PurposeThe purpose of this review was to evaluate the role of biological augmentation and tissue engineering strategies in meniscus surgery. Although clinical (human), preclinical (animal), and in vitro tissue engineering studies are included here, we have placed additional focus on addressing preclinical and clinical studies reported during the 5-year period used in this review in a systematic fashion while also providing a summary review of some important in vitro tissue engineering findings in the field over the past decade.MethodsA search was performed on PubMed for original works published from 2009 to March 31, 2014 using the term "meniscus" with all the following terms: "scaffolds," "constructs," "cells," "growth factors," "implant," "tissue engineering," and "regenerative medicine." Inclusion criteria were the following: English-language articles and original clinical, preclinical (in vivo), and in vitro studies of tissue engineering and regenerative medicine application in knee meniscus lesions published from 2009 to March 31, 2014.ResultsThree clinical studies and 18 preclinical studies were identified along with 68 tissue engineering in vitro studies. These reports show the increasing promise of biological augmentation and tissue engineering strategies in meniscus surgery. The role of stem cell and growth factor therapy appears to be particularly useful. A review of in vitro tissue engineering studies found a large number of scaffold types to be of promise for meniscus replacement. Limitations include a relatively low number of clinical or preclinical in vivo studies, in addition to the fact there is as yet no report in the literature of a tissue-engineered meniscus construct used clinically. Neither does the literature provide clarity on the optimal meniscus scaffold type or biological augmentation with which meniscus repair or replacement would be best addressed in the future. There is increasing focus on the role of mechanobiology and biomechanical and biochemical cues in this process, however, and it is hoped that this may lead to improvements in this strategy.ConclusionsThere appears to be significant potential for biological augmentation and tissue engineering strategies in meniscus surgery to enhance options for repair and replacement. However, there are still relatively few clinical studies being reported in this regard. There is a strong need for improved translational activities and infrastructure to link the large amounts of in vitro and preclinical biological and tissue engineering data to clinical application.Level of evidenceLevel IV, systematic review of Level I-IV studies.

Highlights • Treaties for shared trans-national ecosystems must be resilient to emerging global pressures. • We present a scorecard for the Torres Strait Treaty between Australia and Papua New Guinea. • The Treaty has strong inter-governmental, conflict resolution and resource allocation mechanisms. • Capacity for Treaty review, joint stock monitoring and fisheries enforcement is weak. • To be resilient to change, stakeholders linked to unprecedented drivers must be co-opted. Abstract Multi-lateral treaties are the primary institutional instrument for managing shared trans-national ecosystems, but their original designs may not be resilient to unanticipated global pressures. Here we evaluate the Torres Strait Treaty, which was ratified in 1985 to manage marine resources shared by Traditional Inhabitants from Western Province, Papua New Guinea (PNG) and the Torres Strait Islands of Australia. Since 1985 rapid Asian economic growth has driven illegal fishing and trading practices amongst PNG fishers, and impacts from mining on PNG coastal settlements, exacerbated by relatively limited management capacity on the PNG side of the border. We evaluate the resilience of the Treaty to these unprecedented pressures by applying six design principles from the literature on resilient trans-boundary river basin treaties. Our analysis indicates that the Treaty's strengths lie in delegated inter-governmental organizations, conflict resolution and resource allocation mechanisms that account for variability. However, its weaknesses are due to the lack of formal review mechanisms, the absence of joint monitoring of potentially over-exploited species (sharks, barramundi, jewfish, mud crabs and reef fish), and low PNG capacity for enforcement. We present a 'score-card' synthesising our evaluation, and recommend adaptive co-management processes that will enhance the resilience of the Treaty, including the regular review of the Treaty's structure and terms, and inclusion of external stakeholders related to cross-border trade with neighboring Indonesia, and PNG mining. We discuss the relevance of our approach for the design and evaluation of multi-lateral marine resource-sharing agreements, and regional security. [ABSTRACT FROM AUTHOR]

Abstract: There is a paucity of information on subsistence reef fisheries of indigenous communities in Torres Strait, Australia, and its role within their hybrid economy. Bus route surveys and semi-structured interviews were conducted in 2005 and 2006 on three islands in Torres Strait to understand whether subsistence fishing remains important for the livelihoods of Torres Strait communities and whether patterns of fishing effort are driven by changes in their socio-economic structure. Strong interactions among private (commercial fishing and other wage-employment), public (social security payments from the State) and subsistence sectors were observed. When social security payments were spent, Islanders were more reliant on subsistence fishing. Also, higher levels of involvement in the private sector corresponded with a shift from shore to boat-based subsistence activities. Socio-economic factors, such as involvement in commercial fishing and social security payments, were identified as the main driving factors of subsistence fishing activities. Findings of the present study stress the importance of considering socio-economic factors explicitly in future fisheries assessments and management decisions concerning the sustainability of resources in Torres Strait.
