Climate change poses great challenges to modern societies, central amongst which is to decouple human need satisfaction from energy use. Energy systems are the main source of greenhouse gas emissions, and the services provided by energy (such as heating, power, transport and lighting) are vital to support human development. To address this challenge, we advocate for a eudaimonic need-centred understanding of human well-being, as opposed to hedonic subjective views of well-being. We also argue for a shift in the way we analyse energy demand, from energy throughput to energy services. By adopting these perspectives on either end of the wellbeing-energy spectrum, a “double decoupling” potential can be uncovered. We present a novel analytic framework and showcase several methodological approaches for analysing the relationship between, and decoupling of, energy services and human needs. Concerns have been raised that declining energy return on energy investment (EROI) from fossil fuels, and low levels of EROI for alternative energy sources, could constrain the ability of national economies to continue to deliver economic growth and improvements in social wellbeing while undertaking a low-carbon transition. However, in order to test these concerns on a national scale, there is a conceptual and methodological gap in relation to calculating a national-level EROI and analysing its policy implications. We address this by developing a novel application of an Input-Output methodology to calculate a national-level indirect energy investment, one of the components needed for calculating a national-level EROI. This is a mixed physical and monetary approach using Multi-Regional Input-Output data and an energy extension. We discuss some conceptual and methodological issues relating to defining EROI for a national economy, and describe in detail the methodology and data requirements for the approach. We obtain initial results for the UK for the period 1997-2012, which show that the country's EROI has been declining since the beginning of the 21st Century. In light of increasing pressure to deliver climate action targets and the growing role of citizens in raising the importance of the issue, deliberative democratic processes (e.g. citizen juries and citizen assemblies) on climate change are increasingly being used to provide a voice to citizens in climate change decision-making. Through a comparative case study of two processes that ran in the UK in 2019 (the Leeds Climate Change Citizens’ Jury and the Oxford Citizens’ Assembly on Climate Change), this paper investigates how far citizen assemblies and juries are increasing citizen engagement on climate change and creating more citizen-centred climate policymaking. Interviews were conducted with policymakers, councillors, professional facilitators and others involved in running these processes to assess motivations for conducting these, their structure and the impact and influence they had. The findings suggest the impact of these processes is not uniform: they have an indirect impact on policy making by creating momentum around climate action and supporting the introduction of pre-planned or pre-existing policies rather than a direct impact by truly being citizen-centred policy making processes or conducive to new climate policy. We conclude with reflections on how these processes give elected representatives a public mandate on climate change, that they help to identify more nuanced and in-depth public opinions in a fair and informed way, yet it can be challenging to embed citizen juries and assemblies in wider democratic processes. How energy relates to human need satisfaction, for whom, and with what wellbeing outcomes has remained under-researched. We address this gap by investigating the relationship between household energy footprint and well-being in the UK. Our results indicate that car and air transportation contributed the most to the total energy footprint of high-income and high-energy users. We find significant inequalities in the distribution of energy use and that the top energy users with high well-being are driving excess energy use. A more detailed analysis reveals that individuals with protected characteristics are particularly vulnerable to energy poverty and that their contribution to overall energy demand is negligible. We find that focusing on well-being steers the attention towards questions of sufficiency, overconsumption as well as the context within which we satisfy needs.
