Today, in order to remain viable and meet the needs and expectations of a global, entrepreneurial and learning society, public libraries must change and reinvent their roles in society, find new solutions for business, and actively engage in partnerships between education, business and local government. This paper presents the findings of qualitative research using an interview method and uncovers the possibilities of innovative services offered by public libraries to the business community. The qualitative analysis of the experiences of business representatives revealed that in order to become competitive organizations, public libraries need to focus not only on satisfying the needs of different communities, but also on providing innovative services to the business community by playing the roles of an information facilitator, an organizer of cultural and lifelong learning activities, a project partner and a developer of virtual social network. The subject of the study is the integration of international business: business platforms, international business synergy and cooperation. The purpose of the study is to formulate the concept of integrating international business into a single powerful platform by applying existing practices of business platforms. Methodology. The study used general and specific methods of scientific knowledge: the method of system analysis, the dialectical method, the formal logical method and the structural-functional method, as well as a number of empirical methods. Results. It is found that the study of international business integration is not new at the level of doctrine in foreign countries. However, in Ukraine, this phenomenon has not been thoroughly studied and requires the formation of a national vision and laying the foundations for business integration in modern conditions. The main factors that necessitate the creation of business platforms for Ukraine as tools for achieving synergy in the integration of international business in Ukraine include: globalisation processes, technological progress, integration, the need for unification of legislation, the full-scale invasion by the Russian Federation of Ukraine, resource saving, economic growth, etc. The role of civil society in relations with business was highlighted, as it has become a bridge for the state and business in addressing important issues and a communication intermediary between Ukrainian business and the international community, as well as the importance of academic partnerships and incubation programmes in business integration and cooperation. It was noted that the integration of international business is an effective way to attract investment, move business, increase instruments, and provide opportunities to deepen business through integration processes into another financial system that is more capacious and capable. The article substantiates that integration of international business into a single powerful business platform is a long and gradual process which has to go through various stages related to cultural, legal, financial and other types of adaptation. At the same time, the creation of such a mechanism for integrating international business is the goal of the platform.

The development of the civil sector in society is of utmost importance for the democratic values of a country and the promotion of civic awareness. Cooperation between civil society organizations and businesses is a model that has been proven to work. In the Republic of North Macedonia, with the adoption of the Law on Donations and Sponsorships in Public Activities in 2006 and the Law on Associations and Foundations in 2010, the legal framework that regulates this area was harmonized with European standards, and the foundations were laid for the development of measures that will help the sustainability of the civil sector. Appreciating the contribution of the civil sector and its significant role in the development of society, encouraging pluralism, tolerance, and the development of democracy, 3 strategies for the cooperation of the government with the civil sector with an action plan were adopted in the Republic of North Macedonia in the past 15 years. These strategies were largely implemented through the adoption of several amendments to the aforementioned laws. In this paper, a detailed analysis is made of the Law on Donations and Sponsorships in Public Activities and the Law on Associations and Foundations in 2010 with their amendments. Research has also been done on the practical application of the legal norms that will indicate the advantages and weaknesses of these provisions. International Financial Reporting Standards (IFRS) are global accounting standards. Many countries have gradually applied international standards to replace national accounting standards. This study aims to test the factors that affect the ability of Vietnamese enterprises to apply IFRS. We surveyed 863 managers and heads/deputies of the accounting departments of firms located in Ho Chi Minh City, Vietnam. Cross-sectional data were collected in 2022. The study used the exploratory factor analysis method and multivariate regression to test the study’s hypotheses. The results show that steady growth, economic scale, financial capacity, and managers’ perceptions positively affect the adoption of IFRS by Vietnamese enterprises. The research results emphasize that managers of Vietnamese enterprises should change their perception and have a positive mindset to start applying IFRS. The results demonstrate that businesses need to be ready and have a plan to apply IFRS successfully. It is an opportunity for Vietnamese enterprises to access financial resources for growth and development in the context of economic integration. This study also contributes empirical evidence on the factors influencing IFRS adoption in developing countries like Vietnam and it is a solid basis for Vietnamese management agencies to have appropriate policies and mechanisms for promulgating regulations. Empirical results support managers of Vietnamese enterprises in raising awareness of the benefits of applying IFRS and planning to prepare financial resources and firm scales to apply IFRS successfully. It is also a valuable document that guides and supports enterprises in applying IFRS effectively.

The most researches related to the Nahdlatul Ulama (NU) community business performance is just focus on the role of entrepreneur, ICT, e-commerce, marketing, and other common variables that have ignored the important concept which initiated from the main value of the NU’s movement philosophy. It is therefore, this study aimed to analyses the role of Nahdliyah spiritual value (NSV) to NU’s busines performance. NSV considered as new concept synthesized by combining resource advantage on competition theory (RACT) and social identity theory (SIT) inserted by Nahdliyin value concept. The object of this research is the NU business community members of the NU Entrepreneurs Association (HPN). This study used a quantitative method with purposive sampling to select 350 MSMEs (UMKM) under HPN in Central Java and tested the regressive relationship of 6 variables with SEM PLS 4.0. The findings show that digital marketing capabilities, ICT, and entrepreneurial spirit are the factors that most support the existence of NSV. Besides that, NSV plays a role in mediating the relationship between these three factors to financial performance in an MSME. This study fulfils the theoretical gaps and produces new perspectives into the spiritual value concept of resource advantage theory on the competition by inserting spiritual values implemented in MSMEs based on spiritual community businesses. This research contributes to the development of a new concept of NSV. The study also covered the research gap related to the relationship between the variables involved.

The article discusses providing state and municipal services in the assessment of entrepreneurs in the region. Monitoring data “Assessment of citizens' satisfaction with the quality of state and municipal services in the Republic of Kalmykia”, has been used as empirical material. The monitoring was conducted by the sociological research department of the BSI the RK “Institute for the Integrated Research of Arid Territories”. The main research method used was a questionnaire survey. 500 respondents, recipients of state and municipal services, made up total sample. Entrepreneurs or their representatives, who received state or municipal services in the field of entrepreneurship were the target audience of the study. As a result, the sample of respondents amounted to 10.8 % of the total sample. The survey was conducted in six districts of the Republic and the city of Elista. The aim of the research was to determine the level of satisfaction with the quality of state and municipal services in the field of entrepreneurship and its individual indicators. Along with the evaluation of indicators presented: information sources, average waiting time, the actual number of calls, the article also reflects the final monitoring data, which revealed a positive trend in the average number of calls to the authority to receive services in the field of entrepreneurship, which on average should not exceed two times.

Currently, there is an active digital transformation of management practices and processes in the world, associated with the emergence of an ecosystem approach. The ecosystem approach is being actively implemented in all spheres of the economy and society. This phenomenon has not bypassed the education sphere. The article considers the priority tasks and trends in the development of education that meet the global challenges of the changing world economy, and aimed at developing a new paradigm of training throughout life. The purpose of the study is to analyze the factors influencing the creation of an educational ecosystem of the future, designed to form and develop a culture of lifelong learning, and, consequently, to the need for the introduction of network models based on elements of joint and voluntary learning. The research methods are comparative and causal analysis of management decisions. As a result of the study, the authors identify the elements of the educational and personnel ecosystems that affect the business processes of an organization in the context of digital transformation. It will significantly accelerate the possibilities of cooperation between the real sector of the economy, the educational ecosystem and the state within the framework of the above changes. The ecosystem transformation of education will allow to educate a new generation that will lead the transition to the effective and harmonious development of world civilization. The ecosystem approach will change the traditional ways of learning, discovering, acting on the principles of cooperation. These changes are aimed at dialogue in terms of business training in the conditions of digitalisation of the economy between the educational ecosystem and the business environment. Therefore, it is the personnel service for business processes that should be given increased attention to representatives of the real sector of the economy, the scientific community and educational institutions.

The article has a research, practice-oriented nature and analyzes the problems of professional development and building a career trajectory of graduates through the prism of the personnel partnership of university and the business community. The purpose of the article is to explore the personnel cooperation between university and industrial partners in the context of professional development tracks and, in the light of this, develop a cyclogram of youth career development.The article presents the results of the study of factors influencing the formation of a career trajectory from the position of students of Orenburg State University (2022). The practice of implementing the formats of personnel partnership of the university and employers of Orenburg State University, including various activities within the framework of building the trajectory of professional and career development of a future specialist, is analyzed.The authors propose recommendations for the development of a cyclogram of students’ career development, improvement of the efficiency of interaction between the university and personnel partners by creating a student association of professional development focused on enhancement of career guidance activities at university, identifying creative, scientific, and entrepreneurial potential of students, developing skills necessary to increase competitiveness in the labor market, assistance in career planning and building of university students and graduates.

The structure and dynamic nature of real-world networks can be revealed by communities that help in promotion of recommendation systems. Social Media platforms were initially developed for effective communication, but now it is being used widely for extending and to obtain profit among business community. The numerous data generated through these platforms are utilized by many companies that make a huge profit out of it. A giant network of people in social media is grouped together based on their similar properties to form a community. Community detection is recent topic among the research community due to the increase usage of online social network. Community is one of a significant property of a network that may have many communities which have similarity among them. Community detection technique play a vital role to discover similarities among the nodes and keep them strongly connected. Similar nodes in a network are grouped together in a single community. Communities can be merged together to avoid lot of groups if there exist more edges between them. Machine Learning algorithms use community detection to identify groups with common properties and thus for recommendation systems, health care assistance systems and many more. Considering the above, this paper presents alternative method SimEdge-CD (Similarity and Edge between's based Community Detection) for community detection. The two stages of SimEdge-CD initially find the similarity among nodes and group them into one community. During the second stage, it identifies the exact affiliations of boundary nodes using edge betweenness to create well defined communities. Evaluation of proposed method on synthetic and real datasets proved to achieve a better accuracy-efficiency trade-of compared to other existing methods. Our proposed SimEdge-CD achieves ideal value of 1 which is higher than existing sim closure like LPA, Attractor, Leiden and walktrap techniques. [ABSTRACT FROM AUTHOR]

Conservation of greenbelts is the most enduringly successful and popular basic need for today to protect green land, preserve ecological landscape and open green spaces or gardens in urban fringes. Developing countries like Pakistan need to generate a wide range of strategic policies for the limitation of urban sprawl and construction of green structures to achieve sustainable green development. The research method was focused on a survey study regarding conservation of greenbelts with their significant impacts on environment, commercial market and the business community itself in the City of Peshawar, Pakistan. The study was projected mainly through an adapted questionnaire (n = 200) and then analyzed through Statistical Package for Social Sciences applying chi-square test and cross-tables, graphs, frequencies and percentages. The study highlighted the deterioration of greenbelts' infrastructure system smashed possibly with improper developmental plans inside the urban fringes and inadequate maintenance of green structures. Opinion measures reported improved environmental and psychological paybacks, i.e., development of strong human senses to release stress and purify air, and several other benefits (a healthy, green, noise and pollution-free environment). The percentage swift urban sprawl and commercialization are the main causes of greenbelt deterioration and uplift of urban property costs. On the other hand, lack of spaces for greenbelts is a major cause for non-availability of facilities like sitting areas, walking track, trees, streetlights and car parking area. Qualitative surveillance based on conservation of greenbelts in an urban area revealed significant impacts on the environment, commercial marketing and the business community itself. Resilience of coastal communities is increasingly required to adjust to the effects of climate change and its coast-related threats. Climate change is a major global threat to the environment, economy, and health of urban coastal lowlands. Flooding risks from both rising sea levels and increases in the frequency and severity of storm surges are considered to be amongst the most threatening consequences associated with climate change. The aim of this study was to assess the levels of socio-economic preparedness of low-lying urbanized towns in Malta for the impacts of coastal flooding through the triangulation of stakeholders' participation from three sectors: the business community, local councils, and specialized experts from the governmental and private sectors. The study also included field collection of elevation data for each locality to capture the businesses' distribution in relation to their height above sea level along the urban waterfront. One-way analysis of variance and NVivo were used to test and compare the business owners' responses and the experts' feedback, respectively. The main findings from the business community suggest that there are no long-term contingency plans or strategies in place to address potential flooding impacts from rising sea levels and storm surges, and that the risks of driving owners out of business is high. From the feedback received by the local councils, it was observed that all of them significantly lack the physical and financial resources to effectively manage long-term coastal flooding within their locality, forcing them to completely rely on central government for any future needs caused by the impact of coastal flooding. From a central government perspective, it seems that all interviewed experts operate within a fragmented governance model, and mainly adhere to the set of responsibilities aligned with their respective roles within such a governance model. This evidence of governance disconnect requires more horizontal and vertical integration of cross-sectoral strategies to address coastal flooding, within the broader framework of integrated coastal zone management as established by the Mediterranean ICZM protocol. In 2020, Japan suddenly changed course and made carbon neutrality its intermediate target. In an attempt to understand this drastic policy change, this article analyzes the effects of climate security discourses on the perception of the Japanese business community, which holds the pivotal position in Japan’s climate policy. It particularly focuses on the effect of securitization on the source–impact asymmetry, one of the intrinsic features identified as a major obstacle to effective climate governance. From this standpoint, the article measures the extent to which the issue of climate change has been securitized in Japan, and also the extent to which the Japanese business community has come to share the securitizers’ sense of exigency. In so doing, this article employs the text-mining method called KH Coder to analyze relevant government documents as well as statements issued by Keidanren (also known as Japan Business Federation). The analysis shows that the Ministry of the Environment together with other governmental actors has collectively securitized the issue within the context of Japanese society, but that its impact on industry has been indirect, pointing to the complexity of its causal impact.

The purpose of the study is to identify the essence of digitalization for business. The theoretical and methodological relevance of the article consists in the fact that the issue of publicity of digitalization processes for small and medium-sized businesses have not until now considered by economists. The lack of development of these issues predetermined the relevance and practical significance of the study. The scenario of digitalization implementation has been considered on the example of Perm, where digitalization is carried out in accordance with the approved “Concept of digital economy development in the Perm Region”. The task of determining the economic effect of business processes digitalization in the city economy was solved. The following methods were used in the study: methods of statistical information processing, the general scientific method of cognition of the problem, the method of system analysis, the theory of digitalization of systems, computational and experimental methods for modeling the digitalization of property, as well as methods based on the theory of functional specialization and the theory of restructuring. It has been concluded that the introduction of digital technologies into public life allows businesses to take part in this and develop themselves.

The formation of documents for strategic planning of socio-economic development is the most important task of regional and municipal governments. It can be stated that strategic planning processes have been launched throughout the country and the process of forming these documents is active at both the regional and municipal levels. However, the issues of determining, studying, and taking into account the views of interested parties when forming the goals and priorities of socio-economic development of administrative-territorial entities require methodological support and recommendations for practical implementation. In this article, an attempt is made to reveal methodological approaches and solve issues of practical implementation of identifying the interests of stakeholders on the example of a specific municipality.The proposed material is an example of determining and scientifically substantiating the strategic priorities of a municipality on identifying the interests of stakeholders.The study of the processes of formation and determination of strategic priorities for the development of a municipality based on the identification of the interests of all interested parties should become the task of further research.

The article considers the importance of entrepreneurship development both for the region and for the country as a whole. The relevance of digitalization in Belarus is described. Some results of a questionnaire survey conducted with the participation of the author of small and medium-sized businesses of the Vitebsk region to study problems and necessary directions of regional entrepreneurship development were analyzed, carried out within the framework of the international technical assistance project. The necessity and prerequisites of creating a digital platform within which the management bodies interact with entrepreneurs are justified. The main goals of digital business platform creation, its ecosystem and main functions are presented, the conclusion on expediency of business platform functioning is made.

Background. The processes of the Russian public’s transformation, the instability of socio-economic relations, formation of factors of turbulence in the development of socio-economic society have initiated increased public attention to entrepreneurship as a separate indicator of the well-being of society. The purpose of this research is to consider a conceptual approach to the study of entrepreneurship, in particular the content of the con-cept of “entrepreneurial climate”, as well as to present the results of a sociological study aimed at identifying the current state of the entrepreneurial climate of the Belgorod region, identifying the main problems and contradictions that hinder entrepreneurial activity. Materials and methods. The realization of research tasks is achieved on the basis of scien-tific analysis and synthesis of a wide sources’ range, including scientific and periodical literature on the problems of research, as well as the questionnaire method. Results. The role of entrepreneurship in general and the entrepreneurial climate in the system of public relations is determined, the complex of regional problems of formation and deve-lopment of entrepreneurship is considered. Conclusions. Systematic monitoring of the cur-rent problems of the formation of the entrepreneurial climate will allow, first of all, to actualize the problematic vectors of individual directions of entrepreneurship development in the region and direct the locus of attention to their solution.

This research investigates the multiplicity of challenges encountered by the Somali refugee business community in Nairobi amidst their far-reaching business exploits. The challenges are examined from legal, political and social angles. The research further examines the nature of social relations between the Somali refugee business community on the one hand, and the Kenyan stakeholders on the other hand (i.e. the state/law enforcement agencies, host population and competing business groups/communities). This research alsoanalyzes some of the maneuvering strategies that the refugee business community adopts to survive amidst their various structural tribulations.

The purpose of this work is to summarize and typologize ways and forms of organizing the interaction between the domestic system of higher education and regional markets. The authors focus on the forms of interaction organization between higher education institutions and labor market at the regional level associated with their regional specifics. The basic principles of interaction between regional systems of higher education and business community (focus on meeting the needs of the economy, collegial, open and mutually beneficial nature of cooperation) and the existing experience of various subjects of the Russian Federation are discussed, taking into account the specifics of their own regional situation. The article dwells on the characteristics of the current level of innovation and entrepreneurial activity of Russian universities, systematizes the practices coordinating the needs of the economy and the organization of higher education in the field of personnel and technological support of the regional economy. The authors discuss the models of joint activities of universities, business communities and regional authorities institutionalization in the interests of socio-economic development of the subject of the Russian Federation, as well as two major components of the impact of higher education on the economy and social sphere of the region, namely the adequate staffing for the development of the region and the commercialization of R & D / R & D products of universities in the innovation sphere of the regions. It is shown that the level of regional involvement of universities in the development of the business environment, projects and programs that operate in the interests of local communities is different, and its institutionalization is diversified. In this connection, it is proposed to harmonize the needs of the economy and the activities of universities in the field of meeting personnel demands and developing new production technologies, combining the efforts of the executive authorities and specialized intermediary structures. The article argues the necessity of the formation of a specialized interface in the structure of a higher education institution that ensures the orientation of scientific and educational activities of higher education institutions towards the prospective demands of the regional economy.

The modern universities play a key role in the socio-economic development of a region of their location. The long-term partnerships between educational organizations and employers contribute to a stronger competitive position of the region as a center of intellectual resources and human capital, foster innovative development of entrepreneurship forms and strengthening of the regional economy. The article focuses on the practical implementation of the main forms of cooperation between higher education system and business community on the example of Orenburg State University. The authors have systematized and grouped the organizational and conceptual forms and methods of interaction. The conclusion formulates the need to introduce an integrated practiceoriented approach in the field of interaction between universities and enterprises-employers in order to train competitive specialists for the regional economy in accordance with the project “Young professionals” within the national project “Education”.ки региона.

In the article, problems of activity of the referees courts on the example of Ancient Rome and its current state are considered. For our country the referees courts — rather new system of solving of economic disputes. Now activity of the referees courts is subject to criticism from business community and demands further improvement. One of the main advantages of transfer to the referees court of the arisen dispute is its faster consideration. Nevertheless, now the number of appeals to the referees courts are not enough. The low authority of institute of the referees courts and low awareness of citizens on advantages of referees trial is the main reason of this circumstance. Transformation of the referees court into full-fledged institute of protection of the rights and legitimate interests of representatives of a business community is a priority task for society and the state.

The current state of the business meeting industry, the rate of delivery and performance features of MICE industry at the national and regional levels are analyzed. It is concluded that amid the growing globalization, business tourism acts as an innovation development source and as a catalyst for the socioeconomic development of the regional economy in the modern business community infrastructure.

The article clarifies the content of «employer» concept. It is noted that in addition to the institutional approach, which focuses mainly on the different types of organizations that can act as employers, it is important to take into account the personal approach. It is connected with the fact that experts, acting as the employer's representative, often actually represent only themselves. The paper discusses the basic options for employer participation in the educational process, including relatively new: participation in the work of the specialized Councils on education programs, reviewing final qualifying works, participation in the state examination commissions, etc. The author's reasoning is based on the past experience, in particular, he emphasizes the undesirability to staff state examination commission only with the representatives of employers.

In this paper, we will analyse the opportunity of developing a cooperation between the business community and the public sector, from an economic intelligence perspective, aiming to improve the economic security of Romania. The research question we try to answer is "How can Romanian companies and the national intelligence services cooperate, in order to improve our economic security"? Taking into consideration the various threats to the economic security of our country, in this paper we choose to briefly analyse the existing relationships between competitive and economic intelligence, as well as the concrete ways in which private companies and public intelligence services can cooperate, in order to counter the economic and/or industrial espionage. We believe that our approach can pave the way for further research that will contribute to the formulation of useful recommendations, for both Romanian companies and the public sector. Examination of the Kazakhstan economy functioning results for the first year of the Customs Union existence proves that along with elimination of some barriers in the trade between the alliance participating countries, difficulties arose owing to disaccord in the tariff policy (particularlyrelated to railway transportation of goods), necessity to prepare new documents, etc., that negatively influence activities of Kazakhstan companies. In order to remove these difficulties, intensive mutual efforts should be taken by governmental authorities of all TC participatingcountries, opinion of respective business communities having to be compulsorily taken into account.
