OBJECTIVE Task-based functional MRI (tb-fMRI) is now considered the standard, noninvasive technique in establishing language laterality in children for surgical planning. The evaluation can be limited due to several factors such as age, language barriers, and developmental and cognitive delays. Resting-state functional MRI (rs-fMRI) offers a potential path to establish language dominance without active task participation. The authors sought to compare the ability of rs-fMRI for language lateralization in the pediatric population with conventional tb-fMRI used as the gold standard. METHODS The authors performed a retrospective evaluation of all pediatric patients at a dedicated quaternary pediatric hospital who underwent tb-fMRI and rs-fMRI from 2019 to 2021 as part of the surgical workup for patients with seizures and brain tumors. Task-based fMRI language laterality was based on a patient’s adequate performance on one or more of the following: sentence completion, verb generation, antonym generation, or passive listening tasks. Resting-state fMRI data were postprocessed using statistical parametric mapping, FMRIB Software Library, and FreeSurfer as described in the literature. The laterality index (LI) was calculated from the independent component (IC) with the highest Jaccard Index (JI) for the language mask. Additionally, the authors visually inspected the activation maps for two ICs with the highest JIs. The rs-fMRI LI of IC1 and the authors’ image-based subjective interpretation of language lateralization were compared with tb-fMRI, which was considered the gold standard for this study. RESULTS A retrospective search yielded 33 patients with language fMRI data. Eight patients were excluded (5 with suboptimal tb-fMRI and 3 with suboptimal rs-fMRI data). Twenty-five patients (age range 7–19 years, male/female ratio 15:10) were included in the study. The language laterality concordance between tb-fMRI and rs-fMRI ranged from 68% to 80% for assessment based on LI of independent component analysis with highest JI and for subjective evaluation by visual inspection of activation maps, respectively. CONCLUSIONS The concordance rates between tb-fMRI and rs-fMRI of 68% to 80% show the limitation of rs-fMRI in determining language dominance. Resting-state fMRI should not be used as the sole method for language lateralization in clinical practice.

Gambling disorder is a behavioral addiction that negatively impacts personal finances, work, relationships and mental health. In this pre-registered study (https://osf.io/5ptz9/?view_only=62956a2afcd1495984db4be18c54b50a) we investigated the impact of real-life gambling environments on two computational markers of addiction, temporal discounting and model-based reinforcement learning. Gambling disorder is associated with increased temporal discounting and reduced model-based learning. Regular gamblers (n = 30, DSM-5 score range 3-9) performed both tasks in a neutral (café) and a gambling-related environment (slot-machine venue) in counterbalanced order. Data were modeled using drift diffusion models for temporal discounting and reinforcement learning via hierarchical Bayesian estimation. Replicating previous findings, gamblers discounted rewards more steeply in the gambling-related context. This effect was positively correlated with gambling related cognitive distortions (pre-registered analysis). In contrast to our pre-registered hypothesis, model-based reinforcement learning was improved in the gambling context. Here we show that temporal discounting and model-based reinforcement learning are modulated in opposite ways by real-life gambling cue exposure. Results challenge aspects of habit theories of addiction, and reveal that laboratory-based computational markers of psychopathology are under substantial contextual control.

Dopamine fundamentally contributes to reinforcement learning by encoding prediction errors, deviations of an outcome from expectation. Prediction error coding in dopaminergic regions in human functional neuroimaging studies is well replicated. In contrast, replications of behavioral and neural effects of pharmacological modulations of the dopamine system in human reinforcement learning are scarce. Additionally, dopamine contributes to action selection, but direct evidence and process-specific accounts in human reinforcement learning are lacking. Here we examined dopaminergic mechanisms underlying human reinforcement learning in a within-subjects pharmacological approach in male human volunteers (n=31, within-subjects design; Placebo, 150mg L-dopa, 2mg Haloperidol) in combination with functional magnetic resonance imaging and a stationary reinforcement learning task. We had two aims. First, we aimed to replicate previously reported beneficial effects of L-dopa vs. Haloperidol on reinforcement learning from gains. This replication was not successful. We observed no performance benefit of L-Dopa vs. Haloperidol, and no evidence for alterations in neural prediction error signaling. In contrast, Bayesian analyses provided moderate evidence in favor of the null hypothesis. This unsuccessful replication is likely at least partly due to a number of differences in experimental design. Second, using combined reinforcement learning drift diffusion models, we tested the recent proposal that dopamine contributes to action selection by regulating decision thresholds. Model comparison revealed that the data were best accounted for by a reinforcement learning drift diffusion model with separate learning rates for positive and negative prediction errors. The model accounted for both reductions in RTs and increases in accuracy over the course of learning. The only parameter showing robust drug effects was the boundary separation parameter, which revealed reduced decision thresholds under both L-Dopa and Haloperidol, compared to Placebo, and the degree of threshold reduction accounted for individual differences in RTs between conditions. Results are in line with the idea that striatal dopamine regulates decision thresholds during action selection, and that lower dosages of D2 receptor antagonists increase striatal DA release via an inhibition of autoreceptor-mediated feedback mechanisms.

What kinds of politics do export controls entail and whose rights do they enable? The following article will take a critical perspective on the governance challenges associated with export controls of dual-use technologies. After discussing challenges around transparency, the performance of human rights and export control havens, this article will then turn to looking at policy solutions, including audits, transparency and targeted international governance mechanisms. With conclusion, export controls continue to constitute an important policy tool to promote human rights and can be improved considerably to strengthen human rights further.

Between public debates about ‘hacking’ elections, so-called ‘fake news’ and online disinformation campaigns, it has become hard to imagine what free and fair elections in a digital environment could look like. This challenge is particularly pronounced for election observers who monitor free and fair elections. How should election observers fulfil this task when reliable data in online media campaigns are often not even available to media regulators? The following article provides a brief overview of existing challenges around online content regulation and how these apply to elections and election observation. It then considers where resources for digital electoral observation exist and how most effectively to build on these before, in conclusion, discussing next steps and potential opportunities to develop digital election observation further.

BACKGROUND AND PURPOSE: SWI is an advanced imaging modality that is especially useful in cerebral microhemorrhage detection. Such microhemorrhages have been identified in adult contact sport athletes, and the sequelae of these focal bleeds are thought to contribute to neurodegeneration. The purpose of this study was to utilize SWI to determine whether the prevalence and incidence of microhemorrhages in adolescent football players are significantly greater than those of adolescent noncontact athletes. MATERIALS AND METHODS: Preseason and postseason SWI was performed and evaluated on 78 adolescent football players. SWI was also performed on 27 adolescent athletes who reported no contact sport history. Two separate one-tailed Fisher exact tests were performed to determine whether the prevalence and incidence of microhemorrhages in adolescent football players are greater than those of noncontact athlete controls. RESULTS: Microhemorrhages were observed in 12 football players. No microhemorrhages were observed in any controls. Adolescent football players demonstrated a significantly greater prevalence of microhemorrhages than adolescent noncontact controls (P = .02). Although 2 football players developed new microhemorrhages during the season, microhemorrhage incidence during 1 football season was not statistically greater in the football population than in noncontact control athletes (P = .55). CONCLUSIONS: Adolescent football players have a greater prevalence of microhemorrhages compared with adolescent athletes who have never engaged in contact sports. While microhemorrhage incidence during 1 season is not significantly greater in adolescent football players compared to adolescent controls, there is a temporal association between playing football and the appearance of new microhemorrhages.

Social networks, payment services, gaming platforms - they all have sophisticated sets of rules governing the use of their services. Just as complex are the systems with which these private actors enforce their rules. Automated, human or hybrid decision-making structures are designed to provide efficient and equitable rule enforcement. Due to the high relevance of these platforms, current regulatory projects such as the Digital Services Act are attempting to establish clear rules for these private decision-making structures. This anthology gathers empirical and theoretical contributions that explore questions about institutionalization, legitimacy and consequences of this development. The internet is a place where the political opinion of voters is ever more formed on platforms and their user-generated content globally. A sphere in which the right to free- dom of expression, information and free and fair election are core human rights normative safeguards for our democracy. Securing this process for whoever is not an easy task, as examples like the 2016 US election, the Brexit campaign or the events of the 6th of Jan- uary 2021 illustrate. The European Union has taken regulatory action to secure the digital manifestations of elections, by issuing legislation like the General Data Protection Regu- lation, the Artificial Intelligence Act, the Digital Services Act (DSA)or the Proposal for a regulation of the European Parliament and the European council on the transparency and targeting of political advertising. The aim is to make platforms more transparent, regarding their algorithms deciding on recommendations, price of the ad, or to standardize content moderation to a certain degree. Platforms on the other hand use their Terms of Service (ToS) to implement their Community Standards – a selection of law-like clauses allowing for deletion or blocking of content – to set quasi-norms to safeguard democracy on- line. The ToS used by very large platforms (VLOP) according to Art 25 DSA however does not include granular clauses for European campaigning. The more recent design solutions on platforms include advertising repositories, or warning labels attached to problematic content to better inform the public. However, moderation of content addressing the heart of democracy and the democratic process per se is crucial for the status of human rights in Europe. The first decision taken on a piece of content – if it should be uploaded on the platform or not – is usually automated and controlled by machine learning algorithms. The system in place selects the pieces of content that will be decided upon in the next process step by a human. The moderation of political speech, however, is not solely text-based but does include a fine line of sarcastic elements, emojis or visual content to express itself which is another obstacle to moderating in an electoral context. This article, therefore, asks the question about how to better safeguard the right to fair elections, the right to freedom of expression and information in online campaigning and elections adhering to the recent European legislation, such as the GDPR, the DSA and the AIA and the proposal on the transparency and targeting of political advertising? The article answers the question by taking a closer look at the publicly available data published by platforms on behalf of their transparency reports. Furthermore, the ToS and Community Standards should be analyzed and compared. The process and architecture of content moderation for the selected online platforms are described and modelled according to the publicly available information. Only by providing a more concrete look at content moderation design and practice better solutions for the digital future of democracy can be crafted.

High-performance virtual reality (VR) technology has opened new possibilities for the examination of the reactivity towards addiction-related cues (cue-reactivity) in addiction. In this preregistered study (https://osf.io/4mrta), we investigated the subjective, physiological, and behavioral effects of gambling-related VR environment exposure in participants reporting frequent or pathological gambling (n=31) as well as non-gambling controls (n=29). On two separate days, participants explored two rich and navigable VR-environments (neutral: café vs. gambling-related: casino/sports-betting facility), while electrodermal activity and heart rate were continuously measured using remote sensors. Within VR, participants performed a temporal discounting task and a sequential decision-making task designed to assess model-based and model-free contributions to behavior. Replicating previous findings, we found strong evidence for increased temporal discounting and reduced model-based control in participants reporting frequent or pathological gambling. Although VR gambling environment exposure increased subjective craving, there was if anything inconclusive evidence for further behavioral or physiological effects. Instead, VR exposure substantially increased physiological arousal (electrodermal activity), across groups and conditions. VR is a promising tool for the investigation of context effects in addiction, but some caution is warranted since effects of real gambling environments might not generally replicate in VR. Future studies should delineate how factors such as cognitive load and ecological validity could be balanced to create a more naturalistic VR experience.

The purpose of this study is to assess the relationship between regional white matter diffusion imaging changes and finite element strain measures in nonconcussed youth football players. Pre- and post-season diffusion-weighted imaging was performed in 102 youth football subject-seasons, in which no concussions were diagnosed. The diffusion data were normalized to the IXI template. Percent change in fractional anisotropy (%ΔFA) images were generated. Using data from the head impact telemetry system, the cumulative maximum principal strain one times strain rate (CMPS1 × SR), a measure of the cumulative tensile brain strain and strain rate for one season, was calculated for each subject. Two linear regression analyses were performed to identify significant positive or inverse relationships between CMPS1 × SR and %ΔFA within the international consortium for brain mapping white matter mask. Age, body mass index, days between pre- and post-season imaging, previous brain injury, attention disorder diagnosis, and imaging protocol were included as covariates. False discovery rate correction was used with corrected alphas of 0.025 and voxel thresholds of zero. Controlling for all covariates, a significant, positive linear relationship between %ΔFA and CMPS1 × SR was identified in the bilateral cingulum, fornix, internal capsule, external capsule, corpus callosum, corona radiata, corticospinal tract, cerebral and middle cerebellar peduncle, superior longitudinal fasciculus, and right superior fronto-occipital fasciculus. Post hoc analyses further demonstrated significant %ΔFA differences between high-strain football subjects and noncollision control athletes, no significant %ΔFA differences between low-strain subjects and noncollision control athletes, and that CMPS1 × SR significantly explained more %ΔFA variance than number of head impacts alone.

BACKGROUND AND PURPOSE: Magnetoencephalography is sensitive to functional connectivity changes associated with concussion. However, the directional influences between functionally related regions remain unexplored. In this study, we therefore evaluated concussion-related magnetoencephalography-based effective connectivity changes within resting-state default mode network regions. MATERIALS AND METHODS: Resting-state magnetoencephalography was acquired for 8 high school football players with concussion at 3 time points (preseason, postconcussion, postseason), as well as 8 high school football players without concussion and 8 age-matched controls at 2 time points (preseason, postseason). Time-series from the default mode network regions were extracted, and effective connectivity between them was computed for 5 different frequency bands. The default mode network regions were grouped into anterior and posterior default mode networks. The combined posterior-to-anterior and anterior-to-posterior effective connectivity values were averaged to generate 2 sets of values for each subject. The effective connectivity values were compared using a repeated measures ANOVA across time points for the concussed, nonconcussed, and control groups, separately. RESULTS: A significant increase in posterior-to-anterior effective connectivity from preseason to postconcussion (corrected P value = .013) and a significant decrease in posterior-to-anterior effective connectivity from postconcussion to postseason (corrected P value = .028) were observed in the concussed group. Changes in effective connectivity were only significant within the delta band. Anterior-to-posterior connectivity demonstrated no significant change. Effective connectivity in the nonconcussed group and controls did not show significant differences. CONCLUSIONS: The unidirectional increase in effective connectivity postconcussion may elucidate compensatory processes, invoking use of posterior regions to aid the function of susceptible anterior regions following brain injury. These findings support the potential value of magnetoencephalography in exploring directional changes of the brain network following concussion.

BackgroundTourette syndrome is a neurodevelopmental disorder with the clinical hallmarks of motor and phonic tics which are associated with hyperactivity in dopaminergic networks. Dopaminergic hyperactivity in the basal ganglia has previously been linked to increased sensitivity to positive reinforcement and increases in choice impulsivity.ObjectiveWe address whether this extends to changes in temporal discounting, where impulsivity is operationalized as an increased preference to choose smaller-but-sooner over larger-but-later rewards. Results are discussed with respect to neural models of temporal discounting, dopaminergic alterations in Tourette syndrome and the developmental trajectory of temporal discounting.MethodsIn the first study we included nineteen adolescent patients with Tourette syndrome and nineteen age- and education matched controls. In the second study, we compared twenty-five adult patients with Tourette syndrome and twenty-five age- and education-matched controls.ResultsIn the light of the dopaminergic hyperactivity model, we predicted differences in temporal discounting in patients with Tourette syndrome. However, computational modeling of choice behavior using hierarchical Bayesian parameter estimation revealed reduced impulsive choice in adolescent patients, and no group differences in adults.ConclusionWe speculate that adolescents might show reduced discounting due to improved inhibitory functions that also affect choice impulsivity and/or the developmental trajectory of executive control functions. The absence of an effect in adults might be due to differences in the clinical population (e.g. patients who acquired successful tic inhibition during adolescence might have gone into remission). Future studies would benefit from adopting longitudinal approaches to further elucidate the developmental trajectory of these effects.

Automated decision making is becoming the norm across large parts of society, which raises interesting liability challenges when human control over technical systems becomes increasingly limited. This article defines "quasi-automation" as inclusion of humans as a basic rubber-stamping mechanism in an otherwise completely automated decision-making system. Three cases of quasi- automation are examined, where human agency in decision making is currently debatable: self- driving cars, border searches based on passenger name records, and content moderation on social media. While there are specific regulatory mechanisms for purely automated decision making, these regulatory mechanisms do not apply if human beings are (rubber-stamping) automated decisions. More broadly, most regulatory mechanisms follow a pattern of binary liability in attempting to regulate human or machine agency, rather than looking to regulate both. This results in regulatory gray areas where the regulatory mechanisms do not apply, harming human rights by preventing meaningful liability for socio-technical decision making. The article concludes by proposing criteria to ensure meaningful agency when humans are included in automated decision-making systems, and relates this to the ongoing debate on enabling human rights in Internet infrastructure.

Morphogens function in concentration-dependent manners to instruct cell fate during tissue patterning. The cytoneme morphogen transport model posits that specialized filopodia extend between morphogen-sending and responding cells to ensure that appropriate signaling thresholds are achieved. How morphogens are transported along and deployed from cytonemes, how quickly a cytoneme-delivered, receptor-dependent signal is initiated, and whether these processes are conserved across phyla are not known. Herein, we reveal that the actin motor Myosin 10 promotes vesicular transport of Sonic Hedgehog (SHH) morphogen in mouse cell cytonemes, and that SHH morphogen gradient organization is altered in neural tubes of Myo10-/- mice. We demonstrate that cytoneme-mediated deposition of SHH onto receiving cells induces a rapid, receptor-dependent signal response that occurs within seconds of ligand delivery. This activity is dependent upon a novel Dispatched (DISP)-BOC/CDON co-receptor complex that functions in ligand-producing cells to promote cytoneme occurrence and facilitate ligand delivery for signal activation., eLife digest During development, cells must work together and talk to each other to build the organs and tissues of the growing embryo. To communicate precisely with long-distance targets, cells can project a series of thin finger-like structures known as cytonemes. Cells use these miniature highways to exchange cargo and signals, such as the protein sonic hedgehog (SHH for short). Alterations to the way SHH is exchanged during development predispose to cancer and lead to disorders of the nervous system. Yet, the mechanisms by which cytonemes work in mammals remain to be fully elucidated. In particular, it is still unclear how the structures start to form, and how the proteins are loaded and transported from one end to another. A ‘molecular motor’ called myosin 10, which can carry cargo along the internal skeleton of cells, may be involved in these processes. To find out, Hall et al. used fluorescent probes to track both myosin 10 and SHH in mouse cells, showing that myosin 10 carries SHH from the core of the signal-producing cell to the tips of cytonemes. There, the protein is passed to the target cell upon contact, triggering a quick response. SHH also appeared to be more than just passive cargo, interacting with another group of proteins in the signal-emitting cell before reaching its target. This mechanism then encourages the signalling cells to produce more cytonemes towards their neighbours. SHH is crucial during development, but also after birth: in fact, changes to SHH transport in adulthood can also disrupt tissue balance and hinder healing. Understanding how healthy tissues send this signal may reveal why and how disease emerges.

When the word 'ethical' becomes synonymous with specious, you know that something is amiss. With each data governance scandal, with each creation of a corporate 'ethics board', 'ethical standards' seemingly lose a few more feathers, to the point of generating instant suspicion when invoked in any official report. We argue that a key challenge in this regard is to more precisely define the ethics-regulation interface. In order to do this, we first provide an overview of recent endeavours to develop ethical frameworks around technology. We then look at a successful process of refinement of the ethics-regulation interface: the case of healthcare ethics in the UK. The third section develops an account of what a more robust ethics-regulation interface could look like, which would support a process of cross-fertilisation between the political, ethical and legal approaches. Finally, the fourth and last section critically examines a ‘live’ implementation of such ethics-regulation interface, as put forward in Quebec's ‘Bill 29′.

What you don’t know can’t hurt you: this seems to be the current approach for responding to disinformation by public regulators across the world. Nobody is able to say with any degree of certainty what is actually going on. This is in no small part because, at present, public regulators don’t have the slightest idea how disinformation actually works in practice. We believe that there are very good reasons for the current state of affairs, which stem from a lack of verifiable data available to public institutions. If an election board or a media regulator wants to know what types of digital content are being shared in their jurisdiction, they have no effective mechanisms for finding this data or ensuring its veracity. While there are many other reasons why governments would want access to this kind of data, the phenomenon of disinformation provides a particularly salient example of the consequences of a lack of access to this data for ensuring free and fair elections and informed democratic participation. This chapter will provide an overview of the main aspects of the problems associated with basing public regulatory decisions on unverified data, before sketching out some ideas of what a solution might look like. In order to do this, the chapter develops the concept of auditing intermediaries. After discussing which problems the concept of auditing intermediaries is designed to solve, it then discusses some of the main challenges associated with access to data, potential misuse of intermediaries, and the general lack of standards for the provision of data by large online platforms. In conclusion, the chapter suggests that there is an urgent need for an auditing mechanism to ensure the accuracy of transparency data provided by large online platform providers about the content on their services. Transparency data that have been audited would be considered verified data in this context. Without such a transparency verification mechanism, existing public debate is based merely on a whim, and digital dominance is likely to only become more pronounced.

The neurotransmitter dopamine is implicated in diverse functions, including reward processing, reinforcement learning, and cognitive control. The tendency to discount future rewards over time has long been discussed in the context of potential dopaminergic modulation. Here we examined the effect of a single dose of the D2 receptor antagonist haloperidol (2 mg) on temporal discounting in healthy female and male human participants. Our approach extends previous pharmacological studies in two ways. First, we applied combined temporal discounting drift diffusion models to examine choice dynamics. Second, we examined dopaminergic modulation of reward magnitude effects on temporal discounting. Hierarchical Bayesian parameter estimation revealed that the data were best accounted for by a temporal discounting drift diffusion model with nonlinear trialwise drift rate scaling. This model showed good parameter recovery, and posterior predictive checks revealed that it accurately reproduced the relationship between decision conflict and response times in individual participants. We observed reduced temporal discounting and substantially faster nondecision times under haloperidol compared with placebo. Discounting was steeper for low versus high reward magnitudes, but this effect was largely unaffected by haloperidol. Results were corroborated by model-free analyses and modeling via more standard approaches. We previously reported elevated caudate activation under haloperidol in this sample of participants, supporting the idea that haloperidol elevated dopamine neurotransmission (e.g., by blocking inhibitory feedback via presynaptic D2 auto-receptors). The present results reveal that this is associated with an augmentation of both lower-level (nondecision time) and higher-level (temporal discounting) components of the decision process.SIGNIFICANCE STATEMENTDopamine is implicated in reward processing, reinforcement learning, and cognitive control. Here we examined the effects of a single dose of the D2 receptor antagonist haloperidol on temporal discounting and choice dynamics during the decision process. We extend previous studies by applying computational modeling using the drift diffusion model, which revealed that haloperidol reduced the nondecision time and reduced impulsive choice compared with placebo. These findings are compatible with a haloperidol-induced increase in striatal dopamine (e.g., because of a presynaptic mechanism). Our data provide novel insights into the contributions of dopamine to value-based decision-making and highlight how comprehensive model-based analyses using sequential sampling models can inform the effects of pharmacological modulation on choice processes.

First, we applied state-of-the-art computational modeling based on the drift diffusion model to comprehensively examine choice dynamics. Second, we examined dopaminergic modulation of reward magnitude effects on temporal discounting. Drift diffusion modeling revealed reduced temporal discounting and substantially faster non-decision times under Haloperidol. Temporal discounting was substantially increased for low vs. high reward magnitudes, but this magnitude effect was largely unaffected by Haloperidol. These results were corroborated by model-free analyses as well as modeling via more standard approaches using softmax action selection. We previously reported elevated caudate activation under Haloperidol in this sample of participants, supporting the idea that Haloperidol elevated dopamine neurotransmission, e.g. by blocking inhibitory feedback via presynaptic D2 autoreceptors. The present modeling results show that during inter-temporal choice, this leads to attenuated temporal discounting and increased response vigor (shorter non-decision times).

Progressive ventricular enlargement, a key feature of several neurologic and psychiatric diseases, is mediated by unknown mechanisms. Here, using murine models of 22q11-deletion syndrome (22q11DS), which is associated with schizophrenia in humans, we found progressive enlargement of lateral and third ventricles and deceleration of ciliary beating on ependymal cells lining the ventricular walls. The cilia-beating deficit observed in brain slices and in vivo is caused by elevated levels of dopamine receptors (Drd1), which are expressed in motile cilia. Haploinsufficiency of the microRNA-processing gene Dgcr8 results in Drd1 elevation, which is brought about by a reduction in Drd1-targeting microRNAs miR-382-3p and miR-674-3p. Replenishing either microRNA in 22q11DS mice normalizes ciliary beating and ventricular size. Knocking down the microRNAs or deleting their seed sites on Drd1 mimicked the cilia-beating and ventricular deficits. These results suggest that the Dgcr8–miR-382-3p/miR-674-3p–Drd1 mechanism contributes to deceleration of ciliary motility and age-dependent ventricular enlargement in 22q11DS., Schizophrenia is associated with brain ventricular enlargement. Here, the authors show in mice that 22q11 deletion, which is associated with schizophrenia, causes ventricular enlargement and motility abnormalities in cilia lining ventricle walls via a microRNA mechanism.

Regulatory regimes designed to ensure transparency often struggle to ensure that transparency is meaningful in practice. This challenge is particularly great when coupled with the widespread usage of dark patterns --- design techniques used to manipulate users. The following article analyses the implementation of the transparency provisions of the German Network Enforcement Act (NetzDG) by Facebook and Twitter, as well as the consequences of these implementations for the effective regulation of online platforms. This question of effective regulation is particularly salient, due to an enforcement action in 2019 by Germany's Federal Office of Justice (BfJ) against Facebook for what the BfJ claim were insufficient compliance with transparency requirements, under NetzDG. This article provides an overview of the transparency requirements of NetzDG and contrasts these with the transparency requirements of other relevant regulations. It will then discuss how transparency concerns not only providing data, but also how the visibility of the data that is made transparent is managed, by deciding how the data is provided and is framed. We will then provide an empirical analysis of the design choices made by Facebook and Twitter, to assess the ways in which their implementations differ. The consequences of these two divergent implementations on interface design and user behaviour are then discussed, through a comparison of the transparency reports and reporting mechanisms used by Facebook and Twitter. As a next step, we will discuss the BfJ's consideration of the design of Facebook's content reporting mechanisms, and what this reveals about their respective interpretations of NetzDG's scope. Finally, in recognising that this situation is one in which a regulator is considering design as part of their action - we develop a wider argument on the potential for regulatory enforcement around dark patterns, and design practices more generally, for which this case is an early, indicative example.

All platforms conduct content governance, by humans and by algorithms. Especially in times of growing dangers of Corona-related disinformation and a polarised US election campaign platforms have become more active in governing speech. The number of platforms transparency reports and content governance disclosures – voluntarily (like in the US) or not (like in Germany) – is growing. Platforms, however, do not usually include examples in their reports. It is therefore very difficult for researchers to replicate the deletion/non-deletion decisions and check deleted content against national law and platform rules systematically. Both the data (deleted contents) and a taxonomy of norms under which deletion happens have been unavailable. This paper, for the first time, provides a legal and terms of service taxonomy that allows for the evaluation of the quality of individual content governance decisions for German and Austrian online forums. It allows other researchers, when they have access to deleted platform content, to code them systematically and in doing so to better assess the extent to which content governance matches the legal and terms of service categories platforms claim to be implementing.

Artificial intelligence (AI) is a technology which is increasingly being utilised in society and the economy worldwide, but there is much disquiet over problematic and dangerous implementations of AI, or indeed, even AI itself deciding to do dangerous and problematic actions. These developments have led to concerns about whether and how AI systems adhere, and will adhere to ethical standards, stimulating a global and multistakeholder conversation on AI ethics, and the production of AI governance initiatives. Such developments form the basis for this chapter, where we give an insight into what is happening in Australia, China, the European Union, India and the US. We commence with some background to the AI ethics and regulation debates, before proceedings to give an overview of what is happening in different countries and regions, namely Australia, China, the EU (including national level activities in Germany), India and the United States. We provide an analysis of these country profiles, with particular emphasis on the relationship between ethics and law in each location. Overall we find that AI governance and ethics initiatives are most developed in China and the EU, but the US has been catching up in the last 18 months. India remains an outlier among these ‘large jurisdictions’ by not articulating a set of AI ethics principles, and Australia hints at the challenges a smaller player may face in forging its own path. The focus of these initiatives is beginning to turn to producing legally enforceable outcomes, rather than just purely high level, usually voluntary, principles. However, legal enforceability also requires practical operationalising of norms for AI research and development, and may not always produce desirable outcomes.

In den letzten zwei Jahrzehnten hat es im Rahmen der Digitalisierung eine breite offentliche Debatte uber das Verhaltnis von Freiheit und Technik gegeben. Dieser Dialog wird meist blos implizit gefuhrt. Die Annahmen, welche die Debatte bestimmen, werden jedoch nicht deutlich genug definiert. Gleichzeitig ist in vielen Fallen nicht klar, welche Konsequenzen solche Annahmen mit sich bringen, da sie nicht trennscharf voneinander abgegrenzt und entwickelt werden.
