10. The development of Hungarian political language and the birth of the ancient constitution 1790/91

Abstract

The following study of Hungarian political discourse in the late eighteenth century illuminates some of the key constitutive concepts of Hungarian national identity and their circumstances of origin in the intellectual ferment of the Enlightenment. In addition to the official ideology of Habsburg ‘enlightened monarchism’, the thesis also illuminates how other key discourses of the era (including ‘politeness’, ‘republicanism’, ‘ancient constitutionalism’, and some of their other offshoots) were used and combined in an emerging public sphere and at the 1790/91 Diet. A particular focus is given to the emergence of an early ‘national’ oppositional movement in the lead-up to the Diet, and to its ideology of ‘language’, ‘attire’ and ‘law’ as constituent features of the Hungarian nation. Focusing on this ideology, the study subsequently outlines the changing meaning of the term ‘nation’ in the period’s literature (from a class-based to an ethno-cultural concept), and the rise of ‘linguistic nationalism’ in the 1780s. The discourse of ‘linguistic nationalism’ is accompanied by a second discourse of ‘sartorial nationalism’ which lauds an oriental, military form of ‘national attire’ in opposition to the cosmopolitan fashions of the era. The final watchword, ‘law’, focuses on the rebranding of the country’s customary laws as an ‘ancient constitution’, a concept which stood in opposition to the absolutism of Joseph II, but which also distanced the Hungarian polity from the revolutionary tenets of the American and French constitutions. The understanding that ‘language’, ‘national attire’, and the ‘ancient constitution’ were central pillars of Hungarian nationhood persisted into the nineteenth, and even twentieth centuries. By examining the above discourses and the rhetorical developments of the era, this thesis will shed light upon the ways in which political actors negotiated the advent of political modernity in the late eighteenth century by re-thinking, rather than merely reaffirming, some of the key categories used to explain Hungarian political thought.

20. Providing Effective Learner Support for Part-Time Learners. Research Report

Abstract

Learner support, defined as the strategies which empower learners to establish and fulfill their learning, career and personal potential, continues to be a key issue in current thinking in the post-16 education sector. An earlier project report from the West Country Learning and Skills Research Network (WCLSRN) showed that part-time learners were considerably disadvantaged in terms of the learner support that they receive when compared with full-time learners. This project set out to explore further the experiences of part-timers, their needs, and factors that affect their support. This report describes a project that took place between September 2003 and September 2004, with data collected between the beginning of October 2004 and the end of March 2005. The data was collected from students in five post-16 provider organizations within the West Country Learning and Skills Research Network (WCLSRN) region. One of these was a higher education institution; the remaining four could all be described as general further education. The learners were studying a wide range of courses and were all studying part-time, some by distance learning and some work-based learners. One-to-one interviews, focus groups and a questionnaire survey were used to gather data. Researchers agreed on a common semi-structured interview schedule for use in the interviews, as well as a framework for the use of focus groups. Although there were differences in the number of students contacted in each organization, all sites conducted at least one focus group and 12 interviews. The research team conducted a literature review, produced context statements for each site, and held pre- and post-data collection events to prepare for the interviews and focus groups, and to analyze and moderate their findings. They also met to contribute to the production of the final report. The research findings fell in to six broad areas: (1) Student awareness and understanding of their entitlement to learner support and its availability; (2) Student need for learner support; (3) How students' needs for learner support are met; (4) Barriers and negative experiences that some part-time learners experience; (5) Being par t-time; and (6) Implications for key stakeholders. The findings suggest that: (1) Some part-timers are not aware of their entitlement to learner support and they have limited access to learner support facilities: (2) Peer support is frequently mentioned by part-time learners as important; (3) Part-time learners have many demands on their time and feel that providers need to recognize that their study, although important to them, may at times not be the first priority in their lives; and (4) Part-time learners state that high quality teaching increases their motivation. The researchers recommend that: (1) Providers need to ensure that the planning of learner support facilities includes provision to meet the particular needs of par t-time learners; (2) Provision of learner support needs to be more flexible to ensure part-time learners can use the facilities; (3) Part-time learners need high quality information about their courses and provider; providers need to ensure that learners have received and understood this information: (4) Teachers and tutors should enable the development of peer support at the start of part-time programs; and (5) Part-time learners need high quality teaching. 22. Computer-Based Distance Education for Vocational Use in Southern Nevada.

Abstract

This paper discusses the results of a study that compared two different course delivery methods. One of these used the Internet exclusively for module delivery while the other used a traditional campus setting. The two delivery methods were compared in order to determine if the Internet method was as good as the traditional approach. Results and suggestions for further study are described and some of the concerns identified are discussed. The module, which prepares students to take and pass an industry-recognized certification test, is currently being offered at the Community College of Southern Nevada. (Contains 14 references.) 23. Skill Sets for Online Teaching.

Abstract

The electronic dissemination of information via computer networks is having a considerable impact on educational institutions in terms of the mechanisms that they are able to employ for course delivery. As a result of this, the number of courses that are taught electronically through the Internet and/or the World Wide Web has increased considerably over the last few years. Such courses require two fundamental types of resource: appropriately designed electronic course materials (for students to study) and a network of online tutors, who can provide active support, advice and encouragement for students. This paper discusses the nature of the skill sets needed by online tutors in order to fulfill their roles effectively and efficiently within an online learning community. 24. Models and Methodologies for Multimedia Courseware Production.

Abstract

Many new technologies are now available for delivering and/or providing access to computer-based learning (CBL) materials. These technologies vary in sophistication in many important ways, depending upon the bandwidth that they provide, the interactivity that they offer and the types of end-user connectivity that they support.Invariably, appropriate combinations of the available technologies are needed in order to produce the most effective and efficient learning environment for any given application. Bearing this in mind, it is important to consider how multimedia resources, interactivity and global connectivity can best be used in order to produce a software product that best fulfills the requirements identified in any given courseware requirements specification. This paper discusses the types of models that are needed to create effective interactive, multimedia courseware. It also indicates the nature of the interactions that exist between these models and the ways in which these can be used to optimize the trade-offs that are inherent in the creation of multimedia CBL materials. This 14th annual ED-MEDIA conference serves as a multi-disciplinary forum for the discussion and exchange of information on the research, development, and applications on all topics related to multimedia, hypermedia and telecommunications/distance education. ED-MEDIA, the premiere international conference in the field, spans all disciplines and levels of education and attracts more than 1,000 attendees from over 50 countries. This document contains papers from attendees representing researchers in over 60 countries, with 162 Full Papers, 255 Brief Papers, and 220 Posters. The focus of ED-MEDIA is technology in education with many different approaches to using the available technology for the realization of educational aims. Topics of papers include: evaluations of new teaching designs, techniques and tools; case studies on the use of technology in physical or virtual classrooms; discussion of new technologies and applications; applications of educational technology in a variety of disciplines; theoretical considerations of the motivations and impact of technology; partnerships and cooperative programs; and accessibility issues for the disabled. Abstract

Oxygen isotopes in biogenic silica (δ18OBSi) from lake sediments allow for quantitative reconstruction of past hydroclimate and proxy-model comparison in terrestrial environments. The signals of individual records have been attributed to different factors, such as air temperature (Tair), atmospheric circulation patterns, hydrological changes, and lake evaporation. While every lake has its own local set of drivers of δ18O variability, here we explore the extent to which regional or even global signals emerge from a series of paleoenvironmental records. This study provides a comprehensive compilation and combined statistical evaluation of the existing lake sediment δ18OBSi records, largely missing in other summary publications (i.e. PAGES network). For this purpose, we have identified and compiled 71 down-core records published to date and complemented these datasets with additional lake basin parameters (e.g. lake water residence time and catchment size) to best characterize the signal properties. Records feature widely different temporal coverage and resolution, ranging from decadal-scale records covering the past 150 years to records with multi-millennial-scale resolution spanning glacial–interglacial cycles. The best coverage in number of records (N = 37) and data points (N = 2112) is available for Northern Hemispheric (NH) extratropical regions throughout the Holocene (roughly corresponding to Marine Isotope Stage 1; MIS 1). To address the different variabilities and temporal offsets, records were brought to a common temporal resolution by binning and subsequently filtered for hydrologically open lakes with lake water residence times < 100 years. For mid- to high-latitude (> 45° N) lakes, we find common δ18OBSi patterns among the lake records during both the Holocene and Common Era (CE). These include maxima and minima corresponding to known climate episodes, such as the Holocene Thermal Maximum (HTM), Neoglacial Cooling, Medieval Climate Anomaly (MCA) and the Little Ice Age (LIA). These patterns are in line with long-term air temperature changes supported by previously published climate reconstructions from other archives, as well as Holocene summer insolation changes. In conclusion, oxygen isotope records from NH extratropical lake sediments feature a common climate signal at centennial (for CE) and millennial (for Holocene) timescales despite stemming from different lakes in different geographic locations and hence constitute a valuable proxy for past climate reconstructions. 27. Towards More Independent Learning: A Southern Nevada Perspective.

Abstract

This paper discusses the use of tools that allow the development and presentation of time- and place-independent courseware. Such tools make the Internet another valuable delivery method for distance education courses. The use of the tools is discussed in relationship to a course currently being offered at the Community College of Southern Nevada that prepares students to take and pass an industry recognized certification test. Lessons learned and emerging guidelines are outlined. The development of the model required a large number of new software packages and hardware. Development of this project confirmed that there are disadvantages associated with distance education modules. There was not one specific software package available to create the required media offerings. The learning curve of instructors can be alleviated using mentoring, so that instructors who have developed modules can help novices to understand and use the hardware and software tools available for distance education development. 28. Creating and Supporting Online Learning Communities.

Abstract

Educational technology and the ways in which it is used have undergone considerable changes of the last three decades. Various technology-driven change agents have been responsible for the ways in which this subject has evolved from "chalk and talk" through multimedia to sophisticated virtual reality training environments. Increasingly, educational technology has to be used to support online communities of learners. This paper discusses some of the issues involved. Three broad types of models are identified, needed in order to understand, design and implement learning systems for online users. The first of these relates to the communities of online users for whom the systems are designed; the second relates to the role of technology in society and the ways in which its ongoing development influences the nature of what people do, how they react and the ways in which their goals and ambitions are influenced; and the third type of model concerns the ways in which technology can be used in order to fabricate new types of educational systems and new approaches to teaching and learning. Several electronic communication tools that support the delivery of online courses are described, including electronic mail, list servers, bulletin board systems, and computer conferencing. The relevance of a model of Web-based teaching and learning is illustrated using a case study describing a dynamic online course that involves no face-to-face contact with students. 37. Towards Real Information on Demand.

Abstract

The phrase "information on demand" is often used to describe situations in which digital electronic information can be delivered to particular points of need at times and in ways that are determined by the specific requirements of individual consumers or client groups. The advent of "mobile" computing equipment now makes the realization of this technique a practical reality. In order to discuss this approach to information provision, this paper classifies digital information archives into four basic types: global, local, isolated and mobile. The characteristics and properties of these different types of information are described and the relationships between them are then discussed. The taxonomy that is introduced is used as a basis for the presentation of a case study which illustrates some of the ways in which this type of equipment can be used to access, update and process remote online information in a totally interactive fashion. 38. Hypermedia for Teaching--A European Collaborative Venture.

Abstract

The "Hypermedia for Teaching" project is a European collaborative venture designed to produce a hypermedia learning package that is published on CD-ROM. Two versions of the package are to be developed. One of these is intended to be used on a multimedia personal computer (MPC), while the other is to be used in conjunction with commercially available CD-I (compact disc-interactive) equipment. The MPC version of the package is currently being developed, and the CD-I version is being designed. The two versions will share a basic common architecture: the topmost level provides the generic control mechanisms for the system; the second level contains activities modules, either common core (dealing with a particular aspect of hypermedia theory, design, or practice) or application (dealing with the use of hypermedia methods within a particular domain); and the lowest level, documents, which make up the basic building blocks of the overall system. It was discovered that simple book and page structures, backgrounds, fields, graphic objects, and groups could be easily created using the basic set of tools provided by the ToolBook implementation language. The creation of a CD-ROM prototype disc involved four main stages: local testing and emulation; data transportation; building a disc image on magnetic disc; and transferring the disc image to a recordable compact disc using either a single session or multi-session CD recording unit. Several difficulties arose during the project: end-user interface design issues; consistency of treatment, consistency of style, and programming efficiency of scripts, modules and the CD-ROM; and limited resources. The five papers in this collection discuss various aspects of the Electronic Learning-Package Factory (ELF) project at the University of Bradford in England. In the first paper, "Adoption of CAL in Higher Education: A Cooperative Approach to Research, Development and Implementation," Philip Barker considers the opportunities for collaborative implementation of simple user-friendly software tools in computer assisted learning (CAL) in higher education. In the second paper, "The Computerisation of a UK University: The Bradford Experience," Tom Stonier, Stephen J. Fallows, and Andrew Radtke examine the background to the computerization project and the rationales behind providing networking facilities to the entire campus and encouraging ownership of microcomputers. In the third paper, "The Development of ELFsoft: A User-Friendly CAL Authoring System," T. R. King and S. J. Fallows examine a form-based design system called the ELF Starter Pack, which can be used by novice computer users to generate simple but sophisticated software. The features and technical requirements of the ELF Starter Pack are reviewed by T. R. King and S. J. Fallows in the fourth paper, "ELFSoft: A Simple But Effective CAL Authoring System." (In the fifth paper, "A Study of Attitudes towards Computerisation of the University of Bradford," A. L. Radtke and T. Stonier describe a survey of 190 students and 321 faculty designed to ascertain their opinions on computerization of the university, as well as to collect data on their current and projected usage of microcomputers.
