In this project two inventories by means of extensive literature searches have been executed: Inventory 1 of all types of soil and growing media (if relevant components thereof) to be elaborated considering (i) the soil and growing medium imported as commodities (i.e. not in association with plants intended for planting), (ii) the soil and growing medium attached to plants for planting, and (iii) the soil and growing medium attached as a contaminant to imported goods (ranging from ware potatoes to agricultural machinery). Inventory 2, based on interceptions data and scientific and technical literature, of plant pests, plant diseases and weeds that can be associated with soil and growing medium (if relevant components thereof). Execution of Inventory 1 resulted in a list of 956 soils and growing media. Execution of Inventory 2 resulted in Excel tables for each taxonomic group separately in which the pests and diseases are linked to the soil and growing media. Additional information has been provided for processes applied to produce growing media and the impact on harmful organisms and private certification schemes applied in Europe to control the trade and use of growing media.

In 2009, the EU introduced a new Regulation (EC) No. 1107/2009, concerning the placing of plant protection products on the market. Amongst others, this regulation defines more stringent approval criteria for the risk assessment of active substances. This will have consequences for the future availability of active substances currently on the market, as the approval of substances not meeting the criteria may be withdrawn or renewed for a limited period. Among these active substances is pendimethalin, produced by BASF. Pendimethalin is used in weed control in arable crops and flower bulbs. To obtain insight into the consequences of a potential withdrawal of pendimethalin's approval for Dutch crop production, BASF has asked LEI to perform an impact assessment. This report presents the results of the assessment, which is restricted to farm- and sector-level economic impacts and focuses on onions and flower bulbs as case studies.

Een plantgezondheidsfonds of verzekering voor ondernemers kan ondernemers aansporen om het risico te verminderen op q-organismen, oftewel quarantaine(waardige) organismen. Het LEI maakte een model om de premies voor een dergelijk fonds te berekenen. Met behulp van een kwantitatieve analyse is een viertal Q-organismen, Tomatengeelkrulbladvirus, aardappelspindelknolviroïde (PSTVd), Thrips palmi en Clavibacter in kaart gebracht.

This project comprised the development of a commodity-based hazard identification protocol for biological hazards in plants and animals as a decision support tree programmed in Excel. The content of the decision tree is based on the results of a systematic review of pest and pathogen characteristics, a review of risk assessment schemes and on expert judgement. Application of the protocol results in an indication of the level of likelihood of entry of animal and plant pathogens/pests in the area of destination associated with the commodity/pathway, and it guides the decision regarding potential actions to be undertaken in the search for existing and emerging pathogens/pests.

Op 8 juni 2011 vond de KNPV-voorjaarsvergadering plaats in de Hof van Wageningen. Deze had als thema ‘Plantgezondheid Grenzeloos! Fytosanitair nader belicht’. Doel van de bijeenkomst was om de bekendheid met het onderwerp te creëren en de bewustwording van het belang ervan te vergroten, en om betrokken partijen dichter tot elkaar te brengen. Hiertoe waren zestien sprekers vanuit een diversiteit aan disciplines en organisaties uitgenodigd om hun ervaringen en activiteiten op het gebied van plantgezondheid met het publiek te delen.

Deze studie richt zich op genetische modificatie bij gewassen. Wereldwijd werden in 2010 op meer dan 140 miljoen hectare GG-gewassen verbouwd. Dit is ongeveer 70 maal het totale Nederlandse landbouwareaal. Het gaat met name om de handelsgewassen soja, maïs, katoen en koolzaad. Twee GG gewassen zijn ondertussern in de EU toegelaten voor teelt, namelijk maïs dat resistent is tegen bepaalde insecten en een aardappel met een verhoogd zetmeel gehalte.

De Nederlandse overheid wil dat de plantaardige sectoren meer eigen verantwoordelijkheid nemen bij het beheersen van fytosanitaire risico's. Hiervoor moeten de betreffende ondernemers preventieve bedrijfsmaatregelen willen en kunnen nemen. In een eeerder verschenen studie is een analytisch kader ontwikkeld, gebaseerd op de Theorie van Gepland Gedrag. In deze studie wordt dit kader kwantitatief toegepast aan de hand van mondelinge interviews met ruim 300 werknemers, verdeeld over drie plantaardige sectoren. Op de uitkomsten daarvan wordt een beschrijvende en statistische analyse toegepast.

Van 10-12 november 2011 werd in Évora (Portugal), voorafgaand aan het EFPP-Congres, een conferentie gehouden over de gevolgen van klimaatverandering voor de ontwikkeling en beheersing van plantenziekten. Op de conferentie kwam een drietal kernvragen aan de orde. Leidt klimaatverandering tot een toename in ziektedruk? Speelt gewasbescherming mogelijk een rol bij het verminderen van klimaatverandering (mitigatie)? Welke maatregelen stellen ons in staat om de invloed van klimaatverandering op het optreden van plantenziekten te ondervangen (adaptatie)?

In het energietransitieprocgramma 'kas als Energiebron' (KaE) werken de glastuinbouw en de rijksoverheid samen aan het realiseren hiervan. De sector maakt flinke stappen voorwaarts. In dit rapport wordt antwoord gezocht op twee vragen. Hoe lang is de weg te gaan voordat de doelstellingen bereikt zijn en wat moet er gebeuren om die weg vrij te maken?

This report adresses the question whether the cultivation of genetically modified (GM) crops abroad for import in the Netherlands, as compared to the cultivation of their conventional (non-GM) counterparts, is in line with Dutch policy and societal aims striving after more sustainable forms of agriculture worldwide and the utilization of the benefits offered by biotechnology in a responsible manner. Three crops were selected as case study objects: sybean, maize and cotton. The sustainability of GM and non-GM crop production was compared with each other based on a review of scientific and other literature. This comparison followed characteristics and criteria associated with the sustainability concept of 'people, planet, profit'.

Verkenning door het LEI in opdracht van het Productschap Tuinbouw naar de gevolgen van klimaatverandering voor de Nederlandse tuinbouw. Aanleiding voor de opdracht is de wens van de tuinbouwsector om tijdig te kunnen reageren op het veranderende klimaat en daardoor kansen te benutten en bedreigingen te voorkomen. Het doel van de verkenning is dan ook om inzicht te verkrijgen in deze kansen en bedreigingen voor de tuinbouwsector en aan te geven welke aanknopingspunten voor kennis- of beleidsontwikkeling aanwezig zijn.

Het ministerie van LNV wil naar een effectiever fytosanitair beleid toe met meer aandacht voor risicobeheersing in de sector zelf. Dat werkt alleen als alle ondernemers meedoen. Maar in hoeverre willen en kunnen ondernemers hun verantwoordelijkheid nemen? Het LEI heeft hier onderzoek naar gedaan door middel van discussiebijeenkomsten en enquetes met ondernemers in verschillende sectoren.

This report presents a conceptual framework for systematic assessment of direct economic impacts of climate change on pest and disease management at the crop level. The framework evaluates and aggregates the effects, and subsequently impacts, of climate change on selected pests and diseases and their control in a particular crop. Application of the framework reveals opportunities and threats in crop protection resulting from climate change, and can direct future adaptation efforts. Dit rapport presenteert een conceptueel kader voor systematische analyse van directe economische impacts van klimaatverandering op ziekte- en plaagmanagement op gewasniveau. Het kader beoordeeltl en aggregeert de effecten van klimaatverandering op geselecteerde ziekten en plagen en hun beheersing in een gewas, en de daaruit volgende impacts voor telers. Toepassing van het concentueel kader biedt inzicht in kansen en bedreigingen van klimaatverandering voor plantgezondheid en kan richting geven aan adaptatie.

Boeren en tuinders hebben vanzelfsprekend belang bij het voorkomen van ziektes op hun bedrijf. Toch wil dat niet zeggen dat het bestrijden van fytosanitaire risico’s bovenaan hun prioriteitenlijstje staat. Een gezonde bankrekening is ook belangrijk

This report presents a conceptual framework for assessing and understanding phytosanitary risk perception and risk-management in plant production chains. The framework is based on the Theory of Planned Behaviour. It is explored for three sectors (pot plants, seed potatoes, and tulip bulbs). These explorations show that the conceptual framework can provide insight into the way actors in plant production chains perceive phytosanitary risk and how this affects their risk-management behaviour. The framework provides a useful tool for identifying bottlenecks in actors' phytosanitary risk-management and creating more focus in optimising phytosanitary risk-management in plant production chains

Quarantine diseases comprise a distinct class of plant diseases. In contrast to other plant diseases, direct losses through crop damage are often limited. Yet, quarantine diseases may have serious economic consequences for a country as they threaten the country¿s export of affected crops. In particular for this category of diseases, it is important to design a control strategy that is optimal from an epidemiological as well as an economic point of view. This chapter presents the development of a bioeconomic model to evaluate control strategies in terms of their cost-effectiveness, specified for brown rot in the Dutch potato production chain. The conceptual model consists of two modules: an epidemiological module, which is a stochastic, spatially explicit simulation model that simulates the spread of potato brown rot over all potato-growing farms and fields in the Netherlands, and an economic module, which calculates the total costs of brownrot prevalence, based on the results of the epidemiological model. The model is applied for two brown-rot policy scenarios, which differ in sampling frequency of harvested potato lots but are otherwise similar. The two scenarios are compared with respect to their effectiveness and efficiency. Concerning the costs of controlling brown rot, a low monitoring level appears to be more cost-efficient; however, when including expected export consequences, a high monitoring level may be preferable. The model presented here strongly facilitates the development of an optimal control strategy as it provides insight into the effectiveness of brown-rot control strategies in relation to their costs. Moreover, the introduced modelling concept can be a useful tool in analysing the epidemiological and economic effects of other (quarantine) diseases.
