9. Understanding Water Consumption in Qatar: Evidence From a Nationally Representative Survey.

Abstract

This paper presents an analysis of a nationally representative (n = 1,002) telephone survey conducted in Qatar on habits, perceptions, and religious attitudes related to water use. Our empirical analysis yields three main findings. When asked whether religious obligation was a reason to save water, 89 % of respondents agreed with the statement, showing it to be an important stated motive for water conservation. However, we find no statistically significant relationship between stated attitudes towards water use and actual water consumption. Second, when asked to estimate their monthly water use, participants' actual water consumption was similar to how they perceived it to be, on average, but different at the decile level. Third, certain household water usage characteristics are associated with significantly higher levels of water consumption. Abstract

Monte Carlo (MC) simulations are one of the dominant approaches to compare statistical methods. To date, there is no standard procedure for MC simulations. Although internally valid, they exhibit a certain degree of arbitrariness through the various choices that researchers make. In this paper, we propose the use of an internal meta-analysis for MC simulations to allow a standardized analysis, synthesis and presentation of MC simulation results in a transparent manner. The use of an internal meta-analysis allows (i) a much more standardized procedure and (ii) comprehensive analysis of a large variety and number of simulations. To exemplify the procedure, we conduct an extensive set of simulations to compare the empirical performance of three different estimators of the generalized stochastic frontier panel data model. Besides contributing to the literature on efficiency analysis by improving the understanding of the merits of the three different estimators, we demonstrate the applicability and usefulness of internal meta-analysis for MC simulations in general. Monte-Carlo-Simulationen (MC-Simulationen) sind einer der wichtigsten Ansätze für den Vergleich statistischer Methoden. Bislang gibt es kein Standardverfahren für MC-Simulationen. Obwohl sie intern gültig sind, weisen sie durch die verschiedenen Entscheidungen der Forscher einen gewissen Grad an Willkür auf. In diesem Papier schlagen wir die Verwendung einer internen Meta-Analyse für MC-Simulationen vor, um eine standardisierte Analyse, Synthese und Präsentation von MC-Simulationsergebnissen auf transparente Weise zu ermöglichen. Die Verwendung einer internen Meta-Analyse ermöglicht (i) ein wesentlich standardisierteres Verfahren und (ii) eine umfassende Analyse einer großen Vielfalt und Anzahl von Simulationen. Zur Veranschaulichung des Verfahrens führen wir einen umfangreichen Satz von Simulationen durch, um die empirische Leistung von drei verschiedenen Schätzern des verallgemeinerten stochastischen Frontier-Paneldatenmodells zu vergleichen. Wir leisten nicht nur einen Beitrag zur Literatur über Effizienzanalysen, indem wir das Verständnis für die Vorzüge der drei verschiedenen Schätzer verbessern, sondern demonstrieren auch die Anwendbarkeit und Nützlichkeit der internen Meta-Analyse für MC-Simulationen im Allgemeinen.

Abstract

Increasing energy efficiency is a key global policy goal for climate protection. An important step towards an optimal reduction of energy consumption is the identification of energy saving potentials in different sectors and the best strategies for increasing efficiency. This paper analyzes these potentials in the household sector by estimating the degree of inefficiency in the use of electricity and its determinants. Using stochastic frontier analysis and disaggregated household data, we estimate an input requirement function and inefficiency on a sample of 2,000 German households. Our results suggest that the mean inefficiency amounts to around 20%, indicating a notable potential for energy savings. Moreover, we find that the household size and income are among the main determinants of individual inefficiency. Congestion pricing has been regarded as an effective method of reducing network-wide travel cost. Previous work on the toll-design problem focused on the deterministic case, that is, it is assumed that travelers have perfect information on the cost of traveling on every route of the network and they always choose the one with the least cost. Limited literature is available on the stochastic case and most of it is focused on marginal social cost pricing with the underlying assumption that all links can be tolled. In this study, a toll-design problem based on stochastic route-choice behavior for multiple user groups is presented under a more realistic context—only a subset of links can be tolled. The article discusses the exceptions allowed in Canada for comparative advertising purposes under the Trade-marks Act and Competition Act for portrayals that do not depreciate goodwill of marks. It takes note of the importance of obtaining advice from intellectual property counsel and cites the lack of provisions in the Trademark Law of China for usage of marks in parody.
