This community service activity aims to increase the political and civil literacy of novice voters in preparation for the 2024 Simultaneous Elections in Indonesia. The targets of this community service activity are school students or youth who are at least 17 years old in the year the 2024 Simultaneous Election will be held. Youth were chosen as the main target because they are a group with a large proportion in the 2024 election contestation which will determine the future of democracy. As new voters, they need preparation and a deep understanding of how to participate in the political process effectively to determine the direction and policies of government. For this reason, the Public Administration Department of Universitas Airlangga will partner with the East Java Provincial Education Office which will later provide guidance to the SMAN 1 Giri, Banyuwangi Regency to hold a community service program at the school. Community service activities will involve understanding the political system, democratic processes, political issues, and the importance of active political participation. Activities will be carried out through three main stages: preparation, implementation and evaluation. The preparatory stage involves collecting and compiling relevant political and civic literacy materials. Next, the implementation stage will involve counseling, workshops and group discussions to provide in-depth understanding to novice voters. The evaluation stage will be carried out to measure the effectiveness of the program and obtain feedback from participants. It is hoped that this activity will provide a fundamental contribution in increasing the political and civil literacy of novice voters. With a better understanding of the political system, first-time voters will be able to make good political decisions, participate actively in the political process, and critically evaluate the information they receive.

Rural Indonesian villages are defined by unique institutional dynamics in public service innovation, one of which manifests in juvenile justice administration where traditional governance meets modern legal structures. These institutional arrangements position villages as sites of public service innovation at the intersection of competing normative orders, especially regarding youth protection standards and cultural practice maintenance. We address patterns of public service innovation and institutional adaptation in rural juvenile justice systems through the systematic analysis of practices across five villages in East Java. Through consolidating stakeholder interviews and justice proceeding observations, our analysis shows how communities innovate in public service delivery by negotiating between formal requirements and informal mechanisms while integrating distinctive legal traditions and maintaining institutional legitimacy across multiple domains. The examination identifies two central patterns in public service development. First, processes of normative integration emerge through systematic institutional synthesis where communities innovate service delivery approaches while preserving cultural coherence. Second, these innovation processes correspond to variations in resource distribution, traditional authority configurations, and state presence across geographic and social contexts. We document how unspoken institutional practices and innovative service arrangements shape justice negotiations between community and state spheres, particularly in mediating youth protection within traditional normative frameworks of public service delivery.

Pemerintah berupaya menjadikan Badan Usaha Milik Desa (BUM Desa) menjadi center perekonomian di desa. Tugas BUM Desa adalah meningkatkan Pendapatan Asli Desa (PADesa) dan pendorong dinamisasi perekonomian untuk kesejahteraan masyarakat. Minimnya penyertaan modal serta pandemi awal tahun 2020 mengharuskan Pemerintah Desa melakukan berbagai kebijakan untuk mempertahankan eksistensi BUM Desa. Tujuan penelitian ini adalah mengidentifikasi bagaimana munculnya inovasi kebijakan BUM Desa serta kontribusinya dalam meningkatkan PADesa. Penelitian ini menggunakan metode kualitatif eksploratif dimana informasi digali dengan wawancara mendalam. Para Informan merupakan aktor yang terlibat langsung dengan BUM Desa Larasati. Data penelitian dianalisis dengan perspektif Neo Institusionalisme. Penelitian ini menghasilkan, antara lain: pertama, inovasi kebijakan tidak terlepas dari peran aktor kunci di dalamnya; kedua, inovasi kebijakan yang telah dilakukan BUM Desa telah meningkatkan PADesa dalam tiga tahun terakhir sejak tahun 2020. Kata Kunci: BUM Desa, Inovasi, PADesa, Neo Institusinalisme Abstract The government is trying to make BUM Desa the center of the economy in the village. The task of BUM Desa is to increase village original income and drive economic dynamics for community welfare. The lack of capital investment and the pandemic early 2020 required the village government to implement various policies to maintain its existence. The goal of this research is to determine how the emergence of Village BUM policy innovations affects PADesa. This study uses exploratory qualitative methods, wherein the informants are collected through in-depth interviews. The informants are actors who are directly involved with BUM Larasati Village. The research data are analyzed using a neo-institutionalist perspective. The results of this research show that policy innovation is inseparable from the role of key actors in it, and these policy innovations have increased PADesa in the last three years since 2020. The 2030 SDGs target will not be achieved as long as the environment is still polluted by wild waste. Wild waste is a problem that is closely related to households, where the city of Surabaya is free from the problem of illegal waste. Therefore, the participation of Surabaya City households in managing waste is the object of research. What drives households to participate in waste management activities, especially in BSIS, is discussed in this study. This research is a qualitative research with an interpretive social science approach. The research location was at BSIS where the data collection was obtained through literature, observation, documentation, and in-depth interviews with selected informants using a purposive technique. Checking the validity of the data used source triangulation and data analysis using qualitative data analysis techniques. The results of the study show that those who participate in BSIS are those who have economic motives or make BSIS a financial resource, have the skills to participate, carry out government commitments, adhere to the same social organization tradition, know the legal framework regarding waste banks, and have ease of accessing information.

Village fund as a tool for policy strategy that Indonesia constructed from the periphery. The purpose of the village fund is to improve the welfare and quality of life of village people, manifested by encouraging the development of independent and sustainable villages with social, economic, and environmental resilience. The amount of budget allocation is designed to build Indonesia from a small scale and drive the revival and passion for creativity and innovation in all elements of the village. Pujon Kidul Village is a village in Malang District that serves as a reference ‘building village’ in the development of an agro-tourism village. Using a qualitative approach to a descriptive method, this research was collected from the village head and the government of Pujon Kidul, as well as NGOs and purposive societies, totaling approximately 15 informants. The findings show the development of tourism village Pujon Kidul has successfully brought change for the local community, especially in the development of human resources using natural resources. Both synergize and complement each other without elements of exploitation and are managed by the village-owned enterprises or Badan Usaha Milik Desa (BUMDesa), which has the authority to include the village in the government’s policy of building from the suburbs (village) to create sustainable development-based localities. Village level policy is a new era of the form of an independent government and encourages the realization of community participation to accelerate the progress of the village and leave the old village mindset behind.

Capacity-building employees has become a global policy instrument in the New Public Management perspective to create the organization's effectiveness and efficiency in the bureaucracy. The release of the State Civil Administrative Law has strengthened efforts to establish the capacity of the officials who are competent and professional. This research uses purposive sampling technique. Respondent were choosen from Food Security Office and Archive and Library Office in 4 areas, namely Bojonegoro, Kapas, Balen, and Dander. In line with the results of the study, it appears that the construction capabilities of the apparatus has a high chance to realize the vision and mission of the new district. In addition, capacitybuilding apparatus in an area determined by the area of leadership role models, the regent than on education leadership. Professionalism apparatus constructed as a positive energy that is not only related to the knowledge and expertise as well as the achievement of an individual's performance, but is highly dependent on the creation of a conducive environment for professionalism itself, such as the feasibility of welfare officials, the clarity of sanctions and rewards as well as encouragement and ethos work.

Public service efficacy hinges on context-sensitive competencies, yet Indonesia contends with reconciling civil servant training and workplace realities, leaving the nexus between skill development and governance outcomes understudied. Employing a mixed-methods approach, we collected data from 130 civil servants across various hierarchical levels through surveys, in-depth interviews, and focus groups. Our findings unfold the narratives of challenges and contestations: decontextualized pedagogies, operational discord, and deep-seated cultural inertia. We further expose the stark disparities between academic preparation and workplace demands, compounded by inconsistent protocol adherence, fragmented technological integration, and nebulous organizational directives. This study provides a blueprint for mending the mismatch between minds and mandates in public service delivery, addressing the deeply ingrained cultural inertia that prevents the adoption of innovative practices and new operational paradigms. What we finally offer is the foundation for a reimagining of competency-centric approaches that can fundamentally reshape civil service capacity building and enhance governance outcomes.
