2. Re-learning culture in cities beyond the West.

Urban scholars have long engaged with the role of culture in cities. Tracing this debate, this article outlines the evolutions of culture as an object of study in inquiries on the urban and wishes to trouble two persisting trends in this literature. The first is a geographical and theoretical Eurocentric vision of culture, often framing cities beyond the West as exceptions or needing validation through a comparison with a Western case or theoretical model; the second is an economistic vision of culture under neoliberalism, neglecting the political and ideological dimensions of culture. As a step in overcoming these limitations, this article builds around the notion of 're-learning', to re-insert memory, informality and conflicting heritage into the debate on culture in cities. Drawing on an ethnography of the street 'Avenida 26' in Bogotá, Colombia, the article shows that informal cultural practices in the middle of segregation and urban violence can hardly be grasped through the current framing of culture in cities. Yet, they invite an opening up of such a framing to include different ways to cohabit and navigate space through everyday minor engagements. These multifaceted cultural realities urge us to 're-learn' culture in cities anywhere and advance theorisation on culture that takes non-Western urban spaces seriously. [ABSTRACT FROM AUTHOR]

3. Exploring Domains of Quality-of-Life with Vulnerable Young People in Bogotá: A Capability Approach Perspective.

Young adults aged 18–28 represent a pivotal demographic whose experiences of inequality significantly shape their life trajectories in cities. Despite their potential for innovation and social advancement, public agendas often marginalize their needs and aspirations. This paper explores urban inequality among young adults by examining how they define and value different aspects of their daily lives when urban inequality is at play. Drawing on focus group discussions in two socioeconomically segregated urban districts in Bogotá, this paper employs the capability approach to construct a comprehensive list of 15 capability domains that young adults use to define and value their daily experiences. The paper adds to the existing literature a detail a step-by-step process involving the identification, selection, and ranking of relevant capabilities, with young adults actively engaged in value judgements through a deliberative process of public reasoning. Findings reveal that quality-of-life domains for young adults extend beyond traditional youth policy sectors, encompassing political participation, public space and mobility, social norms, and independence. The results not only expand the scope of existing youth agendas but also align with demands expressed during recent social unrest in Colombia and the region, where young adults have played a central and vocal role. El Observatorio Astronómico de Bogotá, primero en América construido por Fray Domingo Petrés, a inicios del siglo xix, lleva implícito una carga de conocimientos que generan aportes y desvelan hechos, prácticas y métodos constructivos de la época. Llevar a cabo un levantamiento arquitectónico riguroso, con el uso de Laserscanning en esta importante obra, se convierte en fuente invaluable de nuevo conocimiento. La construcción de los antecedentes históricos permite evidenciar los orígenes de la construcción y los métodos de representación gráfica, mediante, (1) las fuentes iconográficas, que contribuyen con una línea del tiempo hipotética para la restitución; (2) los insumos documentales como las descripciones de Caldas (1808) y los aportes de Gutiérrez et al., (1999), que registran el uso de manuales, así como la forma expresiva con la cual construyó y determinó su idea; y (3) las diferentes versiones de restitución comparadas, donde aparecen geometrizaciones ideales del observatorio.

The public transportation fare in a city is an important determinant of accessibility, equity, and quality of life for its citizens. This article makes a comparative quantitative analysis of the fare of the public transportation system in the city of Bogotá (Colombia), its evolution over time, and the impact on the poorest users. It compares with similar systems in Latin America and other cities in the world. The findings show that the fare has had high growth in US dollars (USD 0.38 in 2000 to 0.75 in 2024), but the purchasing capacity has increased with respect to the local minimum wage (10.84 tickets with a minimum daily wage, versus 14.69 in 2024). This rate is one of the highest in Latin America and has a high impact on lower-income citizens, since the purchase of 50 monthly tickets is equivalent to 15% of the local monthly minimum wage.

7. Factors Influencing Environmental Awareness and Solid Waste Management Practices in Bogotá: An Analysis Using Machine Learning.

The effective management of solid waste presents a pressing challenge within the environmental sector, given its adverse impacts on health and the environment (water, soil, air). This global concern is particularly relevant for cities striving to implement efficient waste management strategies. This study explores the factors that impact environmental awareness and solid waste management practices in Bogota, offering valuable insights for designing and implementing effective public policies and environmental management strategies. By understanding the drivers of environmental behavior among city residents, local authorities can devise more precise interventions and implement environmental education and awareness programs aimed at fostering sustainable waste management practices. The city of Bogota faces unique challenges in waste management, considering that the amount of waste generated per capita has increased fivefold in recent years, coupled with being a densely populated city. Data from the 2021 Environmental Culture Survey conducted by Bogota's Mayor's Office, consisting of 266,994 entries, was analyzed using LASSO regularized logistic regression. LASSO offers advantages such as automatic feature selection, multicollinearity reduction, regularization to prevent overfitting, computational efficiency, and flexibility in a variety of modeling problems. The study provides significant insights into waste separation behaviors in Bogota, Colombia. The algorithm, with a 70% accuracy coefficient, indicates a direct correlation with the number of years individuals have resided in the city, demonstrating a 3.2% increase in the probability of consistently separating waste. Residents of Usaquén, Chapinero, Barrios Unidos, Bosa, and Teusaquillo exhibit higher probabilities of consistent waste separation, while those in San Cristóbal, Usme, Suba, Antonio Nariño, Rafael Uribe Uribe, and Ciudad Bolívar tend to have lower probabilities. Confidence in the recycling process significantly impacts behavior, with a 62.7% increase in the probability of consistently separating waste among those assured of the process. The study also highlights the importance of recycling bin availability, as individuals with only one bin in the kitchen show an 81.2% likelihood of almost never separating waste. The discoveries from this study regarding the factors influencing household waste separation and recycling practices offer valuable insights for enhancing environmental education and promotion strategies. By delving into the intricate dynamics of sociodemographic, geographical, and attitudinal elements, this research sheds light on the complexities of waste separation behaviors. Bogota's Astronomical Observatory, the first in America, built by Fray Domingo Petrés at the beginning of the 19th century, carries an implicit load of knowledge that provides contributions and reveals facts, practices, and construction methods from its time. Therefore, carrying out a rigorous architectural survey by means of laser scanning in this remarkable building, becomes an invaluable source of new knowledge. The construction of the historical background makes it possible to demonstrate the origins of the construction and the methods of graphic representation through: (1) iconographic sources, which contribute to a hypothetical timeline for the restitution; (2) documentary inputs such as the descriptions of Caldas (1808) and the contributions of Gutiérrez et al, (1999), which record the use of manuals as well as the expressive form with which he constructed and determined his idea; and (3) the different versions of compared restitution, where the ideal geometries of the observatory appear. 14. Uncovering urban circadian pulses based on an animated cartogram: the example of Bogotá.

This paper describes a new kind of dynamic map showing the differing location of 'day' and 'night' populations and how they balance out over 24 h. To this end, we created a smoothed animated cartogram, with visual effectiveness as the main criterion. The area of study is the Bogotá metropolitan area in Colombia, where an urban mobility survey (EODH) was carried out in 2019. This paper emphasizes the method developed and the discussions which arose over the course of our work. We used R language to process the data and create the animations in order to make them reproducible, following an open-science approach. We mainly used the cartogramR and spatstat packages. Objetivo: analizar las prácticas de vigilancia policial y sus cambios en Bogotá entre 1935-1963, periodo caracterizado por complejas transformaciones urbanas. Metodología: se examinan las versiones de los policías sobre su trabajo diario, por medio de las publicaciones de la Revista de la Policía Nacional (RPN) y se las contrasta con otras fuentes de información, como los códigos de policía, revisiones de prensa y libros publicados sobre el actuar de la Policía respecto a los niños y jóvenes de la época. Para este ejercicio utilizo técnicas de análisis visual y de contenido del archivo desde una perspectiva transdisciplinar que implica la historia urbana, el estudio de los afectos y los estudios sobre movilidades. Originalidad: las investigaciones recientes sobre la policía a principios del siglo XX en América Latina y Colombia no han hecho énfasis específico en las prácticas de vigilancia ni en sus dimensiones espaciales y afectivas. Este trabajo se centra en ese vacío de conocimiento. Estas categorías permiten comprender la vigilancia, en sus operaciones específicas, como una práctica cotidiana y como un trabajo con tensiones y contradicciones propias, más allá de las interpretaciones reiteradas de la vigilancia como funcional para un sistema de gobierno o para las relaciones de poder, y permiten observar el papel de la Policía en el gobierno de la ciudad. Conclusiones: este texto interpreta la vigilancia urbana como una práctica de movilidad y una práctica afectiva que revela la participación de la policía en el complejo agenciamiento de la vida urbana. Se concluye que la vigilancia policial de las calles hacía parte de un régimen emocional y un sistema de prácticas que contribuyeron a configurar a la Policía como institución.

El artículo explora la problemática del feminicidio en Bogotá y la respuesta del Estado a través de la Estrategia de las Duplas de Atención Psicosocial de la Secretaría Distrital de la Mujer. Esta estrategia, vigente desde 2015, se enfoca en la atención interdisciplinaria de mujeres en riesgo de feminicidio, mediante el trabajo conjunto de trabajadoras sociales y psicólogas. La investigación resalta la importancia de esta estrategia por su enfoque interdisciplinario, su sostenibilidad a lo largo de varias administraciones y su capacidad de adaptación. Además, se subraya la manera como la estrategia enfrenta las barreras de acceso a la justicia y la atención, proporcionando un acompañamiento móvil y flexible. El artículo concluye que la estrategia representa una buena práctica para la prevención del feminicidio y la garantía de los derechos humanos de las mujeres, al tiempo que identifica desafíos y puntos para mejorar en la implementación de esta política pública.

It challenges the conventional mono-medial and mono-usage narratives of telephony by highlighting the diverse and multifaceted use of phones in the context of urban informality. The research explores how telemonederos emerged as a creative response to Bogotá’s socio-economic and technological dynamics, embodying accessible technology and entrepreneurial spirit. These devices, evolving within electronic bazaars and informal economies, became integral to the city’s communication landscape, influencing the delivery of mobile services. The study also draws parallels between the development of telemonederos and auto-construction practices in urban environments, underscoring the role of community-driven initiatives in the modernisation of Bogotá. This approach offers a nuanced view of Bogotá as a media city, where informal networks and innovations significantly shape its technological and social evolution.

Early disaster responses in damaged areas after a large earthquake are indispensable for stakeholders to assess and grasp the impacts such as building and infrastructure damage and disrupted community functionality as soon as possible. This study introduces a quick estimation model for mapping seismic intensities and building losses in Bogotá, the capital city of Colombia. The model uses ground motion records in the seismic network, soil maps of average shear-wave velocity in the upper 30 m (Vs30) with site amplifications, building inventory, and vulnerability functions for all building types. The spatial distribution of ground motion intensities, including spectral accelerations, was estimated by interpolating the observed seismic intensities with the Vs30-based site amplifications. The losses (repair cost) for all the buildings were evaluated by integrating the estimated spectral accelerations, the building inventory, and the vulnerability functions. The spatial distributions of seismic intensities and building losses can be computed within a few minutes immediately after triggering earthquake motions in the seismic network. The proposed model demonstrates evaluations of the impacts for the Mw6.0 earthquake that occurred on December 2019 and an earthquake scenario with Mw7.0 from an active fault near the Bogotá region. The objective of this research is to understand how Bogotá's policies on graffitiing shifted from a criminalized act to a decriminalized practice and how those policies were implemented across two mayoral administrations. The case study examines two policies, Decrees 75 and 529, that decriminalize graffitiing in Bogotá using the theoretical framework of policy path dependence and policy layering coupled with decentralization of power. The article argues that decentralization of power established the ability of Mayor Petro to pass Decree 75, which created a policy path. La segregación digital territorial, una dimensión emergente de la segregación socioespacial, es un campo de estudio ampliamente abordado en la literatura internacional al respecto de los estudios sobre la difusión de las tecnologías de la información. Sin embargo, salvo algunas excepciones, poco se ha explorado su manifestación en la ciudad de Bogotá. El objetivo del presente artículo es presentar evidencias sobre las condiciones de segregación digital territorial en la capital colombiana y determinar que este es un fenómeno asociado a unas condiciones de segregación preexistentes. La base del estudio se desarrolla siguiendo la metodología de análisis cartográfico usada por Jeffer Chaparro (2010) acerca del mismo fenómeno. El estudio se centra en la dimensión de los estadios de segregación en la ciudad e identifica los elementos constitutivos de la infraestructura de las tecnologías de la información y las comunicaciones (TIC). En segundo plano, se abordan las actividades para las cuales los ciudadanos usan internet; considerando estas como un factor determinante en el uso real de esta tecnología. En este sentido, se observa que la concentración de esta infraestructura se presenta de forma inversa a los hogares con mayores privaciones socioeconómicas, distribuidos principalmente en las zonas de periferia de la ciudad, en las franjas del suroriente y suroccidente. Aunque no es el único factor explicativo, esta distribución desigual está directamente relacionada con la segregación socioespacial.

Esta investigación analiza la influencia de los smartphones en la experiencia y percepción urbana de Bogotá, enfocándose en los usuarios del sistema TransMilenio. La investigación revela que los smartphones, como elementos culturales, impactan profundamente la vida cotidiana y la interacción urbana en Bogotá. Asimismo, los usuarios, al atribuir significados específicos a la ciudad mediante estos dispositivos, fomentan la creación de una identidad cultural en una sociedad cada vez más interconectada. El enfoque semiótico-comunicacional del estudio destaca el papel transcendente de estos dispositivos más allá de la comunicación, incrustándose en la socialización, educación, trabajo y entretenimiento. El análisis revela cómo los smartphones cambian la representación del espacio público a uno más privado y su relevancia en la configuración de nuevas identidades personales y colectivas, resaltando su papel en la creación de una sociedad compleja y conectada.

Desarrollado dentro de la línea de investigación Herramientas de Representación y Análisis Arquitectónico, este artículo sintetiza, de forma gráfica, el modo en que operan las relaciones inter-patronales descritas en el libro A Pattern Language (Alexander et al., 1977). En ese sentido, esta investigación revalúa la supuesta “variedad infinita de combinaciones” o relaciones, atribuida por los propios autores del libro a la totalidad de los 253 patrones por ellos propuestos, mediante su representación gráfica y posterior aplicación en un escenario construido. Lo anterior está dado bajo la hipótesis de que la presunta infinidad de variaciones o combinaciones patronales solo es posible dentro de un marco lógico de relaciones. Así pues, en términos tipológicos, sería equivalente a sugerir la invariabilidad de una estructura profunda (Martí Aris, 1993, p. 12). Para explorar esta presunción, este artículo tiene como objeto de estudio la Plaza Santander de la Universidad Nacional de Colombia, a mitad de un día soleado en la época previa a la Covid. Aquí, la actividad es el eje transversal del análisis porque: [1] Dada su condición de campus universitario, le es atribuible una alta complejidad de posibles relaciones patronales; [2] El horario meridiano en un momento anterior a la pandemia es consecuente con la multiplicidad de esas relaciones; y [3] La actividad como variable cualitativa hace posible el discernimiento de lo múltiple, a la vez que potencia el enfoque hacia el modo en que el espacio es asumido por quienes lo habitan y así define el alcance de la investigación.

Estudios previos han demostrado la relación de los contaminantes del aire y los factores meteorológicos con la propagación del COVID-19. Esta investigación tiene como objetivo determinar si hay una significativa correlación entre las variables meteorológicas (temperatura, precipitación, velocidad del viento) y contaminante atmosférico (PM2.5) con los casos de la pandemia de COVID-19 en Bogotá y Barranquilla, Colombia en el año 2020. Se emplearon análisis de correlación de Pearson y Correlación de Spearman de acuerdo con su distribución de normalidad realizado por el test de Shapiro Wilk. Nuestros hallazgos indicaron una correlación significativa para la temperatura con los casos diarios en la ciudad de Bogotá y Barranquilla.

En La clase invisible Ricardo López muestra a la clase media como principal indicador de lo que significaba la vida dentro de una sociedad democrática a mediados del siglo xx. Esta observación parte de la pregunta por la idea, la práctica, la identidad social y la experiencia de sus integrantes. El libro alude a la dinámica transnacional determinante para el surgimiento de las clases medias, en el marco de la modernización del Estado regida por los principios de la Alianza para el Progreso (1961-1970), en su pretensión de expandir los valores capitalistas pregonados por Estados Unidos en la Guerra Fría. Considerando este contexto, el autor presenta los conceptos usados a partir de su observación de los actores de clase media (profesionales jóvenes, oficinistas y pequeños industriales), dando cuenta de sus estrategias, conscientes e inconscientes, para darse un lugar y una identidad, en esta sociedad en transformación. De tal manera, estas aspiraciones individuales aparecen, por virtud del análisis del autor, como manifestaciones de representaciones y fenómenos colectivos específicos: la idea de desarrollo social y económico, las fronteras de clase, la perpetuación de la desigualdad, las diferencias de género y, sobre todo, la búsqueda exacerbada de las personas por ser “alguien en la vida”, una inquietud que sintetiza el espíritu de la época.

This paper explores how the right to the city is understood and practiced in relation to public space by contrasting two models of urban planning in Bogotá, Colombia. It contrasts a best practice right to the city/public space model with an alternative vision for urban ordering based on participatory forms of living heritage. I argue that this represents a kind of insurgent heritage that offers a potentially rich and powerful concept for extending the right to the city to further push for including alternative worldviews and practices in planning and policymaking. To develop this argument, I discuss theories related to public space, the right to the city, and critical heritage. I then use these to discuss an ethnographic study of heritage planning in the Traditional Center of Bogotá.

Este artículo propone una reflexión acerca de algunas de las obras de artistas colombianos, como: Débora Arango, Alejandro Obregón, Beatriz González, Doris Salcedo, Óscar Muñoz, María Evelia Marmolejo, Ana Claudia Múnera y Clemencia Echeverri. Cuyas narrativas visuales, fueron creadas en torno a un lugar y circunstancias específicas, en este caso Bogotá como un escenario de muerte derivada por los problemas de violencia sociopolítica transcurridos durante los siglos XX y XXI. Estas propuestas artísticas configuran una mirada muy profunda, con fuerte matiz crítico, sobre las posibles causas y el impacto que estos hechos han provocado en la manera de percibir la ciudad.

El patrimonio cultural es un activo del desarrollo sostenible, razón por la cual la UNESCO propuso un enfoque inclusivo para abordarlo, cimentado en la creación de políticas públicas orientadas a incentivar el sentido de pertenencia para que sea reconocido como símbolo de identidad. Fundándose en lo anterior, el artículo analiza la relación patrimonio cultural e identidad en los Planes de Ordenamiento Territorial (POT) de Bogotá del periodo 2000-2019, focalizando la atención en el centro histórico. Metodológicamente, el análisis se sustenta en una investigación documental, basada en fuentes primarias y secundarias, dirigida a determinar cómo se concibió en dichos planes la identidad en clave patrimonial, cómo se implementó esa concepción y cuáles fueron sus consecuencias. Los resultados obtenidos se contrastaron con una encuesta realizada a ciudadanos colombianos para conocer su sentido de pertenencia frente al patrimonio cultural del centro histórico. La investigación demuestra que los POT establecieron que lo patrimonial debía ser protegido, conservado y difundido para crear sentido de pertenencia entre los capitalinos. No obstante, la materialización de este precepto en el centro histórico se afincó en proyectos de renovación/revitalización urbana que, en vez de generar identidad, fomentaron procesos de gentrificación, de desarraigo y de expulsión de la población.

33. Implementing Limited E-participation on Mobility Policy in Bogotá.

The ability of city dwellers to participate in decisions about mobility is a crucial expression of urban democracy. Optimists hope that e-participation—engagement of citizens through information and communication technologies—can deepen democracy and empower the public by giving it a greater decision-making role. In Bogotá, Colombia, during the second administration of the center-right mayor Enrique Peñalosa (2016–2019), however, government agencies implemented limited and constrained forms of e-participation that failed to deliver on this promise. Beyond the perennial digital divide, e-participation was designed and operationalized in ways that restricted the scope for actual democratic improvements. These included limiting participation to superficial decisions, failing to link participation to specific actions, and creating rigorous participation protocols that excluded a majority of the population and avoided dissent. La capacidad de los habitantes citadinos para participar en las decisiones que afectan la movilidad es una expresión crucial de la democracia urbana. Los optimistas esperan que la participación electrónica (el compromiso de los ciudadanos a través de las tecnologías informáticas y de comunicación) pueda profundizar dicha democracia y empoderar al público al otorgarle un mayor papel en la toma de decisiones. Sin embargo, en Bogotá, Colombia, durante la segunda administración del alcalde de centroderecha Enrique Peñalosa (2016-2019), las agencias gubernamentales implementaron formas limitadas y restringidas de participación electrónica que no cumplieron esta promesa. Más allá de la perenne brecha digital, la participación electrónica se diseñó y puso en práctica de forma que pudiera restringirse el alcance de las mejoras democráticas reales. Estas tácticas incluyeron limitar la participación a decisiones superficiales, no establecer vínculos entre la participación y acciones específicas, así como rigurosos protocolos de participación que excluyeran a la mayor parte de la población y evitaran la disensión. Renewal plans for downtown Bogotá have been closely tied to "urban decay," a notion that experts conceptualize as a natural trajectory to be reversed through demolition and reconstruction. Yet for residents on the west side of Bogotá's city center, planning regulations and official systems of valuation deteriorated their neighborhoods long before the arrival of eviction notices and bulldozers. Drawing on the local analytic of "archaeology of decay," I develop the concept of ruinous knowledge to explore urban dwellers' archaeological sensibilities as they sift through the traces and remains of collapsing urban worlds. Shaped by the imaginaries of Colombia's history of warfare, such grounded and intimate knowledges point to the banal materialities and protracted temporalities of urban destruction and dispossession. Ultimately, they emerge as an ambiguous subaltern epistemology and political practice that uncovers the destructive violence at the core of urban planning, while remaining entangled with the normative orders of citizenship and belonging. Understanding the mechanisms of past climatic variability allows refining the prediction of how the biologic systems respond to the forthcoming climatic changes. Although palaeoclimatical studies have previously been conducted in the Eastern Cordillera of Colombia, we have a very weakly constrained understanding of Pleistocene/Holocene palaeohydroclimatic dynamics in northern tropical South America. This study presents new reconstructions of past hydrological variability using stable hydrogen isotope proxies. The goal was to gain new insights into long-term climate forcing mechanisms in high altitude tropical environments within and surrounding the Bogotá Basin. Stable hydrogen isotope compositions of leaf waxes (δDwax), retrieved from three sediment cores, are used as a palaeohydrological proxy for the last ~ 18,080 years. To refine interpretations of the δDwax, superficial soils were also analysed over a range of modern climatic and ecological settings. The δDwax records register a significant climatic transition from drier conditions at ~ 11,300 cal. yr. BP. This was followed by a wetter trend after ~ 9,400 cal. yr. BP. Relatively dry climate characterised the mid-Holocene from ~ 7,500 cal. yr. BP. During mid- to late-Holocene transition, a distinct positive shift of δDwax is recorded in all three records, implying a marked reduction of rainfall coeval with the globally-recognised "4.2 kyr. BP event". δDwax values indicate that the climate became more humid into the late-Holocene. During the last ~ 2,500 cal. yr. BP, the δDwax signals showed a notable increase variability, indicating the alternating of abrupt dry-wet events. Overall, these δDwax records show evidence for a distinct relationship between northern South America and South America south of the equator during late-Pleistocene and the Holocene. These findings support previous hydroclimate studies linked to precession-driven changes in solar insolation. Millennial-scale climate variability in the Northern Hemisphere associated with the latitudinal displacements of the ITCZ, as well as the influence of the ENSO phenomenon controlling hydroclimate variability, was identified in these new records.

Por primera vez se analizan para la Sabana de Bogotá algunas de las características de la turbulencia y la estabilidad atmosférica como son: la escala de Monin – Obuckov, la temperatura de escala, la velocidad de fricción y el flujo de calor sensible de acuerdo con la teoría de similaridad de Monin – Obuckov. Debido a que esta teoría es poco conocida también se presenta la derivación de estos parámetros usando el método energético e igualmente la manera como estos parámetros pueden ser incluidos dentro de un modelo de dispersión. El cálculo de estos parámetros se llevó a cabo con ayuda de mediciones de la temperatura del aire a 2 y 10 m y del viento a 10 m. En general se destaca la relación entre el calentamiento diurno y el incremento de la turbulencia así: hacia las horas del mediodía y comienzos de la tarde se incrementan; la velocidad de fricción, el flujo de calor sensible y la inestabilidad atmosférica representada por valores negativos de la escala de Monin – Obuckov. A estas horas del día también se observa el máximo de la velocidad del viento. También se hace notoria la relación entre el incremento de la turbulencia y el desarrollo de la convección y formación de tormentas eléctricas en la Sabana de Bogotá. Durante las horas de la noche el viento se torna mínimo, el flujo de calor negativo y la escala de Monin – Obuckov positiva indican condiciones estables y neutrales. Estos resultados pueden ser de interés en estudios de dispersión de contaminantes atmosféricos. La relación encontrada entre la turbulencia y el desarrollo de la convección atmosférica, después de una confirmación más detallada, puede servir como un indicativo para el pronóstico de tormentas eléctricas en lugares donde no se poseen datos de radisondeo.

Although the social implications of their implementation are relevant, individual expectations of these systems and how current changes in travel conditions and quality of life are perceived have not been widely reported in the literature. This paper aims to evaluate users' expectations and perceptions of a new cable car in the southern periphery of Bogotá (Colombia). We conducted a panel survey before (n = 341) and after (n = 301) the cable car started operations to evaluate the ranking of preferences toward a set of possible benefits of the project. We estimated discrete choice models to analyze the statistical differences between the expectations and perceptions before and after changes. Results suggest that travel time reductions, comfort improvements, and in-vehicle security are the benefits most valued by the users. Even though the project meets expectations of these aspects, it seems to fall short in expectations of reductions of pollution. Individuals' experience with the cable car shapes their perceptions of the system. We found that perceptions differ between those who have used the service at least once and those who never did. Policy implications derived from this study might be of interest to decision-makers seeking to guarantee the public acceptability of urban projects. [ABSTRACT FROM AUTHOR]

45. Big effort, little gain for users: lessons from the public transport system reform in Bogotá.

- Abstract
Semi-regulated, privately-operated public transport (PT) systems are common in low and middle-income countries of the Global South. Several cities are now planning or implementing formalized schemes intended to improve quality of service, safety, security of PT services and to reduce negative externalities, with limited success. Bogotá, which embarked on a progressive citywide PT reform process starting in 2009, replicates the negative experience of other large cities introducing citywide transit reforms. The new formalized scheme was implemented gradually between 2012 and 2021. As a result two types of services coexisted in the city for nine years: semiformal and formalized services. This resembled a natural experiment that provided a unique situation to evaluate the restructuring reform in Bogotá from the user's perspective. This study analyzes passenger satisfaction surveys for both systems by means of ordered Probit models and Importance-Performance Analysis. Despite the good intentions behind the formalization process, results show that users provide better ratings to the traditional semi-regulated services than the new formalized system, mainly because bus frequency and fares are worse and expected improvements in road safety, personal security and comfort have not been delivered. The reform in Bogotá allowed the city to have resilience during the pandemic, though; and provided a framework for inclusion of zero and low-emission buses. The analysis suggests some recommendations for the improvement of transit reform processes: putting the focus on service quality, as well as assigning sufficient funding and developing institutional capacities to undertake the required changes. This article investigates the effects that living in heterogeneous neighbourhoods may have on well-being, in order to shed light on the potential consequences of promoting residential mix policies. Using propensity score matching models, the study investigates whether 120 disadvantaged young adults located in a heterogeneous neighbourhood in Bogota scored differently on a battery of indicators of well-being compared to disadvantaged young adults located in a homogenous neighbourhood. Results suggest that when young adults live close to better-off peers, those in heterogeneous neighbourhoods are more likely to experience reduced capability scores than those in homogeneous neighbourhoods.

El ciclismo es uno de los deportes más representativos de Colombia en el panorama internacional en cuanto al número de victorias se refiere. Los múltiples triunfos de nuestros ciclistas en el exterior ratifican la creciente afición por el ciclismo y por la bicicleta en general, que se ha desarrollado durante más un siglo desde la llegada de la bicicleta al país, hasta las conquistas de los “escarabajos” en las tres grandes vueltas. Es esta afición por el ciclismo y los intentos por difundirlo, lo que ha permitido la construcción de diferentes escenarios usados como velódromos para la práctica de este deporte. Este artículo tiene como objetivo, establecer un panorama histórico de los distintos espacios de práctica y difusión del ciclismo en la ciudad, que permita entender el desarrollo y la evolución de esta disciplina en la sociedad bogotana.

The rapid and ongoing process of urbanisation in Bogota has brought about significant socio-spatial segregation between city-dwellers. Such segregation is becoming increasingly complex as patterns of fragmentation are evolving towards a more 'cellular' differentiation between rich and poor -urban segregation which changes in terms of scale: from macro (neighbourhoods) to micro scales (blocks, streets). Urban segregation has been associated as a barrier for disadvantaged communities, especially when it becomes an intensifier of inequalities. Unequal access to services, availability of local employment, urban facilities, opportunities and supportive social relationships are examples of how segregation affects the distribution of quality of life, undermines attempts for social inclusion and, ultimately, creates unjust geographies. Alongside this context, public policy and measurements of quality of life have frequently overlooked spatial contexts of inequalities since a utility-based definition of well-being is often taken for granted. With the city of Bogota as a testing ground, this thesis analyses how and to what extent new patterns of urban segregation affect the distribution of capabilities and quality of life among young adults. Based on a capability place-based approach to well-being, this research will attempt to conceptualise urban quality of life, look at how patterns of urban segregation affect urban functionings, and quantify to what extent microsegregation explains differentials in capability achievement of quality of life among young adults in Bogota.
