The atmospheres of planets between the size of Earth and Neptune at short orbital periods have been under intense scrutiny. Of the ~dozen planets in this regime with atmospheres studied so far, a few appear to have prominent molecular features while others appear relatively void of detectable atmospheres. Further work is therefore needed to understand the atmospheres of these planets, starting with observing a larger sample. To this end, we present the 3-5 micron transmission spectrum of TOI-776 c, a warm (Teq ~420 K), ~2 Rearth, ~7 Mearth planet orbiting an M1V star, measured with JWST NIRSpec/G395H. By combining two visits, we measure a median transit precision of ~18 ppm and ~32 ppm in the NRS1 and NRS2 detectors, respectively. We compare the transmission spectrum to both non-physical and physical models, and find no strong evidence for molecular features. For cloud-top pressures larger than 10^-3 bar, we rule out atmospheric metallicities less than 180-240x solar (depending on the reduction and modeling technique), which corresponds to a mean molecular weight of ~6-8 g/mol. However, we find simple atmosphere mixture models (H2O+H2/He or CO2+H2/He) give more pessimistic constraints, and caution that mean molecular weight inferences are model dependent. We compare TOI-776 c to the similar planet TOI-270 d, and discuss possible options for further constraining TOI-776 c's atmospheric composition. Overall, we suggest these TOI-776 c observations may represent a combination of planetary and stellar parameters that fall just below the threshold of detectable features in small planet spectra; finding this boundary is one of the main goals of the COMPASS program., Comment: 21 pages, 15 figures, 4 tables. We present two transit observations of the $\sim$520K, 1.85R$_\oplus$, 4.0M$_\oplus$ super-Earth TOI-776b with JWST NIRSpec/G395H, resulting in a 2.8-5.2$\mu$m transmission spectrum. Producing reductions using the ExoTiC-JEDI and Eureka! pipelines, we obtain a median transit depth precision of 34ppm for both visits and both reductions in spectroscopic channels 30 pixels wide ($\sim$0.02$\mu$m). We find that our independent reductions produce consistent transmission spectra, however, each visit shows differing overall structure. For both reductions, a flat line is preferred for Visit 1 while a flat line with an offset between the NRS1 and NRS2 detectors is preferred for Visit 2; however, we are able to correct for this offset during our modeling analysis following methods outlined in previous literature. Using picaso forward models, we can rule out metallicities up to at least 100$\times$ solar with an opaque pressure of 10$^{-3}$ bar to $\geq$3$\sigma$ in all cases, however, the exact lower limit varies between the visits, with Visit 1 ruling out $\lesssim$100$\times$ solar while the lower limits for Visit 2 extend beyond $\sim$350$\times$ solar. We confirm the planetary nature of a pair of transiting sub-Neptune exoplanets orbiting the bright F-type sub-giant star TOI-6054 ($V=8.02$, $K=6.673$) as a part of the OrCAS radial velocity survey using WIYN/NEID observations. We find that TOI-6054b and TOI-6054c have radii of $2.65 \pm 0.15$ $R_{\oplus}$ and $2.81 \pm 0.18$ $R_{\oplus}$, respectively, and masses of $12.4 \pm 1.7$ $M_{\oplus}$ and $9.2 \pm 2.0$ $M_{\oplus}$. The planets have zero-albedo equilibrium temperatures of $1360 \pm 33$ K and $1144 \pm 28$ K. The host star has expanded and will evolve off of the Main Sequence within the next $\sim$500 Myr, and the resulting increase in stellar luminosity has more than doubled the stellar flux the two planets receive compared to the start of the host star's main sequence phase. Consequently, TOI-6054b may be losing some of its primordial H/He atmosphere -- if it has one. Based on dynamical simulations performed using the orbital parameters of the two planets, TOI-6054b, and TOI-6054c are very likely in a 5:3 mean motion resonance. The TOI-6054 system thus has the potential to be an excellent candidate for future atmospheric follow-up observations, with two similarly sized sub-Neptunes around a bright star. We present the results of the Distant Giants Survey, a three-year radial velocity (RV) campaign to search for wide-separation giant planets orbiting Sun-like stars known to host an inner transiting planet. We defined a distant giant to have $a$ = 1--10 AU and $M_{p} \sin i = 70-4000$ \mearth~ = 0.2-12.5 \mj, and required transiting planets to have $a<1$ AU and $R_{p} = 1-4$ \rearth. We assembled our sample of 47 stars using a single selection function, and observed each star at monthly intervals to obtain $\approx$30 RV observations per target. The final catalog includes a total of twelve distant companions: four giant planets detected during our survey, two previously known giant planets, and six objects of uncertain disposition identified through RV/astrometric accelerations. Statistically, half of the uncertain objects are planets and the remainder are stars/brown dwarfs. We calculated target-by-target completeness maps to account for missed planets. We found evidence for a moderate enhancement of distant giants (DG) in the presence of close-in small planets (CS), P(DG|CS) = $30^{+14}_{-12}\%$, over the field rate of P(DG) = $16^{+2}_{-2}\%$. No enhancement is disfavored ($p \sim$ 8%). In contrast to a previous study, we found no evidence that stellar metallicity enhances P(DG|CS). We found evidence that distant giant companions are preferentially found in systems with multiple transiting planets and have lower eccentricities than randomly selected giant planets. Sub-Neptunes - volatile-rich exoplanets smaller than Neptune - are intrinsically the most common type of planet known. However, the formation and nature of these objects, as well as the distinctions between sub-classes (if any), remain unclear. Two powerful tools to tease out the secrets of these worlds are measurements of (i) atmospheric composition and structure revealed by transit and/or eclipse spectroscopy, and (ii) mass, radius, and density revealed by transit photometry and Doppler spectroscopy. Here we present OrCAS, a survey to better elucidate the origins, compositions, and atmospheres of sub-Neptunes. This radial velocity survey uses a repeatable, quantifiable metric to select targets suitable for subsequent transmission spectroscopy and address key science themes about the atmospheric & internal compositions and architectures of these systems. Our survey targets 26 systems with transiting sub-Neptune planet candidates, with the overarching goal of increasing the sample of such planets suitable for subsequent atmospheric characterization. This paper lays out our survey's science goals, defines our target prioritization metric, and performs light-curve fits and statistical validation using existing TESS photometry and ground-based follow-up observations. The energy provided in the radioactive decay of thorium (Th) and uranium (U) isotopes, embedded in planetary mantles, sustains geodynamics important for surface habitability such as the generation of a planetary magnetic dynamo. In order to better understand the thermal evolution of nearby exoplanets, stellar photospheric abundances can be used to infer the material composition of orbiting planets. Here we constrain the intrinsic dispersion of the r-process element europium (Eu) (measured in relative abundance [Eu/H]) as a proxy for Th and U in local F, G, and K type dwarf stars. Adopting stellar-chemical data from two high quality spectroscopic surveys, we have determined a small intrinsic scatter of 0.025 dex in [Eu/H] within the disk. We further investigate the stellar anti-correlation in [Eu/$\alpha$] vs [$\alpha$/H] at late metallicities to probe in what regimes planetary radiogenic heating may lead to periods of extended dynamo collapse. We find that only near-solar metallicity stars in the disk have Eu inventories supportive of a persistent dynamo in attendant planets, supporting the notion of a ``metallicity Goldilocks zone'' in the galactic disk. The observed anti-correlation further provides novel evidence regarding the nature of r-processes injection by substantiating $\alpha$ element production is decoupled from Eu injection. This suggests either a metallicity-dependent r-process in massive core-collapse supernovae, or that neutron-star merger events dominate r-process production in the recent universe., Comment: 11 pages, 4 figures

We present the first broadband near- to mid-infrared (3-12 microns) transmission spectrum of the highly-irradiated (T_eq = 981 K) M dwarf rocky planet L 168-9 b (TOI-134 b) observed with the NIRSpec and MIRI instruments aboard JWST. We measure the near-infrared transit depths to a combined median precision of 20 ppm across the three visits in 54 spectroscopic channels with uniform widths of 60 pixels (~0.2 microns wide; R~100), and the mid-infrared transit depths to 61 ppm median precision in 48 wavelength bins (~0.15 microns wide; R~50). We compare the transmission spectrum of L 168-9 b to a grid of 1D thermochemical equilibrium forward models, and rule out atmospheric metallicities of less than 100x solar (mean molecular weights <4 g mol$^{-1}$) to 3-sigma confidence assuming high surface pressure (>1 bar), cloudless atmospheres. Based on photoevaporation models for L 168-9 b with initial atmospheric mass fractions ranging from 2-100%, we find that this planet could not have retained a primordial H/He atmosphere beyond the first 200 Myr of its lifetime. Follow-up MIRI eclipse observations at 15 microns could make it possible to confidently identify a CO2-dominated atmosphere on this planet if one exists., Comment: 19 pages, 11 figures, accepted for publication in The Astronomical Journal

We conduct experiments on both real and synthetic radial velocity (RV) data to quantify the impact that observing cadence, the number of RV observations, and undetected companions all have on the accuracy of small planet mass measurements. We run resampling experiments on four systems with small transiting planets and substantial public data from HIRES in order to explore how degrading observing cadence and the number of RVs affects the planets' mass measurement relative to a baseline value. From these experiments, we recommend that observers obtain 2--3 RVs per orbit of the inner-most planet and acquire at minimum 40 RVs. Following these guidelines, we then conduct simulations using synthetic RVs to explore the impact of undetected companions and untreated red noise on the masses of planets with known orbits. While undetected companions generally do not bias the masses of known planets, in some cases, when coupled with an inadequate observing baseline, they can cause the mass of an inner transiting planet to be systematically overestimated on average., Comment: 17 pages, 13 figures, 4 tables. We present a revised mass measurement for HD 119130 b (aka K2-292 b), a transiting planet ($P = 17$ days, $R_\mathrm{p} = 2.63^{+0.11}_{-0.10}$ $R_\mathrm{\oplus}$) orbiting a chromospherically inactive G dwarf, previously thought to be one of the densest sub-Neptunes known. Our follow-up Doppler observations with HARPS, HARPS-N, and HIRES reveal that HD 119130 b is, in fact, nearly one-third as massive as originally suggested by its initial confirmation paper. Our revised analysis finds $M_\mathrm{p} = 8.8 \pm 3.2$ $M_\mathrm{\oplus}$ ($M_\mathrm{p} < 15.4$ $M_\mathrm{\oplus}$ at 98\% confidence) compared to the previously reported $M_\mathrm{p} = 24.5 \pm 4.4$ $M_\mathrm{\oplus}$. While the true cause of the original mass measurement's inaccuracy remains uncertain, we present the plausible explanation that the planet's radial velocity (RV) semi-amplitude was inflated due to constructive interference with a second, untreated sinusoidal signal in the data (possibly rotational modulation from the star). HD 119130 b illustrates the complexities of interpreting the RV orbits of small transiting planets. While RV mass measurements of such planets may be precise, they are not necessarily guaranteed to be accurate. We present a JWST NIRSpec transmission spectrum of the super-Earth exoplanet L 98-59 c. This small (R$_p=1.385\pm0.085$R$_\oplus$, M$_p=2.22\pm0.26$R$_\oplus$), warm (T$_\textrm{eq}=553$K) planet resides in a multi-planet system around a nearby, bright (J = 7.933) M3V star. We find that the transmission spectrum of L 98-59 c is featureless at the precision of our data. We achieve precisions of 22ppm in NIRSpec G395H's NRS1 detector and 36ppm in the NRS2 detector at a resolution R$\sim$200 (30 pixel wide bins). At this level of precision, we are able rule out primordial H$_2$-He atmospheres across a range of cloud pressure levels up to at least $\sim$0.1mbar. By comparison to atmospheric forward models, we also rule out atmospheric metallicities below $\sim$300$\times$ solar at 3$\sigma$ (or equivalently, atmospheric mean molecular weights below $\sim$10~g/mol). We also rule out pure methane atmospheres. The remaining scenarios that are compatible with our data include a planet with no atmosphere at all, or higher mean-molecular weight atmospheres, such as CO$_2$- or H$_2$O-rich atmospheres. The recent inference of sulphur dioxide (SO$_2$) in the atmosphere of the hot ($\sim$1100 K), Saturn-mass exoplanet WASP-39b from near-infrared JWST observations suggests that photochemistry is a key process in high temperature exoplanet atmospheres. This is due to the low ($<$1 ppb) abundance of SO$_2$ under thermochemical equilibrium, compared to that produced from the photochemistry of H$_2$O and H$_2$S (1-10 ppm). However, the SO$_2$ inference was made from a single, small molecular feature in the transmission spectrum of WASP-39b at 4.05 $\mu$m, and therefore the detection of other SO$_2$ absorption bands at different wavelengths is needed to better constrain the SO$_2$ abundance. Here we report the detection of SO$_2$ spectral features at 7.7 and 8.5 $\mu$m in the 5-12 $\mu$m transmission spectrum of WASP-39b measured by the JWST Mid-Infrared Instrument (MIRI) Low Resolution Spectrometer (LRS). Our observations suggest an abundance of SO$_2$ of 0.5-25 ppm (1$\sigma$ range), consistent with previous findings. In addition to SO$_2$, we find broad water vapour absorption features, as well as an unexplained decrease in the transit depth at wavelengths longer than 10 $\mu$m. Fitting the spectrum with a grid of atmospheric forward models, we derive an atmospheric heavy element content (metallicity) for WASP-39b of $\sim$7.1-8.0 $\times$ solar and demonstrate that photochemistry shapes the spectra of WASP-39b across a broad wavelength range., Comment: Published in Nature

The Transiting Exoplanet Survey Satellite (TESS) has discovered hundreds of new worlds, with TESS planet candidates now outnumbering the total number of confirmed planets from $\textit{Kepler}$. Owing to differences in survey design, TESS continues to provide planets that are better suited for subsequent follow-up studies, including mass measurement through radial velocity (RV) observations, compared to Kepler targets. In this work, we present the TESS-Keck Survey's (TKS) Mass Catalog: a uniform analysis of all TKS RV survey data which has resulted in mass constraints for 126 planets and candidate signals. This includes 58 mass measurements that have reached $\geq5\sigma$ precision. We confirm or validate 32 new planets from the TESS mission either by significant mass measurement (15) or statistical validation (17), and we find no evidence of likely false positives among our entire sample. This work also serves as a data release for all previously unpublished TKS survey data, including 9,204 RV measurements and associated activity indicators over our three year survey. We took the opportunity to assess the performance of our survey, and found that we achieved many of our goals including measuring the mass of 38 small ($<4R_{\oplus}$) planets, nearly achieving the TESS mission's basic science requirement. In addition, we evaluated the performance of the Automated Planet Finder (APF) as survey support and observed meaningful constraints on system parameters due to its more uniform phase coverage. Exoplanet discoveries have revealed a dramatic diversity of planet sizes across a vast array of orbital architectures. Sub-Neptunes are of particular interest; due to their absence in our own solar system, we rely on demographics of exoplanets to better understand their bulk composition and formation scenarios. Here, we present the discovery and characterization of TOI-1437 b, a sub-Neptune with a 18.84 day orbit around a near-Solar analog (Mstar = 1.10 +/- 0.10 Msun, Rstar = 1.17 +/- 0.12 Rsun). The planet was detected using photometric data from the Transiting Exoplanet Survey Satellite (TESS) mission and radial velocity follow-up observations were carried out as a part of the TESS-Keck Survey (TKS) using both the HIRES instrument at Keck Observatory and the Levy Spectrograph on the Automated Planet Finder (APF) telescope. A combined analysis of these data reveal a planet radius of Rp = 2.24 +/- 0.23 Rearth and a mass measurement of Mp = 9.6 +/- 3.9 Mearth). TOI-1437 b is one of few (~50) known transiting sub-Neptunes orbiting a solar-mass star that has a radial velocity mass measurement. The Kepler mission enabled us to look at the intrinsic population of exoplanets within our galaxy. In period-radius space, the distribution of the intrinsic population of planets contains structure that can trace planet formation and evolution history. The most distinctive feature in period-radius space is the radius cliff, a steep drop-off in occurrence between $2.5-4$R$_\oplus$ across all period ranges, separating the sub-Neptune population from the rarer Neptunes orbiting within 1 au. Following our earlier work to measure the occurrence rate of the Kepler population, we characterize the shape of the radius cliff as a function of orbital period ($10-300$ days) as well as insolation flux (9500S$_\oplus$ -- 10S$_\oplus$). The shape of the cliff flattens at longer orbital periods, tracking the rising population of Neptune-sized planets. In insolation, however, the radius cliff is both less dramatic and the slope is more uniform. The difference in this feature between period- and insolation-space can be linked to the effect of EUV/X-ray versus bolometric flux in the planet's evolution. Models of atmospheric mass loss processes that predict the location and shape of the radius valley also predict the radius cliff. We compare our measured occurrence rate distribution to population synthesis models of photoevaporation and core-powered mass-loss in order to constrain formation and evolution pathways. We find that the models do not statistically agree with our occurrence distributions of the radius cliff in period- or insolation-space. Planets between the sizes of Earth and Neptune are the most common in the Galaxy, bridging the gap between the terrestrial and giant planets in our Solar System. Now that we are firmly in the era of JWST, we can begin to measure, in more detail, the atmospheres of these ubiquitous planets to better understand their evolutionary trajectories. The two planets in the TOI-836 system are ideal candidates for such a study, as they fall on either side of the radius valley, allowing for direct comparisons of the present-day atmospheres of planets that formed in the same environment but had different ultimate end states. We present results from the JWST NIRSpec G395H transit observation of the larger and outer of the planets in this system, TOI-836c (2.587 R$_{\oplus}$, 9.6 M$_{\oplus}$, T$_{\rm eq}$$\sim$665 K). While we measure average 30-pixel binned precisions of $\sim$24ppm for NRS1 and $\sim$43ppm for NRS2 per spectral bin, we do find residual correlated noise in the data, which we attempt to correct using the JWST Engineering Database. We find a featureless transmission spectrum for this sub-Neptune planet, and are able to rule out atmospheric metallicities $<$175$\times$ Solar in the absence of aerosols at $\lesssim$1 millibar. We leverage microphysical models to determine that aerosols at such low pressures are physically plausible. The results presented herein represent the first observation from the COMPASS (Compositions of Mini-Planet Atmospheres for Statistical Study) JWST program, which also includes TOI-836b and will ultimately compare the presence and compositions of atmospheres for 12 super-Earths/sub-Neptunes., Comment: 23 pages, 14 figures, 3 tables, accepted for publication in AJ

We present two transit observations of the ~870K, 1.7R$_E$ super-Earth TOI-836b with JWST NIRSpec/G395H, resulting in a 2.8-5.2$\mu$m transmission spectrum. Using two different reduction pipelines, we obtain a median transit depth precision of 34ppm for Visit 1 and 36ppm for Visit 2, leading to a combined precision of 25ppm in spectroscopic channels 30 pixels wide (~0.02$\mu$m). We find that the transmission spectrum from both visits is well fit by a zero-sloped line by fitting zero-sloped and sloped lines, as well as step functions to our data. Combining both visits, we are able to rule out atmospheres with metallicities <250xSolar for an opaque pressure level of 0.1 bar, corresponding to mean molecular weights to <6gmol$^{-1}$. We therefore conclude that TOI-836b does not have an H$_2$-dominated atmosphere, in possible contrast with its larger, exterior sibling planet, TOI-836c. We recommend that future proposals to observe small planets exercise caution when requiring specific numbers of transits to rule out physical scenarios, particularly for high metallicities and planets around bright host stars, as PandExo predictions appear to be more optimistic than that suggested by the gains from additional transits implied by our data., Comment: 18 pages, 7 figures, 3 tables. We present a dedicated transit and radial velocity survey of planets orbiting subgiant stars observed by the TESS Mission. Using $\sim$$16$ nights on Keck/HIRES, we confirm and characterize $12$ new transiting planets -- $\rm TOI-329\,b$, $\rm HD\,39688\,b$ ($\rm TOI-480$), $\rm TOI-603\,b$, $\rm TOI-1199\,b$, $\rm TOI-1294\,b$, $\rm TOI-1439\,b$, $\rm TOI-1605\,b$, $\rm TOI-1828\,b$, $\rm HD\,148193\,b$ ($\rm TOI-1836$), $\rm TOI-1885\,b$, $\rm HD\,83342\,b$ ($\rm TOI-1898$), $\rm TOI-2019\,b$ -- and provide updated properties for 9 previously confirmed TESS subgiant systems ($\rm TOI-197$, $\rm TOI-954$, $\rm TOI-1181$, $\rm TOI-1296$, $\rm TOI-1298$, $\rm TOI-1601$, $\rm TOI-1736$, $\rm TOI-1842$, $\rm TOI-2145$). We also report the discovery of an outer, non-transiting planet, $\rm TOI-1294\,c$ ($P=160.1\pm2.5$ days, $M_{\mathrm{p}}=148.3^{+18.2}_{-16.4} \,M_{\oplus}$), and three additional stars with long-term RV trends. We find that at least $19\pm8\%$ of subgiants in our sample of $21$ stars have outer companions, comparable to main-sequence stars. We perform a homogeneous analysis of the stars and planets in the sample, with median uncertainties of $3\%$, $8\%$ and $15\%$ for planet radii, masses and ages, doubling the number of known planets orbiting subgiant stars with bulk densities measured to better than $10\%$. We observe a dearth of giant planets around evolved stars with short orbital periods, consistent with tidal dissipation theories that predict the rapid inspiral of planets as their host stars leave the main sequence. We note the possible evidence for two distinct classes of hot Jupiter populations, indicating multiple formation channels to explain the observed distributions around evolved stars. The Transiting Exoplanet Survey Satellite (TESS) continues to dramatically increase the number of known transiting exoplanets, and is optimal for monitoring bright stars amenable to radial velocity (RV) and atmospheric follow-up observations. TOI-1386 is a solar-type (G5V) star that was detected via TESS photometry to exhibit transit signatures in three sectors with a period of 25.84 days. We conducted follow-up RV observations using Keck/HIRES as part of the TESS-Keck Survey (TKS), collecting 64 RV measurements of TOI-1386 with the HIRES spectrograph over 2.5 years. Our combined fit of the TOI-1386 photometry and RV data confirm the planetary nature of the detected TESS signal, and provide a mass and radius for planet b of $0.148\pm0.019$ $M_J$ and $0.540\pm0.017$ $R_J$, respectively, marking TOI-1386 b as a warm sub-Saturn planet. Our RV data further reveal an additional outer companion, TOI-1386 c, with an estimated orbital period of 227.6 days and a minimum mass of $0.309\pm0.038$ $M_J$. Hot Jupiters are among the best-studied exoplanets, but it is still poorly understood how their chemical composition and cloud properties vary with longitude. Theoretical models predict that clouds may condense on the nightside and that molecular abundances can be driven out of equilibrium by zonal winds. Here we report a phase-resolved emission spectrum of the hot Jupiter WASP-43b measured from 5-12 $\mu$m with JWST's Mid-Infrared Instrument (MIRI). The spectra reveal a large day-night temperature contrast (with average brightness temperatures of 1524$\pm$35 and 863$\pm$23 Kelvin, respectively) and evidence for water absorption at all orbital phases. Comparisons with three-dimensional atmospheric models show that both the phase curve shape and emission spectra strongly suggest the presence of nightside clouds which become optically thick to thermal emission at pressures greater than ~100 mbar. The dayside is consistent with a cloudless atmosphere above the mid-infrared photosphere. Contrary to expectations from equilibrium chemistry but consistent with disequilibrium kinetics models, methane is not detected on the nightside (2$\sigma$ upper limit of 1-6 parts per million, depending on model assumptions)., Comment: 61 pages, 13 figures, 4 tables. We present a radial velocity (RV) analysis of TOI-1136, a bright TESS system with six confirmed transiting planets, and a seventh single-transiting planet candidate. All planets in the system are amenable to transmission spectroscopy, making TOI-1136 one of the best targets for intra-system comparison of exoplanet atmospheres. TOI-1136 is young ($\sim$ 700 Myr), and the system exhibits transit timing variations (TTVs). The youth of the system contributes to high stellar variability on the order of 50 m s$^{-1}$, much larger than the likely RV amplitude of any of the transiting exoplanets. Utilizing 359 HIRES and APF RVs collected as a part of the TESS-Keck Survey (TKS), and 51 HARPS-N RVs, we experiment with a joint TTV-RV fit. With seven possible transiting planets, TTVs, more than 400 RVs, and a stellar activity model, we posit that we may be presenting the most complex mass recovery of an exoplanet system in the literature to date. By combining TTVs and RVs, we minimized GP overfitting and retrieved new masses for this system: (m$_{b-g}$ = 3.50$^{+0.8}_{-0.7}$, 6.32$^{+1.1}_{-1.3}$, 8.35$^{+1.8}_{-1.6}$, 6.07$^{+1.09}_{-1.01}$, 9.7$^{+3.9}_{-3.7}$, 5.6$^{+4.1}_{-3.2}$ M$_{\oplus}$). We are unable to significantly detect the mass of the seventh planet candidate in the RVs, but we are able to loosely constrain a possible orbital period near 80 days. The Kepler spacecraft, whose single instrument was a 0.95 m diameter wide-field telescope, operated in a heliocentric orbit for nearly a decade, returning a wealth of data that have revolutionized exoplanet science. Kepler data have been used to discover thousands of planets, including hundreds of multi-planet systems. Kepler discoveries have greatly expanded the diversity of known exoplanets and planetary system properties. Moreover, Kepler has provided the best estimates of exoplanet occurrence rates as functions of planetary sizes, orbital periods and stellar type, with precise values for planets with $P \lesssim 1$ yr. JWST has ushered in an era of unprecedented ability to characterize exoplanetary atmospheres. While there are over 5,000 confirmed planets, more than 4,000 TESS planet candidates are still unconfirmed and many of the best planets for atmospheric characterization may remain to be identified. We present a sample of TESS planets and planet candidates that we identify as "best-in-class" for transmission and emission spectroscopy with JWST. These targets are sorted into bins across equilibrium temperature $T_{\mathrm{eq}}$ and planetary radius $R{_\mathrm{p}}$ and are ranked by transmission and emission spectroscopy metric (TSM and ESM, respectively) within each bin. In forming our target sample, we perform cuts for expected signal size and stellar brightness, to remove sub-optimal targets for JWST. Of the 194 targets in the resulting sample, 103 are unconfirmed TESS planet candidates, also known as TESS Objects of Interest (TOIs). We perform vetting and statistical validation analyses on these 103 targets to determine which are likely planets and which are likely false positives, incorporating ground-based follow-up from the TESS Follow-up Observation Program (TFOP) to aid the vetting and validation process. We statistically validate 23 TOIs, marginally validate 33 TOIs to varying levels of confidence, deem 29 TOIs likely false positives, and leave the dispositions for 4 TOIs as inconclusive. 14 of the 103 TOIs were confirmed independently over the course of our analysis. We provide our final best-in-class sample as a community resource for future JWST proposals and observations. We present Kepler exoplanet occurrence rates for planets between $0.5-16$ R$_\oplus$ and between $1-400$ days. To measure occurrence, we use a non-parametric method via a kernel density estimator and use bootstrap random sampling for uncertainty estimation. We use a full characterization of completeness and reliability measurements from the Kepler DR25 catalog, including detection efficiency, vetting completeness, astrophysical- and false alarm reliability. We also include more accurate and homogeneous stellar radii from Gaia DR2. In order to see the impact of these final Kepler properties, we revisit benchmark exoplanet occurrence rate measurements from the literature. We compare our measurements with previous studies to both validate our method and observe the dependence of these benchmarks on updated stellar and planet properties. For FGK stars, between $0.5-16$ R$_\oplus$ and between $1-400$ days, we find an occurrence of $1.52\pm0.08$ planets per star. We investigate the dependence of occurrence as a function of radius, orbital period, and stellar type and compare with previous studies with excellent agreement. We measure the minimum of the radius valley to be $1.78^{+0.14}_{-0.16}$ R$_\oplus$ for FGK stars and find it to move to smaller radii for cooler stars. We also present new measurements of the slope of the occurrence cliff at $3-4$ R$_\oplus$, and find that the cliff becomes less steep at long orbital period. With JWST's successful deployment and unexpectedly high fuel reserves, measuring the masses of sub-Neptunes transiting bright, nearby stars will soon become the bottleneck for characterizing the atmospheres of small exoplanets via transmission spectroscopy. Using a carefully curated target list and more than two years' worth of APF-Levy and Keck-HIRES Doppler monitoring, the TESS-Keck Survey is working toward alleviating this pressure. Here we present mass measurements for 11 transiting planets in eight systems that are particularly suited to atmospheric follow-up with JWST. We also report the discovery and confirmation of a temperate super-Jovian-mass planet on a moderately eccentric orbit. The sample of eight host stars, which includes one subgiant, spans early-K to late-F spectral types ($T_\mathrm{eff} =$ 5200--6200 K). We report the discovery and Doppler mass measurement of a 7.4-day 2.3-$R_\oplus$ mini-Neptune around a metal-poor K dwarf BD+29 2654 (TOI-2018). Based on a high-resolution Keck/HIRES spectrum, the Gaia parallax, and multi-wavelength photometry from the ultraviolet to the mid-infrared, we found that the host star has $T_{\text{eff}}=4174^{+34}_{-42}$ K, $\log{g}=4.62^{+0.02}_{-0.03}$, $[\text{Fe/H}]=-0.58\pm0.18$, $M_{\ast}=0.57\pm0.02~M_{\odot}$, and $R_{\ast}=0.62\pm0.01~R_{\odot}$. Precise Doppler measurements with Keck/HIRES revealed a planetary mass of $M_{\text{p}}=9.2\pm2.1~M_{\oplus}$ for TOI-2018 b. TOI-2018 b has a mass and radius that are consistent with an Earth-like core with a $\sim1\%$-by-mass hydrogen/helium envelope, or an ice-rock mixture. The mass of TOI-2018 b is close to the threshold for run-away accretion and hence giant planet formation. Such a threshold is predicted to be around 10$M_\oplus$ or lower for a low-metallicity (low-opacity) environment. If TOI-2018 b is a planetary core that failed to undergo run-away accretion, it may underline the reason why giant planets are rare around low-metallicity host stars (one possibility is their shorter disk lifetimes). With a K-band magnitude of 7.1, TOI-2018 b may be a suitable target for transmission spectroscopy with the James Webb Space Telescope. We present the stellar and planetary properties for 85 TESS Objects of Interest (TOIs) hosting 108 planet candidates which comprise the TESS-Keck Survey (TKS) sample. We combine photometry, high-resolution spectroscopy, and Gaia parallaxes to measure precise and accurate stellar properties. We then use these parameters as inputs to a lightcurve processing pipeline to recover planetary signals and homogeneously fit their transit properties. Among these transit fits, we detect significant transit-timing variations among at least three multi-planet systems (TOI-1136, TOI-1246, TOI-1339) and at least one single-planet system (TOI-1279). We also reduce the uncertainties on planet-to-star radius ratios $R_p/R_\star$ across our sample, from a median fractional uncertainty of 8.8$\%$ among the original TOI Catalog values to 3.0$\%$ among our updated results. With this improvement, we are able to recover the Radius Gap among small TKS planets and find that the topology of the Radius Gap among our sample is broadly consistent with that measured among Kepler planets. Close-in giant exoplanets with temperatures greater than 2,000 K (''ultra-hot Jupiters'') have been the subject of extensive efforts to determine their atmospheric properties using thermal emission measurements from the Hubble and Spitzer Space Telescopes. However, previous studies have yielded inconsistent results because the small sizes of the spectral features and the limited information content of the data resulted in high sensitivity to the varying assumptions made in the treatment of instrument systematics and the atmospheric retrieval analysis. Here we present a dayside thermal emission spectrum of the ultra-hot Jupiter WASP-18b obtained with the NIRISS instrument on JWST. The data span 0.85 to 2.85 $\mu$m in wavelength at an average resolving power of 400 and exhibit minimal systematics. The spectrum shows three water emission features (at $>$6$\sigma$ confidence) and evidence for optical opacity, possibly due to H$^-$, TiO, and VO (combined significance of 3.8$\sigma$). Models that fit the data require a thermal inversion, molecular dissociation as predicted by chemical equilibrium, a solar heavy element abundance (''metallicity'', M/H = 1.03$_{-0.51}^{+1.11}$ $\times$ solar), and a carbon-to-oxygen (C/O) ratio less than unity. The data also yield a dayside brightness temperature map, which shows a peak in temperature near the sub-stellar point that decreases steeply and symmetrically with longitude toward the terminators., Comment: JWST ERS bright star observations. Transmission spectroscopy provides insight into the atmospheric properties and consequently the formation history, physics, and chemistry of transiting exoplanets. However, obtaining precise inferences of atmospheric properties from transmission spectra requires simultaneously measuring the strength and shape of multiple spectral absorption features from a wide range of chemical species. This has been challenging given the precision and wavelength coverage of previous observatories. Here, we present the transmission spectrum of the Saturn-mass exoplanet WASP-39b obtained using the SOSS mode of the NIRISS instrument on the JWST. This spectrum spans $0.6 - 2.8 \mu$m in wavelength and reveals multiple water absorption bands, the potassium resonance doublet, as well as signatures of clouds. The precision and broad wavelength coverage of NIRISS-SOSS allows us to break model degeneracies between cloud properties and the atmospheric composition of WASP-39b, favoring a heavy element enhancement ("metallicity") of $\sim 10 - 30 \times$ the solar value, a sub-solar carbon-to-oxygen (C/O) ratio, and a solar-to-super-solar potassium-to-oxygen (K/O) ratio. Photochemistry is a fundamental process of planetary atmospheres that regulates the atmospheric composition and stability. However, no unambiguous photochemical products have been detected in exoplanet atmospheres to date. Recent observations from the JWST Transiting Exoplanet Early Release Science Program found a spectral absorption feature at 4.05 $\mu$m arising from SO$_2$ in the atmosphere of WASP-39b. WASP-39b is a 1.27-Jupiter-radii, Saturn-mass (0.28 M$_J$) gas giant exoplanet orbiting a Sun-like star with an equilibrium temperature of $\sim$1100 K. The most plausible way of generating SO$_2$ in such an atmosphere is through photochemical processes. Here we show that the SO$_2$ distribution computed by a suite of photochemical models robustly explains the 4.05 $\mu$m spectral feature identified by JWST transmission observations with NIRSpec PRISM (2.7$\sigma$) and G395H (4.5$\sigma$). SO$_2$ is produced by successive oxidation of sulphur radicals freed when hydrogen sulphide (H$_2$S) is destroyed. The sensitivity of the SO$_2$ feature to the enrichment of the atmosphere by heavy elements (metallicity) suggests that it can be used as a tracer of atmospheric properties, with WASP-39b exhibiting an inferred metallicity of $\sim$10$\times$ solar. Measuring the metallicity and carbon-to-oxygen (C/O) ratio in exoplanet atmospheres is a fundamental step towards constraining the dominant chemical processes at work and, if in equilibrium, revealing planet formation histories. Transmission spectroscopy provides the necessary means by constraining the abundances of oxygen- and carbon-bearing species; however, this requires broad wavelength coverage, moderate spectral resolution, and high precision that, together, are not achievable with previous observatories. Now that JWST has commenced science operations, we are able to observe exoplanets at previously uncharted wavelengths and spectral resolutions. Here we report time-series observations of the transiting exoplanet WASP-39b using JWST's Near InfraRed Camera (NIRCam). The long-wavelength spectroscopic and short-wavelength photometric light curves span 2.0 - 4.0 $\mu$m, exhibit minimal systematics, and reveal well-defined molecular absorption features in the planet's spectrum. Specifically, we detect gaseous H$_2$O in the atmosphere and place an upper limit on the abundance of CH$_4$. The otherwise prominent CO$_2$ feature at 2.8 $\mu$m is largely masked by H$_2$O. The best-fit chemical equilibrium models favour an atmospheric metallicity of 1-100$\times$ solar (i.e., an enrichment of elements heavier than helium relative to the Sun) and a sub-stellar carbon-to-oxygen (C/O) ratio. Measuring the abundances of carbon and oxygen in exoplanet atmospheres is considered a crucial avenue for unlocking the formation and evolution of exoplanetary systems. Access to an exoplanet's chemical inventory requires high-precision observations, often inferred from individual molecular detections with low-resolution space-based and high-resolution ground-based facilities. Here we report the medium-resolution (R$\sim$600) transmission spectrum of an exoplanet atmosphere between 3-5 $\mu$m covering multiple absorption features for the Saturn-mass exoplanet WASP-39b, obtained with JWST NIRSpec G395H. Our observations achieve 1.46x photon precision, providing an average transit depth uncertainty of 221 ppm per spectroscopic bin, and present minimal impacts from systematic effects. We detect significant absorption from CO$_2$ (28.5$\sigma$) and H$_2$O (21.5$\sigma$), and identify SO$_2$ as the source of absorption at 4.1 $\mu$m (4.8$\sigma$). Best-fit atmospheric models range between 3 and 10x solar metallicity, with sub-solar to solar C/O ratios. Understanding planet formation requires robust population studies, which are designed to reveal trends in planet properties. In this work, we aim to determine if different methods for selecting populations of exoplanets for atmospheric characterization with JWST could influence population-level inferences. We generate three hypothetical surveys of super-Earths/sub-Neptunes, each spanning a similar radius-insolation flux space. The survey samples are constructed based on three different selection criteria (evenly-spaced-by-eye, binned, and a quantitative selection function). Using an injection-recovery technique, we test how robustly individual-planet atmospheric parameters and population-level parameters can be retrieved. We find that all three survey designs result in equally suitable targets for individual atmospheric characterization, but not equally suitable targets for constraining population parameters. Only samples constructed with a quantitative method or that are sufficiently evenly-spaced-by-eye result in robust population parameter constraints. Furthermore, we find that the sample with the best targets for individual atmospheric study does not necessarily result in the best constrained population parameters. The method of sample selection must be considered. We also find that there may be large variability in population-level results with a sample that is small enough to fit in a single JWST cycle ($\sim$12 planets), suggesting that the most successful population-level analyses will be multi-cycle. Lastly, we infer that our exploration of sample selection is limited by the small number of transiting planets with measured masses around bright stars. Convergent disk migration has long been suspected to be responsible for forming planetary systems with a chain of mean-motion resonances (MMR). Dynamical evolution over time could disrupt the delicate resonant configuration. We present TOI-1136, a 700-Myr-old G star hosting at least 6 transiting planets between $\sim$2 and 5 $R_\oplus$. The orbital period ratios deviate from exact commensurability by only $10^{-4}$, smaller than the $\sim$\,$10^{-2}$ deviations seen in typical Kepler near-resonant systems. A transit-timing analysis measured the masses of the planets (3-8$M_\oplus$) and demonstrated that the planets in TOI-1136 are in true resonances with librating resonant angles. Based on a Rossiter-McLaughlin measurement of planet d, the star's rotation appears to be aligned with the planetary orbital planes. The well-aligned planetary system and the lack of detected binary companion together suggest that TOI-1136's resonant chain formed in an isolated, quiescent disk with no stellar fly-by, disk warp, or significant axial asymmetry. With period ratios near 3:2, 2:1, 3:2, 7:5, and 3:2, TOI-1136 is the first known resonant chain involving a second-order MMR (7:5) between two first-order MMR. The formation of the delicate 7:5 resonance places strong constraints on the system's migration history. Short-scale (starting from $\sim$0.1 AU) Type-I migration with an inner disk edge is most consistent with the formation of TOI-1136. A low disk surface density ($\Sigma_{\rm 1AU}\lesssim10^3$g~cm$^{-2}$; lower than the minimum-mass solar nebula) and the resultant slower migration rate likely facilitated the formation of the 7:5 second-order MMR. TOI-1136's deep resonance suggests that it has not undergone much resonant repulsion during its 700-Myr lifetime. We present the Distant Giants Survey, a three-year radial velocity (RV) campaign to measure P(DG|CS), the conditional occurrence of distant giant planets (DG; M_p ~ 0.3 - 13 M_J, P > 1 year) in systems hosting a close-in small planet (CS; R_p < 10 R_E). For the past two years, we have monitored 47 Sun-like stars hosting small transiting planets detected by TESS. We present the selection criteria used to assemble our sample and report the discovery of two distant giant planets, TOI-1669 b and TOI-1694 c. For TOI-1669 b we find that Msin i = 0.573 +/- 0.074 M_J, P = 502 +/- 16 days, and e < 0.27, while for TOI-1694 c, Msin i = 1.05 +/- 0.05 M_J, P = 389.2 +/- 3.9 days, and e = 0.18 +/- 0.05. We also confirmed the 3.8-day transiting planet TOI-1694 b by measuring a true mass of M = 26.1 +/- 2.2 M_E. We also confirmed the 3.8-day transiting planet TOI-1694 b by measuring a true mass of M = 26.1 +/- 2.2 M_E. At the end of the Distant Giants Survey, we will incorporate TOI-1669 b and TOI-1694 c into our calculation of P(DG|CS), a crucial statistic for understanding the relationship between outer giants and small inner companions.

Carbon dioxide (CO2) is a key chemical species that is found in a wide range of planetary atmospheres. In the context of exoplanets, CO2 is an indicator of the metal enrichment (i.e., elements heavier than helium, also called "metallicity"), and thus formation processes of the primary atmospheres of hot gas giants. It is also one of the most promising species to detect in the secondary atmospheres of terrestrial exoplanets. Previous photometric measurements of transiting planets with the Spitzer Space Telescope have given hints of the presence of CO2 but have not yielded definitive detections due to the lack of unambiguous spectroscopic identification. Here we present the detection of CO2 in the atmosphere of the gas giant exoplanet WASP-39b from transmission spectroscopy observations obtained with JWST as part of the Early Release Science Program (ERS). The data used in this study span 3.0 to 5.5 {\mu}m in wavelength and show a prominent CO2 absorption feature at 4.3 {\mu}m (26{\sigma} significance). The overall spectrum is well matched by one-dimensional, 10x solar metallicity models that assume radiative-convective-thermochemical equilibrium and have moderate cloud opacity. These models predict that the atmosphere should have water, carbon monoxide, and hydrogen sulfide in addition to CO2, but little methane. We report the discovery of an eccentric hot Neptune and a non-transiting outer planet around TOI-1272. We identified the eccentricity of the inner planet, with an orbital period of 3.3 d and $R_{\rm p,b} = 4.1 \pm 0.2$ $R_\oplus$, based on a mismatch between the observed transit duration and the expected duration for a circular orbit. Using ground-based radial velocity measurements from the HIRES instrument at the Keck Observatory, we measured the mass of TOI-1272b to be $M_{\rm p,b} = 25 \pm 2$ $M_\oplus$. We also confirmed a high eccentricity of $e_b = 0.34 \pm 0.06$, placing TOI-1272b among the most eccentric well-characterized sub-Jovians. We used these RV measurements to also identify a non-transiting outer companion on an 8.7-d orbit with a similar mass of $M_{\rm p,c}$ sin$i= 27 \pm 3$ $M_\oplus$ and $e_c \lesssim 0.35$. Dynamically stable planet-planet interactions have likely allowed TOI-1272b to avoid tidal eccentricity decay despite the short circularization timescale expected for a close-in eccentric Neptune. TOI-1272b also maintains an envelope mass fraction of $f_{\rm env} \approx 11\%$ despite its high equilibrium temperature, implying that it may currently be undergoing photoevaporation. The James Webb Space Telescope (JWST) will be able to probe the atmospheres and surface properties of hot, terrestrial planets via emission spectroscopy. We identify 18 potentially terrestrial planet candidates detected by the Transiting Exoplanet Survey Satellite (TESS) that would make ideal targets for these observations. These planet candidates cover a broad range of planet radii ($R_{\rm p} \sim 0.6 - 2.0 R_\oplus$) and orbit stars of various magnitudes ($K_s = 5.78 - 10.78$, $V = 8.4 - 15.69$) and effective temperatures ($T_{\rm eff }\sim 3000 - 6000$ K). We use ground-based observations collected through the TESS Follow-up Observing Program (TFOP) and two vetting tools -- DAVE and TRICERATOPS -- to assess the reliabilities of these candidates as planets. We validate 13 planets: TOI-206 b, TOI-500 b, TOI-544 b, TOI-833 b, TOI-1075 b, TOI-1411 b, TOI-1442 b, TOI-1693 b, TOI-1860 b, TOI-2260 b, TOI-2411 b, TOI-2427 b, and TOI-2445 b. Seven of these planets (TOI-206 b, TOI-500 b, TOI-1075 b, TOI-1442 b, TOI-2260 b, TOI-2411 b, and TOI-2445 b) are ultra-short-period planets. TOI-1860 is the youngest ($133 \pm 26$ Myr) solar twin with a known planet to date. TOI-2260 is a young ($321 \pm 96$ Myr) G dwarf that is among the most metal-rich ([Fe/H] = $0.22 \pm 0.06$ dex) stars to host an ultra-short-period planet. With an estimated equilibrium temperature of $\sim 2600$ K, TOI-2260 b is also the fourth hottest known planet with $R_{\rm p} < 2 \, R_\oplus$.

We report the discovery of TOI-2180 b, a 2.8 $M_{\rm J}$ giant planet orbiting a slightly evolved G5 host star. This planet transited only once in Cycle 2 of the primary Transiting Exoplanet Survey Satellite (TESS) mission. Citizen scientists identified the 24 hr single-transit event shortly after the data were released, allowing a Doppler monitoring campaign with the Automated Planet Finder telescope at Lick Observatory to begin promptly. The radial velocity observations refined the orbital period of TOI-2180 b to be 260.8$\pm$0.6 days, revealed an orbital eccentricity of 0.368$\pm$0.007, and discovered long-term acceleration from a more distant massive companion. We conducted ground-based photometry from 14 sites spread around the globe in an attempt to detect another transit. Although we did not make a clear transit detection, the nondetections improved the precision of the orbital period. We predict that TESS will likely detect another transit of TOI-2180 b in Sector 48 of its extended mission. We use giant planet structure models to retrieve the bulk heavy-element content of TOI-2180 b. When considered alongside other giant planets with orbital periods over 100 days, we find tentative evidence that the correlation between planet mass and metal enrichment relative to stellar is dependent on orbital properties. We validate the presence of a two-planet system orbiting the 0.15--1.4 Gyr K4 dwarf TOI 560 (HD 73583). The system consists of an inner moderately eccentric transiting mini-Neptune (TOI 560 b, $P = 6.3980661^{+0.0000095}_{-0.0000097}$ days, $e=0.294^{+0.13}_{-0.062}$, $M= 0.94^{+0.31}_{-0.23}M_{Nep}$) initially discovered in the Sector 8 \tess\ mission observations, and a transiting mini-Neptune (TOI 560 c, $P = 18.8805^{+0.0024}_{-0.0011}$ days, $M= 1.32^{+0.29}_{-0.32}M_{Nep}$) discovered in the Sector 34 observations, in a rare near-1:3 orbital resonance. We utilize photometric data from \tess\, \textit{Spitzer}, and ground-based follow-up observations to confirm the ephemerides and period of the transiting planets, vet false positive scenarios, and detect the photo-eccentric effect for TOI 560 b. We obtain follow-up spectroscopy and corresponding precise radial velocities (RVs) with the iSHELL spectrograph at the NASA Infrared Telescope Facility and the HIRES Spectrograph at Keck Observatory to validate the planetary nature of these signals, which we combine with published PFS RVs from Magellan Observatory. We detect the masses of both planets at $> 3-\sigma$ significance. We apply a Gaussian process (GP) model to the \tess\ light curves to place priors on a chromatic radial velocity GP model to constrain the stellar activity of the TOI 560 host star, and confirm a strong wavelength dependence for the stellar activity demonstrating the ability of NIR RVs in mitigating stellar activity for young K dwarfs. TOI 560 is a nearby moderately young multi-planet system with two planets suitable for atmospheric characterization with James Webb Space Telescope (JWST) and other upcoming missions. We present the discovery of two nearly identically-sized sub-Neptune transiting planets orbiting HD 63935, a bright ($V=8.6$ mag), sun-like ($T_{eff}=5560K$) star at 49 pc. TESS identified the first planet, HD 63935 b (TOI-509.01), in Sectors 7 and 34. We identified the second signal (HD 63935 c) in Keck HIRES and Lick APF radial velocity data as part of our followup campaign. It was subsequently confirmed with TESS photometry in Sector 34 as TOI-509.02. Our analysis of the photometric and radial velocity data yields a robust detection of both planets with periods of $9.0600 \pm 0.007$ and $21.40 \pm 0.0019$ days, radii of $2.99 \pm 0.14$ and $2.90 \pm 0.13$ $R_\oplus$, and masses of $10.8 \pm 1.8$ and $11.1 \pm 2.4$ $M_\oplus$. We calculate densities for planets b and c consistent with a few percent of the planet mass in hydrogen/helium envelopes. We also describe our survey's efforts to choose the best targets for JWST atmospheric followup. These efforts suggest that HD 63935 b will have the most clearly visible atmosphere of its class. It is the best target for transmission spectroscopy (ranked by Transmission Spectroscopy Metric, a proxy for atmospheric observability) in the so-far uncharacterized parameter space comprising sub-Neptune-sized (2.6 $R_\oplus$ $<$ $R_p$ $<$ 4 $R_\oplus$), moderately-irradiated (100 $F_\oplus$ $<$ $F_p$ $<$ 1000 $F_\oplus$) planets around G-stars. We report the discovery of HIP-97166b (TOI-1255b), a transiting sub-Neptune on a 10.3-day orbit around a K0 dwarf 68 pc from Earth. This planet was identified in a systematic search of TESS Objects of Interest for planets with eccentric orbits, based on a mismatch between the observed transit duration and the expected duration for a circular orbit. We confirmed the planetary nature of HIP-97166b with ground-based radial velocity measurements and measured a mass of $M_{b} =$ 20 $\pm$ 2 $M_\bigoplus$ along with a radius of $R_{b} =$ 2.7 $\pm$ 0.1 $R_\bigoplus$ from photometry. We detected an additional non-transiting planetary companion with $M_{c}$ sin$i =$ 10 $\pm$ 2 $M_\bigoplus$ on a 16.8-day orbit. While the short transit duration of the inner planet initially suggested a high eccentricity, a joint RV-photometry analysis revealed a high impact parameter $b = 0.84 \pm 0.03$ and a moderate eccentricity. Modeling the dynamics with the condition that the system remain stable over $>$10$^5$ orbits yielded eccentricity constraints $e_b = 0.16 \pm 0.03$ and $e_c < 0.25$. The eccentricity we find for planet b is above average for the small population of sub-Neptunes with well-measured eccentricities. We explored the plausible formation pathways of this system, proposing an early instability and merger event to explain the high density of the inner planet at $5.3 \pm 0.9$ g/cc as well as its moderate eccentricity and proximity to a 5:3 mean-motion resonance., Comment: Accepted at The Astronomical Journal; 15 pages, 10 figures

We combine multiple campaigns of K2 photometry with precision radial velocity measurements from Keck-HIRES to measure the masses of three sub-Neptune-size planets. We confirm the planetary nature of the massive sub-Neptune K2-182 b ($P_\mathrm{b}= 4.7$ days, $R_\mathrm{b} = 2.69$ $R_\oplus$) and derive refined parameters for K2-199 b and c ($P_\mathrm{b} = 3.2$ days, $R_\mathrm{b} = 1.73$ $R_\oplus$, and $P_\mathrm{c} = 7.4$ days, $R_\mathrm{c} = 2.85$ $R_\oplus$). These planets provide valuable data points in the mass-radius plane, especially as TESS continues to reveal an increasingly diverse sample of sub-Neptunes. K2-182 (EPIC 211359660) is a moderately bright ($V = 12.0$ mag) early-K dwarf observed during K2 campaigns 5 and 18. We find K2-182 b is potentially one of the densest sub-Neptunes known to date ($20 \pm 5$ $M_\oplus$ and $5.6 \pm 1.4$ g cm$^{-3}$). K2-199 (EPIC 212779596; $V = 12.3$ mag) is a K5V dwarf observed in K2 campaigns 6 and 17 which hosts two recently-confirmed planets. We refine the orbital and planetary parameters for K2-199 b and c by modeling both campaigns of K2 photometry and adding 12 Keck-HIRES measurements to the existing radial velocity data set ($N$ = 33). We find K2-199 b is likely rocky, at $6.9 \pm 1.8$ $M_\oplus$ and $7.2^{+2.1}_{-2.0}$ g cm$^{-3}$. K2-199 c has an intermediate density at $12.4 \pm 2.3$ $M_\oplus$ and $2.9^{+0.7}_{-0.6}$ g cm$^{-3}$. We contextualize these planets on the mass-radius plane, discuss a small but intriguing population of "super-dense" sub-Neptunes ($R_\mathrm{p} < 3$ $R_\oplus$, $M_\mathrm{p} > 20$ $M_\oplus$), and consider our prospects for the planets' atmospheric characterization., Comment: 42 pages, 10 figures, 9 tables. Exoplanet systems with multiple transiting planets are natural laboratories for testing planetary astrophysics. One such system is HD 191939 (TOI-1339), a bright (V=9) and Sun-like (G9V) star, which TESS found to host three transiting planets (b, c, and d). The planets have periods of 9, 29, and 38 days each with similar sizes from 3 to 3.4 $R_{\oplus}$. To further characterize the system, we measured the radial velocity (RV) of HD 191939 over 415 days with Keck/HIRES and APF/Levy. We find that $M_b = 10.4 \pm 0.9 M_{\oplus}$ and $M_c = 7.2 \pm 1.4 M_{\oplus}$, which are low compared to most known planets of comparable radii. The RVs yield only an upper-limit on $M_d$ (<5.8 $M_{\oplus}$ at 2$\sigma$). The RVs further reveal a fourth planet (e) with a minimum mass of $0.34 \pm 0.01 M_{Jup}$ and an orbital period of 101.4 $\pm$ 0.4 days. Despite its non-transiting geometry, secular interactions between planet e and the inner transiting planets indicate that planet e is coplanar with the transiting planets ($\Delta$i < 10$^{\circ}$). We identify a second high mass planet (f) with 95% confidence intervals on mass between $2-11 \, M_{Jup}$ and period between 1700-7200 days, based on a joint analysis of RVs and astrometry from $Gaia$ and $Hipparcos$. Space-based transit missions such as Kepler and TESS have demonstrated that planets are ubiquitous. However, the success of these missions heavily depends on ground-based radial velocity (RV) surveys, which combined with transit photometry can yield bulk densities and orbital properties. While most Kepler host stars are too faint for detailed follow-up observations, TESS is detecting planets orbiting nearby bright stars that are more amenable to RV characterization. Here we introduce the TESS-Keck Survey (TKS), an RV program using ~100 nights on Keck/HIRES to study exoplanets identified by TESS. The primary survey aims are investigating the link between stellar properties and the compositions of small planets; studying how the diversity of system architectures depends on dynamical configurations or planet multiplicity; identifying prime candidates for atmospheric studies with JWST; and understanding the role of stellar evolution in shaping planetary systems. We present a fully-automated target selection algorithm, which yielded 103 planets in 86 systems for the final TKS sample. Most TKS hosts are inactive, solar-like, main-sequence stars (4500 K < Teff < 6000 K) at a wide range of metallicities. The selected TKS sample contains 71 small planets (Rp < 4 Re), 11 systems with multiple transiting candidates, 6 sub-day period planets and 3 planets that are in or near the habitable zone of their host star. The target selection described here will facilitate the comparison of measured planet masses, densities, and eccentricities to predictions from planet population models. We report the discovery of TOI-1444b, a 1.4-$R_\oplus$ super-Earth on a 0.47-day orbit around a Sun-like star discovered by {\it TESS}. Precise radial velocities from Keck/HIRES confirmed the planet and constrained the mass to be $3.87 \pm 0.71 M_\oplus$. The RV dataset also indicates a possible non-transiting, 16-day planet ($11.8\pm2.9M_\oplus$). We report a tentative detection of phase curve variation and secondary eclipse of TOI-1444b in the {\it TESS} bandpass. TOI-1444b joins the growing sample of 17 ultra-short-period planets with well-measured masses and sizes, most of which are compatible with an Earth-like composition. We take this opportunity to examine the expanding sample of ultra-short-period planets ($<2R_\oplus$) and contrast them with the newly discovered sub-day ultra-hot Neptunes ($>3R_\oplus$, $>2000F_\oplus$ TOI-849 b, LTT9779 b and K2-100). We find that 1) USPs have predominately Earth-like compositions with inferred iron core mass fractions of 0.32$\pm$0.04; and have masses below the threshold of runaway accretion ($\sim 10M_\oplus$), while ultra-hot Neptunes are above the threshold and have H/He or other volatile envelope. 2) USPs are almost always found in multi-planet system consistent with a secular interaction formation scenario; ultra-hot Neptunes ($P_{\rm orb} \lesssim$1 day) tend to be ``lonely' similar to longer-period hot Neptunes($P_{\rm orb}$1-10 days) and hot Jupiters. 3) USPs occur around solar-metallicity stars while hot Neptunes prefer higher metallicity hosts. 4) In all these respects, the ultra-hot Neptunes show more resemblance to hot Jupiters than the smaller USP planets, although ultra-hot Neptunes are rarer than both USP and hot Jupiters by 1-2 orders of magnitude., Comment: Accepted too AJ. 12 Figures, 4 tables

We present 2,241 exoplanet candidates identified with data from the Transiting Exoplanet Survey Satellite (TESS) during its two-year prime mission. We list these candidates in the TESS Objects of Interest (TOI) Catalog, which includes both new planet candidates found by TESS and previously-known planets recovered by TESS observations. We describe the process used to identify TOIs and investigate the characteristics of the new planet candidates, and discuss some notable TESS planet discoveries. The TOI Catalog includes an unprecedented number of small planet candidates around nearby bright stars, which are well-suited for detailed follow-up observations. The TESS data products for the Prime Mission (Sectors 1-26), including the TOI Catalog, light curves, full-frame images, and target pixel files, are publicly available on the Mikulski Archive for Space Telescopes., Comment: 39 pages, 16 figures. We measured the Rossiter-McLaughlin effect of WASP-107b during a single transit with Keck/HIRES. We found the sky-projected inclination of WASP-107b's orbit, relative to its host star's rotation axis, to be $|\lambda| = {118}^{+38}_{-19}$ degrees. This confirms the misaligned/polar orbit that was previously suggested from spot-crossing events and adds WASP-107b to the growing population of hot Neptunes in polar orbits around cool stars. WASP-107b is also the fourth such planet to have a known distant planetary companion. We examined several dynamical pathways by which this companion could have induced such an obliquity in WASP-107b. We find that nodal precession and disk dispersal-driven tilting can both explain the current orbital geometry while Kozai-Lidov cycles are suppressed by general relativity. While each hypothesis requires a mutual inclination between the two planets, nodal precession requires a much larger angle which for WASP-107 is on the threshold of detectability with future Gaia astrometric data. As nodal precession has no stellar type dependence, but disk dispersal-driven tilting does, distinguishing between these two models is best done on the population level. Finding and characterizing more extrasolar systems like WASP-107 will additionally help distinguish whether the distribution of hot-Neptune obliquities is a dichotomy of aligned and polar orbits or if we are uniformly sampling obliquities during nodal precession cycles., Comment: 13 pages, 6 figures, to be published in The Astronomical Journal

We present occurrence rates for rocky planets in the habitable zones (HZ) of main-sequence dwarf stars based on the Kepler DR25 planet candidate catalog and Gaia-based stellar properties. We provide the first analysis in terms of star-dependent instellation flux, which allows us to track HZ planets. We define $\eta_\oplus$ as the HZ occurrence of planets with radius between 0.5 and 1.5 $R_\oplus$ orbiting stars with effective temperatures between 4800 K and 6300 K. We find that $\eta_\oplus$ for the conservative HZ is between $0.37^{+0.48}_{-0.21}$ (errors reflect 68\% credible intervals) and $0.60^{+0.90}_{-0.36}$ planets per star, while the optimistic HZ occurrence is between $0.58^{+0.73}_{-0.33}$ and $0.88^{+1.28}_{-0.51}$ planets per star. These bounds reflect two extreme assumptions about the extrapolation of completeness beyond orbital periods where DR25 completeness data are available. The large uncertainties are due to the small number of detected small HZ planets. We find similar occurrence rates using both a Poisson likelihood Bayesian analysis and Approximate Bayesian Computation. Our results are corrected for catalog completeness and reliability. Both completeness and the planet occurrence rate are dependent on stellar effective temperature. We also present occurrence rates for various stellar populations and planet size ranges. We estimate with $95\%$ confidence that, on average, the nearest HZ planet around G and K dwarfs is about 6 pc away, and there are about 4 HZ rocky planets around G and K dwarfs within 10 pc of the Sun., Comment: To appear in The Astronomical Journal
