Mozambique is a resource-rich energy hub, yet rural community access to electricity remains low, and urban centres suffer poor service quality. Aging transmission infrastructure, consumer growth, erratic generation, and extreme weather events exacerbate power cuts and oscillations that disrupt household activities and damage appliances. Through qualitative critical policy analysis of household (n = 120) and public/private stakeholder (n = 87) interviews in the four largest cities of Mozambique (Maputo, Matola, Beira and Nampula) we assess diverse perspectives on reliability, affordability, and investment/revenue-raising to meet SDG7 to provide clean, modern energy services for all. We find that although electricity tariffs commonly exceed household budgets, they remain politicised and are not cost-reflective – putting the national utility Electricidade de Mocambique E.P. (EDM) into growing debt and imminent insolvency, hindering its ability to ensure reliable, quality and affordable services. We recommend unbundling the electricity sector to enable EDM and the energy regulator (Autoridade Reguladora de Energia – ARENE) to be managed independently, and reducing state-induced inefficiencies that limit their ability to make transparent and fair decisions on tariffs, their institutional capacity and performance, and the development of the power sector.

The lack of water in arid and semi-arid regions has often limited agricultural production. Indeed, even where water is available for irrigation, the lack of electricity, as well as the high costs of diesel, has created constraints on small farmers. The purpose of this research is to review the renewable energy potential available in arid and semi-arid zones that can be used for irrigation as a substitute for fossil fuels. In this review, the solar thermal irrigation, solar photovoltaic (PV) irrigation, wind pumping and biomass pumping are discussed. The comparison of different hybrid pumping systems and analyses of renewable sources irrigation assessment in arid and semi-arid regions of Mozambique also are discussed. The results of this study showed that there are still certain technological limitations regarding the use of solar thermal energy for irrigation. As far as wind power is concerned, the analysis of the pumping water life cycle cost showed that the wind power water pumping system is more economical and viable compared to the diesel based system. However, the study concluded that photovoltaic solar energy has been shown to be more viable for pumping water for irrigation in arid and semi-arid regions.

Solar thermal systems have been widely used to increase energy efficiency in residential sector, since it became one of the top priorities in many countries to mitigate the electricity shortage. Thus, for better deployment of solar thermal systems in the residential sector it is important to understand the household electricity consumption and energy usage for domestic hot water, though developing countries lack this type of accurate data. This work assesses a domestic hot water technology transition to solar thermal systems in the urban areas of developing countries, taking as case study Maputo city, in Mozambique. First, a survey was made to the domestic hot water needs, demand and usage, in 700 households, 28 neighbourhoods of Maputo, having identified the sources and technologies used to heat water and quantified the domestic hot water needs. Then, the impact on energy demand, cost and CO2 emissions of domestic hot water technology change to solar thermal systems was modelled as well as the impact on electricity grid. The survey results point that the predominant energy sources used for domestic hot water in urban areas are electricity and biomass with nearly 46% and 41% shares, respectively. Further, results show that the domestic hot water technology used depends on household income, being the electric water heaters mostly used in households with relatively high-income. The technology transition to solar thermal systems results in a positive impact on the grid by reducing up to 65.7% the domestic hot water electricity demand and 78.7% of the CO2 emissions, while the economic savings are up to 244 USD/household/year. However, peak load is expected to increase by 11%, suggesting the need for load management policy implementation.

The Zambezi River Basin in southern Africa is relatively undeveloped from both a hydropower and irrigated agriculture perspective, despite the existence of the large Kariba and Cahora Bassa dams. Accelerating economic growth increases the potential for competition for water between hydropower and irrigated agriculture, and climate change will add additional stresses to this system. The objective of this study was to assess the vulnerability of major existing and planned new hydropower plants to changes in climate and upstream irrigation demand. Our results show that Kariba is highly vulnerable to a drying climate, potentially reducing average electricity generation by 12 %. Furthermore, the expansion of Kariba generating capacity is unlikely to deliver the expected increases in production even under a favourable climate. The planned Batoka Gorge plant may also not be able to reach the anticipated production levels from the original feasibility study. Cahora Bassa’s expansion is viable under a wetting climate, but its potential is less likely to be realised under a drying climate. The planned Mphanda Nkuwa plant can reach expected production levels under both climates if hydropower is given water allocation priority, but not if irrigation is prioritised, which is likely. For both Cahora Bassa and Mphanda Nkuwa, prioritising irrigation demand over hydropower could severely compromise these plants’ output. Therefore, while climate change is the most important overall driver of variation in hydropower potential, increased irrigation demand will also have a major negative impact on downstream plants in Mozambique. This implies that climate change and upstream development must be explicitly incorporated into both project and system expansion planning.

A “Solar Salt” (NaNO3–KNO360 : 40 molar mixture) latent heat storage has been charged by direct solar illumination. Solar Salt as a Phase Change Material (PCM) can be an attractive small scale heat storage solution, as the melting temperature of about 220°C can be suitable for cooking purposes. The tests were made with a double-reflector setup. In this setup a secondary reflector positioned above the focal point of the primary reflector directs the rays onto a heat storage positioned below a hole in the primary reflector. The reflectors are tracking the sun, but the storage is stationary. The direct illumination of the absorber top plate during the tracking of the sun melted the salt in the storage through conducting fins. This is a system where portable heat batteries can be charged, during sunshine hours, and then provide heat for cooking during evening times.

Several African countries in the Western Indian Ocean (WIO) endure insufficiencies in the power sector, including both generation and distribution. One important step towards increasing energy security and availability is to intensify the use of renewable energy sources. The access to cost-efficient hydropower is low in coastal and island regions and combinations of different renewable energy sources will play an increasingly important role. In this study the physical preconditions for renewable ocean energy are investigated, considering the specific context of the WIO countries. Global-level resource assessments and oceanographic literature and data have been compiled in an analysis of the match between technology-specific requirements for ocean energy technologies (wave power, ocean thermal energy conversion (OTEC), tidal barrages, tidal current turbines, and ocean current power) and the physical resources in 13 WIO regions Kenya, Seychelles, Northern Tanzania and Zanzibar, Southern Tanzania, Comoros and Mayotte, Northern-, Central-, and Southern Mozambique, Western-, Eastern-, and Southern Madagascar, Reunion, and Mauritius. The results show high potential for wave power over vast coastal stretches in southern parts of the WIO and high potential for OTEC at specific locations in Mozambique, Comoros, Reunion, and Mauritius. The potential for tidal power and ocean current power is more restricted but may be of interest at some locations. The findings are discussed in relation to currently used electricity sources and the potential for solar photovoltaic and wind power. Temporal variations in resource intensity as well as the differences between small-scale and large-scale applications are considered.

Just as with other Southern African Development Community (SADC) countries, Mozambique faces severe, interrelated problems of energy and environment linked, with massive consumption of fuel wood biomass. The conventional power grid provides less than 7% of the energy needs for the country’s 17 million inhabitants, and about 83% of the energy consumed in the country comes from biomass. Renewable energy resources can play an important role in the process of development of the country. From the vast renewable energy resources available in the country, solar energy represents one of those with the highest potential. Thus, the evaluation of the potential of solar energy systems in small-scale applications suitable for villages is a strategically good starting point for promotion of sustainable rural development. One of the major impediments in carrying out such studies is the fact that the exact behaviour of solar energy resources throughout the country has not been well studied. In this paper a general characterisation of the global, diffuse and direct solar radiation fields in Mozambique is presented. The study is based on experimental data measured by the National Institute of Meteorology (INAM) in the period 1970- 2000. For these analyses global, diffuse and direct solar radiation data from three stations along the coast line and three stations in the interior of the country have been used. The six stations were representative of the three main regions of the country, namely south, centre and north. Furthermore, sunshine hours data of one selected station was analysed.
