o despacho de potência reativa. São apresentadas exigências de operadores do Brasil, dos EUA e do Canadá. É proposta uma técnica para ajuste do regulador de tensão, considerando a constante de tempo, o erro de regulação e a tensão de teto ( ceiling voltage ), com ilustração por meio de simulações. Finalizando, foram sintetizadas diversas sugestões para a evolução da legislação pertinente ao fornecimento de potência reativa pelos geradores síncronos. Doutor em Ciências
