The United Nations Security Council (UNSC) is the United Nations' most powerful institutional body, charged with the "primary responsibility for the maintenance of international peace and security." The main instrument through which the Council asserts this power is its resolutions, specifically by using resolution text to attribute responsibility. The UNSC uses responsibility language to assign tasks, identify accountability under international law, or reflect the Council's normative interpretation of political principles. Yet we lack a comprehensive empirical description of responsibility attributions in UNSC resolutions. We address this gap by providing an original dataset of the full text of all UNSC resolutions between 1946 and 2020. We use this data to show that the Council has significantly increased responsibility attributions since the end of the Cold War, but only for a very specific subset of terms, targeting predominantly states and individuals. We further demonstrate how the data can inform debates about the timing and status of the "responsibility to protect" as an international norm. The data and findings provide a helpful starting point for many future research endeavors, including the role of member states in the UNSC, quantitative and qualitative research on UNSC decision-making processes, or topic development of the UNSC agenda in general. In empirical research, scholars can choose between an exploratory causes-of-effects analysis, a confirmatory effects-of-causes approach, or a mechanism-of-effects analysis that can be either exploratory or confirmatory. Understanding the choice between the approaches is important for two reasons. First, the added value of each approach depends on how much is known about the phenomenon of interest at the time of the analysis. Second, because of the specializations of methods, there are benefits to a division of labor between researchers who have expertise in the application of a given method. In this preregistered study, we test two hypotheses that follow from these arguments. We theorize that exploratory research is chosen when little is known about a phenomenon and a confirmatory approach is taken when more knowledge is available. A complementary hypothesis is that quantitative researchers opt for confirmatory designs and qualitative researchers for exploration because of their academic socialization. We test the hypotheses with a survey experiment of more than 900 political scientists from the United States and Europe. The results indicate that the state of knowledge has a significant and sizeable effect on the choice of the approach. In contrast, the evidence about the effect of methods expertise is more ambivalent.

This pre-analysis plan describes the hypothesis, research design, and sampling procedures for a survey experiment about public support for economic sanctions in the US. The planned study is a follow-up study, which builds upon a previous study conducted on 10 January 2022. Using a vignette web-survey experiment with 1.005 participants from the US, the first study found that multilateral sanctions – specifically those with US government and United Nations Security Council (UNSC) approval – receive substantially more public support relative to unilateral sanctions issued by the US without the UNSC. Moreover, the results indicate that public support is higher for sanctions that respond to an international crisis than for sanctions that are issued in response to domestic events in a foreign country. Finally, the results also suggest that public support is substantially changed when sanctions are further described as effective or ineffective. Respondents substantially increased their support when sanctions were described as effective, and strongly decreased their support when sanctions were considered ineffective. We seek to replicate and extend these findings by surveying the same participants again shortly after the event of the full Russian invasion of the Ukraine on 24 February 2022. To analyze how this event affected public support for sanctions, the follow-up survey will provide the same participants with the same scenario and again ask them about the same outcome measures of public support for the described sanctions as the original study did.

Specifically, we test if the experimental manipulation of protest tactics that was used in the study was perceived as intended. We seek to evaluate whether respondents are able to distinguish violent and nonviolent tactics and if respondents understood that socially-distant tactics contribute less to the spread of the pandemic than traditional in-person protests.

To decide which other protest goals are included in the follow-up survey experiment, we want to conduct an exploratory survey, which asks respondents from the UK about the importance and salience of various protest issues.

- Abstract
The paper reports findings from a crowdsourced replication. Eighty-four replicator teams attempted to verify results reported in an original study by running the same models with the same data. The replication involved an experimental condition. A “transparent” group received the original study and code, and an “opaque” group received the same underlying study but with only a methods section and description of the regression coefficients without size or significance, and no code. The transparent group mostly verified the original study (95.5%), while the opaque group had less success (89.4%). Qualitative investigation of the replicators’ workflows reveals many causes of non-verification. Two categories of these causes are hypothesized, routine and non-routine. After correcting non-routine errors in the research process to ensure that the results reflect a level of quality that should be present in ‘real-world’ research, the rate of verification was 96.1 in the transparent group and 92.4 in the opaque group. Two conclusions follow: (1) Although high, the verification rate suggests that it would take a minimum of three replicators per study to achieve replication reliability of at least 95 confidence assuming ecological validity in this controlled setting, and (2) like any type of scientific research, replication is prone to errors that derive from routine and undeliberate actions in the research process. The latter suggests that idiosyncratic researcher variability might provide a key to understanding part of the “reliability crisis” in social and behavioral science and is a reminder of the importance of transparent and well documented workflows.

- Abstract
How does noise generated by researcher decisions undermine the credibility of science? We test this by observing all decisions made among 73 research teams as they independently conduct studies on the same hypothesis with identical starting data. We find excessive variation of outcomes. When combined, the 107 observed research decisions taken across teams explained at most 2.6 of the total variance in effect sizes and 10 of the deviance in subjective conclusions. Expertise, prior beliefs and attitudes of the researchers explain even less. Each model deployed to test the hypothesis was unique, which highlights a vast universe of research design variability that is normally hidden from view and suggests humility when presenting and interpreting scientific findings.

- Abstract
Cultural bias means individuals judge and interpret a phenomenon according to values that are inherent in their own culture. The same event may be perceived differently by individuals with different cultural backgrounds. This study systematically tests for the presence of cultural differences in the perception of foreign policy events. Using a web survey with a split-sample of Chinese and US foreign policy experts, four domains of foreign policy are explored: sanctions; border violations; foreign aid; and trade agreements. The findings indicate general agreement between Chinese and US experts in the classification of foreign-policy events as cooperative, neutral, or conflictive. In regard to more specific foreign-policy scenarios, the picture is more differentiated. In the case of economic sanctions and border violations, there appears, again, to be general agreement as to the degree of conflictiveness of these events. In addition, perception does not appear to be influenced by collective self-esteem, in the sense that responses remain similar whether the event is described in abstract or country-specific terms. In the case of trade agreements and foreign aid, by contrast, there is a divergence in Chinese and US perceptions in regard to contextual factors such as conditionality and enforcement. Overall, the study suggests that while culture rarely affects the general perception of foreign-policy events, it does play a role in the perception of more complex concepts, such as conditionality and enforcement, that structure the context and meaning of those events.

Previous research has shown that successful non-violent resistance (NVR) campaigns promote democracy compared with violent revolutions and top-down liberalization. However, research to date has not examined the character and quality of the democratic regimes following NVR campaigns, or evaluated the mechanisms that produce this effect. In this paper, we address this gap by analyzing the effect of NVR on the quality of democracy, using the Polyarchy index from the Varieties of Democracies project and its sub-components: (1) elected executive; (2) free and fair elections; (3) freedom of expression; (4) associational autonomy; and (5) inclusive citizenship. Using kernel matching and differences-in-differences estimation we find that initiating a democratic transition through NVR improves democratic quality after transition significantly and substantially relative to cases without this characteristic. Our analysis of the Polyarchy index's sub-components reveals that this positive effect comes about primarily owing to improvements in freedom of expression and associational autonomy. In an era of mass migration, social scientists, populist parties and social movements raise concerns over the future of immigration-destination societies. What impacts does this have on policy and social solidarity? Comparative cross-national research, relying mostly on secondary data, has findings in different directions. There is a threat of selective model reporting and lack of replicability. The heterogeneity of countries obscures attempts to clearly define data-generating models. P-hacking and HARKing lurk among standard research practices in this area.This project employs crowdsourcing to address these issues. It draws on replication, deliberation, meta-analysis and harnessing the power of many minds at once. The Crowdsourced Replication Initiative carries two main goals, (a) to better investigate the linkage between immigration and social policy preferences across countries, and (b) to develop crowdsourcing as a social science method. The Executive Report provides short reviews of the area of social policy preferences and immigration, and the methods and impetus behind crowdsourcing plus a description of the entire project. Three main areas of findings will appear in three papers, that are registered as PAPs or in process.
