This paper sets out a structured process for the co-production of knowledge between researchers and societal partners and illustrates its application in an urban health equity project in Accra, Ghana. The main insight of this approach is that research and knowledge co-production is always partial, both in the sense of being incomplete, as well as being circumscribed by the interests of participating researchers and societal partners. A second insight is that project-bound societal engagement takes place in a broader context of public and policy debate. The approach to co-production described here is formed of three recursive processes: co-designing, co-analysing, and co-creating knowledge. These 'co-production loops' are themselves iterative, each representing a stage of knowledge production. Each loop is operationalized through a series of research and engagement practices, which we call building blocks. Building blocks are activities and interaction-based methods aimed at bringing together a range of participants involved in joint knowledge production. In practice, recursive iterations within loops may be limited due of constraints on time, resources, or attention. We suggest that co-production loops and building blocks are deployed flexibly. This paper compares the historical development of innovation systems related to biogas and improved cooking stove technologies in Rwanda and Kenya by applying the 'functions approach'. It argues that the accumulation of functions in these four renewable energy technological innovation systems (TISs) differed substantially. We find that the accumulation of TIS functions at early stages of development is determined more by national and international contextual factors than by specificities related to technologies or internal dynamics (interaction of functions). Further examination of the functional patterns of TISs suggests that differences in the accumulation rates of functions explain the differences in diffusion rates, with broader and more balanced TIS functional accumulation being related to higher diffusion rates. The paper concludes that systematic support, including well-directed international development assistance, would enable the development of mature and balanced TISs that nurture the diffusion of renewable energy technologies. The article discusses climate change policymaking in the European Union (EU) and the lack of direction that came from the United Nations conference on climate change held in Copenhagen, Denmark in December 2009. The article discusses EU objectives for the Copenhagen meeting, EU actions taken at the meeting, the future of international cooperation on climate change, and influences that the Copenhagen meeting will have on the internal climate policies of the EU. Commentary is provided on the stance that the EU will take in future international climate change negotiations.

Based on the analysis of a large dataset on the environmental performance of European companies in five industrial sectors, this paper examines the question of whether the presence of an environmental management system (EMS) has a positive impact on the eco-efficiency of companies. It begins with a review of evidence about the link between EMS and environmental performance in business organisations, finding that, despite much research, there is still little quantitative evidence. The second part of the paper uses three independent statistical methods (simple correlations, Jaggi-Freedman indices and a 'trend differences' approach) to assess whether companies and production sites with EMS perform better than those without and whether performance improves after an EMS has been introduced. The paper shows that there is currently no evidence that EMS have a consistent and significant positive impact on environmental performance. Analysis of human adaptation to climate change should be based on realistic models of adaptive behaviour at the level of organisations and individuals. The paper sets out a framework for analysing adaptation to the direct and indirect impacts of climate change in business organisations with new evidence presented from empirical research into adaptation in nine case-study companies. It argues that adaptation to climate change has many similarities with processes of organisational learning. The paper suggests that business organisations face a number of obstacles in learning how to adapt to climate change impacts, especially in relation to the weakness and ambiguity of signals about climate change and the uncertainty about benefits flowing from adaptation measures. Organisations rarely adapt 'autonomously', since their adaptive behaviour is influenced by policy and market conditions, and draws on resources external to the organisation. This paper is concerned with the way technological expectations are generated, articulated and deployed in processes of large-scale socio-technical change. We argue that expectations are intrinsic to all social action, so that visions of the future are both ubiquitous and context-specific. Agents will act in relation to private visions of the future that are complexly related to shared or collective visions. Characteristic features and forms of visions as they relate to socio-technical regimes are identified, and the specific roles visions play in the context of actor networks engaged in processes of systems innovation are discussed. Visions are seen as ‘bids’ that are deployed by actors in processes of coalition-formation and coordination. Examples from a range of visions of more sustainable systems are used to illustrate the main arguments. The paper ends by discussing the normative features of socio-technical expectations. Biotechnologies are expected to have profound impacts across industrial and industrializing economies. One of the critical shaping influences on the development and use of these technologies will be the multiple social contests that have developed over their sustainability. For new technologies to become embedded in social, economic and institutional systems, processes of mutual adjustment must take place in both the technology and its social contexts. These adjustment processes tend to be complex and unpredictable, and their scale and scope reflect the anticipated significance of a new technology. I review the range of debates and contests about the impacts of biotechnology on environmental and social sustainability that will influence its development and diffusion. These contests are viewed as contingent, in that they are often framed by already established concerns and interests. The governance of climate adaptation involves the collective efforts of multiple societal actors to address problems, or to reap the benefits, associated with impacts of climate change. Governing involves the creation of institutions, rules and organizations, and the selection of normative principles to guide problem solution and institution building. We argue that actors involved in governing climate change adaptation, as climate change governance regimes evolve, inevitably must engage in making choices, for instance on problem definitions, jurisdictional levels, on modes of governance and policy instruments, and on the timing of interventions. Yet little is known about how and why these choices are made in practice, and how such choices affect the outcomes of our efforts to govern adaptation. In this introduction we review the current state of evidence and the specific contribution of the articles published in this Special Feature, which are aimed at bringing greater clarity in these matters, and thereby informing both governance theory and practice. Collectively, the contributing papers suggest that the way issues are defined has important consequences for the support for governance interventions, and their effectiveness. The articles suggest that currently the emphasis in adaptation governance is on the local and regional levels, while underscoring the benefits of interventions and governance at higher jurisdictional levels in terms of visioning and scaling-up effective approaches. The articles suggest that there is a central role of government agencies in leading governance interventions to address spillover effects, to provide public goods, and to promote the long-term perspectives for planning. They highlight the issue of justice in the governance of adaptation showing how governance measures have wide distributional consequences, including the potential to amplify existing inequalities, access to resources, or generating new injustices through distribution of risks. Adaptation is an important element on the climate change policy agenda. Integrated assessment models, which are key tools to assess climate change policies, have begun to address adaptation, either by including it implicitly in damage cost estimates, or by making it an explicit control variable. We analyze how modelers have chosen to describe adaptation within an integrated framework, and suggest many ways they could improve the treatment of adaptation by considering more of its bottom-up characteristics. Until this happens, we suggest, models may be too optimistic about the net benefits adaptation can provide, and therefore may underestimate the amount of mitigation they judge to be socially optimal. Under some conditions, better modeling of adaptation costs and benefits could have important implications for defining mitigation targets. [ABSTRACT FROM AUTHOR]

This article assesses a wide range of alternative proposals for post-2012 international climate policy regimes. We believe that these proposals will serve as a basis for debates about how to configure post-2012 climate policy. The article characterizes and assesses the policy proposals along the lines of five key policy dilemmas. We argue that (1) many proposals have ideas on how to reduce emissions, but fewer have a solution on how to stimulate technical innovation; (2) many proposals formulate climate policy in isolation, while there are fewer proposals that try to mainstream climate policies in other policy areas; (3) many proposals advocate market-based solutions, while fewer realize that there are certain drawbacks to this solution especially at the international level; (4) most proposals have a preference for a UN-based regime, while a more fragmented regime, based on regional and sectoral arrangements may be emerging; and (5) most proposals have ideas about mitigation, but not many have creative ideas on how to integrate mitigation with adaptation. Urban poverty is not limited to informal settlements, rather it extends throughout cities, with the poor and affluent often living in close proximity. Using a novel dataset derived from the full Ghanaian Census, we investigate how neighbourhood versus household socio-economic status (SES) relates to a set of household development outcomes (related to housing quality, energy, water and sanitation, and information technology) in Accra, Ghana. We then assess "stranger" households' outcomes within neighbourhoods: do poor households fare better in affluent neighbourhoods, and are affluent households negatively impacted by being in poor neighbourhoods? Through a simple generalized linear model we estimate the variance components associated with household and neighbourhood status for our outcome measures. Household SES is more closely associated with 13 of the 16 outcomes assessed compared to the neighbourhood average SES. For 9 outcomes poor households in affluent areas fair better, and the affluent in poor areas are worse off. For two outcomes, poor households have worse outcomes in affluent areas, and the affluent have better outcomes in poor areas, on average. For three outcomes "stranger" households do worse in strange neighbourhoods. Climate change is widely recognised as a ‘wicked’ policy problem. Agreeing and implementing governance responses is proving extremely difficult. Policy makers in many jurisdictions now emphasise their ambition to govern using the best available evidence. One obvious source of such evidence is the evaluations of the performance of existing policies. But to what extent do these evaluations provide insights into the difficult dilemmas that governors typically encounter? We address this question by reviewing the content of 262 evaluation studies of European climate policies in the light of six kinds of dilemma found in the governance literature. We are interested in what these studies say about the performance of European climate policies and in their capacity to inform evidence-based policy-making. We find that the evaluations do arrive at common findings: that climate change is framed as a problem of market and/or state failure; that voluntary measures tend to be ineffective; that market-based instruments tend to be regressive; that EU-level policies have driven climate policies in the latecomer EU Member States; and that lack of monitoring and weak enforcement are major obstacles to effective policy implementation. However, we also conclude that the evidence base these studies represent is surprisingly weak for such a high profile area. There is too little systematic climate policy evaluation work in the EU to support systematic evidence-based policy making.
