It is obvious that, any decrease in trade time is expected to realize positive impact on the logistics competitiveness of a specific country. In order to reduce time across all dimensions of the border process, the improvement of physical infrastructure and the proliferation of procedures are the most important issues that should be focused on. The aim of the study is to improve the Kapikule border crossing by reducing the process time. For this purpose, first, in-depth interviews were conducted with the Kapikule customs gate authorities in order to reveal explicitly the process flows. Subsequently, the current situation at the gate was simulated using the Arena simulation software. Finally, several improvement scenarios were tested to identify the ones that will have the highest impact on reducing the queues and the delays at the border.

Therefore their integration and reflections on each other are very important in managing institutional changes due to changes in the IT world. Change is a very sensitive concept that must be managed very carefully. In this article, a framework for managing IT based changes by protecting the business leverage and through all levels of hierarchy in the company is proposed.

In this study, we first analyze the specific dynamics of the shelter site location problem for an application in Turkey and develop a mixed integer linear programming based methodology which incorporates with their requirements of the Turkish Red Cresent and improve their current system. The mathematical model maximizes the minimum weight of open shelter areas while deciding on the location of shelter areas, the assigned population points to each open shelter area and controls the utilization of open shelter areas. We validate the mathematical model by generating a base case scenario using real data on Kartal, Istanbul, Turkey. Also, we perform a sensitivity analysis on the parameters of the mathematical model using the same and discuss our findings. Lastly, to test the performance of the mathematical model, we use a larger dataset based on the Asian side of Istanbul.

The city of Istanbul, Turkey is a large metropolis with 13 million residents. Every day, trucks carrying hazardous goods (hazmat) in Istanbul expose risk to the residents as well as economic assets of the city. In this paper, we analyze Istanbul's hazmat transportation risk profile using risk analysis techniques and provide the authorities an interactive GIS-based decision support system. Past studies in this area mainly address long-haul hazmat transportation. Hence we introduce a new risk model that considers population exposure along a route and the duration of such exposure, the latter being variable due to the congested nature of road transportation in urban areas. Using this DSS, we produce a risk map of Istanbul and run several routing scenarios between selected hazmat shipment origins and destinations. Results suggest that the hazmat routes under the new model may not always match with how hazmat is usually transported in an urban area.

The purpose of this paper is to provide a guideline to the authorities of the Metropolitan Municipality of Istanbul in their attempt to specify the locations of the fire stations that should be built in addition to the current configuration, in order to increase the efficiency of the fire stations. For this purpose, a mathematical model is developed to find the locations of new fire stations so as to increase the service speed and maximize the coverage area of the fire departments. The data used as the inputs of the model are retrieved from a geographical information system (GIS). The improvements that will result from this new configuration are analysed. Variants of the model are solved as what-if scenarios where an unlimited budget, relocation of all fire stations from scratch, and finally solving with and without weight on cultural and historical treasures are considered.

Değişim, çok iyi şekilde yönetilmesi gereken çok hassas bir kavramdır. Bu makalede, BT tabanlı değişimlerin yönetilmesi için bir şirkette hem işin niteliğini ve gelişimini hem de bütün yönetim kademelerindeki hiyerarşiyi koruyan bir çerçeve önerilmiştir.

This study investigates 3D visualization of geography related statistical data, organized in different abstraction levels considering their distance to a virtual camera. User has the freedom to visualize her dataset with respect to one of three different distribution models, for investigating and developing hypothesis from the input data. Representations may be generated with classed or unclassed data. Up to two data sets are intuitively embedded in 3D environments produced in real time. If the aim is to tell a story linked with geography, thematic maps are said to be one of the most generic methods. With the help of texturing technology, two dimensional thematic maps are generated in real time and projected on a predefined terrain. Introducing level of detail for data abstraction with respect to camera movements has advanced the system into a multiscale visualization. The contributions of this paper are: to observe data in a 3D environment and visualize spatial data in its original 3D geography leading to a much faster understanding while avoiding confusions; the ability to choose between different statistical visualizations and decide which one of them best fits the distribution of input data; the ability to display the relationship between statistical data and geography in an intuitive way; and to introduce details on demand to thematic maps, where details are automatically visualized when the viewpoint gets closer to the terrain.

This paper provides an overview of three widely employed IT governance sets of procedures; these are COBIT, ITIL and OPM3. The main purpose of this study is to propose a new conceptual framework for an IT-Business Awareness Diagnostic Tool. The primary objective of such a framework is to assess the degree of organizational capability in managing IT activities in relation to all business functions and provide guidelines and principles for designing IT management systems as well as setting standards for measuring the progress to be made.

The objective is to minimize the maximum of the weighted distances between each demand point and its nearest new facility. This type of problem usually arises in the location of emergency facilities like hospitals, police and fire stations. The problem is known to be.AT'P-Hard on a cyclic network, but polynomial-time solvable on a tree network. In this study, a spanning tree approach to solving the problem on a cyclic network is discussed. First, the existence of an optimal spanning tree that gives the network optimal solution, is proved. Then, two specific types of spanning trees are introduced and experimentally tested whether they contain the optimal tree or not. Also, some properties of such an optimal tree are discussed and some special cases for which the optimal tree can be determined in polynomial time, are identified. Keywords : p-center, covering. 81

Bu çalışma, e-market uygulamalarını mağaza sınırlarının dışına taşıyarak, e-lojistik optimizasyonu ve kentsel planlama imkânları sayesinde tüketicilerin gelişen metropoldeki sosyo-ekonomik ve mekânsal şartlarını göz önünde bulunduran sürdürülebilir verimlilikte bir e-dağıtım modeli oluşturmanın mümkün olduğunu savunmaktadır. Mevcut uygulamada, e-market tedarik zinciri sürecini yöneten üç ana aktör; eperakendeciler, lojistik firmaları ve şehir planlama uzmanları, işbirliği içinde ortak bir yapıda hareket etmedikleri sürece, e-market tedarik zincirinde çok tedarikçili dağıtım toplamalı bir e-market lojistik modelinin benimsenmesi mümkün olmayabilir. Recent studies have shown that significant shifts in working practices are occurring towards improving online logistics management. These are paralleled by a need of cross-functional collaboration and integration between the geographically dispersed online trading partners. In turn, both aim at addressing the anticipated requirement for increased collaborative distribution service performance. Similarly, it is now recognized that collaborative business practices need to be grounded within the local level to leverage the evolution and sophistication of modern logistics, Information Communication Technologies ICT and supply chain operations. We argue that unless there is a substantial change in online operational practices, and within online retailers’ business organization, the last mile digital revolution leading to multiactor integration and multi-product sourcing provision in supply chain management SCM will take a significant amount of time to become a reality. Despite these ongoing challenges, we contend that multi-product sourcing provision and use of geodemographics offer large potential to design a sustainable online delivery model that takes into account choice from a demand side perspective while also recognizing the importance of local government’s regulatory authority. Günümüz pazarının küresellesme süreci, is ve finans dünyasının rekabetçi kosullarına görehızla degismektedir. Banka hizmetlerine yapılan yatırımlar ve yeni rakiplerin ortaya çıkmasıylaberaber, yakın müsteri çevresi de günümüz ekonomisinin talep etmektedir. Böylebir durumda, müsterinin hizmet saglayıcısını degistirme istegi kavramı, organizasyonlariçin rekabetçi bir çalısma alanı haline gelmistir. Bankacılık sektöründe mevcut müsterilerikoruma görevi, yönetimlerin öncelikli olarak müsteri verileri üzerinde çalısmasını ve müsterileribaglayacak ve kayıp müsteri oranını azaltacak projeler yaratmalarını mecbur halegetirmistir. Müsteri islemleri ve demografik veriler ile degerli bilgiler ortaya çıkarabilir veaynı zamanda davranıs biçimleri hakkında kanıksamalar yapılabilir. Bizim öngörü modelimizdebirlesik olarak kullanılan zaman ve yer tabanlı önergeler, kayıp müsteriyi öncedenkestirme konusunda önemli gelismeler kaydetmistir. Geçmiste gözleme dayalı çesitli modellergelistirilmistir, bizim modelimizde ise mühürlü yer ve zaman verilerden bilesik olarakelde edilmis özellikleri kullanmaktadır. Söz konusu dizgi tabanlı veriler, kayıp müsteritahmininde kullanılmaz üzere, vektörler halinde sinirsel agda kullanılmıstır. Bu çalısmada;tekrarlı sinirsel aga dayalı Uzun Süreli Bellek (USB – Ingilizce LSTM) modeliiçerisinde kullanılan zaman sıralı verinin, ilk modellere kıyasla daha hassas tahminleryaptıgı ve daha fazla deger ortaya çıkardıgı bulunmustur. USB modelinin vektörel çıktılarının,diger demografik ve müsterilerin dijitallestirilmis davranıslar modelleri ile birlestirildiginde,daha iyi tahmin sonuçları verdigi görülmüstür. Ayrıca bu çalısmada, müsteriagı baglantılarını üç boyutta kapsayan grafiksel evrisimli ag (GEA – Ingilizce GCN) kullanarak yapılan kayıp analizlerinin, müsteriler arasında bir baglantı olup olmadıgınıanlamada yardımcı olacak bir model gelistirip önerdik. The processes of market globalization are rapidly changing the competitive conditions ofthe business and financial sectors. With the emergence of new competitors and increasinginvestments in the banking services, an environment of closer customer relationships isthe demand of today's economics. In such a scenario, the concept of customer's willingnessto change the service provider – i.e. churn, has become a competitive domain fororganizations to work on. In the banking sector, the task to retain the valuable customershas forced management to preemptively work on customers data and devise strategies toengage the customers and thereby reducing the churn rate. Valuable information can beextracted and implicit behavior patterns can be derived from the customers' transactionand demographic data. Our prediction model, which is jointly using the time and locationbased sequence features has shown significant improvement in the customer churnprediction. Various supervised models had been developed in the past to predict churningcustomers; our model is using the features which are derived jointly from location andtime stamped data. These sequenced based feature vectors are then used in the neuralnetwork for the churn prediction. In this study, we have found that time sequenceddata used in a recurrent neural network based Long Short Term Memory (LSTM) modelcan predict with better precision and recall values when compared with baseline model.The feature vector output of our LSTM model combined with other demographic andcomputed behavioral features of customers gave better prediction results. We have also proposed and developed a model to find out whether connection between the customerscan assist in the churn prediction using Graph convolutional networks (GCN); whichincorporate customer network connections defined over three dimensions. 100
