5. Hobart's eastern beaches : a study of low income households in a semiurban area

Abstract

The focus in this study is the position of low income households in the Eastern Beaches, a semiurban area east of Hobart, Tasmania. Influences upon the opportunity constraint spectrum of low income households are considered in this study. Position in the labour market, ideology, state policy, the operation of the land and housing market and the established spatial configuration of the Greater Hobart area interrelate at a particular point in time within the global capitalist system; the result is the location of low income households in isolated and poorly serviced semiurban areas such as the Eastern Beaches. The locational disadvantage of low income households in semiurban areas is raised in both urban research and public policy discussion. A common solution to locational disadvantage put forward in these contexts is urban consolidation. Part of the reason this study was undertaken was to investigate the degree to which understanding of the disadvantaged position of low income households in semiurban areas requires, not a consideration simply of location, but also of established structural relations and inequities in conjunction with causal processes. If public authorities are seriously committed to the principles of social justice and ecologically sustainable development fundamental social structures and processes need to be tackled. The approach used in this study is a realist perspective of Marxian theory set within a broad political economy framework. A summary of a literature review and assessment of contemporary urban issues is followed by the situating of this study within the context of the global economy. This setting forms the basis for an investigation of trends in housing accessibility and affordability in and around Hobart, and for the interviewing of households in the Eastern Beaches to ascertain their nature and views of their position and of local environmental issues. In this study, the location of low income households in semiurban areas was found to disadvantage further low income households, to strain already overstretched and under-resourced state services, and to contribute further to finite fossil fuel depletion and greenhouse gas emissions. The interaction of structure and agency in time and space was found to be important in the location of low income households in the Eastern Beaches. The ideological predispositions of individual households combine with broad structural determinations at a particular time of global capital organisation and state policy and in relation to a particular spatial configuration and operational structure of the land and housing market, to produce a specific sociospatial outcome. Understanding of the interaction of structure and agency in time and space to produce particular sociospatial outcomes, as in the case of the Eastern Beaches, allows the disadvantaged position of certain social groups to be better addressed.

6. An economic geography of a manufacturing/transport logistics association

Abstract

Australian Newsprint Mills Ltd (ANM) was formed in 1938 and is Australia's only manufacturer of newsprint. ANM's first paper machine was started up in 1941 at Boyer, approximately 30 kilometres up the River Derwent from Hobart, the capital city of Tasmania, Australia. In 1981 ANM's second newsprint mill was brought on-line at Albury on the border between New South Wales and Victoria. Until the early 1990s, weekly or fortnightly newsprint delivery put ANM well ahead of its traditional competitors, primarily mills in Canada, Finland and Norway. During the 1990s, however, new developments, particularly in South Africa, Indonesia, Malaysia and South Korea, brought issues of quality, volume and cost effective competition closer to home, threatening ANM's approximately 70 per cent share of the Australian newsprint market. ANM needed to improve its transport logistics if its inherent geographic competitive advantage was to be maintained. Following the philosopher of science Roy Bhaskar, my position in this study is a combination of ontological realism and epistemic relativity. My approach in the transitive dimension to producing knowledge of the intransitive dimension proceeds by way of an epistemological dialectic, drawn from Marx and inflected through dialectical critical realism, that also uses the work of Deleuze and Guattari to theorise relations between structures and agents, and necessity and contingency. My social theoretical entry point is anti-essentialist Marxism and I particularly discuss my understanding of the Marxist conception of ideology as it relates to culture. Research that contributes to understanding manufacturing ‚ÄövÑvÆ service linkages by investigating how manufacturing establishments are becoming increasingly dependent on service expertise to distribute their products more effectively is lacking in the economic geography literature. In this study, I focus on the economic geography of ANM's transport logistics. These transport logistics have been restructured, and are organised and operated, through SMART Distribution Pty Ltd (Service Means Action Responsiveness and Timeliness). SMART is an organisational service network believed by its partners to be unique in Australia as well as to be at the leading edge of world best practice in the coordination and the continuous quality and cost improvement of the transport logistics of its manufacturing enterprise partner, ANM. Through SMART, ANM is organisationally involved in and broadly controls, but does not actually operationally perform any part of, its transport logistics. ANM/SMART is less clear-cut and more sophisticated than simple two party internal-buyer ‚ÄövÑvÆ external-supplier input linkages, and is an example of capitalist enterprises further maturing in their approach to organisation by blurring or re-articulating the boundaries between enterprises through an output organisational network. Understanding an economic geography of ANM's transport logistics involves considering the decisionmaking logic (which is partly geographic), process (which is partly cultural) and structure (ANM/SMART) behind these transport logistics. In this respect, I relate ANM's two most innovative and world competitive initiatives of the last ten years, the SMART organisational network, and corporate culture change, exploring the manifestation of customer focus, continuous improvement and entrepreneurialism in ANM/SMART.

7. Golovinomyces inulaeU. Braun & H.D. Shin is the causative agent of powdery mildew on Telekia speciosaL. in Germany

Abstract

In central Europe, including Germany, Telekia speciosa(heart-leaved oxeye) is a synanthropic, non-native plant species commonly grown as an ornamental plant. A powdery mildew has recently been introduced on this host in Germany. This powdery mildew has previously been assigned to Golovinomyces cichoracearum(≡ Erysiphe cichoracearum) sensu lato. Two German specimens of powdery mildew on Telekiahave been sequenced and phylogenetically analysed. The analyses revealed that the German sequences obtained from the Telekiapowdery mildew are identical with a sequence retrieved from Golovinomyces inulaeon Pentanema salicinum(≡ Inula salicina) collected in Switzerland. Furthermore, holotype material of G. inulae, described from Korea, has been sequenced, which confirmed G. inulaeas causative agent of the Telekiapowdery mildew. The current distribution of G. inulaein Germany is briefly discussed including a first report of this pathogen from Austria.

Australia, Agaricus pateritonsus on soil, Curvularia fraserae on dying leaf of Bothriochloa insculpta, Curvularia millisiae from yellowing leaf tips of Cyperus aromaticus, Marasmius brunneolorobustus on well-rotted wood, Nigrospora cooperae from necrotic leaf of Heteropogon contortus, Penicillium tealii from the body of a dead spider, Pseudocercospora robertsiorum from leaf spots of Senna tora, Talaromyces atkinsoniae from gills of Marasmius crinis-equi and Zasmidium pearceae from leaf spots of Smilax glyciphylla. Novel species of fungi described in this study include those from various countries as follows: Argentina, Colletotrichum araujiae on leaves, stems and fruits of Araujia hortorum. Australia, Agaricus pateritonsus on soil, Curvularia fraserae on dying leaf of Bothriochloa insculpta, Curvularia millisiae from yellowing leaf tips of Cyperus aromaticus, Marasmius brunneolorobustus on well-rotted wood, Nigrospora cooperae from necrotic leaf of Heteropogon contortus, Penicillium tealii from the body of a dead spider, Pseudocercospora robertsiorum from leaf spots of Senna tora, Talaromyces atkinsoniae from gills of Marasmius crinis-equi and Zasmidium pearceae from leaf spots of Smilax glyciphylla. 21. Covid-19 and the politics of sustainable energy transitions

Abstract

In this perspectives piece, an interdisciplinary team of social science researchers considers the implications of Covid-19 for the politics of sustainable energy transitions. The emergency measures adopted by states, firms, and individuals in response to this global health crisis have driven a series of political, economic and social changes with potential to influence sustainable energy transitions. We identify some of the initial impacts of the 'great lockdown' on sustainable and fossil sources of energy, and consider how economic stimulus packages and social practices in the wake of the pandemic are likely to shape energy demand, the carbon-intensity of the energy system, and the speed of transitions. Adopting a broad multi-scalar and multi-actor approach to the analysis of energy system change, we highlight continuities and discontinuities with pre-pandemic trends. Discussion focuses on four key themes that shape the politics of sustainable energy transitions: (i) the short, medium and long-term temporalities of energy system change; (ii) practices of investment around clean-tech and divestment from fossil fuels; (iii) structures and scales of energy governance; and (iv) social practices around mobility, work and public health. While the effects of the pandemic continue to unfold, some of its sectoral and geographically differentiated impacts are already emerging. We conclude that the politics of sustainable energy transitions are now at a critical juncture, in which the form and direction of state support for post-pandemic economic recovery will be key.

Abstract

Resiliente Energiesysteme sind nicht gefeit vor Störfällen, bleiben aber auch bei schweren Störungen funktionsfähig oder werden es rasch wieder und lernen aus Krisen. Die ESYS-Stellungnahme schlägt konkrete Maßnahmen vor, um die Energieversorgung langfristig zu sichern. Dazu zählen unter anderem:Blackouts in einer Region können besser kompensiert werden, wenn mehrere unterschiedliche Technologien zur Stromerzeugung und Systemsteuerung eingesetzt werden. So sind Windräder nicht von Hitzewellen betroffen, und Gaskraftwerke können Strom auch in wind- und sonnenarmen Zeiten erzeugen.Werden intelligente Netze künftig mit unterschiedlicher Software gesteuert, können einzelne Cyberattacken nicht so leicht auf andere Systeme übergreifen.Auch Doppelstrukturen können Versorgungsausfälle abfedern, zum Beispiel indem Erdkabel und Freileitungen parallel genutzt werden. Hier müssen Kosten und Nutzen von Fall zu Fall abgewogen werden.Im Krisenfall sollte die Stromnachfrage nach Relevanz gedrosselt werden. Die Verteilnetze könnten so umgebaut werden, dass sich Straßenlaternen abschalten lassen, während Krankenhäuser, Polizei und Feuerwehr weiter mit Strom versorgt werden.Mehr Effizienz und Recycling könnte die Versorgung mit wichtigen Metallen für die Energiewende sichern helfen. Transparente Beteiligungsprozesse, eine faire Lastenverteilung sowie vorausschauende Governance können sowohl Akzeptanz in der Bevölkerung als auch langfristige Investitionen der Wirtschaft in eine resiliente Energieinfrastruktur fördern.
