The radial velocity catalog from the Apache Point Observatory Galactic Evolution Experiment (APOGEE) is unique in its simultaneously large volume and high precision as a result of its decade-long survey duration, multiplexing (600 fibers), and spectral resolution of $R \sim 22,500$. However, previous data reductions of APOGEE have not fully realized the potential radial velocity (RV) precision of the instrument. Here we present an RV catalog based on a new reduction of all 2.6 million visits of APOGEE DR17 and validate it against improved estimates for the theoretical RV performance. The core ideas of the new reduction are the simultaneous modeling of all components in the spectra, rather than a separate subtraction of point estimates for the sky, and a marginalization over stellar types, rather than a grid search for an optimum. We show that this catalog, when restricted to RVs measured with the same fiber, achieves noise-limited precision down to 30 m/s and delivers well-calibrated uncertainties. We also introduce a general method for calibrating fiber-to-fiber constant RV offsets and demonstrate its importance for high RV precision work in multi-fiber spectrographs. After calibration, we achieve 47 m/s RV precision on the combined catalog with RVs measured with different fibers. We use mid-infrared variability in galaxies to search for active galactic nuclei (AGN) in the local universe. We use a sample of 10,220 galaxies from the Mapping Nearby Galaxies at APO (MaNGA) survey, part of the Sloan Digital Sky Survey (SDSS-IV). For each galaxy, we examine its mid-infrared variability in the $W2$ $[4.6\mu m]$ band over thirteen years using data from the Wide Infrared Survey Explorer (WISE) All-Sky and Near Earth Objects WISE (NEOWISE) missions. We demonstrate that we can detect variability signatures as small as about $7\%$ in the root-mean-square variation of $W2$ flux for the majority of cases. Using other AGN signatures of the variable galaxies, such as optical narrow lines, optical broad lines, and WISE $W1-W2$ colors, we show that $\sim 75\%$ of the variables show these additional AGN signatures, indicating that the bulk of these cases are likely to be AGN. We also identify seven galaxies that have light-curves characteristic of tidal disruption events. We use simulated galaxy observations from the NIHAO-SKIRT-Catalog to test the accuracy of Spectral Energy Distribution (SED) modeling techniques. SED modeling is an essential tool for inferring star-formation histories from nearby galaxy observations, but is fraught with difficulty due to our incomplete understanding of stellar populations, chemical enrichment processes, and the nonlinear, geometry-dependent effects of dust on our observations. The NIHAO-SKIRT-Catalog uses hydrodynamic simulations and radiative transfer to produce SEDs from the ultraviolet (UV) through the infrared (IR), accounting for the effects of dust. We use the commonly used Prospector software to perform inference on these SEDs, and compare the inferred stellar masses and star-formation rates (SFRs) to the known values in the simulation. We match the stellar population models to isolate the effects of differences in the star-formation history, the chemical evolution history, and the dust. We find that the combined effect of model mismatches for high mass ($> 10^{9.5} M_{\odot}$) galaxies leads to inferred SFRs that are on average underestimated by a factor of 2 when fit to UV through IR photometry, and a factor of 3 when fit to UV through optical photometry. These biases lead to significant inaccuracies in the resulting sSFR-mass relations, with UV through optical fits showing particularly strong deviations from the true relation of the simulated galaxies. In the context of massive existing and upcoming photometric surveys, these results highlight that star-formation history inference from photometry remains imprecise and inaccurate, and that there is a pressing need for more realistic testing of existing techniques.

We examine the demographics of radio-emitting active galactic nuclei (AGN) in the local universe as a function of host galaxy properties, most notably both stellar mass and star formation rate. Radio AGN activity is theoretically implicated in helping reduce star formation rates of galaxies, and therefore it is natural to investigate the relationship between these two galaxy properties. We use a sample of around 10, 000 galaxies from the Mapping Nearby Galaxies at APO (MaNGA) survey, part of the Sloan Digital Sky Survey IV (SDSS-IV), along with the Faint Images of the Radio Sky at Twenty centimeters (FIRST) radio survey and the National Radio Astronomy Observatory (NRAO) Very Large Array (VLA) Sky Survey (NVSS). There are 1,126 galaxies in MaNGA with radio detections. Using star formation rate and stellar mass estimates based on Pipe3D, inferred from the high signal-to-noise ratio measurements from MaNGA, we show that star formation rates are strongly correlated with 20 cm radio emission, as expected. We identify as radio AGN those radio emitters that are much stronger than expected from the star formation rate. Using this sample of AGN, the well-measured stellar velocity dispersions from MaNGA, and the black hole M-sigma relationship, we examine the Eddington ratio distribution and its dependence on stellar mass and star formation rate. We find that the Eddington ratio distribution depends strongly on stellar mass, with more massive galaxies having larger Eddington ratios. As found in previous studies, the AGN fraction increases rapidly with stellar mass. We do not find any dependence on star formation rate, specific star formation rate, or velocity dispersion when controlling for stellar mass. We conclude that galaxy star formation rates appear to be unrelated to the presence or absence of a radio AGN, which may be useful in constraining theoretical models of AGN feedback.

We use simulated attenuation curves from the NIHAO-SKIRT-Catalog to test the flexibility of commonly used dust attenuation models in the face of the variations expected from realistic star-dust geometries. Motivated by lack of flexibility in these existing models, we propose a novel dust attenuation model with three free parameters that can accurately recover the simulated attenuation curves as well as the best-fitting curves from the commonly used models. This new model is fully analytic and treats all starlight equally, in contrast to two-component dust attenuation models. We use the parametrization to investigate the relationship between the overall attenuation law shape and the strength of the 2175 \AA\ bump. Our results indicate variation in star-dust geometry leads these features to correlate tightly, with grayer attenuation curves having weaker bumps.

The Sloan Digital Sky Survey (SDSS) is one of the largest international astronomy organizations. We present demographic data based on surveys of its members from 2014, 2015 and 2016, during the fourth phase of SDSS (SDSS-IV). We find about half of SDSS-IV collaboration members were based in North America, a quarter in Europe, and the remainder in Asia and Central and South America. Overall, 26-36% are women (from 2014 to 2016), up to 2% report non-binary genders. 11-14% report that they are racial or ethnic minorities where they live. The fraction of women drops with seniority, and is also lower among collaboration leadership. Men in SDSS-IV were more likely to report being in a leadership role, and for the role to be funded and formally recognized. SDSS-IV collaboration members are twice as likely to have a parent with a college degree, than the general population, and are ten times more likely to have a parent with a PhD. This trend is slightly enhanced for female collaboration members. Despite this, the fraction of first generation college students (FGCS) is significant (31%). This fraction increased among collaboration members who are racial or ethnic minorities (40-50%), and decreased among women (15-25%). SDSS-IV implemented many inclusive policies and established a dedicated committee, the Committee on INclusiveness in SDSS (COINS). More than 60% of the collaboration agree that the collaboration is inclusive; however, collaboration leadership more strongly agree with this than the general membership. In this paper, we explain these results in full, including the history of inclusive efforts in SDSS-IV. The astronomical community is grappling with the increasing volume and complexity of data produced by modern telescopes, due to difficulties in reducing, accessing, analyzing, and combining archives of data. To address this challenge, we propose the establishment of a coordinating body, an "entity," with the specific mission of enhancing the interoperability, archiving, distribution, and production of both astronomical data and software. This report is the culmination of a workshop held in February 2023 on the Future of Astronomical Data Infrastructure. Attended by 70 scientists and software professionals from ground-based and space-based missions and archives spanning the entire spectrum of astronomical research, the group deliberated on the prevailing state of software and data infrastructure in astronomy, identified pressing issues, and explored potential solutions. In this report, we describe the ecosystem of astronomical data, its existing flaws, and the many gaps, duplication, inconsistencies, barriers to access, drags on productivity, missed opportunities, and risks to the long-term integrity of essential data sets. We present new maps of the Milky Way disk showing the distribution of metallicity ([Fe/H]), $\alpha$-element abundances ([Mg/Fe]), and stellar age, using a sample of 66,496 red giant stars from the final data release (DR17) of the Apache Point Observatory Galactic Evolution Experiment (APOGEE) survey. We measure radial and vertical gradients, quantify the distribution functions for age and metallicity, and explore chemical clock relations across the Milky Way for the low-$\alpha$ disk, high-$\alpha$ disk, and total population independently. The low-$\alpha$ disk exhibits a negative radial metallicity gradient of $-0.06 \pm 0.001$ dex kpc$^{-1}$, which flattens with distance from the midplane. The high-$\alpha$ disk shows a flat radial gradient in metallicity and age across nearly all locations of the disk. The age and metallicity distribution functions shift from negatively skewed in the inner Galaxy to positively skewed at large radius. Significant bimodality in the [Mg/Fe]-[Fe/H] plane and in the [Mg/Fe]-age relation persist across the entire disk. The age estimates have typical uncertainties of $\sim0.15$ in $\log$(age) and may be subject to additional systematic errors, which impose limitations on conclusions drawn from this sample. Nevertheless, these results act as critical constraints on galactic evolution models, constraining which physical processes played a dominant role in the formation of the Milky Way disk. We discuss how radial migration predicts many of the observed trends near the solar neighborhood and in the outer disk, but an additional more dramatic evolution history, such as the multi-infall model or a merger event, is needed to explain the chemical and age bimodality elsewhere in the Galaxy., Comment: 41 pages, 32 figures, accepted to ApJ

The Nancy Grace Roman Space Telescope is capable of delivering an unprecedented all-sky, high-spatial resolution, multi-epoch infrared map to the astronomical community. This opportunity arises in the midst of numerous ground- and space-based surveys that will provide extensive spectroscopy and imaging together covering the entire sky (such as Rubin/LSST, Euclid, UNIONS, SPHEREx, DESI, SDSS-V, GALAH, 4MOST, WEAVE, MOONS, PFS, UVEX, NEO Surveyor, etc.). Roman can uniquely provide uniform high-spatial-resolution (~0.1 arcsec) imaging over the entire sky, vastly expanding the science reach and precision of all of these near-term and future surveys. This imaging will not only enhance other surveys, but also facilitate completely new science. By imaging the full sky over two epochs, Roman can measure the proper motions for stars across the entire Milky Way, probing 100 times fainter than Gaia out to the very edge of the Galaxy. Here, we propose NANCY: a completely public, all-sky survey that will create a high-value legacy dataset benefiting innumerable ongoing and forthcoming studies of the universe. NANCY is a pure expression of Roman's potential: it images the entire sky, at high spatial resolution, in a broad infrared bandpass that collects as many photons as possible. We present simulated galaxy spectral energy distributions (SEDs) from the far ultraviolet through the far infrared, created using hydrodynamic simulations and radiative transfer calculations, suitable for the validation of SED modeling techniques. SED modeling is an essential tool for inferring star formation histories from nearby galaxy observations, but is fraught with difficulty due to our incomplete understanding of stellar populations, chemical enrichment processes, and the non-linear, geometry dependent effects of dust on our observations. Our simulated SEDs will allow us to assess the accuracy of these inferences against galaxies with known ground truth. To create the SEDs, we use simulated galaxies from the NIHAO suite and the radiative transfer code SKIRT. We explore different sub-grid post-processing recipes, using color distributions and their dependence on axis ratio of galaxies in the nearby universe to tune and validate them. We find that sub-grid post-processing recipes that mitigate limitations in the temporal and spatial resolution of the simulations are required for producing FUV to FIR photometry that statistically reproduce the colors of galaxies in the nearby universe. With this paper we release resolved photometry and spatially integrated spectra for our sample galaxies, each from a range of different viewing angles. Our simulations predict that there is a large variation in attenuation laws among galaxies, and that from any particular viewing angle that energy balance between dust attenuation and reemission can be violated by up to a factor of 3. These features are likely to affect SED modeling accuracy.

We present the final data from the Sloan Digital Sky Survey Reverberation Mapping (SDSS-RM) project, a precursor to the SDSS-V Black Hole Mapper Reverberation Mapping program. This data set includes 11-year photometric and 7-year spectroscopic light curves for 849 broad-line quasars over a redshift range of 0.1=0.62+-0.07 for the line dispersion measured from the RMS spectrum. The intrinsic scatter of individual virial factors is 0.31+-0.07 dex, indicating a factor of two systematic uncertainty in RM black hole masses. Our lag measurements reveal significant R-L relations for Hbeta and MgII at high redshift, consistent with the latest measurements based on heterogeneous samples. While we are unable to robustly constrain the slope of the R-L relation for CIV given the limited dynamical range in luminosity, we found substantially larger scatter in CIV lags at fixed L1350. Using the SDSS-RM lag sample, we derive improved single-epoch (SE) mass recipes for Hbeta, MgII and CIV, which are consistent with their respective RM masses as well as between the SE recipes from two different lines, over the luminosity range probed by our sample. The new Hbeta and MgII recipes are approximately unbiased estimators at given RM masses, but there are systematic biases in the CIV recipe. The intrinsic scatter of SE masses around RM masses is ~0.45 dex for Hbeta and MgII, increasing to ~0.58 dex for CIV., Comment: Replaced with accepted version (ApJS in press). We present the measurements of the small-scale clustering for the emission line galaxy (ELG) sample from the extended Baryon Oscillation Spectroscopic Survey (eBOSS) in the Sloan Digital Sky Survey IV (SDSS-IV). We use conditional abundance matching method to interpret the clustering measurements from $0.34h^{-1}\textrm{Mpc}$ to $70h^{-1}\textrm{Mpc}$. In order to account for the correlation between properties of emission line galaxies and their environment, we add a secondary connection between star formation rate of ELGs and halo accretion rate. Three parameters are introduced to model the ELG [OII] luminosity and to mimic the target selection of eBOSS ELGs. The parameters in our models are optimized using Markov Chain Monte Carlo (MCMC) method. We find that by conditionally matching star formation rate of galaxies and the halo accretion rate, we are able to reproduce the eBOSS ELG small scale clustering within 1$\sigma$ error level. Our best fit model shows that the eBOSS ELG sample only consists of $\sim 12\%$ of all star-forming galaxies, and the satellite fraction of eBOSS ELG sample is 19.3\%. We show that the effect of assembly bias is $\sim20\%$ on the two-point correlation function and $\sim5\%$ on the void probability function at scale of $r\sim 20 h^{-1}\rm Mpc$., Comment: MNRAS, Volume 519, Issue 3

The eighteenth data release of the Sloan Digital Sky Surveys (SDSS) is the first one for SDSS-V, the fifth generation of the survey. SDSS-V comprises three primary scientific programs, or "Mappers": Milky Way Mapper (MWM), Black Hole Mapper (BHM), and Local Volume Mapper (LVM). This data release contains extensive targeting information for the two multi-object spectroscopy programs (MWM and BHM), including input catalogs and selection functions for their numerous scientific objectives. We describe the production of the targeting databases and their calibration- and scientifically-focused components. DR18 also includes ~25,000 new SDSS spectra and supplemental information for X-ray sources identified by eROSITA in its eFEDS field. We present updates to some of the SDSS software pipelines and preview changes anticipated for DR19. We also describe three value-added catalogs (VACs) based on SDSS-IV data that have been published since DR17, and one VAC based on the SDSS-V data in the eFEDS field., Comment: Accepted to ApJS

This paper documents the seventeenth data release (DR17) from the Sloan Digital Sky Surveys; the fifth and final release from the fourth phase (SDSS-IV). DR17 contains the complete release of the Mapping Nearby Galaxies at Apache Point Observatory (MaNGA) survey, which reached its goal of surveying over 10,000 nearby galaxies. The complete release of the MaNGA Stellar Library (MaStar) accompanies this data, providing observations of almost 30,000 stars through the MaNGA instrument during bright time. DR17 also contains the complete release of the Apache Point Observatory Galactic Evolution Experiment 2 (APOGEE-2) survey which publicly releases infra-red spectra of over 650,000 stars. The main sample from the Extended Baryon Oscillation Spectroscopic Survey (eBOSS), as well as the sub-survey Time Domain Spectroscopic Survey (TDSS) data were fully released in DR16. New single-fiber optical spectroscopy released in DR17 is from the SPectroscipic IDentification of ERosita Survey (SPIDERS) sub-survey and the eBOSS-RM program. Along with the primary data sets, DR17 includes 25 new or updated Value Added Catalogs (VACs). This paper concludes the release of SDSS-IV survey data. We apply a novel statistical analysis to measurements of 16 elemental abundances in 34,410 Milky Way disk stars from the final data release (DR17) of APOGEE-2. Building on recent work, we fit median abundance ratio trends [X/Mg] vs. [Mg/H] with a 2-process model, which decomposes abundance patterns into a "prompt" component tracing core collapse supernovae and a "delayed" component tracing Type Ia supernovae. For each sample star, we fit the amplitudes of these two components, then compute the residuals \Delta[X/H] from this two-parameter fit. The rms residuals range from ~0.01-0.03 dex for the most precisely measured APOGEE abundances to ~0.1 dex for Na, V, and Ce. The correlations of residuals reveal a complex underlying structure, including a correlated element group comprised of Ca, Na, Al, K, Cr, and Ce and a separate group comprised of Ni, V, Mn, and Co. Selecting stars poorly fit by the 2-process model reveals a rich variety of physical outliers and sometimes subtle measurement errors. Residual abundances allow comparison of populations controlled for differences in metallicity and [\alpha/Fe]. Relative to the main disk (R=3-13 kpc, |Z|<2 kpc), we find nearly identical abundance patterns in the outer disk (R=15-17 kpc), 0.05-0.2 dex depressions of multiple elements in LMC and Gaia Sausage/Enceladus stars, and wild deviations (0.4-1 dex) of multiple elements in \omega Cen. Residual abundance analysis opens new opportunities for discovering chemically distinctive stars and stellar populations, for empirically constraining nucleosynthetic yields, and for testing chemical evolution models that include stochasticity in the production and redistribution of elements., Comment: Submitted to AAS journals. Robotic fiber positioner (RFP) arrays are becoming heavily adopted in wide field massively multiplexed spectroscopic survey instruments. RFP arrays decrease nightly operational overheads through rapid reconfiguration between fields and exposures. In comparison to similar instruments, SDSS-V has selected a very dense RFP packing scheme where any point in a field is typically accessible to three or more robots. This design provides flexibility in target assignment. However, the task of collision-less trajectory planning is especially challenging. We present two multi-agent distributed control strategies that are highly efficient and computationally inexpensive for determining collision-free paths for RFPs in heavily overlapping workspaces. We demonstrate that a reconfiguration path between two arbitrary robot configurations can be efficiently found if "folded" state, in which all robot arms are retracted and aligned in a lattice-like orientation, is inserted between the initial and final states. Although developed for SDSS-V, the approach we describe is generic and so applicable to a wide range of RFP designs and layouts. Robotic fiber positioner technology continues to advance rapidly, and in the near future ultra-densely packed RFP designs may be feasible. Our algorithms are especially capable in routing paths in very crowded environments, where we see efficient results even in regimes significantly more crowded than the SDSS-V RFP design., Comment: To be published in the Astronomical Journal

We present 2000 mock galaxy catalogs for the analysis of baryon acoustic oscillations in the Emission Line Galaxy (ELG) sample of the Extended Baryon Oscillation Spectroscopic Survey Data Release 16 (eBOSS DR16). Each mock catalog has a number density of $6.7 \times 10^{-4} h^3 \rm Mpc^{-3}$, covering a redshift range from 0.6 to 1.1. The mocks are calibrated to small-scale eBOSS ELG clustering measurements at scales of around 10 $h^{-1}$Mpc. The mock catalogs are generated using a combination of GaLAxy Mocks (GLAM) simulations and the Quick Particle-Mesh (QPM) method. GLAM simulations are used to generate the density field, which is then assigned dark matter halos using the QPM method. Halos are populated with galaxies using a halo occupation distribution (HOD). The resulting mocks match the survey geometry and selection function of the data, and have slightly higher number density which allows room for systematic analysis. The large-scale clustering of mocks at the baryon acoustic oscillation (BAO) scale is consistent with data and we present the correlation matrix of the mocks., Comment: 12 pages, 11 figures, submitted to MNRAS

We present the cosmological implications from final measurements of clustering using galaxies, quasars, and Ly$\alpha$ forests from the completed Sloan Digital Sky Survey (SDSS) lineage of experiments in large-scale structure. These experiments, composed of data from SDSS, SDSS-II, BOSS, and eBOSS, offer independent measurements of baryon acoustic oscillation (BAO) measurements of angular-diameter distances and Hubble distances relative to the sound horizon, $r_d$, from eight different samples and six measurements of the growth rate parameter, $f\sigma_8$, from redshift-space distortions (RSD). This composite sample is the most constraining of its kind and allows us to perform a comprehensive assessment of the cosmological model after two decades of dedicated spectroscopic observation. We show that the BAO data alone are able to rule out dark-energy-free models at more than eight standard deviations in an extension to the flat, $\Lambda$CDM model that allows for curvature. When combined with Planck Cosmic Microwave Background (CMB) measurements of temperature and polarization the BAO data provide nearly an order of magnitude improvement on curvature constraints. The RSD measurements indicate a growth rate that is consistent with predictions from Planck primary data and with General Relativity. When combining the results of SDSS BAO and RSD with external data, all multiple-parameter extensions remain consistent with a $\Lambda$CDM model. Regardless of cosmological model, the precision on $\Omega_\Lambda$, $H_0$, and $\sigma_8$, remains at roughly 1\%, showing changes of less than 0.6\% in the central values between models. The inverse distance ladder measurement under a o$w_0w_a$CDM yields $H_0= 68.20 \pm 0.81 \, \rm km\, s^{-1} Mpc^{-1}$, remaining in tension with several direct determination methods. This paper documents the sixteenth data release (DR16) from the Sloan Digital Sky Surveys; the fourth and penultimate from the fourth phase (SDSS-IV). This is the first release of data from the southern hemisphere survey of the Apache Point Observatory Galactic Evolution Experiment 2 (APOGEE-2); new data from APOGEE-2 North are also included. DR16 is also notable as the final data release for the main cosmological program of the Extended Baryon Oscillation Spectroscopic Survey (eBOSS), and all raw and reduced spectra from that project are released here. DR16 also includes all the data from the Time Domain Spectroscopic Survey (TDSS) and new data from the SPectroscopic IDentification of ERosita Survey (SPIDERS) programs, both of which were co-observed on eBOSS plates. DR16 has no new data from the Mapping Nearby Galaxies at Apache Point Observatory (MaNGA) survey (or the MaNGA Stellar Library "MaStar"). Integral field spectroscopy can map astronomical objects spatially and spectroscopically. Due to instrumental and atmospheric effects, it is common for integral field instruments to yield a sampling of the sky image that is both irregular and wavelength-dependent. Most subsequent analysis procedures require a regular, wavelength independent sampling (for example a fixed rectangular grid), and thus an initial step of fundamental importance is to resample the data onto a new grid. The best possible resampling would produce a well-sampled image, with a resolution equal to that imposed by the intrinsic spatial resolution of the instrument, telescope, and atmosphere, and with no statistical correlations between neighboring pixels. A standard method in the field to produce a regular set of samples from an irregular set of samples is Shepard's method, but Shepard's method typically yields images with a degraded resolution and large statistical correlations between pixels. Here we introduce a new method, which improves on Shepard's method in both these respects. We apply this method to data from the Mapping Nearby Galaxies at Apache Point Observatory survey, part of Sloan Digital Sky Survey IV, demonstrating a full-width half maximum close to that of the intrinsic resolution (and ~ 16% better than Shepard's method) and low statistical correlations between pixels. These results nearly achieve the ideal resampling. Twenty years have passed since first light for the Sloan Digital Sky Survey (SDSS). Here, we release data taken by the fourth phase of SDSS (SDSS-IV) across its first three years of operation (July 2014-July 2017). This is the third data release for SDSS-IV, and the fifteenth from SDSS (Data Release Fifteen; DR15). New data come from MaNGA - we release 4824 datacubes, as well as the first stellar spectra in the MaNGA Stellar Library (MaStar), the first set of survey-supported analysis products (e.g. stellar and gas kinematics, emission line, and other maps) from the MaNGA Data Analysis Pipeline (DAP), and a new data visualisation and access tool we call "Marvin". The next data release, DR16, will include new data from both APOGEE-2 and eBOSS; those surveys release no new data here, but we document updates and corrections to their data processing pipelines. The release is cumulative; it also includes the most recent reductions and calibrations of all data taken by SDSS since first light. In this paper we describe the location and format of the data and tools and cite technical references describing how it was obtained and processed. The SDSS website (www.sdss.org) has also been updated, providing links to data downloads, tutorials and examples of data use. We present the first release of the MaNGA Stellar Library (MaStar), which is a large, well-calibrated, high-quality empirical library covering the wavelength range of 3,622-10,354A at a resolving power of R~1800. The spectra were obtained using the same instrument as used by the Mapping Nearby Galaxies at Apache Point Observatory (MaNGA) project, by piggybacking on the SDSS-IV/APOGEE-2N observations. Compared to previous empirical libraries, the MaStar library will have a higher number of stars and a more comprehensive stellar-parameter coverage, especially of cool dwarfs, low-metallicity stars, and stars with different [alpha/Fe], achieved by a sophisticated target selection strategy that takes advantage of stellar-parameter catalogs from the literature. This empirical library will provide a new basis for stellar population synthesis, and is particularly well-suited for stellar-population analysis of MaNGA galaxies. The first version of the library contains 8646 high-quality per-visit spectra for 3321 unique stars. Compared to photometry, the relative flux calibration of the library is accurate to 3.9% in g-r, 2.7% in r-i, and 2.2% in i-z. The data are released as part of Sloan Digital Sky Survey Data Release 15. SDSS-V will be an all-sky, multi-epoch spectroscopic survey of over six million objects. It is designed to decode the history of the Milky Way, trace the emergence of the chemical elements, reveal the inner workings of stars, and investigate the origin of planets. It will also create an integral-field spectroscopic map of the gas in the Galaxy and the Local Group that is 1,000x larger than the current state of the art and at high enough spatial resolution to reveal the self-regulation mechanisms of galactic ecosystems. SDSS-V will pioneer systematic, spectroscopic monitoring across the whole sky, revealing changes on timescales from 20 minutes to 20 years. The survey will thus track the flickers, flares, and radical transformations of the most luminous persistent objects in the universe: massive black holes growing at the centers of galaxies. The scope and flexibility of SDSS-V will be unique among extant and future spectroscopic surveys: it is all-sky, with matched survey infrastructures in both hemispheres; it provides near-IR and optical multi-object fiber spectroscopy that is rapidly reconfigurable to serve high target densities, targets of opportunity, and time-domain monitoring; and it provides optical, ultra-wide-field integral field spectroscopy. SDSS-V, with its programs anticipated to start in 2020, will be well-timed to multiply the scientific output from major space missions (e.g., TESS, Gaia, eROSITA) and ground-based projects. SDSS-V builds on the 25-year heritage of SDSS's advances in data analysis, collaboration infrastructure, and product deliverables. The project is now refining its science scope, optimizing the survey strategies, and developing new hardware that builds on the SDSS-IV infrastructure. The fourth generation of the Sloan Digital Sky Survey (SDSS-IV) has been in operation since July 2014. This paper describes the second data release from this phase, and the fourteenth from SDSS overall (making this, Data Release Fourteen or DR14). This release makes public data taken by SDSS-IV in its first two years of operation (July 2014-2016). Like all previous SDSS releases, DR14 is cumulative, including the most recent reductions and calibrations of all data taken by SDSS since the first phase began operations in 2000. New in DR14 is the first public release of data from the extended Baryon Oscillation Spectroscopic Survey (eBOSS); the first data from the second phase of the Apache Point Observatory (APO) Galactic Evolution Experiment (APOGEE-2), including stellar parameter estimates from an innovative data driven machine learning algorithm known as "The Cannon"; and almost twice as many data cubes from the Mapping Nearby Galaxies at APO (MaNGA) survey as were in the previous release (N = 2812 in total). This paper describes the location and format of the publicly available data from SDSS-IV surveys. We provide references to the important technical papers describing how these data have been taken (both targeting and observation details) and processed for scientific use. We describe the sample design for the SDSS-IV MaNGA survey and present the final properties of the main samples along with important considerations for using these samples for science. Our target selection criteria were developed while simultaneously optimizing the size distribution of the MaNGA integral field units (IFUs), the IFU allocation strategy, and the target density to produce a survey defined in terms of maximizing S/N, spatial resolution, and sample size. Our selection strategy makes use of redshift limits that only depend on i-band absolute magnitude ($M_i$), or, for a small subset of our sample, $M_i$ and color (NUV-i). Such a strategy ensures that all galaxies span the same range in angular size irrespective of luminosity and are therefore covered evenly by the adopted range of IFU sizes. We define three samples: the Primary and Secondary samples are selected to have a flat number density with respect to $M_i$ and are targeted to have spectroscopic coverage to 1.5 and 2.5 effective radii (Re), respectively. The Color-Enhanced supplement increases the number of galaxies in the low-density regions of color-magnitude space by extending the redshift limits of the Primary sample in the appropriate color bins. The samples cover the stellar mass range $5\times10^8 \leq M_* \leq 3\times10^{11} M_{\odot}$ and are sampled at median physical resolutions of 1.37 kpc and 2.5 kpc for the Primary and Secondary samples respectively. We provide weights that will statistically correct for our luminosity and color-dependent selection function and IFU allocation strategy, thus correcting the observed sample to a volume limited sample., Comment: Accepted for publication in AJ

As astronomers increasingly exploit the information available in the time domain, spectroscopic variability in particular opens broad new channels of investigation. Here we describe the selection algorithms for all targets intended for repeat spectroscopy in the Time Domain Spectroscopic Survey (TDSS), part of the extended Baryon Oscillation Spectroscopic Survey within the Sloan Digital Sky Survey-IV. Also discussed are the scientific rationale and technical constraints leading to these target selections. The TDSS includes a large "Repeat Quasar Spectroscopy" (RQS) program delivering ~13,000 repeat spectra of confirmed SDSS quasars, and several smaller "Few-Epoch Spectroscopy" (FES) programs targeting specific classes of quasars as well as stars. The RQS program aims to provide a large and diverse quasar data set for studying variations in quasar spectra on timescales of years, a comparison sample for the FES quasar programs, and opportunity for discovering rare, serendipitous events. The FES programs cover a wide variety of phenomena in both quasars and stars. Quasar FES programs target broad absorption line quasars, high signal-to-noise ratio normal broad line quasars, quasars with double-peaked or very asymmetric broad emission line profiles, binary supermassive black hole candidates, and the most photometrically variable quasars. Strongly variable stars are also targeted for repeat spectroscopy, encompassing many types of eclipsing binary systems, and classical pulsators like RR Lyrae. Other stellar FES programs allow spectroscopic variability studies of active ultracool dwarf stars, dwarf carbon stars, and white dwarf/M dwarf spectroscopic binaries. We present measurements of the Baryon Acoustic Oscillation (BAO) scale in redshift-space using the clustering of quasars. We consider a sample of 147,000 quasars from the extended Baryon Oscillation Spectroscopic Survey (eBOSS) distributed over 2044 square degrees with redshifts $0.8 < z < 2.2$ and measure their spherically-averaged clustering in both configuration and Fourier space. Our observational dataset and the 1400 simulated realizations of the dataset allow us to detect a preference for BAO that is greater than 2.8$\sigma$. We determine the spherically averaged BAO distance to $z = 1.52$ to 3.8 per cent precision: $D_V(z=1.52)=3843\pm147 \left(r_{\rm d}/r_{\rm d, fid}\right)\ $Mpc. This is the first time the location of the BAO feature has been measured between redshifts 1 and 2. Our result is fully consistent with the prediction obtained by extrapolating the Planck flat $\Lambda$CDM best-fit cosmology. All of our results are consistent with basic large-scale structure (LSS) theory, confirming quasars to be a reliable tracer of LSS, and provide a starting point for numerous cosmological tests to be performed with eBOSS quasar samples. We combine our result with previous, independent, BAO distance measurements to construct an updated BAO distance-ladder. We describe the Sloan Digital Sky Survey IV (SDSS-IV), a project encompassing three major spectroscopic programs. The Apache Point Observatory Galactic Evolution Experiment 2 (APOGEE-2) is observing hundreds of thousands of Milky Way stars at high resolution and high signal-to-noise ratio in the near-infrared. The Mapping Nearby Galaxies at Apache Point Observatory (MaNGA) survey is obtaining spatially-resolved spectroscopy for thousands of nearby galaxies (median redshift of z = 0.03). The extended Baryon Oscillation Spectroscopic Survey (eBOSS) is mapping the galaxy, quasar, and neutral gas distributions between redshifts z = 0.6 and 3.5 to constrain cosmology using baryon acoustic oscillations, redshift space distortions, and the shape of the power spectrum. Within eBOSS, we are conducting two major subprograms: the SPectroscopic IDentification of eROSITA Sources (SPIDERS), investigating X-ray AGN and galaxies in X-ray clusters, and the Time Domain Spectroscopic Survey (TDSS), obtaining spectra of variable sources. All programs use the 2.5-meter Sloan Foundation Telescope at Apache Point Observatory; observations there began in Summer 2014. APOGEE-2 also operates a second near-infrared spectrograph at the 2.5-meter du Pont Telescope at Las Campanas Observatory, with observations beginning in early 2017. Observations at both facilities are scheduled to continue through 2020. Fiber-fed multi-object spectroscopic surveys, with their ability to collect an unprecedented number of redshifts, currently dominate large-scale structure studies. However, physical constraints limit these surveys from successfully collecting redshifts from galaxies too close to each other on the focal plane. This ultimately leads to significant systematic effects on galaxy clustering measurements. Using simulated mock catalogs, we demonstrate that fiber collisions have a significant impact on the power spectrum, $P(k)$, monopole and quadrupole that exceeds sample variance at scales smaller than $k\sim0.1~h/Mpc$. We present two methods to account for fiber collisions in the power spectrum. The first, statistically reconstructs the clustering of fiber collided galaxy pairs by modeling the distribution of the line-of-sight displacements between them. It also properly accounts for fiber collisions in the shot-noise correction term of the $P(k)$ estimator. Using this method, we recover the true $P(k)$ monopole of the mock catalogs with residuals of $<0.5\%$ at $k=0.3~h/Mpc$ and $<4\%$ at $k=0.83~h/Mpc$ -- a significant improvement over existing correction methods. The quadrupole, however, does not improve significantly. The second method models the effect of fiber collisions on the power spectrum as a convolution with a configuration space top-hat function that depends on the physical scale of fiber collisions. It directly computes theoretical predictions of the fiber-collided $P(k)$ multipoles and reduces the influence of smaller scales to a set of nuisance parameters. Using this method, we reliably model the effect of fiber collisions on the monopole and quadrupole down to the scale limits of theoretical predictions. Mapping Nearby Galaxies at Apache Point Observatory (MaNGA) is an optical fiber-bundle integral-field unit (IFU) spectroscopic survey that is one of three core programs in the fourth-generation Sloan Digital Sky Survey (SDSS-IV). With a spectral coverage of 3622 - 10,354 Angstroms and an average footprint of ~ 500 arcsec^2 per IFU the scientific data products derived from MaNGA will permit exploration of the internal structure of a statistically large sample of 10,000 low redshift galaxies in unprecedented detail. Comprising 174 individually pluggable science and calibration IFUs with a near-constant data stream, MaNGA is expected to obtain ~ 100 million raw-frame spectra and ~ 10 million reduced galaxy spectra over the six-year lifetime of the survey. In this contribution, we describe the MaNGA Data Reduction Pipeline (DRP) algorithms and centralized metadata framework that produces sky-subtracted, spectrophotometrically calibrated spectra and rectified 3-D data cubes that combine individual dithered observations. For the 1390 galaxy data cubes released in Summer 2016 as part of SDSS-IV Data Release 13 (DR13), we demonstrate that the MaNGA data have nearly Poisson-limited sky subtraction shortward of ~ 8500 Angstroms and reach a typical 10-sigma limiting continuum surface brightness mu = 23.5 AB/arcsec^2 in a five arcsec diameter aperture in the g band. The wavelength calibration of the MaNGA data is accurate to 5 km/s rms, with a median spatial resolution of 2.54 arcsec FWHM (1.8 kpc at the median redshift of 0.037) and a median spectral resolution of sigma = 72 km/s., Comment: 37 pages, 22 figures. The MaNGA Survey (Mapping Nearby Galaxies at Apache Point Observatory) is one of three core programs in the Sloan Digital Sky Survey IV. It is obtaining integral field spectroscopy (IFS) for 10K nearby galaxies at a spectral resolution of R~2000 from 3,622-10,354A. The design of the survey is driven by a set of science requirements on the precision of estimates of the following properties: star formation rate surface density, gas metallicity, stellar population age, metallicity, and abundance ratio, and their gradients; stellar and gas kinematics; and enclosed gravitational mass as a function of radius. We describe how these science requirements set the depth of the observations and dictate sample selection. The majority of targeted galaxies are selected to ensure uniform spatial coverage in units of effective radius (Re) while maximizing spatial resolution. About 2/3 of the sample is covered out to 1.5Re (Primary sample), and 1/3 of the sample is covered to 2.5Re (Secondary sample). We describe the survey execution with details that would be useful in the design of similar future surveys. We also present statistics on the achieved data quality, specifically, the point spread function, sampling uniformity, spectral resolution, sky subtraction, and flux calibration. For our Primary sample, the median r-band signal-to-noise ratio is ~73 per 1.4A pixel for spectra stacked between 1-1.5 Re. Measurements of various galaxy properties from the first year data show that we are meeting or exceeding the defined requirements for the majority of our science goals., Comment: 34 pages, 31 figures. We present the first scientific results from the luminous red galaxy sample (LRG) of the extended Baryon Oscillation Spectroscopic Survey (eBOSS). We measure the small and intermediate scale clustering from a sample of more than 61,000 galaxies in the redshift range $0.6 < z < 0.9$. We interpret these measurements in the framework of the Halo Occupation Distribution. The bias of eBOSS LRGs is $2.30 \pm 0.03$, with a satellite fraction of $13\pm3$\% and a mean halo mass of $2.5\times10^{13}h^{-1}M_{\odot}$. These results are consistent with expectations, demonstrating that eBOSS galaxies will be reliable tracers of large scale structure at $z\sim 0.7$. The eBOSS galaxy bias implies a scatter of luminosity at fixed halo mass, $\sigma_{\log L}$, of 0.19 dex. Using the clustering of massive galaxies from BOSS-CMASS, BOSS-LOWZ, and SDSS, we find that $\sigma_{\log L}=0.19$ is consistent with observations over the full redshift range that these samples cover. Mapping Nearby Galaxies at Apache Point Observatory (MaNGA), one of three core programs in the Sloan Digital Sky Survey-IV (SDSS-IV), is an integral-field spectroscopic (IFS) survey of roughly 10,000 nearby galaxies. It employs dithered observations using 17 hexagonal bundles of 2 arcsec fibers to obtain resolved spectroscopy over a wide wavelength range of 3,600-10,300A. To map the internal variations within each galaxy, we need to perform accurate {\it spectral surface photometry}, which is to calibrate the specific intensity at every spatial location sampled by each individual aperture element of the integral field unit. The calibration must correct only for the flux loss due to atmospheric throughput and the instrument response, but not for losses due to the finite geometry of the fiber aperture. This requires the use of standard star measurements to strictly separate these two flux loss factors (throughput versus geometry), a difficult challenge with standard single-fiber spectroscopy techniques due to various practical limitations. Therefore, we developed a technique for spectral surface photometry using multiple small fiber-bundles targeting standard stars simultaneously with galaxy observations. We discuss the principles of our approach and how they compare to previous efforts, and we demonstrate the precision and accuracy achieved. MaNGA's relative calibration between the wavelengths of H$\alpha$ and H$\beta$ has a root-mean-square (RMS) of 1.7%, while that between [NII] $\lambda$6583A and [OII] $\lambda$3727A has an RMS of 4.7%. Using extinction-corrected star formation rates and gas-phase metallicities as an illustration, this level of precision guarantees that flux calibration errors will be sub-dominant when estimating these quantities. The Apache Point Observatory Galactic Evolution Experiment (APOGEE), one of the programs in the Sloan Digital Sky Survey III (SDSS-III), has now completed its systematic, homogeneous spectroscopic survey sampling all major populations of the Milky Way. After a three year observing campaign on the Sloan 2.5-m Telescope, APOGEE has collected a half million high resolution (R~22,500), high S/N (>100), infrared (1.51-1.70 microns) spectra for 146,000 stars, with time series information via repeat visits to most of these stars. This paper describes the motivations for the survey and its overall design---hardware, field placement, target selection, operations---and gives an overview of these aspects as well as the data reduction, analysis and products. An index is also given to the complement of technical papers that describe various critical survey components in detail. Finally, we discuss the achieved survey performance and illustrate the variety of potential uses of the data products by way of a number of science demonstrations, which span from time series analysis of stellar spectral variations and radial velocity variations from stellar companions, to spatial maps of kinematics, metallicity and abundance patterns across the Galaxy and as a function of age, to new views of the interstellar medium, the chemistry of star clusters, and the discovery of rare stellar species. The uncertain origin of the recently-discovered `changing-looking' quasar phenomenon -- in which a luminous quasar dims significantly to a quiescent state in repeat spectroscopy over ~10 year timescales -- may present unexpected challenges to our understanding of quasar accretion. To better understand this phenomenon, we take a first step to building a sample of changing-look quasars with a systematic but simple archival search for these objects in the Sloan Digital Sky Survey Data Release 12. By leveraging the >10 year baselines for objects with repeat spectroscopy, we uncover two new changing-look quasars, and a third discovered previously. Decomposition of the multi-epoch spectra and analysis of the broad emission lines suggest that the quasar accretion disk emission dims due to rapidly decreasing accretion rates (by factors of >2.5), while disfavoring changes in intrinsic dust extinction for the two objects where these analyses are possible. Broad emission line energetics also support intrinsic dimming of quasar emission as the origin for this phenomenon rather than transient tidal disruption events or supernovae. Although our search criteria included quasars at all redshifts and transitions from either quasar-like to galaxy-like states or the reverse, all of the clear cases of changing-look quasars discovered were at relatively low-redshift (z ~ 0.2 - 0.3) and only exhibit quasar-like to galaxy-like transitions., Comment: 15 pages, 8 figures. We describe the algorithm used to select the Luminous Red Galaxy (LRG) sample for the extended Baryon Oscillation Spectroscopic Survey (eBOSS) of the Sloan Digital Sky Survey IV (SDSS-IV) using photometric data from both the SDSS and the Wide-Field Infrared Survey Explorer (WISE). LRG targets are required to meet a set of color selection criteria and have z-band and i-band MODEL magnitudes z < 19.95 and 19.9 < i < 21.8, respectively. Our algorithm selects roughly 50 LRG targets per square degree, the great majority of which lie in the redshift range 0.6 < z < 1.0 (median redshift 0.71). We demonstrate that our methods are highly effective at eliminating stellar contamination and lower-redshift galaxies. We perform a number of tests using spectroscopic data from SDSS-III/BOSS to determine the redshift reliability of our target selection and its ability to meet the science requirements of eBOSS. The SDSS spectra are of high enough signal-to-noise ratio that at least 89% of the target sample yields secure redshift measurements. We also present tests of the uniformity and homogeneity of the sample, demonstrating that it should be clean enough for studies of the large-scale structure of the universe at higher redshifts than SDSS-III/BOSS LRGs reached., Comment: Submitted in ApJS, 15 pages, 10 figures

The Extended Baryon Oscillation Spectroscopic Survey (eBOSS) will conduct novel cosmological observations using the BOSS spectrograph at Apache Point Observatory. Observations will be simultaneous with the Time Domain Spectroscopic Survey (TDSS) designed for variability studies and the Spectroscopic Identification of eROSITA Sources (SPIDERS) program designed for studies of X-ray sources. eBOSS will use four different tracers to measure the distance-redshift relation with baryon acoustic oscillations (BAO). Using more than 250,000 new, spectroscopically confirmed luminous red galaxies at a median redshift z=0.72, we project that eBOSS will yield measurements of $d_A(z)$ to an accuracy of 1.2% and measurements of H(z) to 2.1% when combined with the z>0.6 sample of BOSS galaxies. With ~195,000 new emission line galaxy redshifts, we expect BAO measurements of $d_A(z)$ to an accuracy of 3.1% and H(z) to 4.7% at an effective redshift of z= 0.87. A sample of more than 500,000 spectroscopically-confirmed quasars will provide the first BAO distance measurements over the redshift range 0.92.1; these new data will enhance the precision of $d_A(z)$ and H(z) by a factor of 1.44 relative to BOSS. Furthermore, eBOSS will provide improved tests of General Relativity on cosmological scales through redshift-space distortion measurements, improved tests for non-Gaussianity in the primordial density field, and new constraints on the summed mass of all neutrino species.
