Which governments implement interventionist or liberalising labour policy reforms, and does the economic context matter? Drawing on the previous literature on government ideology and public policy, we hypothesise that leftist governments are more likely to implement interventionist labour policies. However, we also expect that economic circumstances influence parties’ room to manoeuvre, and we thus hypothesise that the impact of government partisanship on labour policy reform will be weaker during troublesome economic circumstances. The main contribution of this paper is empirical, in that we take seriously the ‘dependent variable problem’ of policy studies that look to aggregate measures to detect instances of retrenchment, by making use of a new dataset on the directionality of 1,446 individual labour reform measures enacted across 13 nations between 1978 and 2017, allowing us to compare government labour policy during periods of varying levels of budgetary deficit, employment, and debt levels. Our results show that left-wing governments implement more interventionist labour policies, but only during less economically ‘challenging’ periods – during dire economic circumstances, economic orthodoxy seems to trump ideology in governmental policy-making processes. The authors investigated whether undergraduates attending an American West Coast public university who were not U.S. citizens (nondomestic) maximized their grade point averages (GPA) through their choice of major field. Multiple regression hierarchical linear modeling analyses showed that major field's effect size was small for these undergraduates' academic marks in mandatory English writing classes and for their term GPAs in the five most recent academic years. Engineering and economics, but not science, were significant predictors of writing marks. Economics, but not engineering or science, was a significant predictor of GPAs.

Unlike other ballots, referendums do not provide voters a list of parties or candidates to choose from. Here we argue that referendum voting behaviour, however, can be understood through the lends of partisanship and the socio-economic context during the voting period. The personalisation of contemporary politics would also suggest an important role of political leadership in swaying voting decisions. The article applies this theory in analysis of the vote YES of the 2020 Italian Constitutional Referendum. We attribute the success of the 2020 referendum to the role of partisanship, leader favorability, systemic and elite discontent, and the role that interest played in voting decision. Exploring the role that party leaders may have in the voting behaviour on referenda is an area for future research, especially in an era of the presidentialized political parties. The vote NO (a defeat for the proponents) of the 2016 Italian referendum has been broadly attributed to a wave of protest politics sweeping Western democracies. Given that the government of Matteo Renzi proposed and supported the referendum, the resulting vote against government interests raises a crucial theoretical question: to what extent does the referendum vote reflect the characteristics of a protest vote? To disentangle the meaning and impact of protest, we distinguish two dimensions: the 'system discontent' and the 'elite discontent', referring to both general and focalized images: general sentiments towards the representational aspects of political institutions as compared to focused sentiments towards government performances. The circumstances surrounding the referendum provide a crucial test for whether these two forms of protest can be at odds with one another. We expect and find that elite discontented voters tend to reject this referendum. Vice versa, system discontent increased support for the referendum, as it would reform political institutions to which voters had negative sentiments. Findings suggest that analyses of political psychology and behaviour identify the conceptual foundations for protest and ask whether forms of protest work in parallel or at odds. This paper introduces eight country‐level datasets with >50,000 observations that can be used to analyze novel comparative questions concerning party personnel strategies—how parties recruit candidates and allocate members across party, legislative, and cabinet positions. We make these datasets public to inspire comparative research, especially from an electoral systems perspective; electoral systems shape constituency representation and influence how parties recruit candidates and organize members in legislative and government bodies. In this paper, we first briefly review the relevant literature on electoral nomination and post‐election appointment and then describe our motivations for constructing multi‐country datasets that can be used to further comparative research. To illustrate the possibilities in these new datasets, we show how recruitment and placement of parliamentarians with particular personal characteristics correlates with their placement onto specific committees and cabinet posts. Background: Stable isotope labeling is a non-invasive, sensitive means of monitoring metabolic flux in plants. The most physiologically meaningful information is obtained from experiments that take advantage of the natural photosynthetic carbon assimilation pathway to introduce a traceable marker with minimal effects on the physiology of the organism. The fundamental substrate in isotopic labeling experiments is 13CO2, which can reveal the earliest events in carbon assimilation and realistically portray downstream metabolism when administered under conditions suitable for making kinetic inferences. Efforts to improve the accuracy and resolution of whole plant labeling techniques have focused on improvements in environmental control, air flow characteristics, and harvesting methods. Results: Here we present a dynamic flow cuvette designed for single Arabidopsis thaliana labeling experiments. We have also verified its suitability for labeling Nicotiana benthamiana and essential oils in Pelargonium graveolens. Complete plans for fabrication of this device are included. The design includes three important innovations. First, uniform, circular air flow over the rosette surface is accomplished by a fan and deflector that creates a mini-cyclone effect within the chamber interior. Second, a network of circulating canals connected to a water bath provides temperature control to within ± 0.1 ºC under variable irradiance, humidity, and air flow conditions. When photosynthetically active radiation (PAR) was varied over a range of 1000 μEinsteins m−2 s−1 with no adjustment to the external temperature control system, the abaxial leaf temperature changed by < 3 ºC/1000 PAR. Third, the device is fully compatible with liquid nitrogen quenching of metabolic activity without perturbation of the light environment. For short labeling experiments (< 10 s), the most critical variable is the half-life (t1/2) of the atmosphere within the chamber, which determines the maximum resolution of the labeling system. Using an infrared gas analyzer, we monitored the atmospheric half-life during the transition from 12CO2 to 13CO2 air at different flow rates and determined that 3.5 L min−1 is the optimal flow rate to initiate labeling (t1/2 ~ 5 s). Under these conditions, we observed linear incorporation of 13C into triose phosphate with labeling times as short as 5 s. Conclusions: Advances in our ability to conduct short term labeling experiments are critical to understanding of the rates and control of the earliest steps in plant metabolism. Precise kinetic measurements in whole plants using 13CO2 inform metabolic models and reveal control points that can be exploited in agricultural or biotechnological contexts. The dynamic labeling cuvette presented here is suitable for studying early events in carbon assimilation and provides high resolution kinetic data for studies of metabolism in intact plants under physiologically realistic scenarios. Referenda provide the opportunity for voters to express political economic protest and provide additional ways to support parties they vote for in elections. Alternatively, referenda also provide voters a chance to express their policy references in a way that does not affect which party will lead the government. The rejection of the 2016 Italian Constitutional referendum by 60% of voters and the approval the 2020 Italian Constitutional Referendum by 70% of voters could be a result of changing political economic conditions, influences related to partisanship and party leadership, or a change in approval of the reforms contained within the referendum. The article examines these possibilities in turn and then in a multivariate analysis. First, the overall change in economic discontent, satisfaction with the governing coalition and leaders, and belief in the content of the reforms between 2016 and 2020 will be examined. We also examine the how voters of each of the parties in the 2018 general election shifted on these variables. Then individual level analysis of consistent voters and switchers will assess the relative strength of partisanship, economic, political, and referendum-specific factors in convincing voters to switch their vote. We find that referendum-specific factors had the strongest predictive power followed by those related to government approval. Voters approved of the contents that would reduce the number of politicians in Italy and used the referendum to express support or displeasure with the incumbent's policy programme.
