Abstract

L'Autore si sofferma sul procedimento per reati di competenza del giudice di pace, alla luce delle indicazioni provenienti dalla giurisprudenza costituzionale e di legittimità. Il d.lgs. n. 274/2000 si ispira a un modello di giustizia mite, tramite la valorizzazione della giustizia riparativa e del ruolo della persona offesa. Recenti riforme sembrano peraltro attribuire alla competenza del giudice di pace una vocazione più deflativa che riparativa, come testimonia l'inserimento nell'art. 4 d.lgs. n. 274/2000 di reati "senza vittima" in materia di immigrazione. In chiusura, l'Autore auspica l'attuazione, anche con riguardo al d.lgs. n. 274/2000, della delega in materia di restorative justice contenuta nella l. n. 134/2021.

Abstract

We present results from a systematic study of vertical profiles of aerosol number size distribution and black carbon (BC) concentrations conducted in the Arctic, over Ny-Ålesund (Svalbard). The campaign lasted 2 years (2011-2012) and resulted in 200 vertical profiles measured by means of a tethered balloon (up to 1200 m a.g.l.) during the spring and summer seasons. In addition, chemical analysis of filter samples, aerosol size distribution and a full set of meteorological parameters were determined at ground. The collected experimental data allowed a classification of the vertical profiles into different typologies, which allowed us to describe the seasonal phenomenology of vertical aerosol properties in the Arctic. During spring, four main types of profiles were found and their behavior was related to the main aerosol and atmospheric dynamics occurring at the measuring site. Background conditions generated homogenous profiles. Transport events caused an increase of aerosol concentration with altitude. High Arctic haze pollution trapped below thermal inversions promoted a decrease of aerosol concentration with altitude. Finally, ground-based plumes of locally formed secondary aerosol determined profiles with decreasing aerosol concentration located at different altitude as a function of size. During the summer season, the impact from shipping caused aerosol and BC pollution plumes to be constrained close to the ground, indicating that increasing shipping emissions in the Arctic could bring anthropogenic aerosol and BC in the Arctic summer, affecting the climate.

Abstract

Size-segregated particle samples were collected in the Arctic (Ny-Ålesund, Svalbard) in April 2011 both at ground level and in the free atmosphere exploiting a tethered balloon equipped also with an optical particle counter (OPC) and meteorological sensors. Individual particle properties were investigated by scanning electron microscopy coupled with energy dispersive microanalysis (SEM-EDS). Results of the SEM-EDS were integrated with particle size and optical measurements of the aerosols properties at ground level and along the vertical profiles. Detailed analysis of two case studies reveals significant differences in composition despite the similar structure (layering) and the comparable texture (grain size distribution) of particles in the air column. Differences in the mineral chemistry of samples point at both local (plutonic/metamorphic complexes in Svalbard) and remote (basic/ultrabasic magmatic complexes in Greenland and/or Iceland) geological source regions for dust. Differences in the particle size and shape are put into relationship with the mechanism of particle formation, that is, primary (well sorted, small) or secondary (idiomorphic, fine to coarse grained) origin for chloride and sulfate crystals and transport/settling for soil (silicate, carbonate and metal oxide) particles. The influence of size, shape, and mixing state of particles on ice nucleation and radiative properties is also discussed.

Abstract

The Kathmandu Valley in the Himalayan foothills, considered as one of the global "hot spots" for what concerns air pollution, is currently facing severe air quality problems due to rapid urbanization processes, dramatic land use changes, socioeconomic transformation and high population growth. In this work, we present the first full year (February 2013 - February 2014) analysis of simultaneous measurements of two short-lived climate forcers/pollutants (SLCF/P), i.e. ozone (O3) and equivalent black carbon (BC), and aerosol number concentration at Paknajol (27°43'4'' N, 85°18'32'' E, 1380 m a.s.l.), in the city center of Kathmandu. These observations were carried out in the framework of the SusKat-ABC (A Sustainable Atmosphere for the Kathmandu Valley - Atmospheric Brown Cloud) campaign in Nepal. The diurnal behavior of BC and aerosol number concentration indicated that local pollution sources represent the major contribution to air pollution in this city. In addition to photochemistry, the planetary boundary layer (PBL) dynamic plays an important role in determining O3 variability, as suggested by the analysis of seasonal changes of the diurnal cycles and the correlation with meteorological parameters and aerosol properties. Especially during pre-monsoon, high values of O3 were observed during the afternoon/evening. This could be related to mixing and entrainment processes between upper residual layers and the PBL. During this season, the high O3 appeared well related to the impact of major open vegetation fires occurring in Nepal. On a synoptic-scale perspective, westerly and regional atmospheric circulations appeared to be especially conducive for the occurrence of the high BC and O3 values. The very high values of the SLCF/P, detected during the whole measurement period, indicated persisting adverse air quality conditions, dangerous for the health of over 3 million residents of the Kathmandu Valley, and the environment. Consequently, all of this information may be useful for implementing control measures to mitigate the occurrence of acute pollution levels in the Kathmandu Valley and the surrounding area.

Abstract

Tropospheric ozone (O3) is an atmospheric key compound. It is recognised as a powerful short-lived greenhouse gas, it influences the oxidative capacity of the troposphere, and it affects population health as well as the ecosystem integrity and crop yields. Levels of tropospheric O3 at regional scale are strongly affected by anthropogenic emissions but production from lightning and Stratosphere Troposphere Exchange (STE) still represent not-negligible natural sources. South Asia and the Himalayas are hot-spot regions in terms of current surface O3 levels. For this reason, since March 2006, continuous surface O3 observations are carried out at the Nepal Climate Observatory - Pyramid (NCO-P; 27.95 N, 86.82 E), located at 5079 m a.s.l. in the Nepali Himalayas. As reported in previous investigations dealing with NCO-P observations, surface O3 variability in the Himalayas is strongly affected by upward transport of air-masses from the Indo-Gangetic Plain and Himalayan foothills, as well as stratospheric intrusion events. In this work, episodes of stratospheric air-mass intrusions at NCO-P are studied over the period 2006 - 2013, when continuous O3 measurements are available at the measurement site. The aim is to assess the influence of STE on the surface O3 variability. The analysis will be based on the global STE climatology produced at ETH Zurich for the ERA-Interim reanalysis data set from the European Centre for Medium-Range Weather Forecasts (ECMWF). This dataset, relying on a Lagrangian methodology to diagnose STE, will be used to understand the interannual O3 variations at NCO-P in relation to the corresponding STE variability.

22. Local vs. long-range sources of aerosol particles upon Ny-Ålesund (Svalbard Islands): mineral chemistry and geochemical records

Abstract

Aerosol samplings were performed both at ground level and at different heights upon the Ny-Ålesund polar station in June–July 2012 using a tethered balloon equipped with a sampling pump and meteorological sensors. The samples were analyzed by ion chromatography and scanning electron microscopy to characterize the sources and the evolution of the aerosol particles in the planetary boundary layer. The results show the main contribution of long-range over local/regional transported particles and sediments in the aerosols in the period of interest. Among the long-range sources, a main contribution was represented by Siberian local soils and regional wildfires which provided typical particles (metal oxides, calcareous grains), and ion species (nss-K+, nss-SO42−) to the aerosols. Among the local sources, a main contribution was represented by fly ash emitted by the cruise ships frequently landing around Ny-Ålesund during summer. Another aspect which results from aerosol particle characterization is the clear stratification of the planetary boundary layer upon Ny-Ålesund. This typical feature, which has been already documented in spring on the same site (Moroni et al. 2015), is quite effective also in summertime despite the higher potential of local dust production and the lower atmospheric stability characterizing this period.

23. AGAP: an atmospheric gondola for aerosol profiling

Abstract

A novel airborne gondola was developed to profile the Arctic boundary layer exploiting a tethered balloon system. A number of aerosol instrumentations were customized and deployed in the gondola for two test campaigns conducted in Ny-Ålesund in September 2014 and April–May 2015. The performances of the instrumental setup have been characterized and will be described in the present paper. An illustration of the main results and a discussion of the main phenomenology will be also presented. Briefly, the tethered balloon systems demonstrates the capability of successfully lifting up to 15 kg of scientific payload, featuring a power autonomy of about 3 h of continuous measurements with one battery. We demonstrate for the first time on a tethered balloon the capability of measuring at the same time aerosol light scattering, absorption coefficients and size distribution, which is very promising for deducing the aerosol optical properties as a function of height along the probed atmospheric column.

Abstract

Size-segregated particle samples were collected in the Arctic (Ny-Ålesund, Svalbard) in April 2011 both at ground level and in the free atmosphere exploiting a tethered balloon equipped also with an optical particle counter (OPC) and meteorological sensors. Individual particle properties were investigated by scanning electron microscopy coupled with energy dispersive microanalysis (SEM-EDS). Results of the SEM-EDS were integrated with particle size and optical measurements of the aerosols properties at ground level and along the vertical profiles. Detailed analysis of two case studies reveals significant differences in composition despite the similar structure (layering) and the comparable texture (grain size distribution) of particles in the air column. Differences in the mineral chemistry of samples point at both local (plutonic/metamorphic complexes in Svalbard) and remote (basic/ultrabasic magmatic complexes in Greenland and/or Iceland) geological source regions for dust. Differences in the particle size and shape are put into relationship with the mechanism of particle formation, that is, primary (well sorted, small) or secondary (idiomorphic, fine to coarse grained) origin for chloride and sulfate crystals and transport/settling for soil (silicate, carbonate and metal oxide) particles. The influence of size, shape, and mixing state of particles on ice nucleation and radiative properties is also discussed.

Abstract

Consolidation radiotherapy (cRT) in patients with stage I/II diffuse large B-cell lymphoma of the Waldeyer's ring (WR-DLBCL) in complete remission (CR) after induction chemotherapy (CHT) is often associated with relevant acute and chronic toxicity, and its impact on survival remains to be defined. A total of 184 patients in CR after anthracycline-based chemotherapy were retrospectively analyzed: 62 underwent CHT alone (CHT group), while 122 (66%) patients were referred to cRT (CHT + RT group). After a median follow-up of 54 months, 36 patients (20%) experienced relapse: 19% in the CHT group and 20% in the CHT + RT group. At the time of analysis 47 (76%) CHT patients and 97 (80%) CHT + RT patients were alive. Five-year overall survival (OS), disease-free survival (DFS) and lymphoma-specific survival (LSS) were 80%, 74% and 86%, respectively. Five-year OS was significantly prolonged in the CHT + RT group, while DFS and LSS were similar between groups. This discrepancy was attributed to a high percentage of deaths due to unrelated causes in CHT patients. cRT does not prolong LSS in patients with early-stage WR-DLBCL in CR after anthracycline-containing chemotherapy. An international confirmatory trial is warranted.
