Today, population growth, high urbanization rates, and global agenda issues have led to the intensive use of land and air and water spaces, and cadastral systems that manage the people–land relationship have evolved into a multi-purpose form that supports various land-based activities. This situation has necessitated the modernization of traditional land administration and cadastral systems to manage the people–land relationship effectively. This study conducts a literature review on current cadastral trends emerging from the perspective of modern land administration systems (LASs). A total of 367 studies published in the Web of Science (WoS) database in the last decade on 3D cadastre, technical infrastructure cadastre, maritime cadastre, public law restriction (PLR) cadastre, fit-for-purpose land management, and disaster-sensitive cadastral trends are analyzed. The study aims to analyze the interest of the land administration community in current cadastral trends and present the results. The analysis results show that the most researched trend is 3D cadastre, and the least researched trends are PLRs cadastre and disaster-responsive cadastre. The most frequently preferred solution for the ownership structure of land for single-family housing in Poland is the structure of one cadastral plot -- one single-family building. However, changing architectural concepts allow for the creation of single-family housing estates in systems consisting of atrial houses or T-type buildings, which have much more advantages than traditional terraced or semi-detached buildings. These advantages result from a different solution of building forms, which can be combined not only in rows, but also in variously shaped groups consisting of many houses. This provides greater possibilities for the free shaping of development plans for groups of houses, which in turn can be combined in various spatial arrangements while maintaining the required conditions of individual entrance, proper lighting of rooms and mutual distances. At the same time, it allows for more intensive use of the area. Despite the indicated advantages, in the light of the observed implementation practice, it seems problematic to locate buildings with separate ownership, used individually on a plot of land used jointly. The article analyzes the possibilities of legal solutions in the area of land and buildings that can be applied in such a solution. The strengths and weaknesses of each solution were assessed and their opportunities and threats were indicated. For the purposes of this research, four differently shaped groups of buildings consisting of T houses were selected. The results were presented in a SWOT analysis for the development variants adopted for the research using the T house as a repeatable residential unit. The article proposes four legal and neighborly solutions that enable and promote the construction of housing estates using highly intensive atrial development based on the T-house. Towards achieving Fit-for-Purpose (FFP) cadastral mapping, this study compares conventional cadastral mapping methods of theodolite traverse, total station and Real Time Kinematic Global Navigation Satellite System (RTK GNSS) with high-resolution aerial imagery in Ekiti State, Nigeria. Evaluating time, cost, accuracy, and coverage, it finds that high-resolution aerial imagery can achieve results comparable to conventional instruments with wider coverage, thereby expediting land registration and fostering sustainable development. However, challenges in obtaining high-resolution imagery necessitate regulatory reform for UAV use. The study recommends adoption of innovative solutions to improve the spatial, legal, and institutional frameworks in the state and enhance land governance. [ABSTRACT FROM AUTHOR]

The cartographic landscape analysis of Lake Doshne employs geographic landscape methods, GIS cartographic modeling, and geo-ecological analysis. This study includes hydrochemical analysis of the lake's water mass, focusing on saline blocks, tropho-saprobiological indicators, and specific toxic action indicators. Three geological sections of anthropogenic and pre-Quaternary complexes, along with a geological–lithological transverse profile of the lake basin, were developed. Additionally, a geographical landscape model of the lake's natural aquatic complex was presented, distinguishing littoral–sublittoral and profundal aquatic sub-tracts and five types of aquafacies with landscape metric assessments. This approach enables a comprehensive analysis and the creation of cartographic models that can serve as a basis for lake cadastre and optimization of the ecological and landscape conditions in local territories. Land consolidation projects are fundamental tools that enable the reorganization of agricultural space to enhance agricultural productivity and improve quality of life in rural areas. However, the high costs associated with such projects necessitate ongoing refinement of their technical aspects, including cost reduction and shortened implementation time while maintaining the required accuracy parameters. This study aimed to assess the accuracy of digital orthomosaic creation obtained using UAVs from the perspective of the implementation of land consolidation projects. The research area is located in southern Poland (Przeginia village), and the data used for the study were obtained during the ongoing land consolidation project. The processing of the resulting images was performed with Structure from Motion algorithms using 103 adjustment points with known coordinates. An analysis performed using a set of 87 control points showed an average error in the position of points on a surface of 0.08 m in relation to control results carried out using the GNSS RTK technique. The observed maximum error value was 0.29 m. The analysis of the causes of the high value of observed errors indicates that they were the result of an incorrectly planned, too low number of control points and their uneven distribution across the study area. The paper introduces an original method for effective spatial data processing, particularly important for land administration and real estate governance. This approach integrates Unmanned Aerial Vehicle (UAV) data acquisition and processing with Artificial Intelligence (AI) and Geometric Transformation algorithms. The results reveal that: (1) while the separate applications of YOLO and Hough Transform algorithms achieve building detection rates up to 77% and 83%, respectively, (2) a novel methodology is proposed to combine spatial data and assess their quality of the detected buildings by comparing the generated building polygons with existing cadastral maps. The evaluation uses a polygon-based comparison approach, which computes metrics such as Precision, Recall, F1-Score, and Accuracy based on the spatial relationships between predicted and reference building contours, (3) the weighted model showed about 7 % improvement in accuracy compared to cadastral data. This innovative approach substantially improves spatial data processing, aiding in implementing principles for real estate good governance and offering a valuable asset for various land administration applications.

Participation of the parties in works related to the boundaries a˛ects the determination of boundaries according to the owners’ consistent indications, or allows for an appropriate reaction when determining the boundary points of the previously ~xed boundaries, i.e. referring the case to court in the event of a dispute regarding the location of boundary marks. It is important that the owners of neighboring parcels know their boundaries before any investment activities. The lack of this knowledge combined with the lack of legal security regarding boundaries in the event of con˚icts between owners of neighboring parcels may result in, in addition to sending the case to court, serious consequences, e.g. demolition of a fence built in the wrong place, demolition of a house built too close to the boundary. The legal solutions discussed here concern the Polish cadastre, but the issue itself can be said to go beyond the local scale as it potentially concerns the problem of properly determining the scope of ownership rights (boundaries) to parcels in other countries. The article discusses and analyzes the documentation prepared by licensed surveyors in the context of the validity of applicable boundary procedures in Poland regarding the participation of the parties in these activities. Analyzes have proven that focusing these procedures on correctly notifying the parties about given boundary activities is not the right approach. Such solutions only bring results in terms of correctly notifying the parties about the activities and do not lead to their actual participation in them.

The specialized maps and registers are made for the purpose of documenting the spatial position and technical characteristics of the sites under Article 6, paragraphs 4 and 5 of the Law on the Organization of the Black Sea Coast. They also provide information for the development of development schemes and general and detailed development plans, protection of the natural landscape and the sea coast from erosion, abrasion and landslide processes, protection of the cultural and historical heritage, development of investment projects, awarding of concession or renting out sea beaches and solving other tasks. Due to the wide range of possible applications, terrestrial laser scanning (TLS) has long since found its way into monument protection and construction. The advantage of this technology is the resulting 3D image of the surroundings including all visible objects as a 3D point cloud. At the office, all necessary information can be derived from the data set using specialized software. In order to test the suitability of TLS to create partition plans according to the Ordinance on Cadastral Surveying (VermV), a case study was conducted using both, a total station and a TLS. Both recordings were evaluated and compared for accuracy, cost-effectiveness, and legality. The accuracy of a TLS mainly depends on the care taken in the evaluation. Deviations occur if geometries are misinterpreted, however, such mistakes can be corrected in the office. From an economic point of view, the TLS requires 14% less total working time. The workload is shifted from the field to the office, with a 68% reduction in field work time. This leads to a reduction in costs and less disruption in the surveyed area. The use of a TLS is legally covered by the VermV. A major advantage of the technology is the recording of the entire environment suited for documentation, preservation of evidence, and added value for planners. However, the decision on the use of a TLS needs to be done case-based.

The shifting of the shoreline is a natural phenomenon closely related to the existence of watercourses. One of its consequences is the need to periodically update the real estate cadastre with regard to parcel boundaries and their owners. Land use types use are also subject to updates, which bears particular significance in this context. This article presents the most essential practical aspects of establishing the shoreline in Poland, including the identification of property boundaries located in the immediate vicinity of watercourses. The main problems associated with conducting the process of demarcating land under water are discussed using selected technical reports as examples. Attention is drawn to the numbering of parcels resulting from the implementation of the analyzed procedure, as well as the precision of recording surface areas. Moreover, the consequences of changing the natural watercourse shoreline and the limitations imposed on property ownership rights are presented, along with the issue of compensation claims.

Wiktor Schramm (1885–1958) was a scholar and educator born in Olchowa and living in Poznań. He was a professor at the University of Poznań, its pro-rector, as well as the founder (1919) and head of the Department of Agricultural Economics (initially, Zakład Ekonomii Rolniczej and after 1945 – Katedra). His research interests included agriculture and agricultural economics, accounting, economic history and the organization and methodology of university teaching as well as the natural sciences and ethnography. The article summarizes the current state of knowledge about Schramm’s scholarly activities and presents his hitherto unpublished article as a voice in the discussion of the use of the cadastre, known as the Josephine metric, which was created in the late 18th century in the area of Galicia. It also discusses the metric itself, which is a contemporary source for researching the past and the changes that took place in Galicia from the 18th–21st centuries. Nowadays, the materials produced during the implementation of land surveys in the Austro-Hungarian monarchy of Joseph II are stored at the Central State Historical Archive of Ukraine in Lviv. The article points out the untapped potential of the Josephine metric in the study of such sciences as economic history, historical ethnography, demography, geography, natural sciences and others.

ABSTRACTDue to urban expansion, agriculture, and the long history of the cadastre in Finland, the cadastral index map has millions of border markers that have low spatial accuracy, incomplete feature properties or both. The low quality of the border markers creates issues, such as forest cutting machines cutting from the wrong side of the border. As it is unfeasible for the national mapping agency to remeasure all these border markers, crowdsourcing is seen as a solution. However, the task of locating and measuring border markers requires motivated citizens. Therefore, in this study, a gamified map-based artefact enabling citizens to refine the quality of border markers in the cadastral index map was created. The artefact was designed, developed, demonstrated, and evaluated following the design science research approach. This study demonstrated with high sample size that gamified crowdsourcing is viable for motivating citizens to perform even challenging tasks. Of the applied gamification affordances, progression, points, and leaderboard were the most motivating. It was also found that involving stakeholders early in the creation process and focusing on usability of the artefact resulted in a pleasing user experience for the citizens. The artefact even spun a self-organised mapping party during its demonstration.

The purpose of this study is to examine agriculture of the Ancient Rome from the point of view of the development of judicial proceedings in this branch. During the period of transition from the Republic to the Empire several systems of land surveying were formed in Rome, which contributed to the improvement of land management. In the centuriation system the categories of land ownership and possession were most clearly defined. The task of this study is to show how in land disputes (controversies) there was a change of the archaic legal procedure to the formulary one, characteristic of the preclassical period. However, it is the analysis of controversies that reveals the peculiarity of Roman agriculture, in which the archaic features in legal proceedings not only persist for a long time but also linger until the classical period of Ius Civile. Such controversies as “de loco”, “de fine”, “de proprietate” were conducted using the archaic verb litigo (including the classical period). But at the same time, in the pre-classical legal proceedings the verb “ago” was introduced into the process. Though the combination of features of the archaic and formulary processes complicated the judicial process in land disputes, nevertheless, it retained all the characteristics of the ancient land law which was also important in the classical period of Ius Civile.

The valuation regulations in the context of expropriation in Spain avoid valuation by comparison to prevent discretion, considering the need for market information. Therefore, it defines the capitalization of rents, corrected with a location factor that considers the location rent as the land valuation method. However, a certain lack of precision in the regulations is detected when determining the location factor, so certain aspects to be considered when calculating the location factor are left to the valuer's interpretation. As a result, controversies arise that affect the final value of the calculated location factor, and therefore the value of the land subject to expropriation, between the conflicting parties--the beneficiary and the expropriated party. The GeoValoracion software has been designed as a geoportal, which offers a simple calculation of the location factor, with a detailed description of the interpretation of the parameters and the calculation procedure. Its use in legal procedures can prevent discretionary interpretation and definition by the parties, providing some clarity in calculating the expropriated land value. [ABSTRACT FROM AUTHOR]

The Geospatial Code of the Boletín Oficial del Estado (BOE) of Spain, systematized by Lawyer and Doctor of Law Efrén Díaz Díaz, integrates over a hundred regulations on terrestrial, maritime, aerial, and outer space aspects, with civil and military implications in Spain. It highlights the importance of geospatial data and services in technical and legal disciplines, offering a broad and multidisciplinary normative vision. The legal interoperability of geoinformation is key to solving normative and technical problems and is essential for data accessibility and reuse. The Code aims to overcome partial views and consolidate a holistic vision, harmonizing physical reality with its cadastral and registry representations. It facilitates the integration of technical and legal professionals, improves institutional coordination, and promotes the development of the outer space sector and the regulation of Outer Space. It provides a comprehensive legal structure for Cartography, Topography, Advocacy, Notary, Real Estate Cadastre, Property Registration, and activities in Outer Space. The article reflects on the evolution of the role of the cadastre in Europe and describes the different cadastral models of European countries with respect to their function, their role in taxation, their relationship with cartography and spatial data infrastructures, their services and their access to data. It analyzes the new developments of the cadastre in these countries to fulfill its increasingly important role in the administration of the territory. It describes the growing demand for harmonized and pan-European cadastral data from, not only the European Commission, which considers it to be high-value data, but also from citizens and businesses, and explains the work that the cadastral institutions of European countries and international organizations are doing to create such a European cadastre. A comparison is made between the land administration systems in Spain and Colombia, examining the various organizations that have responsibilities in cartography, cadastre, and property registration. A brief introduction to each organization is provided. Subsequently, to facilitate a general comparison of the main differences and similarities, aspects such as the ministry affiliation, primary purpose, management type, age of legislation, basic management unit, type of registration, scales, continuity of geographic information, data protection policy, valuation, etc., are studied. In the case of Spain, the key national organizations involved are the National Geographic Institute (IGN), the Directorate General for Cadastre (DGC), and the Spanish Land and Trade Registrars Association (CORPME). In Colombia, the Agustín Codazzi Geographic Institute (IGAC) and the National Land Agency (ANT) and the Superintendencia de Notariao y Registro (SNR), as well as the group of more than 45 cadastral managers authorized at the sub-national level, etc. Finally, the lack of land security in Colombia is explained by the lack of a good cadastre. For this, reliable evaluation tools are essential to justify the initial societal efforts in promoting these projects. Continuous monitoring and assessment are critical to guarantee that real estate valuation contributes to the socio-economic sustainability that underpins these goals. This article highlights the crucial role of valuation, identifies the challenges and shortcomings within the field, and explores the solutions that this complex discipline offers to professionals and public administrations in addressing both present and future demands. This article reviews the activities of FIG (International Federation of Surveyors) Commission 7 about Cadastre and Land Management for the period 2023-2026, which are organized thematically and managed autonomously through eight Working Groups. The terms of reference and the most relevant activities of each Working Group (WG) are included. In recent decades, several standards, guidelines and policy tools have been developed and adopted at the global level, such as the ISO standard on the Land Administration Domain Model or, more briefly, LADM; the fit-for-purpose Land Administration; and the Framework for Effective Land Administration, known as FELA. All these initiatives have contributed to raising awareness to support responsible land governance within the context of the United Nations Sustainable Development Goals. [ABSTRACT FROM AUTHOR]

The aim of this study is to examine the use of UAVs from various perspectives in cadastral update studies and present the advantages and disadvantages of this method. The cadastral data obtained through direct fieldwork, the stereo model created by UAV images, and the orthophoto developed from UAV images were compared within the scope of the cadastre update study. Based on the data obtained from the UAV, it was observed that the detail points were identified more accurately and in a shorter time, saving 66.0% of the time and 75.7% of the cost. Obtaining geo-data and attributes of spatial units from heterogeneous database systems with different data formats for the same land properties is still one of the main problems. The emerging technologies, such as decentralized databases, distributed networks and big data powered by blockchain, can potentially improve land registration processes. In this article, I developed a data model for a geospatially enabled blockchain infrastructure, using an object-oriented architecture model. Such a model can better find spatio-temporal patterns of land transactions and better query time-varying locations of land properties. It is widely accepted that old cadastral maps have multiple uses, such as reestablishing cadastral parcel boundaries, municipality boundaries, and coastal limits, or conducting historical, economic, and social studies. In Spain, the Directorate General for Cadastre, and the National Geographic Institute, has numerous digitized old maps that are accessible to users. In the Comunidad Valenciana, the georeferencing of certain series of old cadastral maps is being carried out in phases, which is one of the subjects of this study. A metric analysis of two series of old cadastral maps from a municipality was conducted. One of the series was georeferenced by the Valencia Provincial Cadastre Office, while the other was georeferenced in this research. Additionally, a spatial data infrastructure (SDI) was created, providing WMS, catalog, and document download services. Metadata were also published, containing information about the source, digitalization process, georeferencing, and achieved accuracy, following the ISO 19115 standard for geographic metadata. Furthermore, through individual and group interviews, participatory social research was conducted, to assess the use of old cadastral maps and the created SDI services, aiming to understand the users' appreciation of the services. The results of the social research indicate that the SDI services created are highly valued, but certain conditions need to be met to ensure their effective use by the general public in order to avoid misuses and misinterpretations. Before their digitation, land registries in the Republic of Croatia had been kept manually (paper-based registration). The Land Registry Act stipulates that land registries in the Republic of Croatia are kept electronically by means of a Real Property Registration and Cadastre Joint Information System (hereinafter: JIS), containing harmonized real property and cadastral data. A real property and land database is created through the electronic entry of paper-based data, i.e. integration of real property and cadastral data into a single database. Hence, the protection of real property transfers is enhanced since the legal status of the land and all accompanying restrictions (concessions, public property status etc.) can be obtained in one place. The real property land database enables registration of every change to the real property without the need to inform both the land registration court and cadastre thereabout. The Real Property Registration and Cadastre Joint Information System is jointly coordinated and managed by the Ministry of Justice and Administration of the Republic of Croatia and the State Geodetic Administration. The Land Registry Act sets forth that the Republic of Croatia is strictly liable for any damage arising from flaws in keeping land registries. Such damage can occur in case of errors or malfunctions in the respective joint information system. This paper investigates the appropriateness of the measures for protection of the Real Property Registration and Cadastre Joint Information System and the general rules for security and control of the access to the said system, and analyses the risk of compromising it. Regarding the liability of the Republic of Croatia for any damage pertaining to flaws in the land records management, the paper depicts the model of defining the liability for any damage sustained by the holders of ownership rights due to unauthorized access to the said joint information system. The paper also sheds light on the advantages and disadvantages of the model for defining fault and strict liability in the above case, and examines some pending issues relating to the applicable model for defining such damage liability de lege lata as well as possible legal solutions and the potential need for the legislator's intervention de lege ferenda.

Fostering urban resilience and adaptation to climate change pose new demands on the knowledge of land use and land cover (LULC) in heterogeneous urban spaces. High-resolution urban mapping is a valuable tool, which serves to map detailed categories. Such semantic data are integrated in national and regional administration as public goods. In the light of many countries around the globe making their data publicly available, we present a method to map urban areas based on multitemporal orthophotos and LiDAR-derived digital surface model, and extract information about vegetation in an automated processing chain. This approach is threshold driven and relies on an automatic generation of spectral thresholds and existing real-world-based classifications. We included cadastral data to add land-use information for specific categories, such as agricultural land use and to assess the product's accuracy. Adding these data creates an LULC product and makes a seamless integration into urban planning routines possible. The results of the study provide a detailed LULC map for the municipality of Aarhus in 2015 with a spatial resolution of 20 cm and ten thematic classes. Depending on the reference data, we achieved thematic overall accuracies of 34% and 64% using a polygon-based approach. Our study has found that utilizing both multitemporal orthophotos and elevation data can enhance the LC mapping of urban landscapes. The methodology could be transferred to other areas in Denmark or to countries providing similar datasets, and lends itself to a repeatable LULC mapping with minimal user interaction.

With the passage of time and advancement of modern technology, new work methods and ideas are introduced and applied regularly in the field of topography and, by association, cadastre. The entirety of cadastral works rely on topographical methods for the obtaining of information necessary for the documentation of real estate such as parcels and constructions. It is within any country’s interest to not only have a national-level registry in which real estate is systematically documented but to also regularly update it. This paper aims to introduce new technological concepts of data retrieval and processing in the process of execution of cadastre and land registry works, integrating Smart technology, namely GNSS and UAV technology, into the efforts of the National Program of Cadastre and Land Book for the systematic registration of real estate. This area in which these efforts have been made is located in Ialomița county, Muntenia, Romania, namely the Territorial Administrative Unit of Albești (Albești, Bataluri and Marisilieni villages). Since the beginning of this project, the National Agency for Cadastre and Real Estate Advertising has taken care of all necessary steps (legislative and operational measures) to accelerate the systematic registration works and to contribute to the conclusion of contracts for cadastral sectors. The consolidation of land to improve the agrarian structure and provide for sustainable rural development is a complex and multi-faceted process, and its efficiency depends on a considerable number of factors associated with its respective stages of desk studies and fieldwork. In order to ensure the highest-quality concepts and their efficient implementation, various measures are undertaken to improve, among other things, the methods for acquiring, collecting, and processing spatial data representing elements of reality saved in cadastral databases. There are a wide variety of available solutions oriented towards land consolidation improvement, but most of them refer to modifications that are difficult to implement due to, for instance, high costs, high technical requirements, and the absence of relevant legal regulations. Our study aimed to find a practical and applicable solution to a material problem in terms of land consolidation projects in Poland, a task associated with the necessity of converting cadastral database objects so that they were suitable for appraising the value of land, and designing new farmsteads based on the value of land held by particular participants of the land consolidation project. It involved the development and implementation of a self-designed algorithm for automated processing of auxiliary land-use/soil-valuation class objects into separate classes representing soil class contours and land use contours, in compliance with the current regulations governing the structure of the cadastre in Poland. The work resulted in the development of an innovative tool, making it possible, among other functions, to align object-generating methods as preferred by the administrator of the cadastral database. The designed algorithm model reduces data processing time to several seconds, while simultaneously eliminating the risk of error. The tool was thoroughly evaluated and then implemented at the Subcarpathian Office of Land Surveying and Agricultural Areas in Rzeszów, which is in charge of land consolidation projects in south-eastern Poland. The arguments that property rights and taxation positively affect development are well established in separate literatures, but the link between property rights and taxation is under-studied. To address this gap, we theorize, in the fiscal contract tradition, that property rights assigned and upheld by the state, as opposed to other political authorities, increase individual assent to taxation. We apply this argument to property rights on land in sub-Saharan-Africa, where the majority of land is governed by traditional authorities. Empirically we examine (1) the link between the state-assinged property rights on land and assent to taxation using individual-level data from Afrobarometer, and (2) the effect of state-led formalization, measured through novel data on state-produced cadastral records, and revenue from taxes on individuals in a panel of 37 sub-Saharan African countries across 35 years. The right of ownership is the broadest and one of the most basic property rights, which allows the owner to use and dispose of possessions without the participation of third parties. Therefore, the process of modernising the land and building register (MLBR) is extremely important considering, for example, that the data contained in this register is the basis for the subsequent calculation of public-legal obligations associated with the owned property, such as taxes. According to the current legislation, the data collected in the land and building register (cadastre) on the type of land use in combination with the soil classification of agricultural and forest land, the use of the property, its purpose and other information, are the basis for determining the agricultural, forest and real estate taxes by the competent authority. In Poland, in most cases, we have to deal with a situation in which the data appearing in the register differs from the actual state. Municipal budgets suffer losses because of this, and owners of properties of similar area and value sometimes pay completely different taxes. In this paper, the authors show a practical example of MLBR and the problems existed with it.

Proper knowledge of the spatial distribution of the different urban land uses is essential for their planning and management, and for that purpose, information sources with a high level of detail are required. In this context, the Cadastral Classifier (CC) plugin has been developed for QGIS. It analyzes the cadastral information to produce urban land use classifications with different level of detail. CC allows to perform three types of classifications, from a basic one with 6 uses and an intermediate one with 14, that include mixed uses, to an advanced one, with as many uses as the user defines. To validate its performance, the resulting classification of a municipality in the Madrid Region was analyzed to compare it with cadastral information and fieldwork. It is observed that there is a high degree of fidelity to reality, except for green areas, which require additional information sources. [ABSTRACT FROM AUTHOR]
