Vor diesem Hintergrund kündigte die Bundesregierung 2021 in ihrem Koalitionsvertrag eine feminist foreign policy an. Diese soll die Rechte, Repräsentanz und Ressourcen von Frauen und marginalisierten Gruppen stärken und die Anerkennung von Diversität fördern. Allerdings gibt es auf eine feministische Ausrichtung der Außen- und Entwicklungspolitik in der politischen Debatte divergierende und auch kritische Perspektiven. Wie steht es aber um die Einstellung der Bevölkerung? Um dieser Frage nachzugehen, wurde im Rahmen des DEval-Meinungsmonitor Entwicklungspolitik 2022 die öffentliche Meinung zu feministischer Entwicklungspolitik untersucht. Dieser Policy Brief fasst die Ergebnisse einer repräsentativen Befragung zusammen.

The continued lack of gender equality is an urgent global challenge. Against this backdrop, the German Federal Government announced in 2021 that it would include a feminist foreign policy in its coalition agreement. The aim of this policy is to strengthen the rights, representation and resources of women and marginalised groups and to promote the recognition of diversity. However, a feminist orientation in foreign and development policy meets with diverging views in political debate and provides cause for discussion in the (social) media. But what is the attitude of the general public? Aiming to answer this question, DEval examined public opinion on feminist development policy as part of its Opinion Monitor for Development Policy 2022. This Policy Brief summarises the results of the representative survey.

Nachhaltiger Konsum leistet einen Beitrag zu einer nachhaltigen globalen Entwicklung. Aufgrund der Wechselwirkungen zwischen Konsumverhalten in Industriestaaten und menschlichen Lebensbedingungen in Ländern des globalen Südens hat das Thema auch eine hohe entwicklungspolitische Relevanz. Bisher liegen jedoch kaum Erkenntnisse darüber vor, inwieweit die Bürger*innen wahrnehmen, dass ihr eigener Konsum globale Auswirkungen hat. Der DEval-Meinungsmonitor Entwicklungspolitik 2022 ist dieser Frage nachgegangen. Dieser Policy Brief fasst die Ergebnisse der Studie zusammen.

Wie hat sich die kommunale Entwicklungspolitik in Deutschland in den letzten Jahren weiterentwickelt und wo steht sie heute? Was wurde erreicht und welche Herausforderungen bestehen für kommunales entwicklungspolitisches Engagement? Und wie können deutsche Kommunen weiter unterstützt werden, um bis 2030 und darüber hinaus einen möglichst großen Beitrag zu einer global nachhaltigen Entwicklung leisten zu können? Diesen Fragen wurde in zwei komplementär angelegten Untersuchungen nachgegangen.

How has municipal development policy in Germany continued to unfold over the last few years, and where do things stand today? What has been achieved, and what are the challenges for municipal development engagement? Moreover, how can German municipalities be further supported in maximising their contribution to globally sustainable development up to 2030 and beyond? These questions are addressed in two complementary investigations: a study by the German Institute of Development and Sustainability (IDOS), and an evaluation by the German Institute for Development Evaluation (DEval). This policy brief presents the key findings and recommendations of both investigations.

Der Meinungsmonitor Entwicklungspolitik 2022 umfasst zwei Themenblöcke: Im ersten Teil werden zentrale Einstellungen der Bevölkerung zu Entwicklungspolitik untersucht. Behandelt werden unter anderem die generelle Unterstützung für staatliche Entwicklungszusammenarbeit (EZ), die Einstellung zu verschiedenen Motiven für EZ sowie die Einschätzung ihrer Wirksamkeit. Besondere Aufmerksamkeit gilt Einstellungen zu Demokratie und Demokratieförderung. Im zweiten Teil steht das entwicklungspolitische Engagement im Fokus: einerseits nicht-monetäres Engagement wie informations- und kommunikationsbezogene Aktivitäten, organisationsbezogenes Engagement und politische Partizipation, andererseits monetäres Engagement wie Spenden an entwicklungspolitische Organisationen und nachhaltiger Konsum. Ergänzt wird der zweite Teil durch einen Gastbeitrag, in dem die verschiedenen Engagementformen zu einer Typologie zusammengefasst und Einflussfaktoren auf den Wechsel zwischen Engagementtypen im Zeitverlauf analysiert werden. In beiden Teilen werden die Indikatoren für Einstellungen und Engagement (längsschnittlich) dargestellt und auf Unterschiede zwischen verschiedenen Bevölkerungsgruppen hin untersucht. Abschließend werden Implikationen für staatliche und zivilgesellschaftliche entwicklungspolitische Akteure zur Strategie-, Kommunikations- und Bildungsarbeit sowie zur Förderung des entwicklungspolitischen Engagements formuliert.

This literature review aims to summarise current knowledge on a human rights-based approach (HRBA) to evaluation and improve the basis for further conceptual discussions on this approach. To this end, we reviewed strategies and (publicly available) guidelines of multilateral and bilateral development actors, relevant tools for human rights in monitoring and evaluation, research articles, and evaluation reports published between 2014 and 2021.

This policy brief summarises the findings of the DEval Opinion Monitor for Development Policy 2021. It investigated which partner countries the general public perceives as particularly worthy of support and what socioeconomic and political characteristics of the countries are associated with this perception.

The COVID-19 pandemic poses a global health, economic and political threat for developed and developing countries alike. However, the latter are less well prepared. Tackling the pandemic and its effects requires global cooperation and the provision of development assistance to countries in need. Yet, support for development assistance among donor publics might be dampened by individual health-related and economic worries as well as decreasing trust in government during the pandemic. Against this backdrop, we investigate the effect of pandemic-induced worries on public support for providing assistance to developing countries as well as the moderating role of moral considerations and trust in government. Drawing on the aid attitudes and welfare state support literature and based on survey data for Germany provided by the COVID-19 Snapshot Monitoring (COSMO) project collected in April 2020 (N = 1,012), our regression models show that on average neither health-related nor economic worries go along with less support for providing assistance to developing countries affected by the pandemic. However, we find a significant interaction between health-related worries and trust in government: For those with high levels of trust in government the effect of healthrelated worry on support for development assistance is positive, whereas it is negative for those with low levels of trust. We conclude that for the moment there is no need for concern as neither form of worry correlates negatively with support for development assistance. However, garnering support for global solidarity remains an important task for policy-makers in developed countries. Die Bewältigung der Corona-Pandemie erfordert internationale Solidarität und Zusammenarbeit - insbesondere mit Entwicklungsländern. Inwiefern jedoch unterstützt die Bevölkerung dieses Engagement? Daten des COVID-19 Snapshot Monitoring (COSMO) von April bis Juni 2020 zeigen, dass die Bevölkerung ein verstärktes entwicklungspolitisches Engagement Deutschlands zur Bekämpfung der Corona-Situation befürwortet. Sie hat jedoch Vorbehalte gegenüber Schuldenerlassen für Entwicklungsländer sowie Hilfe für die Wirtschaft und Geflüchtete vor Ort.

The Federal Ministry for Economic Cooperation and Development (BMZ) has launched an Emergency COVID-19 Support Programme in order to strengthen health care systems and ensure sufficient nutrition in developing countries. This policy brief addresses the question to what extent the general public supports these measures for combating the coronavirus pandemic and the associated consequences.

In its 15th edition, the study presents data on the internationalism of German third level education institutes and the German academic system. The continuation and further development of the indicators allows the formulation of long-term forecast analyses on the core topics: How internationally mobile is German academia? How attractive is Germany as a study and research location? In 2015, the study model was expanded again to include new aspects of academic internationalism. The chapter on international student mobility was completely revised and complemented with new data. This year, the study focuses on foreign Masters students at German universities. The available offering of English language study courses, study successes, satisfaction and duration of stay are examined. "Cosmopolitan Academia" (Wissenschaft Weltoffen) is published as a bilingual German/English issue. The study itself and the data records for the diagrams are available for free download at wbv-open-access.de. In ihrer 15. Auflage präsentiert die Studie Daten zur Internationalität der deutschen Hochschulen und des deutschen Wissenschaftssystems. Die Fortführung und Weiterentwicklung der Indikatoren ermöglicht Langzeitanalysen zu den Kernfragen: Wie international mobil ist die deutsche Wissenschaft? Wie attraktiv ist Deutschland als Studien- und Forschungsstandort? Auch 2015 wurde das Untersuchungsdesign um neue Aspekte der akademischen Internationalität erweitert. Hierfür wurde u.a. das Kapitel zur internationalen Studierendenmobilität grundlegend überarbeitet und um zusätzliche Daten ergänzt. In diesem Jahr stehen die ausländischen Masterstudierenden an deutschen Hochschulen im Mittelpunkt. Untersucht wurden die Angebote englischsprachiger Studiengänge, Studienerfolge, Zufriedenheit und Verweildauer. Wissenschaft Weltoffen erscheint als deutsch-englische Ausgabe.
