Part of this note takes a new look at an earlier study of mine(1972), sometimes used - incorrectly - in support of CVM; it is shown that while Cummings and Harrison are right in criticizing this study for not providing such support, they do so for the wrong reasons. Moreover, it is argued here (a) that even if it could be shown that CVM provides acceptable accuracy in trial runs, this property cannot be counted on when CVM is used for actual decisionmaking; (b) that the need for CVM has been exaggerated, since CVM is neither the only approach to estimating non-use values, nor obviously better than using methods that estimate only use-values.

The influence of choice and price consistency on real-world lotteries was investigated. The results showed that although preference reversal occurred, it did so at a much lower frequency than that reported in earlier experiments. In addition, it was shown that there was no significant difference between lottery-interested and other subjects.

The feasibility of three approaches to mitigate the counterproductive effects of treaties that facilitate international cooperation to reduce carbon dioxide emissions are explored. The three options are a second treaty for nonsignatories, side payments to nonsignatory countries by signatory nations to induce their signingand signatory purchase of fuel deposits to reduce fuel supply. Results indicatethat the best option is the third.

An analysis of policy evaluation quality and regional employment subsidies ispresented. The analysis applies a quasi-experimental method for feasible conditions and allows the development of the evaluation method. Data from regional employment disparities in Sweden are used for the study. Results show that a reduction in payroll taxes for a depressed region in the country exhibited no major inpact on employment.

Tversky and Kahneman's study of framing effects on the choice between programs to combat an epidemic were evaluated. The questions were rephrased to clarify two potentially misleading aspects of the original questions. Results show smaller framing effects compared to the previous study conducted by Tversky and Kahneman. However, the results were still statistically significant and the size of the effects was not greatly affected by the alterations in wording.
