This book argues that a resilient region should act reactively and proactively in the face of shocks and disruptions and asserts that the institutionalization of regional cooperation may be the answer to development challenges in times of uncertainty and instability.It considers regional, transregional, and subregional cooperation initiatives for building regional resilience and critically examines a broad spectrum of issues, such as international security and trade, economic development, value chains in production, and social welfare. Adopting the concept of resilience allows for a holistic, dynamic, and systematic approach to the studies on the regional process of institutionalization, responsiveness, and adaptability to challenging circumstances. The economic and social indicators of the countries in the region are examined alongside an analysis of the regional institutional architecture.The reader is acquainted with the essence of resilience concerning each category of challenges and the mechanisms of its achievement and strengthening through regional integration. The interdisciplinary character of the book makes it suitable for usage not only by economists but also by lawyers. "In 2020, the G20 proposed a solution for the debt-related issues affecting the world’s poorest countries due to the COVID-19 pandemic. However, their initiatives have failed to meet their objectives. The author argues that the reason for this failure is the inability to bring sovereign countries to the table to re-negotiate their debt agreements with private creditors as they fear credit rating agencies and the prospect of a downgrade. The author refers to this as the ‘credit rating impasse’. This book proposes a novel solution. The author asserts that there is a need in the literature to unpick the dynamic that exists and creates that impasse, namely the pressures that exist between sovereign states, private creditors, credit rating agencies, and the geo-political backdrop that is massively influential in the dynamic, that is, the adversarial relationship between China and the US. This book addresses the recent history of debt treatment for poorer countries and related successes and failures: COVID-19-related issues and the development of the Debt Service Suspension Initiative and the Common Framework for Debt Treatment. This book examines the reasons for their failure by analysing the positions of the sovereign states, the division between private and official creditors and between multilateral institutions such as the IMF and the World Bank, credit rating agencies, and the competing political entities of China and the US. A Critical History of Poverty Finance demonstrates how newfangled 'digital financial inclusion' efforts suffer from the same essential flaws as earlier iterations of neoliberal 'financial inclusion'. Relying on artificially created markets that simply aren’t there among the world's most disadvantaged economic actors, they also reinforce existing patterns of inequality and uneven development, many of which date back to the colonial era. As the twentieth century draws to a close, it is time to look back on an epoch of widespread turmoil, including two world wars, the end of the colonial era in world history, and a large number of international crises and conflicts. This book is designed to shed light on the causes and consequences of military-security crises since the end of World War I, in every region, across diverse economic and political regimes, and cultures. The primary aim of this volume is to uncover patterns of crises, conflicts and wars and thereby to contribute to the advancement of international peace and world order. The culmination of more than twenty years of research by Michael Brecher and Jonathan Wilkenfeld, the book analyzes crucial themes about crisis, conflict, and war and presents systematic knowledge about more than 400 crises, thirty-one protracted conflicts and almost 900 state participants. The authors explore many aspects of conflict, including the ethnic dimension, the effect of different kinds of political regimes--notably the question whether democracies are more peaceful than authoritarian regimes, and the role of violence in crisis management. They employ both case studies and aggregate data analysis in a Unified Model of Crisis to focus on two levels of analysis--hostile interactions among states, and the behavior of decision-makers who must cope with the challenge posed by a threat to values, time pressure, and the increased likelihood that military hostilities will engulf them. When Poland and Ukraine introduced their political, social and economic system reforms at the beginning of the 1990s, both economies were at a similar level of economic development (GDP $9,500 per capita). However, in 2018, Ukrainian GDP per capita had remained at the same levels since 1991, while in Poland, it had increased significantly, to more than $27,000 per capita. This book assesses the reasons for the growing gap between the level of economic development in Ukraine and Poland. It examines the course of events and evaluates the effectiveness of the system transformations, both in the context of the economy, as a whole, and in individual regions (Polish ‘voivodeships’ (provinces) and Ukrainian ‘oblasts’). It also analyzes the consequences of the 2008–2009 Ukrainian-Russian gas conflict and 2013–2014 Euromaidan events for the Ukrainian economy. Additionally, the authors offer an insight into the migration movements, which have recently been observed in Poland and Ukraine. This is the first comprehensive, comparative analysis concerning the spatial diversification of economic development in these two countries, and the authors highlight the ways in which these reforms have proved effective in Poland and hardly effective in Ukraine. This analysis helps to identify the basic interrelations between the core macroeconomic variables at the regional level and the impact of political events from both a national and regional perspective. The book will appeal to academics, researchers and policy makers interested in the economic and political changes in these two countries, in a comparative setting and on national and regional levels, as well as those working on issues of EU integration.

International communication as a field of inquiry is, in fact, not very “internationalized.” Rather, it has been taken as a conceptual extension or empirical application of U.S. communication, and much of the world outside the West has been socialized to adopt truncated versions of Pax Americana’s notion of international communication. At stake is the “subject position” of academic and cultural inquirers: Who gets to ask what kind of questions? It is important to note that the quest to establish universally valid “laws” of human society with little regard for cultural values and variations seems to be running out of steam. Many lines of intellectual development are reckoning with the important dimensions of empathetic understanding and subjective consciousness. In Internationalizing "International Communication," Lee and others argue that we must reject both America-writ-large views of the world and self-defeating mirror images that reject anything American or Western on the grounds of cultural incompatibility or even cultural superiority. The point of departure for internationalizing “international communication” must be precisely the opposite of parochialism – namely, a spirit of cosmopolitanism. Scholars worldwide have a moral responsibility to foster global visions and mutual understanding, which forms, metaphorically, symphonic harmony made of cacophonic sounds.

As the University of Michigan Center for Japanese Studies reflected on the deteriorating position of the domestic auto industry in the fall of 1980, and the strong competitive threat being posed by the Japanese automakers, we were struck by the extraordinary low quality of the public discussion of these critical issues. The national importance of the issues seemed only matched by the superficiality of the analyses being offered. The tendency to think in terms of scapegoats was particularly evident. The Japanese as the basic cause of our problems has been a particularly notable theme. To be sure, cooperation with the Japanese in formulating a rational overall trade policy may be an important part of the solution. It has also been fashionable to blame it all on American auto industry management for not concentrating on the production of small cars when "everyone knew" that was the thing to do. Alternatively, government meddling was blamed for all our problems. Clearly, the complex problem we faced required more penetrating analyses. It seemed therefore, that the time was ripe for a public seminar which moved beyond the rhetoric of the moment and probed some of the deeper causes of our problems and possible directions for future policy. In holding the January 1981 auto conference, the Center took it as their task to begin addressing the critical issues facing the industry, with particular, but not exclusive, attention to examining the role of the Japanese auto industry. They had in mind not to simply conduct a rational discussion of the trade issue but to probe the sources of Japanese competitive strength, especially those features whose study might profit them. In these proceedings, they bring those discussions to a wider audience. Question and answer sessions at the conference were necessarily short and a few speakers delivered abbreviated remarks; this volume restores a number of omissions, and provides additional answers to some pertinent questions put by the audience. The Center hopes to encourage the serious problem-solving these complex issues demand. Far too much time has been spent trying to fix the blame.

The Chinese economy has entered a new phase of development in which sources of growth are not so much dependent upon pure increases in labour, investment and credit expansion, but from productivity improvement, structural changes, technological progress and the benefits from improvement of the social security and welfare improvement. When market functions are fully established to become a main channel for allocating resources, the entrepreneurship will flourish engaging in more innovative activities, workers will move more freely and have more incentives to improve their skills, firms will become more productive through market entry and exit, the economic structure will become more balanced because of the improved resource allocation, and in the end, growth will become more spontaneous and sustainable. In this sense, reforms could deliver ‘dividend’ by raising China’s potential economic growth rates. For China to confront all the challenges it faces at present, the reforms undertaken now have to be deep, comprehensive and far-reaching in order to succeed in paving the way for China to complete the task of transformation in the long-term. There is no better alternative than deepening the market-oriented reform in advancing the course of China’s modernisation for future development and prosperity and lifting China to the status of a developed economy in the next two decades. This book describes China's growing range of activities in Africa, especially in the sub-Saharan region. The three most important instruments China has at its disposal in Africa are development aid, investments and trade policy. The Chinese government, which believes the Western development aid model has failed, is looking for new forms of aid and development in Africa. China's economic success can partly be ascribed to the huge availability of cheap labour, which is primarily employed in export-oriented industries. China is looking for the required raw materials in Africa, and for new marketplaces. Investments are being made on a large scale in Africa by Chinese state-controlled firms and private companies, particularly in the oil-producing countries (Angola, Nigeria and Sudan) and countries rich in minerals (Zambia). Third, the trade policy China is conducting is analysed in China and compared with that of Europe and the United States. In case studies the specific situation in several African countries is examined. In Zambia the mining industry, construction and agriculture are described. One case study of Sudan deals with the political presence of China in Sudan and the extent to which Chinese arms suppliers contributed to the current crisis in Darfur. The possibility of Chinese diplomacy offering a solution in that conflict is discussed. The conclusion considers whether social responsibility can be expected of the Chinese government and companies and if this is desirable, and to what extent the Chinese model in Africa can act as an example - or not - for the West.
