Job Corps is the largest and most comprehensive education and job training program in the United States for young people ages 16 to 24 who are not in school or working. Most students live at and take classes at its approximately 120 residential centers. To explore ways to improve student outcomes and reduce per-student costs, Job Corps pilot tested two nonresidential models where students received education and training at colleges, supported by intensive personal and career counseling, instead of at a center. The two pilot programs were: (1) The Job Corps Scholars (JCS) pilot program consisted of 26 colleges each delivering its own version of the Job Corps program to eligible young people; and (2) In the Idaho Job Corps (IJC) pilot program, Idaho paired its Boise Job Corps center with a nearby community college and opened three addition fully nonresidential programs at other colleges. The two pilot programs together offered 30 diverse examples of college-partnered Job Corps programs to study. The implementation and outcomes study focused on: (1) The types of students who enrolled in these programs; (2) The ability of colleges to serve young people eligible for Job Corps, who typically face more barriers than other students; and (3) The outcomes achieved by students in the pilot programs.

Physical models often contain unknown functions and relations. In order to gain more insights into the nature of physical processes, these unknown functions have to be identified or reconstructed. Mathematically, we can formulate this research question within the framework of inverse problems. In this work, we consider optimization techniques to solve the inverse problem using Tikhonov regularization and data from laboratory experiments. We propose an iterative strategy that eliminates the need for laboratory experiments. Our method is applied to identify the coupling and damping coefficients in a system of oscillators, ensuring an efficient and experiment-free approach. We present our results and compare them with those obtained from an alternative, purely experimental approach. By employing our proposed strategy, we demonstrate a significant reduction in the number of laboratory experiments required.

We present a new parallel computational framework for the efficient solution of a class of $L^2$/$L^1$-regularized optimal control problems governed by semi-linear elliptic partial differential equations (PDEs). The main difficulty in solving this type of problem is the nonlinearity and non-smoothness of the $L^1$-term in the cost functional, which we address by employing a combination of several tools. First, we approximate the non-differentiable projection operator appearing in the optimality system by an appropriately chosen regularized operator and establish convergence of the resulting system's solutions. Second, we apply a continuation strategy to control the regularization parameter to improve the behavior of (damped) Newton methods. Third, we combine Newton's method with a domain-decomposition-based nonlinear preconditioning, which improves its robustness properties and allows for parallelization. The efficiency of the proposed numerical framework is demonstrated by extensive numerical experiments.

Wave energy converters (WECs) represent an innovative technology for power generation from renewable sources (marine energy). Although there has been a great deal of research into such devices in recent decades, the power output of a single device has remained low. Therefore, installation in parks is required for economic reasons. The optimal design problem for parks of WECs is challenging since it requires the simultaneous optimization of positions and control parameters. While the literature on this problem usually considers metaheuristic algorithms, we present a novel numerical framework based on a gradient-flow formulation. This framework is capable of solving the optimal design problem for WEC parks. In particular, we use a low-order adaptive Runge-Kutta scheme to integrate the gradient-flow equation and introduce an inexact solution procedure. Here, the tolerances of the linear solver used for projection on the constraint nullspace and of the time-advancing scheme are automatically adapted to avoid over-solving so that the method requires minimal tuning. We then provide the specific details of its application to the considered WEC problem: the goal is to maximize the average power produced by a park, subject to hydrodynamic and dynamic governing equations and to the constraints of available sea area, minimum distance between devices, and limited oscillation amplitude around the undisturbed free surface elevation. A suitable choice of the discrete models allows us to compute analytically the Jacobian of the state problem's residual. Numerical tests with realistic parameters show that the proposed algorithm is efficient, and results of physical interest are obtained.

Physical models often contain unknown functions and relations. The goal of our work is to answer the question of how one should excite or control a system under consideration in an appropriate way to be able to reconstruct an unknown nonlinear relation. To answer this question, we propose a greedy reconstruction algorithm within an offline-online strategy. We apply this strategy to a two-dimensional semilinear elliptic model. Our identification is based on the application of several space-dependent excitations (also called controls). These specific controls are designed by the algorithm in order to obtain a deeper insight into the underlying physical problem and a more precise reconstruction of the unknown relation. We perform numerical simulations that demonstrate the effectiveness of our approach which is not limited to the current type of equation. Since our algorithm provides not only a way to determine unknown operators by existing data but also protocols for new experiments, it is a holistic concept to tackle the problem of improving physical models.

Wave energy conversion is emerging as a promising technology for generating energy from renewable sources. Large-scale implementation of this technology requires the installation of parks of devices. We study the problem of optimizing the park layout and control for wave energy converters of the oscillating water column type. As a test case, we consider a device with a semi-submerged chamber and a Wells turbine working in the liquid phase. First, a novel model based on a nonlinear ordinary differential equation is derived to describe the behavior of the water column and used to estimate the power matrix of an isolated device. Then, its linearization is derived in order to enable the fast simulation of large parks with a high number of devices. The choice of the hydrodynamic model allows obtaining the gradient of the power with respect to the positions through an adjoint approach, making it especially convenient for optimization. We consider in particular the case of interaction with the piles of a floating wind energy plant. The results from the developed computational framework allow us to draw interesting conclusions that are useful when designing the layout of a park. In particular, we observe that interaction effects can be significant even in parks made up of devices of small size, which would exhibit negligible diffraction and radiation properties in isolated conditions, if the number of devices is large enough. Moreover, results show that wave reflection from the piles of an offshore platform can have positive effects on energy production.

In Nuclear Magnetic Resonance (NMR), it is of crucial importance to have an accurate knowledge of the sample probability distribution corresponding to inhomogeneities of the magnetic fields. An accurate identification of the sample distribution requires a set of experimental data that is sufficiently rich to extract all fundamental information. These data depend strongly on the control fields (and their number) used experimentally. In this work, we present and analyze a greedy reconstruction algorithm, and provide the corresponding $\texttt{SPIRED}$ code, for the computation of a set of control functions allowing the generation of data that are appropriate for the accurate reconstruction of a sample distribution. In particular, the focus is on NMR and the Bloch system with inhomogeneities in the magnetic fields in all spatial directions. This paper is devoted to the development and convergence analysis of greedy reconstruction algorithms based on the strategy presented in [Y. Maday and J. Salomon, Joint Proceedings of the 48th IEEE Conference on Decision and Control and the 28th Chinese Control Conference, 2009, pp. 375--379]. These procedures allow the design of a sequence of control functions that ease the identification of unknown operators in nonlinear dynamical systems. The original strategy of greedy reconstruction algorithms is based on an offline/online decomposition of the reconstruction process and an ansatz for the unknown operator obtained by an a priori chosen set of linearly independent matrices. In the previous work [S. Buchwald, G. Ciaramella and J. Salomon, SIAM J. Control Optim., 59(6), pp. 4511-4537], convergence results were obtained in the case of linear identification problems. We tackle here the more general case of nonlinear systems. More precisely, we introduce a new greedy algorithm based on the linearized system. Then, we show that the controls obtained with this new algorithm lead to the local convergence of the classical Gauss-Newton method applied to the online nonlinear identification problem. We then extend this result to the controls obtained on nonlinear systems where a local convergence result is also proved. The main convergence results are obtained for the reconstruction of drift operators in dynamical systems with linear and bilinear control structures.

NEWFOCUS is an EU COST Action targeted at exploring radical solutions that could influence the design of future wireless networks. The project aims to address some of the challenges associated with optical wireless communication (OWC) and to establish it as a complementary technology to the radio frequency (RF)-based wireless systems in order to meet the demanding requirements of the fifth generation (5G) and the future sixth generation (6G) backhaul and access networks. Only 6G will be able to widely serve the exponential growth in connected devices (i.e., more than 500 billion) in 2030, real-time holographic communication, future virtual reality, etc. Space is emerging as the new frontier in 5 and 6G and beyond communication networks, where it offers high-speed wireless coverage to remote areas both in lands and sees. This activity is supported by the recent development of low-altitude Earth orbit satellite mega-constellations. The focus of this 2nd White Paper is on the use of OWC as an enabling technology for medium- and long-range links for deployment in (i) smart-cities and intelligent transportation systems; (ii) first- and last-mile access and backhaul/fronthaul wireless networks; (iii) hybrid free-space optics/RF adaptive wireless connections; (iv) space-to-ground, inter-satellite, ground-to-air, and air-to-air communications; and (v) underwater communications.

This work presents a new computational optimization framework for the robust control of parks of Wave Energy Converters (WEC) in irregular waves. The power of WEC parks is maximized with respect to the individual control damping and stiffness coefficients of each device. The results are robust with respect to the incident wave direction, which is treated as a random variable. Hydrodynamic properties are computed using the linear potential model, and the dynamics of the system is computed in the frequency domain. A slamming constraint is enforced to ensure that the results are physically realistic. We show that the stochastic optimization problem is well posed. Two optimization approaches for dealing with stochasticity are then considered: stochastic approximation and sample average approximation. The outcomes of the above mentioned methods in terms of accuracy and computational time are presented. The results of the optimization for complex and realistic array configurations of possible engineering interest are then discussed. Results of extensive numerical experiments demonstrate the efficiency of the proposed computational framework.

In this manuscript, we present a collective multigrid algorithm to solve efficiently the large saddle-point systems of equations that typically arise in PDE-constrained optimization under uncertainty, and develop a novel convergence analysis of collective smoothers and collective two-level methods. The multigrid algorithm is based on a collective smoother that at each iteration sweeps over the nodes of the computational mesh, and solves a reduced saddle-point system whose size is proportional to the number $N$ of samples used to discretized the probability space. We show that this reduced system can be solved with optimal $O(N)$ complexity. The multigrid method is tested both as a stationary method and as a preconditioner for GMRES on three problems: a linear-quadratic problem, possibly with a local or a boundary control, for which the multigrid method is used to solve directly the linear optimality system; a nonsmooth problem with box constraints and $L^1$-norm penalization on the control, in which the multigrid scheme is used as an inner solver within a semismooth Newton iteration; a risk-averse problem with the smoothed CVaR risk measure where the multigrid method is called within a preconditioned Newton iteration. We report the Transiting Exoplanet Survey Satellite (TESS) discovery of a three-planet system around the bright Sun-like star HD~22946(V=8.3 mag),also known as TIC~100990000, located 63 parsecs away.The system was observed by TESS in Sectors 3, 4, 30 and 31 and two planet candidates, labelled TESS Objects of Interest (TOIs) 411.01 (planet $c$) and 411.02 (planet $b$), were identified on orbits of 9.57 and 4.04 days, respectively. In this work, we validate the two planets and recover an additional single transit-like signal in the light curve, which suggests the presence of a third transiting planet with a longer period of about 46 days.We assess the veracity of the TESS transit signals and use follow-up imaging and time series photometry to rule out false positive scenarios, including unresolved binary systems, nearby eclipsing binaries or background/foreground stars contaminating the light curves. Parallax measurements from Gaia EDR3, together with broad-band photometry and spectroscopic follow-up by TFOP allowed us to constrain the stellar parameters of TOI-411, including its radius of$1.157\pm0.025R_\odot$. Adopting this value, we determined the radii for the three exoplanet candidates and found that planet $b$ is a super-Earth, with a radius of $1.72\pm0.10R_\oplus$, while planet $c$ and $d$ are sub-Neptunian planets, with radii of$2.74\pm0.14R_\oplus$ and $3.23\pm0.19R_\oplus$ respectively. By using dynamical simulations, we assessed the stability of the system and evaluated the possibility of the presence of other undetected, non-transiting planets by investigating its dynamical packing. We find that the system is dynamically stable and potentially unpacked, with enough space to host at least one more planet between $c$ and $d$.(Abridged), Comment: 21 pages, 12 figures.
