International audience; The unanticipated international food price spike of 2008 has raised concerns about global food security. Might food systems lastingly fail to supply, trade, and distribute food? Might widespread unsustainable agricultural practices irreversibly alter ecosystems? Or might large scale food shortages trigger political unrest? To answer these questions, we reflect upon the concept of systemic risk and conduct a review of the literature on systemic risks and food security. First, we present the concept of systemic risk and current trends in systemic risk research. We then analyze contributions on systemic risk and food security. We first show that the literature has so far focused on a) agricultural production and correlated yield-losses, and on ways of pooling risk at regional or global-level, and b) the role of international trade in increasing or decreasing systemic risk. We then identify avenues for further research, highlighting the impact of intensive farming on ecosystems. Finally, we discuss the concept of systemic risk: we show that scholars need to be careful when assuming that there exists just one global food system; we show that systemic risk can be understood in various ways, beyond the domino effect paradigm.

Au XVIIe siecle, Rubens, Vermeer, Rembrandt et bien d'autres utilisaient le bois de chene de la Baltique, le lin ou le chanvre de Silesie, le pastel de Toulouse, l'indigo des Indes… Chaque oeuvre etait " une surface reduite ou convergeaient des routes sillonnant le monde entier ", nous dit Benoit Daviron, l'auteur de ce livre. La grandeur de la peinture hollandaise temoigne de la capacite du pays a s'approvisionner en produits de biomasse lointaine, cette matiere composee ou issue du vivant. La quete de la biomasse d'un ailleurs lointain ecrira l'histoire des trois siecles suivants. Avant que, au XIXe, l'exploitation des energies fossiles – la biomasse du passe – ne metamorphose les rapports a la biomasse immediate. C'est une autre histoire, et une economie de l'agriculture plus vaste et plus globale, que Benoit Daviron nous propose. L'agriculture n'y est pas seulement alimentaire, ni la seule a fournir la biomasse. Comment, avant et apres les energies fossiles, les societes europeennes ont-elles maitrise la distance et mobilise le travail pour satisfaire leurs besoins croissants ? Quelles consequences pour le reste du monde ? Au fil des periodes, nous decouvrons que la capacite a mobiliser energie et matiere, et en particulier le vivant, est le miroir de la richesse et de la puissance du pays leader de son temps. Nous voyons se preciser les contours de l'agriculture dite naguere moderne, et aujourd'hui "conventionnelle" et le role central qu'a joue l'industrie chimique dans sa genese. Cette lecture modifie nos interrogations sur l'avenir. Et, si le prochain leader est asiatique, quel rapport a la biomasse annonce-t-il ? S'appuyant sur une litterature abondante, Benoit Daviron nous presente une synthese au-dela des frontieres disciplinaires, dans laquelle se dessine une histoire longue, communique et politique, de la biomasse. S'il vise prioritairement enseignants, chercheurs et etudiants en agronomie et en economie agricole, ce livre interessera les historiens et economistes, et aussi un public curieux des questions agricoles et alimentaires, de leurs enjeux passes et a venir.

“What distinguishes and indeed contrasts the nation system and the city system is their structural organization. The city state avoided carrying the heavy burden of the so-called primary sector: Venice, Genoa and Amsterdam consumed grain, oil, salt, meat, etc., acquired through foreign trading; they received from the outside world the wood, raw materials and even a number of the manufactured products they used. It was of little concern to them by whom, or by what methods, archaic or modern, these goods were produced: they were content simply to accept them at the end of the trade circuit, wherever agents or local merchants had stocked them on their behalf. Most if not all of the primary sector on which such cities’ subsistence and even their luxuries depended lay well outside their walls; and laboured on their behalf without their needing to be concerned in the economic and social problems of production. In all likelihood, the cities were but dimly aware of the advantages this brought and rather more conscious of the drawbacks: obsessed with their dependence on foreign countries (although in reality such was the power of money that this was reduced to almost nothing), all leading cities desperately tried to expand their territory and to develop their agriculture and industry. What kind of agriculture and industry though? The richest and most profitable of course. Since Florence had to import food anyway, why not import Sicilian grain, and grow vines and olives on the hills of Tuscany?” (Braudel 1984a: 295)

A healthy environment is essential for the proper functioning of both natural and cultivated ecosystems and, as such, plays a major role in food systems. Many different sources, including the agricultural sector itself, emit and accumulate pollutants in different environmental compartments (soil, water and air). When there are excessive pollutant levels, ecological functioning is hampered by eroded biodiversity, disrupted nutrient cycling, toxicity and depleted soil fertility, and can lead to reduced yields and contaminated food products. Many pollutants end up in water through leaching and run-off and have negative impacts on aquatic ecosystems, reducing fish and seafood stocks. Pollutants can also contaminate the food chain and cause food toxicity risks, and this is particularly true when pollutants undergo gradual biological concentration along the food chain.

Through different and complementary approaches, the chapters gathered in this volume have developed novel contributions in three domains: (i) new perspectives on the global history of agri-food ecology in relation to social structures; (ii) an institutionalist approach to agri-food ecology and economy; and (iii) an overview of the shifting organisation of agri-food capitalism and the diversity of agriculture across world structures and through specific studies of various issues addressed in various national contexts.

International audience; Bioeconomy: from early meanings to the emergence of a new framework for public action. Throughout the 20 th century, bioeconomy has been theorized from different perspectives in various academic fields: studies of population dynamics in biology, modelling for natural resource management, approach to economy through an entropy-based perspective such as Georgescu-Roegen's. In the early 2000's the bioeconomy was promoted as an institutional motto by the OECD, the aim being to develop the economy of biotechnologies. It was then taken up by the European Commission, which made it its flagship for the promotion of sustainable development through an industrial use of biomass as a renewable resource substituting biotechnologies for fossil fuel. Bioeconomy entered the EU agenda through innovation and research policies, whose definition and orientations have been largely influenced by industrial actors under the leadership of biotechnology and chemistry firms. Given its potential impact on the future of agriculture regarding research priorities and norms, the emergence of the bioeconomy triggers serious tensions between research and agricultural policy actors.; Au cours du XX e siècle, la bioéconomie a été définie dans divers champs académiques : étude des populations en biologie, modèles de gestion des ressources naturelles ou approche entropique de l'économie à la façon de Nicholas Georgescu-Roegen. Au début des années 2000, elle est érigée comme mot d'ordre institutionnel sous l'impulsion de l'OCDE puis de la Commission européenne, qui en font le fer de lance d'une croissance durable, substituant à l'usage des ressources fossiles une exploitation de la biomasse par les biotechnologies. La mise à l'agenda de la bioéconomie au niveau européen a été amorcée par les politiques de recherche et d'innovation, dont les processus de définition et de financement ont été fortement influencés par les acteurs industriels. Les recompositions potentielles induites par la bioéconomie dans le domaine agricole génèrent des tensions, car elles entrent en concurrence avec d'autres visions pour le futur de l'agriculture européenne.

A l'heure des robots et du numerique, la terre (habitat, agriculture, paysage, planete) et la nourriture (du corps et de l'âme) sont parmi les preoccupations majeures dans les espaces mediatiques et politiques. Le petrole et l'abondance qui l'a accompagne nous avaient fait oublier qu'elles sont au fondement des societes humaines. La " crise alimentaire " de 2008, qui a secoue plusieurs continents, a rappele aux gouvernements l'enjeu de la securite alimentaire. Apres des decennies d'excedents, de baisse du prix des produits agricoles de base, la question de la valeur de la terre et de l'agriculture est de retour. La question de la sante et celle des droits humains prennent une place elargie tant dans les politiques publiques et dans la production de normes alimentaires. Des mouvements sociaux transnationaux s'emparent de la question de l'avenir de l'agriculture et de l'alimentation, et de celle de la " bonne vie ". Pour contribuer a cette reflexion sur l'avenir de la terre et de la nourriture, cet ouvrage etudie la socialisation de l'agriculture, c'est-a-dire sa prise en charge tant par les politiques agricoles (essentiellement nationales) que par l'organisation des marches dans un cadre national et international. Il le fait en prenant un large recul et mobilise trois temporalites. La premiere est celle de la planete. La seconde, celle des regimes metaboliques, facons dont l'humanite a differents stades de developpement, mobilise materiaux et energie. La troisieme est celle du capitalisme, avec la succession de systemes hegemoniques (ce qui n'exclue pas de multiples polarites). Cet ouvrage reunit des recherches recentes d'economistes, de sociologues, d'historiens et d'agronomes, de differents pays, recherches qui ont en commun de concerner la place de l'agriculture dans l'evolution des capitalismes. International audience; Mechanisms to standardize sustainable agricultural practices first emerged in the early 2000s with the goal of establishing responsible rules of corporate behaviour. Based on voluntary commitments by firms, these mechanisms are usually structured around a particular agricultural product and bring together the global value chain’s various actors (producers, buyers, processors, retailers), as well as NGOs, banks, and sometimes governments, to define and monitor sustainable production practices. They aim to regulate the environmental and social impacts of agriculture, especially large-scale industrial agriculture. And yet, some authors have noted the difficulty of ‘internalizing’ the negative effects and costs that international trade makes invisible, due to a ‘distance’ effect. By basing itself on the work of Thomas Princen (1997), this chapter explores the ability of standardization mechanisms to make visible again the effects that are ‘obscured’ by distance and the strategic action of firms and governments. Distance is understood here in terms of different dimensions: geographical, but also (and particularly) pertaining to contractual asymmetries; a limited cognitive ability of interpretation in an exchange between ‘foreign’ people and places; or a large number of intermediaries. From an empirical analysis of standardization mechanisms and a literature review, we show that sustainability standards have brushed aside part of the social and environmental criticism raised in a wider public debate, much like they exclude certain concerns raised by the affected people themselves. Characterized as a form of ‘government by the stakeholders’, such mechanisms in fact lead to the depoliticization of the debate and therefore to the exclusion of certain political perspectives and expressions of the common good. Moreover, they deliberately ignore some relationships that people have with their environment, thus making invisible part of the damage. Thus, these sustainability standards simply do not take some of negative impacts of the exports of biomass by industrial agriculture into account. These mechanisms have so far excluded or dismissed the constructions of sustainability whose aim was precisely to reduce the various dimensions of distance.

The creation of public organizations and associations focused on a particular agricultural commodity has been a characteristic feature of colonial development. This type of organization continued to exist after the independence of former colonies, without any great disruption, especially in the countries of francophone Africa. It was only in the 1980s that liberalization policies led to major changes and upheavals. The current popularity of public-private partnerships, however, has opened up new perspectives.This chapter first covers the history of these commodity based organizations before briefly describing the far-reaching reconfiguration of agriculture in the wake of liberalization policies implemented over the last 30 years.

Quelle fonction politique remplit le vocabulaire de la resilience, aujourd'hui omnipresent dans l'aide au developpement ? Cet article analyse le discours de programmes et de projets d'aide, a la lumiere de recherches conduites pendant une quinzaine d'annees aupres des populations pastorales saheliennes, aujourd'hui emblematiques de la resilience. Il montre en quoi la notion de resilience vehicule des traits compassionnels et securitaires, caracteristiques d'une ideologie neoliberale entrainant par ailleurs l'affaiblissement des politiques publiques. Au-dela d'une alternative entre rhetorique et innovation, l'usage de cette notion a propos de groupes sociaux perfectionne le cadrage ideologique tenant lieu d'orientation du developpement depuis les annees 1980. A l'echelle locale, l'article questionne l'originalite des projets se referant a la resilience et la pertinence de cette notion dans le champ social. (Resume d'auteur)

In recent years, the question of food losses and waste (FLW) has been the subject of much debate. When it comes to food security, the preservation of natural resources and potential economic benefits, the general public, scientists and politicians all agree that FLW needs to be reduced. However, there are numerous inconsistencies in terms of how the problem of FLW has been presented and analysed. This article aims to highlight these inconsistencies and help identify the areas of research that could contribute to a more effective handling of FLW issues. The article examines: (i) whether the choice of definition(s) adopted are consistent with the problem(s) targeted; (ii) the efficiency of the methodologies used to address the issues raised, and (iii) the relevance of arguments put forward concerning FLW reduction.

In view of the problem of sustainable development, the issue of waste is crucially important because our very existence is probably threatened as much by the amount of waste we generate as by the resources we deplete. While CO2 may be the waste currently in the headlines, with its dangers being actively debated, others that are just as menacing also exist. For example, the various forms of active nitrogen in circulation have profound effects, both at the local level (nitrification of groundwater, green algae, air pollution, etc.) as well as at the global level (climate change, acidification of oceans, etc.). This chapter questions and refines our understanding of the notion of waste. And it takes a long historical perspective to highlight the need to fully account for waste production in assessing the implications of our development path, and notably of agrichain development.

Sustainability standards are flooding global agricultural markets. Such standards however, are not recent: standards for the exchange of grain and tropical products emerged in the 19th century. The objective of this article is to analyse, in a historical perspective, the implications of the transition from traditional standards to sustainability standards on the commoditization/de-commoditization process. We show how early standards and grades contributed to the construction of the category of products called primary commodities and how, after a short attempt at de-commoditization (with the early fair trade and organic standards), sustainability standards have tended towards re-commoditization.

How could labour be mobilized for the production of agricultural commodities in colonial lands? This question was discussed by European powers on many occasions between 1895 and 1930, within the International Colonial Institute (ICI). Three key phases and issues can be identified in these debates relating to Africa: the recruitment of Indian indentured labour (1895–1905); the recruitment and management of indigenous peoples as paid labourers (1905–1918); and the mobilization of indigenous smallholder agriculture (1918–1930). During the whole period under study, the use of constraint, and its legitimacy, appear as a permanent feature of ICI debates. Associated first with European plantations, the use of force became a means to mobilize native farmers in accordance with the conceptions of colonial administrations regarding good agricultural practices. In addition, the ICI’s vision of colonial realities evolved from an out-of-date position during the first and second phases to a forward-looking one during the third phase, albeit one quite unrealistic in the scope of its ambition.

As a counterpoint to Chaps. 3 and 4, which focus on “stand-alone” definitions of family farming and its diversity, this chapter takes a brief look at non-family forms of agriculture. It thus helps define family farming by what it is not and also explores the conditions of existence and evolution of family farming models through their relationships with these other forms. These topics are addressed in three ways: through a historical overview of the emergence of competition between family and non-family forms of agricultural production – thus complementing the analysis of Chap. 2, through a characterization of the diversity of non-familial forms of production, and, finally, through the complementary or competitive interaction between family and non-family forms of agriculture.

The last twenty years or so have seen a new conjuncture in international trade in tropical agricultural products. That conjuncture combines both changes in the organization of the (Northern) manufacturer and consumer segments of the global commodity chains for those products, and in marketing arrangements in their (Southern) countries of origin, associated with structural adjustment and liberalization. This introductory essay provides the context for the case studies that follow, first by introducing some of the key concepts and analytical issues in the global commodity chain (GCC) approach and other recent relevant literature such as the French ‘convention’ theory. It then sketches an historical framework for examining international trade in tropical agricultural products, with brief illustrations of the specific trajectories of Africa and some African countries within that framework. Finally, it shows how a number of issues are explored in the case studies presented, including how current changes might affect the future prospects of smallholder (‘peasant’) production of tropical export crops.

The predominance of family farms in agrarian structures in various regions of the world (Chap. 3) and the size of their territorial extent (Chap. 7) ensures that their share in the production of food and agricultural commodities is substantial. Their dominance is also reflected in their contributions to international markets, which are largely supplied by family farms. However, there exist significant differences depending on food and non-food types of products: staples (cereals, tubers and plantains, legumes, oilseeds, sugar plants), animal products, fruits and vegetables, stimulants (coffee, cocoa, tea), textile fibers and rubber.

Depuis 2008, les flambées des prix sur les marchés internationaux de produits alimentaires et la crainte d'une crise alimentaire mondiale ont attiré l'attention sur la relation entre les politiques agricoles et commerciales des grands pays agricoles et la sécurité alimentaire mondiale. Cette attention illustre l'idée largement répandue selon laquelle il existe quelques grands pays qui sont les acteurs dominants des marchés internationaux et qui seraient en position d'influencer, par leur politique, la sécurité alimentaire mondiale. L'objectif de notre papier est de discuter cette hypothèse. Il montre qu'effectivement, par la passé les Etats Unis, d'abord seul puis conjointement avec l'Union Européenne, ont pu contrôler les prix sur les marchés internationaux mais qu'il y a eu, au cours de la dernière décennie, multiplication du nombre de grands pays importateurs et/ou exportateurs. Ainsi aujourd'hui, plusieurs pays sont en situation d'influencer les prix internationaux mais aucun d'entre eux ne peut, ni ne veut, les contrôler. Le papier montre par ailleurs, que si les grands pays influent grandement et intentionnellement sur la sécurité alimentaire de leur propre population (qui compte pour presque la moitié des individus en insécurité alimentaire de la planète), leur influence sur la sécurité alimentaire du reste du monde est limitée par le faible degré d'intégration des marchés domestiques avec les marchés internationaux dans la plupart des pays en insécurité alimentaire.

La notion de globalisation est-elle pertinente pour le secteur agricole et alimentaire ? Rend-elle correctement compte des evolutions en cours dans le systeme international des echanges agricoles et alimentaires et dans les politiques agricoles ? Permet-elle de reflechir sur la recomposition eventuelle des espaces d'autonomie et de solidarite - territoire, filiere, secteur - en vigueur dans le secteur agricole et agroalimentaire ? Telles sont les questions en debat. International audience; The recent food price increases in international markets threaten food security and have led many researchers, policy makers and NGOs to analyse them in order to address them. Most analysts talk about price spikes, which they characterise in terms of price volatility. This characterisation leads them to advocate measures - market liberalisation, private risk management instruments, and safety nets - that have been showing their limitations for almost 30 years. Clearly there is a certain level of volatility inherent in agricultural product prices, which has been compounded by trade policies and speculation. But since 2005, a steady upward trend in food prices has been observed, sometimes resulting in spikes. Several factors can explain these spikes: the lack of coordinated storage; insufficient and inappropriate agricultural investment; the depletion of resources; and growing demand from biofuels and emerging countries. Placing these spikes within the context of an upward trend opens new avenues for national and global action that depart from the predominant vision today: basing the rules of international trade on food security; coordinating storage policies at the global level; investing in ecological agriculture; and limiting growth in demand for agricultural products.; Menaçant la sécurité alimentaire, les récentes hausses des prix alimentaires sur les marchés internationaux ont amené nombre de chercheurs, de politiques, d'ONG à les analyser afin d'y faire face. La plupart des analystes parlent de flambées, qu'ils caractérisent en termes de volatilité des prix. Cette caractérisation les conduit à promouvoir des mesures - libéralisation des marchés, instruments privés de gestion du risque, filets de sécurité -, qui montrent leurs limites depuis presque trente ans. Certes il existe une volatilité des prix inhérente aux produits agricoles, qui a été aggravée par les politiques commerciales et la spéculation. Mais, depuis 2005, se dessine une tendance persistante à la hausse des prix alimentaires, qui évolue parfois en flambées. Plusieurs facteurs peuvent expliquer ces flambées : l'absence de stockage coordonné ; un investissement agricole insuffisant et inadapté ; la raréfaction des ressources ; la demande croissante du secteur des agrocarburants et des pays émergents. Resituer ces flambées dans une tendance à la hausse ouvre de nouvelles pistes d'action nationale et mondiale qui rompent avec la vision qui prédomine aujourd'hui : fonder les règles du commerce international sur la sécurité alimentaire, coordonner les politiques de stockage à l'échelle mondiale, investir dans une agriculture écologique, et limiter la croissance de la demande de produits agricoles.

Cet article se propose d'analyser, dans une perspective historique, la transition observée de standards traditionnels aux standards durables, et de montrer comment cette transition a modifié le statut des produits primaires exportés par de nombreux pays du Sud. Nous défendons l'idée selon laquelle la prolifération actuelle de standards durables risque de se mener à terme à la banalisation des enjeux environnementaux et sociaux et à la dilution de leurs exigences dans une version édulcorée des standards durables qui ne donnerait lieu à aucune prime de prix pour les producteurs tout en restreignant leur accès au marché.

En mai 2007, la rumeur de la création d'un nouveau gouvernement français sans ministère de l'Agriculture courait. Celui-ci serait éventuellement relégué au rang de secrétariat d'État. Le rapport annuel de la Banque mondiale sur le développement dans le monde sortait six mois plus tard, consacré à l'agriculture. Il dénonçait l'abandon dont ce secteur avait fait l'objet depuis plus de vingt ans. La part consacrée au secteur agricole dans l'aide publique au développement était ainsi passée de 11,5 à 3,9 milliards de dollars entre 1987 et 2005. En moins d'un an, les manifestations populaires et les émeutes que la flambée des prix a provoquées auront réussi à bouleverser l'agenda politique international et à replacer l'agriculture dans les débats internationaux. Revenir sur cet emballement média-tique et tenter de prendre du recul sur l'enchaînement des événements ne vise pas à dénoncer cette nouvelle priorité. Mais ce retour de balancier porte en lui de nouveaux risques qui pourraient bien conduire, si l'on n'y prend garde, à provoquer demain d'autres crises alimentaires.

Il s'agit du résumé de l'étude : "La transmission de la hausse des prix internationaux des produits agricoles dans les pays africains". La flambée des cours internationaux du riz et du blé en 2007 et 2008 affecte le pouvoir d’achat des consommateurs des pays africains, mais sa transmission aux producteurs peut contribuer à accroître la production. Pour éclairer cette question, les mécanismes de transmission des prix ont été étudiés dans 6 pays africains (Cameroun, Guinée, Madagascar, Mali, Niger et Sénégal) à partir d’une analyse descriptive puis économétrique (modèle VAR) des séries de prix des céréales de 1994 à début 2008. L’étude fait apparaître une certaine déconnexion entre les cours sur le marché international et les prix sur les marchés domestiques. D’une part, dans les capitales des pays étudiés, les prix des céréales importées sont plus stables que les prix internationaux. D’autre part, les prix des céréales sèches produites localement (mil, maïs) sont beaucoup plus instables et radicalement déconnectés des prix des produits importés. La déconnexion entre les prix à la consommation des produits importés et ceux des produits locaux a limité l’impact sur les consommateurs de la récente flambée des cours internationaux (transmission faible ou retardée suivant les cas). Le lien entre prix à la consommation et prix au producteur est plus difficile à établir, mais la hausse des prix à la production semble inférieure à celle des marchés mondiaux.

Depuis 2006, les marches internationaux de produits alimentaires ont connu deux flambees. La premiere flambee a ete enrayee par la crise economique et financiere de 2008. La seconde est encore en cours. Cette situation a genere un grand nombre de debats, travaux et initiatives, tant dans le monde universitaire que de la part des ONG et bien sur des gouvernements. Le present papier presente les principales conclusions du rapport du Panel d'experts de haut niveau du Comite de la securite alimentaires (HLPE) qui fait la synthese de ces differents travaux puis les confronte au discours dominant des organisations internationales. Transparency, selectivity, program ownership are all but new principles of allocating U.S. foreign assistance. The MCA is described as a soft power instrument of war on terror, aiming at promoting growth and reducing poverty. While very attractive on paper, both its theoretical basis and its political legitimacy remain questionable. It does not refer to any internationally agreed goals, it does not mention donor coordination, there is no evidence of any efficiency in fighting terrorism since weak and failed states can not apply, and its implementation is arguable. Each and every one of these elements is jeopardizing its durability.; En créant le Millennium Challenge Account en 2004, Georges Bush bouscule les pratiques américaines de l’aide publique au développement. Une sélection transparente des bénéficiaires, à partir de critères économiques, sociaux et de bonne gouvernance extérieurs à l’Administration, impliquant une déconnexion complète des objectifs de politique étrangère et des pressions du Congrès, l’appropriation des programmes par les bénéficiaires et, enfin, une concentration de l’aide sur quelques pays en développement. L’objectif affiché est la lutte contre le terrorisme par la promotion de la croissance et de la lutte contre la pauvreté. Alors que l’aide américaine n’a pas connu de réforme depuis 1961, il s’agit là de la première initiative d’envergure. Si elle est séduisante sur le papier, cette initiative soulève de nombreuses questions quant à sa légitimité politique et sa pertinence idéologique. Le rejet des objectifs du Millénaire pour le développement, l’absence de coordination avec les autres bailleurs, l’accent mis sur la lutte contre le terrorisme alors que les pays faibles en sont exclus, une mise en oeuvre discutée, sont autant d’élément qui questionnent la pérennité de l’initiative.

International audience; The chapter analyzes the transformation of the diary sector in the post-communist economies of Bulgaria and Russia. It draws on Commons's institutional framework to focus on path dependent/path shaping processes leading to conflicts about ownership, quality and market power issues. The main domestic and international actors are identified to understand their role in the dairy sector's change. In Russia, the strong market power gained by international businesses left little room to local operators. However, the latter were able to implement different niche strategies. In Bulgaria, domestic actors had to deal with several norms imposed by the European Union. While these norms were considered by some actors as favouring standardisation of milk products to the benefit of the mass-market, other actors used different EU norms to defend their strategy based on the development of a nested-market.

This chapter analyses the debates and tensions that characterise the field of organic agriculture. 1 These tensions concern the principles, but perhaps more often, the practices and systems put in place to implement organic agriculture, which can lead to an important gap between the discourse and the facts about organic food. We analyse the specifications and the mechanisms of certification and accreditation in organic food and explore the three poles of the ‘tripartite standards regime’ that define organic food. To reflect on these tensions two models are compared: the ‘official’ AB label supported by public policies, and private standards such as Nature & Progrès. Although these private standards are less significant when measured by volume and turnover, they are promoted by very active actors in different social and political forums. The case of organic agriculturee enlightens the relations between market and political rationalities and the synergies and contradictions that they generate.
