18. Re-conceptualising strategic environmental assessment : theoretical overview and case study from Chile

Abstract

Strategic Environmental Assessment (SEA) has a prominent position in the ongoing search for instruments that can help governments and other organisations to pursue the complex goal of sustainable development. Academic literature and practitioners have devoted increasing attention to this instrument since the late 1980s, and the mid- 1990s have witnessed a surge in legislation and methodological guidance throughout both developed and developing countries. However, the theoretical basis of this instrument remains weak and this thesis contends that the actual reason for its existence (raison d'être) of SEA is inadequately conceptualised. The first stage of the research critically reviews the theory and practice of SEA, identifying tensions, weaknesses and promising trends in the concepts underlying its three dimensions: strategic, environmental and assessment. These show that the idea that there is something 'strategic', whose environmental effects should be assessed - is misleading, as well as simplistic, thus supporting the call for a re-conceptualisation of SEA. The meaning of two common claims (that SEA is to contribute to sustainable development and to the improvement of policy-making processes) in academic and policy literatures is explored in detail. Combining environmental assessment literature with work related to the knowledge perspective of policy-making, policy learning and policy analysis, the thesis then develops a series of propositions for a new interpretation of SEA's raison d'être. These relate to four themes: context, object, purpose and assessment. The second stage seeks to deepen the understanding of the trends and propositions identified, and to verify their relevance in a developing context. Using a range of methods, from interviews to seminars, a case study of Chile - a middle-income country - investigates the interpretation of the purpose and role of SEA according to a range of stakeholders, and in more detail within the Ministry of Public Works. This leads to the proposition, and testing, of a framework that emphasises the need to interpret and operationalise SEA at the level of organisations (such as ministries or multi-lateral development agencies), not of economic sectors alone. It centres on the interactions of the context, the nature of strategic objects, the framing of 'environmental', the purpose of SEA, and the assessment's approach and tools. The most important conclusion is that SEA can only facilitate more environmentally sustainable forms of development, if conventional wisdom about its raison d'être is questioned. This thesis rejects the rhetorical claims in normative interpretations of SEA which identify strategic initiatives, and particularly policies, plans or programmes, as the defining feature of SEA, and the main meaning of its 'strategic' dimension. It proposes that the context, and in particular organisations, should be the focus of a new conception of SEA which seeks to institutionalise rational and argumentative learning as a means to promote environmentally sustainable policy-making. These findings therefore contribute to both the theory and practice of SEA.

23. Towards a 'Life-turn' in Education: A Thought Experiment.

Abstract

This article explores the need for transformative change in higher education institutions (HEIs) to help address the complexity and existential risk resulting from multiple interconnected crises. First, it acknowledges that the rate and direction of change in HEIs have been inadequate and that, despite well-rehearsed obstacles and enablers, much more needs to be done to ensure HEIs can deliver human security. It then explores the rising calls for a renegotiation of the human-nature relationship (HNR) and renewed awareness and respect for all forms of life on Earth, emphasising that bold thinking and a departure from the dominant culture that disregards life are urgently needed. Such calls could be central to a repurposing of learning and education that views human security as intrinsically linked to the security of all life and life-supporting systems. Finally, it builds on notions of systems change theory linked to Donella Meadows' leverage and uses the device of a 'thought experiment' to identify three questions for the present and future of HEIs, in line with Meadows' three highest leverage points. Abstract

As part of an inquiry into interdisciplinary and transdisciplinary knowledge production by a European network of scholars and practitioners (2015-2019) we sought to understand the role of universities in the context of Anthropocene and Capitalocene dynamics: how to contribute to transformative change through knowledge and learning. Our paper makes three linked contributions, bridging across two narratives where universities go from being ‘part of the problem’ to contributing to ‘solutions’ to the Anthropo-Capitalocene. We review and map the discourse around the future of universities from a multi-disciplinary perspective; we build an analytical framework that places the future of knowledge and learning in a wider, interdisciplinary perspective, emphasizing the need for inner change and transformative learning; and we present six priorities that deepen and expand the discourse around the future of knowledge, learning and related competences for sustainability.

Abstract

Enabling the City is a collaborative book that focuses on how interdisciplinary and transdisciplinary processes of knowledge production may contribute to urban transformation at a local level in the 21st century, striking a balance between enthusiastic support for such transformational potential and a cautious note regarding the persistent challenges to the ethos as well as the practice of inter and transdisciplinarity. The rich stories reflect different research and local practice cultures, exploring issues such as ageing, community, health and dementia, public space, energy, mobility cultures, heritage, housing, re-use, and renewal, as well as more universal questions about urban sustainability and climate change, and perhaps most importantly, education. Against this backdrop, aspirations for the 21st century are related to the international, national, and local agendas expressed in the Sustainable Development Goals (SDGs) and in the New Urban Agenda (NUA), raising fundamental questions of how to enable development. We highlight aspects of transformative learning and ways of knowing, critical to any collaborative and participatory process.

Abstract

There is rising scholarly and political interest in participatory budgets and their potential to advance urban sustainability. This article aims to contribute to this field of study through the specific lens of the city of Lisbon’s experience as an internationally acknowledged leader in participatory budgeting. To this end, the article critically examines the lessons and potential contribution of the Lisbon Participatory Budget through a multimethod approach. Emerging trends and variations of citizen proposals, projects, votes, and public funding are analysed in tandem with emerging key topics that show links and trade-offs between locally embedded participation and the international discourse on urban sustainability. Our analysis reveals three interconnected findings: first, the achievements of the Lisbon Participatory Budget show the potential to counteract the dominant engineered approach to urban sustainability; second, trends and variations of the achievements depend on both citizens’ voice and the significant influence of the city council through policymaking; and, third, the shift towards a thematic Green Participatory Budget in 2020 was not driven by consolidated social and political awareness on the achievements, suggesting that more could be achieved through the 2021 urban sustainability oriented Participatory Budget. We conclude recommending that this kind of analysis should be systematically carried out and disseminated within city council departments, promoting much needed internal awareness of PBs’ potential as drivers of urban sustainability. We also identify further research needed into the sustainability potential of green PBs.

33. Possible Beyond Plausible: Reimagining Ourselves and Our Cities

Abstract

We are said to be living in a time of multiple failures and crises (climate, biodiversity, health, inequality – to name a few now in the headlines) all playing out within a fast changing world. Behind the grand narratives of planetary boundaries and Anthropocene, is a world of increasing injustice and inequitable relationships – between humans and between humans and more-than human life. If our dominant systems fail to change, the unravelling of an existential crisis seems increasingly certain. Taking this, and much else, into account, a series of global policy agendas are combining to make a strong case for transformative change, through the rethinking of the so-called ‘human-nature relationship’.5 Indeed, we might say that the ‘Covid crisis’ has made the case for this irresistible, as well as opening up hitherto sealed doors of possibility to alternative pasts, presents and futures.

At a time when the European Commission and Member States are taking stock of the initial phase of Horizon 2020 programming and funding (EUCO 2013), the COST Action on Interdisciplinarity in research programming and funding cycles (INTREPID) contributes with a set of research policy recommendations arising from an international conference held in Lisbon in January 2017 on Interdisciplinary Futures and the need to open up the social sciences. A Special Session explored the concepts and practice of interdisciplinarity (ID), social sciences and humanities (SSH) and responsible R&I in the context of H2020, leading to recommendations in this Policy Brief.
