The Sustainable Development Goals (SDGs) represent a central framework for guiding sustainable urban development. However, it is not clear how and where SDG 11 (Sustainable Cities and Communities) is being implemented, and how such implementation might be improved. We investigate this subject by analyzing United Nations (UN) SDG Good Practices data from 2018 to 2021, using content analysis, classification, and descriptive statistics. The resulting analysis and classification is new in this field. We applied five criteria to the 336 SDG 11 responses: (1) geography; (2) actors; (3) progress toward targets; (4) areas of implementation; and (5) scale of action. Overall, 86 of the 193 countries that adopted the 2030 Agenda submitted at least one SDG 11 good practice. Thirty-three countries contributed 73.8% of the total, and most developing countries did not make submissions. A very small number of responses (between 2.6 and 9.1%) addressed equity-related targets. Good practices from developed countries were usually more technology-oriented and system-forming; developing countries typically focused on issues of day-to-day concern. This analysis points to the need for better and more systematic reporting on SDG 11 implementation, a more active public sector role in SDG implementation and reporting, more focus on dimensions related to social equity, and better formulation of urban sustainability targets and indicators.

Research has made clear that neighborhoods impact the health and well-being of their residents. A related strand of research shows that neighborhood disadvantage is geographically clustered. Because the neighborhoods of low-income and minority populations tend to be more disadvantaged, neighborhood conditions help explain racial and socioeconomic inequalities. These strands of research restrict processes of neighborhood influence to operate only within and between geographically contiguous neighbors. However, we are underestimating the role of neighborhood conditions in explaining inequality if disadvantage extends beyond the residential and extralocal environments into a network of neighborhoods spanning the urban landscape based on where residents move within a city. I use anonymized mobile phone data to measure exposure to air pollution among residents of poor and minority neighborhoods in 88 of the most populous US cities. I find that residents from minority and poor neighborhoods travel to neighborhoods that have greater air pollution levels than the neighborhoods that residents from White and nonpoor neighborhoods visit. Hispanic neighborhoods exhibit the greatest overall pollution burden, Black/White and Asian/White disparities are greatest at the network than residential scale, and the socioeconomic advantage of lower risk exposure is highest for residents from White neighborhoods. These inequalities are notable given recent declines in segregation and air pollution levels in American cities.

Ride-hailing businesses, including Uber and Lyft, have reshaped road traffic since they first began operating in the United States approximately a decade ago. It follows that ride-hailing may also alter the incidence and distribution of road traffic crash injuries and deaths. The available evidence relating ride-hailing to crashes is critically reviewed in this article. We present a theoretical model that synthesizes the hypothesized mechanisms, and we identify common methodological challenges and suggest priorities for future research. Mixed results have been reported for the overall incidence of road traffic crash injuries and deaths, likely due to heterogeneous impacts on vehicular traffic flow (e.g., increasing the volume of vehicles); on vehicle-, person-, and event-level characteristics (e.g., reducing alcohol-impaired driver crashes); on road-user types (e.g., increasing pedestrian crashes); and on environmental conditions (e.g., reducing crashes most substantially where public transit access is poorest). The lack of a well-developed theory of human mobility and methodological challenges that are common to many ecological studies impede exploration of these sources of moderation. Innovative solutions are required to explicate ride-hailing's heterogeneous impacts, to guide policy that can take advantage of the public health benefits of ride-hailing, and to ensure that research keeps pace with technological advances that continue to reshape road traffic use.

Exposure to heat is a growing public health concern as climate change accelerates worldwide. Different socioeconomic and racial groups often face unequal exposure to heat as well as increased heat-related sickness, mortality, and energy costs. We provide new insight into thermal inequities by analyzing 20 Southwestern U.S. metropolitan regions at the census block group scale for three temperature scenarios (average summer heat, extreme summer heat, and average summer nighttime heat). We first compared average temperatures for top and bottom decile block groups according to demographic variables. Then we used spatial regression models to investigate the extent to which exposure to heat (measured by land surface temperature) varies according to income and race. Large thermal inequities exist within all the regions studied. On average, the poorest 10% of neighborhoods in an urban region were 2.2 °C (4 °F) hotter than the wealthiest 10% on both extreme heat days and average summer days. The difference was as high as 3.3-3.7 °C (6-7 °F) in California metro areas such as Palm Springs and the Inland Empire. A similar pattern held for Latinx neighborhoods. Temperature disparities at night were much smaller (usually ~1 °F). Disparities for Black neighborhoods were also lower, perhaps because Black populations are small in most of these cities. California urban regions show stronger thermal disparities than those in other Southwestern states, perhaps because inexpensive water has led to more extensive vegetation in affluent neighborhoods. Our findings provide new details about urban thermal inequities and reinforce the need for programs to reduce the disproportionate heat experienced by disadvantaged communities.

Ridehailing services such as Uber have been promoted as viable interventions for curbing alcohol-involved driving fatalities. However, evidence of ridehailing's impact has been mixed, with some studies finding no association but others finding either an increase or a decrease in fatalities. We contribute to this literature by examining more recent years of data, which capture a period during which Uber ridership has grown substantially and alcohol-involved fatalities have increased. Furthermore, we test whether the relationship between Uber availability and traffic fatalities depends on local characteristics. We employ multivariate regression models to test the association between Uber availability and total, alcohol-involved, and weekend and holiday-specific traffic fatalities in the 100 most populated metropolitan areas in the United States between 2009 and 2017. We find that Uber availability is not associated with changes in total, alcohol-involved, and weekend and holiday-specific traffic fatalities in aggregate, yet it is associated with increased traffic fatalities in urban, densely populated counties.

Public school closures are increasing in frequency, number and size in U.S. cities. This study examines the spatial distribution of public school closures occurring in 10 U.S. cities between 2010 and 2019. I employ Exploratory Spatial Data Analysis (ESDA) techniques to measure the spatial concentration of school closures, or the degree to which school closures cluster. I also develop a measure of spatial accessibility across neighborhoods based on the time it would take to travel to the nearest closed school, in every block group in the 10 study cities. To take into account that traffic, congestion and other factors may play a role, I compute and compare times by car and foot, and compare access based on neighborhood ethnoracial and socioeconomic composition. Findings show that school closures geographically cluster, and neighborhoods with a greater percent of Black residents, whether higher poverty or not, will have longer commute times to the next nearest open school after a school closure. While transitions to college can be stressful, links between distinct types of college transitions and changing student well-being remain unclear. For instance, peer ability often shifts from high school to college, though students differ markedly in how much peer ability change they experience. Here, we draw on national longitudinal data (National Longitudinal Study of Adolescent to Adult Health [Add Health]; Waves 1 and 3; N = 1,453) to demonstrate how peer ability transitions from high school to college relate to changes in depressive symptoms and self-esteem, net of student personal background and school-average levels of peer ability. We find that depressive symptoms increase by 27% for students experiencing lowered peer ability across their college transition, relative to no substantial change in peer ability. Meanwhile, heightened peer ability in college links to neither diminished nor enhanced student well-being across the transition. Overall, student well-being relates more closely to collegiate than high-school peer ability.

Estimating the effects of international migration on left-behind children's educational attainment is complicated by the potential offsetting effects of fathers' absences and household remittances. Most research has not separated these aspects of international migration on children's human capital outcomes. We address this deficiency by using instrumental variables to isolate the effects of fathers' international migration absences from international household remittances on student enrollment and grade progression in Guatemala. Results indicate that fathers' absences and household international remittances are negatively related to enrollment, providing evidence for a culture of migration effect. For students who remain in school, household international remittances neutralize the harmful influence of fathers' absences on grade progression.

Historically, Guatemalans have suffered high rates of poverty and malnutrition while nearly ten percent of their population resides abroad. Many Guatemalan parents use economic migration, mainly international migration to the United States, as a means to improve the human capital prospects of their children. However, as this investigation shows, the timing of migration events in relation to left-behind children's ages has important, often negative and likely permanent, repercussions on the physical development of their children. To illustrate these dynamics, this investigation uses an instrumental variables framework to disentangle the countervailing effects of Guatemalan fathers' absences due to migration from concomitant remittances on left-behind children's growth outcomes. Based on national-level data collected in 2000, the investigation reveals that the international migration of a father in the previous year is correlated with a 22.1% lower length/height-for-age z-score for the average left-behind child aged ≤ 3. In contrast, the receipt of remittance income has no influence on the physical stature of a child, which may indicate that migrant fathers with young children are not able to achieve economic success soon enough during their ventures abroad to fully ameliorate the harmful effects caused by their absences.

BackgroundEmpirical research describes retirement migration to Mexico as a viable option for some older Americans. However, far less research examines this phenomenon among Mexican immigrants in the United States. The literature that does address this topic treats international migration as a singular occurrence and does not examine the possibility of return and subsequent reentry between countries. This omission creates an important gap in our knowledge of international retirement migration considering the strong transnational ties that Mexican immigrants maintain to the home and destination countries.ObjectiveUsing a multistate life table approach, this study examines the rate of return to Mexico and reentry back into the United States among Mexican males aged 50 and older with U.S. migration experience, as well as the number of years spent in both countries.ResultsResults show that the rate of reentry from Mexico into the United States declined from 3.33% at age 50-54 to less than 1% at age 70 and older (p-value

In this study, we examine the association between neighborhood socioeconomic ascent from 1990 to 2010 and charter school openings from 2010 to 2016 using a national sample of school attendance boundaries in the U.S. We first index school attendance boundaries into typologies according to their demographic profiles in 2010, and changes along multiple components of socioeconomic status from 1990 to 2010. We then examine whether charter schools were increasingly opening in neighborhoods that experienced SES ascent and find notable variation between different types of neighborhoods where charters expanded. When charters opened in ascendant neighborhoods, they located proportionally more often in racially and socioeconomically diverse urban areas compared to prior years. Background/Context: A long line of research has empirically examined the effects of social context on child and adolescent well-being. Scholars have paid particular attention to two specific levels of social context: the school and neighborhood. Although youths occupy these social contexts simultaneously, empirical research on schools and neighborhoods has largely been conducted independently of one another. Purpose/Objective/Research Question/Focus of Study: This study reviews neighborhood and school effects studies conducted between 2005 and 2013 to determine the degree to which these research domains have exclusively examined a single context. The study then uses nationally representative data to compare estimates of school and neighborhood effects across a variety of youth outcomes. The comparison reveals how much estimates of school and neighborhood effects change after accounting for both levels of context. Research Design: Cross-classified random effects models are used to estimate the effects of school and neighborhood disadvantage on a variety of youth outcomes. For each youth outcome, I compare the effects of concentrated disadvantage and the percent of variation explained at the school and neighborhood levels across two models: a single context effects model that includes only the school or neighborhood and a model including characteristics of both contexts. Findings/Results: Of the 238 school and neighborhood effects studies examined in the review, only 46, or 21%, account for both neighborhoods and schools in the analysis. The multivariate regression results indicate that excluding a level of context has greater consequences on the estimates of neighborhood effects than on school effects. However, ignoring the neighborhood obscures its independent effects on key adolescent outcomes. Conclusions/Recommendations: An empirical analysis of context effects on youth well-being should account for both neighborhoods and schools in order to minimize bias in parameter estimates. Furthermore, simultaneously analyzing schools and neighborhoods will move the study of school and neighborhood effects forward by illuminating policies and strategies in which neighborhoods and schools can work together to increase the overall well-being of children and adolescents.

Place-based policies commonly target disadvantaged neighborhoods for economic improvement, typically in the form of job opportunities, business development or affordable housing. To ensure that investment is channeled to truly distressed areas, place-based programs narrow the pool of eligible neighborhoods based on a set of socioeconomic criteria. The criteria, however, may not be targeting the places most in need. In this study, we examine the relationship between neighborhood gentrification status and 2018 eligibility for the New Markets Tax Credits, Opportunity Zones, Low Income Housing Tax Credits, and the Community Development Financial Institutions Program. We find that large percentages of gentrifying neighborhoods are eligible for each of the four programs, with many neighborhoods eligible for multiple programs. The Opportunity Zone program stands out, with the probability of eligibility nearly twice as high for gentrifying tracts than not-gentrifying tracts. We also found that the probability of eligibility increases with a greater percentage of adjacent neighborhoods experiencing gentrification. [ABSTRACT FROM AUTHOR]

This study investigates the relationship between government fines and neighborhood composition using data on parking citations in Los Angeles. Parking ticket fines have received significant attention in public debates concerning bias in government and law enforcement practices. In these debates, community advocates claim that parking citations are spatially concentrated in neighborhoods of predominantly economically vulnerable populations. Using parking ticket data in 2016 from the City of Los Angeles, this study shows that the number of parking tickets is higher in neighborhoods with a larger presence of renters, young adults, and Black residents. The study also finds that the burden on Black neighborhoods is not alleviated by Black representation in city council. However, Hispanic neighborhoods with a Hispanic council representative experienced higher parking ticket rates for regulations that are more likely to be violated by visitors, specifically, violations occurring during the evening and overnight hours, and specific to time-limit and permit-related regulations.
