The Global Precipitation Measurement (GPM) program is an international partnership led by the National Aeronautics and Space Administration (NASA) and the Japan Aerospace Exploration Agency (JAXA). GPM will improve climate, weather, and hydro-meterorological forecasts through more frequent and more accurate measurement of precipitation across the globe. This paper describes the concept and the preparations for Ground Validation within the GPM program. Ground Validation (GV) plays a critical role in the program by investigating and quantitatively assessing the errors within the satellite retrievals. These quantitative estimates of retrieval errors will assist the scientific community by bounding the errors within their research products. The two fundamental requirements of the GPM Ground Validation program are: (1) error characterization of the precipitation retrievals and (2) continual improvement of the satellite retrieval algorithms. These two driving requirements determine the measurements, instrumentation, and location for ground observations. This paper describes GV plans for estimating the systematic and random components of retrieval error and for characterizing the spatial and temporal structure of the error. This paper describes the GPM program for algorithm improvement in which error models are developed and experimentally explored to uncover the physical causes of errors within the retrievals. GPM will ensure that information gained through Ground Validation is applied to future improvements in the spaceborne retrieval algorithms. This paper discusses the potential locations for validation measurement and research, the anticipated contributions of GPM's international partners, and the interaction of Ground Validation with other GPM program elements.

The Global Precipitation Measurement (GPM) is an international effort led by the National Aeronautics and Space Administration (NASA) of the U.S.A. and the National Space Development Agency of Japan (NASDA) for the purpose of improving research into the global water and energy cycle. GPM will improve climate, weather, and hydrological forecasts through more frequent and more accurate measurement of precipitation world-wide. Comprised of U.S. domestic and international partners, GPM will incorporate and assimilate data streams from many spacecraft with varied orbital characteristics and instrument capabilities. Two of the satellites will be provided directly by GPM, the core satellite and a constellation member. The core satellite, at the heart of GPM, is scheduled for launch in November 2007. The core will carry a conical scanning microwave radiometer, the GPM Microwave Imager (GMI), and a two-frequency cross-track-scanning radar, the Dual-frequency Precipitation Radar (DPR). The passive microwave channels and the two radar frequencies of the core are carefully chosen for investigating the varying character of precipitation over ocean and land, and from the tropics to the high-latitudes. The DPR will enable microphysical characterization and three-dimensional profiling of precipitation. The GPM-provided constellation spacecraft will carry a GMI radiometer identical to that on the core spacecraft. This paper presents calibration plans for the GPM, including on-board instrument calibration, external calibration methods, and the role of ground validation. Particular emphasis is on plans for inter-satellite calibration of the GPM constellation. With its Unique instrument capabilities, the core spacecraft will serve as a calibration transfer standard to the GPM constellation. In particular the Dual-frequency Precipitation Radar aboard the core will check the accuracy of retrievals from the GMI radiometer and will enable improvement of the radiometer retrievals. Observational intersections of the core with the constellation spacecraft are essential in applying this technique to the member satellites. Information from core spacecraft retrievals during intersection events will be transferred to the constellation radiometer instruments in the form of improved calibration and, with experience, improved radiometric algorithms. In preparation for the transfer standard technique, comparisons using the Tropical Rainfall Measuring Mission (TRMM) with sun-synchronous radiometers have been conducted. Ongoing research involves study of critical variables in the inter-comparison, such as correlation with spatial-temporal separation of intersection events, frequency of intersection events, variable azimuth look angles, and variable resolution cells for the various sensors.

The Precipitation Radar aboard the Tropical Rain Measuring Mission (TRMM) Satellite has shown the potential for spaceborne sensing of snow and rain by means of an incoherent pulsed radar operating at 13.8 GHz. The primary advantage of radar relative to passive instruments arises from the fact that the radar can image the 3-dimensional structure of storms. As a consequence, the radar data can be used to determine the vertical rain structure, rain type (convective/stratiform) effective storm height, and location of the melting layer. The radar, moreover, can be used to detect snow and improve the estimation of rain rate over land. To move toward spaceborne weather radars that can be deployed routinely as part of an instrument set consisting of passive and active sensors will require the development of less expensive, lighter-weight radars that consume less power. At the same time, the addition of a second frequency and an upgrade to Doppler capability are features that are needed to retrieve information on the characteristics of the drop size distribution, vertical air motion and storm dynamics. One approach to the problem is to use a single broad-band transmitter-receiver and antenna where two narrow-band frequencies are spaced apart by 5% to 10% of the center frequency. Use of Ka-band frequencies (26.5 GHz - 40 GHz) affords two advantages: adequate spatial resolution can be attained with a relatively small antenna and the differential reflectivity and mean Doppler signals are directly related to the median mass diameter of the snow and raindrop size distributions. The differential mean Doppler signal has the additional property that this quantity depends only on that part of the radial speed of the hydrometeors that is drop-size dependent. In principle, the mean and differential mean Doppler from a near-nadir viewing radar can be used to retrieve vertical air motion as well as the total mean radial velocity. In the paper, we present theoretical calculations for the differential reflectivity and Doppler as functions of the center frequency, frequency difference, and median mass diameter. For a fixed pair of frequencies, the detectability of the differential signals can be expressed as the number of independent samples required to detect rain or snow with a particular median mass diameter. Because sampling numbers on the order of 1000 are needed to detect the differential signal over a range of size distributions, the instrument must be confined to a near-nadir, narrow swath. Radar measurements from a zenith directed radar operated at 9.1 GHz and 10 GHz are used to investigate the qualitative characteristics of the differential signals. Disdrometer and rain gauge data taken at the surface, just below the radar, are used to test whether the differential signals can be used to estimate characteristics of the raindrop size distribution.

Spaceborne and airborne radars are limited with a respect to the mass and size of the instrument and the power available to operate it. As a consequence, dual-wavelength radars that require separate antennas and power amplifiers are expensive and often impractical. However, if the frequency difference can be reduced so that a single antenna and the same radio-frequency subsystem can be used for both frequencies, dual- wavelength Doppler measurements can be made with a radar of about the same size and mass as its single-frequency counterpart. In the first part of the paper we present calculations of the reflectivity factor differences as functions of the center frequency from 10 to 35 GHz and for frequency differences between -10% and 10% of the center frequency. The results indicate that differential-frequency operation at Ka-band frequencies (26.5 - 40 GHz) provides relatively strong differential signals if the frequencies can be separated by at least 5%. Unlike lower frequency operation, the differential signals at Ka-band (both reflectivity and Doppler) are directly related to the median mass diameter. An important feature of the differential mean Doppler is that it depends only on the drop-size dependent part of the radial velocity. In principle, the mean and mean differential Doppler data from a nadir-looking platform can be used to infer vertical air motion and characteristics of the particle size distribution. To test the instrument concept, the ER-2 Doppler radar was modified for differential frequency operation. Measurements by the modified radar, operating at frequencies of 9.1 GHz and 10 GHz, were made using an 8 degree zenith-pointing offset parabolic antenna. Simultaneous data were taken with an optical rain gauge and an impact disdrometer. Measured and DSD-estimated values of the differential dBZ mean Doppler are presented.

During the Southern Great Plains experiment, the synthetic aperture radiometer, ESTAR, mapped L-band brightness temperature over a swath about 50 km wide and about 300 km long extending west from Oklahoma City to El Reno and north from the Little Washita River watershed to the Kansas border. ESTAR flew on the NASA P-3B Orion aircraft at an altitude of 7.6 km and maps were made on 7 days between July 8-20, 1999. The brightness temperature maps reflect the patterns of soil moisture expected from rainfall and are consistent with values of soil moisture observed at the research sites within the SGP99 study area and with previous measurements in this area. The data add to the resources for hydrologic modeling in this area and are further validation of the technology represented by ESTAR as a potential path to a future mission to map soil moisture globally from space.

Airborne radiometer measurements have been made at L-band over conifer forests in Virginia to study radiometric response to biomass and soil moisture. The horizontally polarized synthetic aperture radiometer, ESTAR, has been deployed abroad a NASA-P3 aircraft which is based at the Goddard Space Flight Center's Wallops Flight Facility. The instrument has been mounted in the bomb bay of the P-3 and images data in the cross track direction. Aircraft and surface measurements were made in July, August and November of 1999 over relatively homogeneous conifer stands of varying biomass. The surface measurements included soil moisture measurements in several stands. The soil moisture was low during the July flight and highest in November after heavy rains had occurred. The microwave images clearly distinguished between the different forest stands. Stand age, obtained from International Paper Corporation which owns the stands, showed a strong correlation between brightness temperature and stand age. This agrees with previous simulation studies of conifer forests which show that the brightness temperature increases with increasing stand biomass. Research is continuing to seek a quantitative correlation between the observed brightness temperature of the stands and their biomass and surface soil moisture.

The synthetic aperture radiometer, ESTAR, provided L-band brightness temperature maps of the experiment site during the Southern Great Plains Experiment in 1999. ESTAR flew on the NASA P-3 aircraft at an altitude of 7.6 km and mapped a swath about 50 km wide and about 300 km long. The area mapped extended west from Oklahoma City to El Reno and north from the Little Washita River watershed to the Kansas border. The flight lines and mapping were done in a manner similar to that used in 1997 during SGP-97. ESTAR is a prototype designed to develop the technology of aperture synthesis for passive microwave remote sensing. It is actually a hybrid that uses real aperture to obtain resolution along track and synthetic aperture to obtain resolution across track. ESTAR operates in the band at 1.413 GHz set aside for passive use and images at horizontal polarization in the equivalent of a cross-track scan. The scan is done in software as part of image reconstruction. Calibration consists of blackbody observed before and after each flight and a local body of water (Lake Kaw). ESTAR arrived in Oklahoma on July 7, 1999 and flew mapping missions on July 8,9, 11, 14, 15, 19 and 20. The aircraft was down on July 10 by design and was down again on July 12-13 and 16-18 due to mechanical problems. ESTAR data for July I I is questionable because of a hardware failure. The brightness temperature maps reflect the patterns of soil moisture observed in the SGP99 study area and compare well with measurements made by ESTAR in other experiments in this region (e.g. SGP -97 and Washita-92).

Measurements have been made at L-band and C-band over conifer forests in Virginia to study the response of passive microwave instruments to biomass and soil moisture. A series of aircraft measurements were made in July, August and November, 1999 over relatively homogenous conifer forests of varying biomass. Three radiometers participated in these measurements. These were: 1) the L-band radiometer ESTAR, a horizontally polarized synthetic aperture radiometer which has been used extensively in past measurements of soil moisture; 2) the L-band radiometer SLFMR, a vertically polarized cross-track scanner which has been used successfully in the past for mapping sea surface salinity; and 3) The ACMR, a new C-band radiometer which operates at V- and H-polarization and in the configuration for these experiments did not scan. All three radiometers were flown on the NASA P-3 aircraft based at the Goddard Space Flight Center's Wallops Flight Facility. The ESTAR and SLFMR were mounted in the bomb bay of the P-3 and imaged across track whereas the ACMR was mounted to look aft at 54 degrees up from nadir. Data was collected at altitudes of 915 meters and 457 meters. The forests consisted of relatively homogeneous "managed" stands of conifer located near Waverly, Virginia. This is a relatively flat area about 30 miles southeast of Richmond, VA with numerous stands of trees being grown for the forestry industry. The stands selected for study consisted of areas of regrowth and mature stands of pine. In addition, a small stand of very large trees was observed. Soil moisture sampling was done in each stand during the aircraft over flights. Data was collected on July 7, August 27, November 15 and November 30, 1999. Measurements were made with ESTAR on all days. The ACMR flew on the summer missions and the SLFMR was present only on the August 27 flight. Soil moisture varied from quite dry on July 7 to quite moist on November 30 (which was shortly after a period of rain). The microwave images clearly distinguish between the different forest stands. Research is continuing to seek a quantitative correlation with biomass and surface soil moisture.

The NASA ER-2 Doppler radar (EDOP) was flown aboard the ER-2 high-altitude aircraft in September and October 1993 for the Convection and Moisture Experiment. During these flights, the first reliable reflectivity observations were performed with the EDOP instrument. This report details the procedure used to convert real-time engineering data into calibrated radar reflectivity. Application of the calibration results produces good agreement between the EDOP nadir pointing reflectivity and ground truth provided by a National Weather Service WSR-88D radar. The rms deviation between WSR-88D and EDOP is 6.9 dB, while measurements of the ocean surface backscatter coefficient are less than 3 dB from reported scatterometer coefficients. After an initial 30-minute period required for the instrument to reach thermal equilibrium, the radar is stable to better than 0.25 dB during flight. The range performance of EDOP shows excellent agreement with aircraft altimeter and meteorological sounding data.
