Building trust and cooperation between the military and civilian sectors in the nations of South America is an essential step in their continuing evaluation as democracies. To that end, the United States Army Southern Command Engineers and the Chilean Army Engineers co-sponsored an event entitled "The International Conference of Military Engineers and the Environment," 3-7 August 2009, in Santiago, Chile. The conference was opened by General Oscar Izurieta Ferrer, Commander in Chief of the Army, Chile, and Mr. Thomas Schoenbeck, Director, Enterprise Support, United States Army Southern Command (USSOUTHCOM). It was hosted by Brigadier General Sergio Varela Solar, Commander of Army Engineers, Chile, and Colonel Norberto Cintron, Command Engineer, USSOUTHCOM. The event was the USSOUTHCOM Command Engineer's annual engineering and environment conference within the USSOUTHCOM Area of Influence. It follows last year's conference held in San Juan, Puerto Rico. It was also the third in a series of USSOUTHCOM Engineer and Environment conferences in South America, with previous conferences having been held in Asuncion, Paraguay, and Montevideo, Uruguay. The principle topics of the 2009 conference were as follows: military engineer involvement in national infrastructure development, environmental security considerations for military engineers, water quality, role of military engineers in natural disaster response and recovery, humanitarian demining, and engineer unit participation in peacekeeping operations., Summary of "The International Conference of Military Engineers and the Environment," held on 3-7 August 2009 in Santiago, Chile.

Cooperation between the United States and Mongolia has developed dynamically since the establishment of diplomatic relations in 1987. Today Mongolia and the United States share a growing and strong cooperative partnership based on shared values, a commitment to democracy and a free-market economy, and the global war against terrorism. To that end the two nations are partnering in several areas to expand expertise and training to Mongolia as it reconfigures its government from a Soviet-style bureaucracy to a more western, interagency-based structure. Longstanding challenges that historically and traditionally face Mongolia include many types of natural and manmade disasters. A coordinated and integrated interagency planning and response system is recognized as critical to the improvement of national disaster planning, preparedness, and response. At the request of the U.S. Ambassador to Mongolia, Mark C. Minton, the U.S. Department of Defense initiated a bilateral, progressive, multi-phased, joint disaster response training program with the Mongolian government, a program that spanned several months starting in early 2009. The program has produced one of the most successful cooperative exchanges and disaster management training activities between the United States and Mongolia to date. The final phase was the program's capstone event, Exercise Gobi Wolf. It was conducted from 30 March to 10 April 2009, in Ulaanbaatar, Mongolia, under the auspices of the Mongolian National Emergency Management Agency (NEMA) and USPACOM's Center for Excellence in Disaster Management and Humanitarian Assistance (COE-DMHA), along with the State of Alaska and the Alaskan National Guard. This on-the-ground scenario depicted a train derailment involving hazardous materials on a major railway artery within the capital city of Ulaanbaatar. Over 300 first responders and participants were involved. The exercise successfully demonstrated all levels of planning and training up to this phase.

The Center for Strategic Leadership hosted the second Using Sustainability to Build Stability in Africa: Strategic Policy Issues for the Army workshop at the Collins Center on 2-4 October 2007. This workshop series is sponsored by the Army Environmental Policy Institute and its partner organizations. The workshop series aims at to examine how the Army can leverage sustainability as an approach to engaging African nations. Working within the context of U.S. Africa Command's (USAFRICOM) strategic vision, sustainability provides an approach to engagement that will support the capacity of African militaries so that they may help civilian governments address sustainability issues and maintain the legitimacy necessary to prevent state failure and instability. Sustainability in Africa is a national security issue because it relates directly to the stability of the respective nations. States that can sustain their economic growth and diversification, social development, democratic maturation, and their natural resources and service base will maintain their legitimacy and be more stable than states that have difficulty managing these same issues. Sustainability is a catalytic concept with the potential to build partnerships of NGOs, militaries, other governmental agencies, and the private sector to achieve the strategic effect of stability; it is key to protecting U.S. strategic interests in Africa. Political instability is the primary challenge to the United States in the post-Cold War strategic environment, in part because it feeds the root causes and underlying conditions of issues such as terrorism, narcotics trafficking, and other illegal activities that erode and degrade the human condition., Center for Strategic Leadership Issue Papers, v1-08, Jan 2008.

Army equities in the new Department of Defense (DoD) Directive 3000.05, Military Support to Stability, Security, Transition, and Reconstruction (SSTR) Operations, took center stage at the recent Woodrow Wilson International Center for Scholars (WWC) Teaching Environment, Population, and Security Workshop, 22-23 May 2007, sponsored by the Environmental Change and Security Program. The purpose of the Professional Military Education oriented workshop was to determine how WWC could help provide educational resources and support to military educators and researchers. The objectives were to identify the role of the military element of power in responding to environmental security challenges, determining policy implications of this involvement, and identifying roles and missions for further research. Participants assembled to help develop a peer group of faculty who are teaching and researching these issues. They shared lessons learned for: developing related courses and introducing them into the curricula; identifying requirements for faculty in order to enhance effective teaching (research, policy analysis, materials, expert lists, field trip ideas, syllabi, and role-playing exercises); and developing a strategy for meeting those needs. The workshop was attended by representatives from the U.S. Army War College (USAWC), National Defense University (NDU), Industrial College of the Armed Forces (ICAF), the Air War College (AWC), Marine Corps War College (USMCWC), National War College (NWC), Air Command and General Staff College (ACGSC), Marine Corps Command and General Staff College (USMCCGSC), United States Military Academy (USMA), United States Naval Academy, Naval Post Graduate School (NPGS), and the Pell Center and NATO Defense College.

This is the report of a workshop held to explore the issue of use and impact on the worlds water resources by the worlds militaries. The workshop explored how militaries can accomplish their mission while lessening their impact on the environmental quality of water resources and the use of regular operations in risk management, The original document contains color images.

The Caspian Sea and International Environmental Security Game was the second annual international environmental security exercise conducted by the Center for Strategic Leadership (CSL) of the U. S. Army War College. Held at the CSL's Collins Center, Carlisle Barracks, Pennsylvania, on 16-17 November 1998, this year's exercise focused on the energy resources, geopolitics, and environmental security of the Caspian Basin. The co-sponsors of the exercise were the Deputy Assistant Secretary of State for Economics and Business Affairs, U.S. Department of State, Mr. Peter Bass, and the Principal Assistant Deputy Under Secretary of Defense (Environmental Security), Mr. Gary Vest. The purpose of the exercise was to examine the petroleum pipeline transport options in the context of U.S. National Security interests, and the increased importance of environmental issues to global energy production and transport, and to promote better communication, cooperation, and an understanding of the region's many issues and challenges. Participants included U.S. national security policy-makers, senior international oil company executives, academics, ambassadors or other high-level representatives from the Turkmenistan, Kazakhstan, Georgian, and Turkish Missions to the United States, representatives from the U.S. Departments of State, Defense, Energy, and the Environmental Protection Agency, Central and European Military Commands, the Joint and Army Staffs, and 40 U.S. Army War College International Officers. The game was preceded by a plenary session with initial remarks by Mr. Bass and Mr. Vest, paper presentations from Robert Ebel, CSIS; Brian Shaw, DOE; MG Charles Wax, EUCOM J-5; RADM John Sigler, CENTCOM J-5; and John Daly, Georgetown University, and regional overviews by the ambassadors.
