In 2004, Parties to the Convention on Biological Diversity (CBD) addressed a United Nations (UN) call for area-based planning, including for marine-protected areas that resulted in a global effort to describe ecologically or biologically significant marine areas (EBSAs). We summarized the results, assessed their consistency, and evaluated the process developed by the Secretariat of the CBD to engage countries and experts in 9 regional workshops held from 2011 to 2014. Experts from 92 countries and 79 regional or international bodies participated. They considered 250 million km(2) of the world's ocean area (two-thirds of the total). The 204 areas they examined in detail differed widely in area (from 5.5 km(2) to 11.1 million km(2) ). Despite the initial focus of the CBD process on areas outside national jurisdiction, only 31 of the areas examined were solely outside national jurisdiction. Thirty-five extended into national jurisdictions, 137 were solely within national jurisdictions, and 28 included the jurisdictions of more than 1 country (1 area lacked precise boundaries). Data were sufficient to rank 88-99% of the areas relative to each of the 7 criteria for EBSAs agreed to previously by Parties to the CBD. The naturalness criterion ranked high for a smaller percentage of the EBSAs (31%) than other criteria (51-70%), indicating the difficulty in finding relatively undisturbed areas in the ocean. The highly participatory nature of the workshops, including easy and consistent access to the relevant information facilitated by 2 technical teams, contributed to the workshop participants success in identifying areas that could be ranked relative to most criteria and areas that extend across jurisdictional boundaries. The formal recognition of workshop results by the Conference of Parties to the CBD resulted in these 204 areas being identified as EBSAs by the 196 Parties. They represent the only suite of marine areas recognized by the international community for their greater importance for biodiversity it is their importance for biodiversity itself not conservation as process explicitly excluded management issues than their surroundings. This comes at a critical juncture in negotiations at the UN that will consider developing a new implementation agreement under UN Convention of the Law of the Sea to support the conservation and sustainable use of marine biological diversity beyond areas of national jurisdiction. The EBSA description process is a good example of how to bring the international community together to build a shared understanding of which ocean areas are particularly valuable to biodiversity.

International audience; The distributions of migratory species in the ocean span local, national and international jurisdictions. Across these ecologically interconnected regions, migratory marine species interact with anthropogenic stressors throughout their lives. Migratory connectivity, the geographical linking of individuals and populations throughout their migratory cycles, influences how spatial and temporal dynamics of stressors affect migratory animals and scale up to influence population abundance, distribution and species persistence. Population declines of many migratory marine species have led to calls for connectivity knowledge, especially insights from animal tracking studies, to be more systematically and synthetically incorporated into decision-making. Inclusion of migratory connectivity in the design of conservation and management measures is critical to ensure they are appropriate for the level of risk associated with various degrees of connectivity. Three mechanisms exist to incorporate migratory connectivity into international marine policy which guides conservation implementation: site-selection criteria, network design criteria and policy recommendations. Here, we review the concept of migratory connectivity and its use in international policy, and describe the Migratory Connectivity in the Ocean system, a migratory connectivity evidence-base for the ocean. We propose that without such collaboration focused on migratory connectivity, efforts to effectively conserve these critical species across jurisdictions will have limited effect.

In 2008, the Convention on Biological Diversity (CBD) adopted seven criteria to identify Ecologically or Biologically Significant Areas (EBSAs) “…in need of protection, in open ocean waters and deep sea habitats”. This paper reviews the history of the development of the “EBSA process”, which was originally driven by the commitment to establish marine protected areas in areas beyond national jurisdiction, but which has since broadened to encompass the possibility of informing marine spatial planning and other activities, both within and beyond national jurisdiction. Additionally, the paper summarizes ongoing efforts through CBD regional workshops to describe EBSAs and the development of the EBSA Repository, where information on these areas is to be stored. The overlap between the EBSA criteria and biodiversity criteria suites used by various authorities in areas beyond national jurisdiction is illustrated. The EBSA process has reached a critical juncture, whereby a large percentage of the global ocean has been considered by the regional workshops, but the procedure by which these areas can be incorporated into formal management structures has not yet been fully developed. Emerging difficulties regarding the mandate to describe, identify, endorse, or adopt EBSAs, are discussed.

Spatially explicit conservation efforts to identify, designate, and prioritize protected areas or biologically significant areas require analyses beyond basic species distribution and abundance studies, including assessments of migration patterns, habitat use, and ecological drivers of behavior. With the advent of alternate survey methods and platforms within the marine environment (e.g. satellite telemetry, passive acoustics, photo identification, nesting site monitoring and genetic sampling) in addition to traditional shipboard or aerial visual surveys, researchers have been developing novel analytical and modeling methodologies to fulfill such in-depth ecological assessments. This trend has raised interests and needs not only in filling spatial, temporal and ‘ecological’ gaps but also in the synthesis of these disparate data from multiple methods/platforms. OBIS–SEAMAP, a thematic node of the Ocean Biogeographic Information System (OBIS) specializing on marine megavertebrates, takes a unique approach to data integration into the OBIS–SEAMAP database to enable novel applications of a global biogeographic database. In this paper, we summarize our efforts to accomplish this integration and to develop novel mapping and visualization tools available on the OBIS–SEAMAP web site. We also discuss advantages and implications of an integrated database in advancing ecological assessments and modeling efforts based on preliminary assessments of the OBIS–SEAMAP data and derived products. Finally, we make critical suggestions for the design and function of biogeographic databases to make contributed data more useful for conservation efforts.

Across many scientific domains, the ability to aggregate disparate datasets enables more meaningful global analyses. Within marine biology, the Census of Marine Life served as the catalyst for such a global data aggregation effort. Under the Census framework, the Ocean Biogeographic Information System was established to coordinate an unprecedented aggregation of global marine biogeography data. The OBIS data system now contains 31.3 million observations, freely accessible through a geospatial portal. The challenges of storing, querying, disseminating, and mapping a global data collection of this complexity and magnitude are significant. In the face of declining performance and expanding feature requests, a redevelopment of the OBIS data system was undertaken. Following an Open Source philosophy, the OBIS technology stack was rebuilt using PostgreSQL, PostGIS, GeoServer and OpenLayers. This approach has markedly improved the performance and online user experience while maintaining a standards-compliant and interoperable framework. Due to the distributed nature of the project and increasing needs for storage, scalability and deployment flexibility, the entire hardware and software stack was built on a Cloud Computing environment. The flexibility of the platform, combined with the power of the application stack, enabled rapid re-development of the OBIS infrastructure, and ensured complete standards-compliance.

The science needed to understand highly migratory marine mammal, sea bird, and sea turtle species is not adequately addressed by individual data collections developed for a single region or single time period. These data must be brought together into a common, global map based on a coherent, interoperable, and openly accessible information system. This need was clearly articulated by the National Oceanographic Partnership Program (NOPP) and the Alfred P. Sloan Foundation when they co-sponsored a new effort to directly address this issue in 2002. The result is OBIS-SEAMAP: the world data-center for marine mammal, sea bird, and sea turtle information. OBIS-SEAMAP brings together georeferenced distribution, abundance, and telemetry data with tools to query and assess these species in a dynamic and searchable environment. In a second round of NOPP support that began in 2007, the National Science Foundation is helping expand this effort into new technologies and data types. To date, the OBIS-SEAMAP information system includes more than 2.2 million observation records from over 230 data sets spanning 73 years (1935-2008), and growth of this data archive is accelerating. All of these data are provided by a growing international network of individual and institutional data providers.

The study investigated the use of aerial photographs, acquired in 1950 and1991, for assessing the temporal dynamics of mangroves along the WestAlligator River in Australia's Northern Territory. For both years,mangrove extent was mapped using an unsupervised classification of thedigital orthomosaic and Digital Elevation Models (DEMs), or height maps,of the mangrove canopy were derived from stereo pairs. Helicopter andfield observations in 1998 and 1999 respectively provided ground truthfor interpreting the derived datasets. The comparison of mangrove extentrevealed a substantial movement over the 41-year period, perhaps inresponse to hydrological changes that have resulted in a landward extensionof saline conditions. Changes in the height of mangroves were observedbut were difficult to quantify due to the reduced quality of the 1950 DEM. The study demonstrated the viability of using time-series of aerialphotography for monitoring and understanding the long-term response ofmangroves to environmental change, including hydrological variations andsea level rise.

This paper examines the use of time-series of stereo aerial photographs for quantifying changes in the extent and height of mangrove communities. For the West Alligator River, Kakadu National Park, Australia, black and white and colour stereo aerial photographs of mangroves were acquired in 1950 and 1991 respectively. Digital ortho-images were generated for each date, and maps of mangrove extent were obtained by applying an unsupervised classification to each image. Digital elevation models (DEMs) of the mangrove canopy were derived from the stereo pairs. The comparison of mangrove extent suggested that substantial changes had occurred over the 41-year period, largely in response to saltwater intrusion. Changes in the height of mangroves were also observed but were difficult to quantify due to the poor quality of the 1950 DEM. The study concludes that time-series comparisons of aerial photographs are invaluable for assessing change in mangroves over periods of up to 4-5 decades.

For all mangroves in Kakadu National Park in Australia's Northern Territory, /spl sim/1 m spatial resolution orthomosaics and Digital Elevation Models (DEMs) were generated. For the West Alligator River, tree density was also estimated from the photography and Compact Airborne Spectrographic Imager (CASI) data were acquired to differentiate and map the main zonations. These datasets combined represent a key baseline against which to observe and quantify future changes in the extent, height, density, species/community composition and also above ground biomass of mangroves resulting from, for example, sea level rise.
