This paper revisits the ongoing discussion on the concept of industrial relatedness by applying it to manufacturing industries in urban areas. The analysis uses a sample of firms operating in the Brussels Capital Region area and observed over the period 2009–2015. Based on a two-step quantile regression, results show that industrial relatedness is the agglomeration force that mostly sustains the performance of urban manufacturing, whereas this is not the case for other types of agglomeration externalities. Moreover, among the measures of industrial relatedness, the input–output relationship matters more than product similarity in the perspective of a relocation of manufacturing firms in urban areas. Population growth in urban cities has created transport problems such as traffic congestion, pollution, accidents, and infrastructure failures. These problems often lead to disruption of mobility, especially in emerging economies. The goal of any city is to have a resilient transport system that is free from frequent and severe disruptions. Resilience can be incorporated into smart mobility systems to create a robust, integrated and intelligent transport system. Therefore, this study sought to determine resilience factors required for a resilient smart mobility system in emerging economies. The study used interpretive structural modelling (ISM) to establish the causal interrelationships among the factors drawing from data from experts in smart cities, city transport and academia. It was found that the most critical factor to drive resilience is foresight – the ability to anticipate disruptions. Three other resilience factor categories identified were dynamism, certainty and optimisation, which all point to the importance of building dynamic capabilities. The key implication for practice highlights the role that human and artificial intelligence can play in anticipating natural, social and infrastructure disruptions. ISM offered a mechanism to determine the critical causal resilience factors to be prioritised amongst the competing demands on the limited resources of emerging economies. Apart from foresight, which was found to be a driving factor, the other resilience factors are equally strong linkage factors (influence each other), thus further revealing the complexities that decision-makers in urban cities of emerging economies constantly face. Many digital platforms offer services that affect real-world socio-economic processes. One example is the impact of short-term rental platforms such as Airbnb or Wimdu on cities and neighborhoods. Because these platforms often operate in a regulatory void characterized by absent, unclear, or poorly enforced laws and regulations, local governments in affected cities have begun experimenting with a variety of instruments to regulate the operations of short-term rental platforms. In this paper, we report how such locally implemented regulatory responses have affected Airbnb's operations across 13 European cities over the period from 2015 to 2019. Using a difference-in-difference specification with synthetic controls, we assess the impact of different regulatory responses by disaggregating them into motivations, actions, targets, and outcomes. We find that the effectiveness of regulatory responses differs by type of regulation (restricting or clarifying), type of host (professional or private), as well as the enforcement (with or without the cooperation of the platform operator). Most minimum wage studies are identified on small, plentiful, mostly expected wage changes, spread out over time. A recent set of changes have instead been large, rapid, and unexpected, following the "Fight for $15" movement. Alberta is the first North American province, state, or territory to have this $15 minimum wage, with an unexpectedly large increase (47%) occurring over a short time horizon (3 years). The employment effects of this policy are estimated using a synthetic control approach on Labour Force Survey data. Similar to the existing literature, workers moved up the wage distribution, increment by increment, but with a higher distributional reach. Employment losses occurred at similar elasticities, but with large level changes, mostly among younger workers. Newer to the literature, regional employment losses were found in four of the five non-urban economic regions, but not in Alberta's two main cities, showing the significance and nuance of regional heterogeneity. In this paper we understand cities today as commodified spaces which must struggle at the intersection of cultural, ideological and historical tensions. In order to explore and problematise a contested city brand's marketing effort, we engage in multiple rounds of in-situ introspective reflections about a racialised city's place branding material. Based on the two authors' separate analyses of the same marketing material deriving from two separate theoretical starting points, we engage in agonistic conversation about how visible and invisible racialised tensions are represented. We highlight how absences and (in)visibilities can be predominantly understood as either colour-blindness or ideological fantasy. We find, despite our contrasting theoretical orientations, that a city brand is inevitably fractured and ruptured into 'a' non-identity or – to paraphrase Deleuze and Guattari – an empty body. We argue how achieving inclusive branding becomes an oxymoron as narratives surrounding a city are themselves more or less diverse, contested and polarised. [ABSTRACT FROM AUTHOR]

Global knowledge flows are not only important in promoting economic activities but also in addressing global environmental issues. In order to examine the mechanisms of how firms in emerging economies can learn from global partners in finding solutions to environmental challenges, we explore a rich data set covering nearly 190,595 Chinese firms and analyze the knowledge flows that local firms received from foreign firms in developing eco-innovations. We examine both knowledge flows in the same industry and those in the up- and down-stream industries, and, in particular, provide a nuanced consideration around the under-explored industrial conditions and regional institutions of technology spillovers and domestic eco-innovation. We find clear evidence that foreign green technology spillovers have a positive impact on the eco-innovation of domestic firms in China. This superior performance is particularly pronounced in certain industries (e.g., technology-intensive, pollution-intensive, and highly competitive) and cities with higher levels of environmental regulation stringency. This research provides a brief insight into the spatial nature of urban sprawl in functional urban areas (FUAs) of European capitals, as opposed to most investigations into urban growth that focus on case studies. Its purpose is to identify European capitals that grow the most and characterize the spatial aspect of urban sprawl and dynamics of ensuing land‐cover change between 2006, 2012, and 2018. We employed open data from the Urban Atlas, which we processed with spatial analyses and the NUASI (Normalized Urban Atlas Sprawl Indicator) to quantify the scale of urban sprawl in the investigated areas. The results demonstrate the most dynamic growth for Central and Eastern European and Iberian Peninsula capitals, while it seems to be slowing down in other Western European and Balkan countries. Moreover, we found out that FUAs of European capitals differ in terms of the scale and pace of uncontrolled urban sprawl. The results of our comparative analyses are relevant to urban development because they can identify areas exhibiting various scales and paces of urban sprawl to take targeted actions depending on the needs defined by decision‐makers and strategies. We provide empirical evidence concerning dynamic persistence and spillovers in public expenditures with a focus on local governments. Using a unique panel dataset consisting of the counties and independent cities of Virginia, we find both time persistence and neighbour spillovers present in the data, but we find that time persistence is much stronger and reduces the strength of spatial spillovers by an average of 40% for different spending categories. We find that a spillover model is not well suited to local government expenditures due to mandatory spending. Time persistence captures the slow pace of many government activities. The global age-friendly cities and communities (AFCC) movement has centered on the involvement of the public sector, calling on high-ranking authorities to commit to improving the built, social, and service environments of their localities. This interpretive review aimed to advance understanding of the ways in which the public sector is involved in AFCC efforts. Based on emergent themes from peer-reviewed articles from the United States and Canada published since 2010, we derived a two-dimensional framework for conceptualizing variability in public sector involvement, encompassing the internal/external (a) locus of responsibility for cross-sector change and (b) target for cross-sector change. Furthermore, these factors are associated with an increased likelihood of firearm ownership and unsecure storage, which could facilitate suicide attempts. The rurality of residence may impact these associations, as rural regions report increased independence, honor culture, and firearm prevalence. Therefore, this study examined how emotional control, self‐reliance, and honor ideology relate to firearm storage and help‐seeking for suicidal ideation, with rurality moderating these associations.Participants were 733 adults (63.6% female, 33.5% male, and 2.9% transgender/other) who reported past‐month suicidal ideation. Analyses tested associations between emotional control, self‐reliance, and honor ideology with help‐seeking for suicidal ideation and firearm storage, with rurality moderating these associations.The association of self‐reliance and decreased help‐seeking willingness for suicidal ideation was significant for those in non‐urban areas. The design of a smart water monitoring and control system in urban areas plays a pivotal role in providing efficient distribution mechanisms to reduce leakage, especially in regions facing water scarcity and limited resources. The convergence of the Internet of Things (IoT) and blockchain technology to improve the system's performance, enhance its security, and provide a decentralized and tamper-proof environment presents an excellent opportunity to evolve the system further and form a state-of-the-art Water 4.0 ecosystem. The proposed Blockchain of Things (BCoT) water system is introduced as a pilot to explore its potential in delivering and managing Water 4.0 applications. An Ethereum platform formed the heart of the BCoT system, while a Raspberry Pi 4 acted as a node to the blockchain that collected data from various sensors and microcontrollers via MQTT programmed by Node-Red. LabVIEW software also provided supervisory control and data acquisition (SCADA). The BCoT system was tested, and its functionality was verified, showing good promise to take smart water systems to a new level of innovation that may resolve the many challenges faced by countries with limited water resources and address the challenges of the 21st-century "Water 4.0" ecosystem. Urban governance aims to enhance overall social welfare, while residents' happiness frequently falls by the wayside. Civilization, as a critical factor influencing residents' happiness, has not yet been fully understood regarding its impact and mechanisms. This paper uses the China Family Panel Studies data, which includes around 50,000 samples ranging from 2010 to 2020, to construct a multi-period difference-in-differences model. It finds that China's highest honor for urban brands, the civilized city program, leads to an average increase of 2.6% in residents' happiness as measured by life satisfaction. This happiness effect is robust but temporary, gradually diminishing within five years following the honor. The happiness effect is heterogeneous across different waves and city sizes and is effective only for urban residents. Mechanism analysis indicates the happiness effect of the civilized city program through three channels: government efforts, social trust, and identity recognition. Additionally, our research indicates that the civilized city initiative improves residents' perception of environmental quality and reduces income inequality. With the progress of the times, cars have become an important means of transportation in our lives. However, with new cars of all kinds, road safety issues still cannot be effectively improved. While countries have responded by enforcing traffic laws and using electronic technology to enhance enforcement, challenges still need to be addressed, including blurred images and misjudgments by police agencies, and even exploiting loopholes in traffic enforcement frameworks to evade consequences through bribery or connections. exacerbating an accident and leaving victims and families in the lurch of the aftermath. To solve this problem, we proposed a data traceability law enforcement system based on blockchain and InterPlanetary File System (IPFS). The system ensures rapid traceability and protects law enforcement data from external attacks. The goal of leveraging blockchain's decentralized nature and smart contracts is to instill accountability and fairness in road safety measures, mitigate the effects of corruption, and pave the way for a safer and more just transportation environment. Our experimental results show that under our stress test of 50 transactions per second, the throughput can be as high as 300 and the maximum delay can reach 2.01s, which is enough to experimentally prove that our system is feasible. Our approach is designed to solve the data corruption problem caused by the centralized server being paralyzed. It applies to all technology enforcement, with high flexibility and scalability for all participants to join or set privileges. we also provide an automated traffic law enforcement system in a smart city. To make the data storage more secure and fair, and not easily damaged by malicious people or tampered with by intentional attackers. This brings a breakthrough to the country's program security. This study explores the readiness of eight large Hungarian cities to adopt electric bike sharing systems as a sustainable transportation mode. By assessing 25 indicators related to infrastructure, safety, demographics, legislation, and transportation systems, we comprehensively understand each city's current situation and readiness level. By engaging experts, we derived weighted scores for key indicators to provide a comprehensive analysis of each city's potential. The results reveal varied readiness across cities, offering targeted insights for policymakers to enhance urban mobility sustainably. Our analysis reveals that certain cities, such as Budapest and Gyor, are better prepared for sustainable transportation than others. However, every city has positive and negative aspects that must be considered. Establishing infrastructure for cycling and connectivity to public transportation systems should be prioritized in Hungarian cities. Additionally, safety action plans should be implemented to address road safety concerns. Promoting cycling culture and electric vehicles is also essential to encourage the adoption of sustainable transportation modes. For Swiss cities, connecting new migrants to basic services, like waste management, has emerged as an essential challenge toward their social and civic integration. Drawing on an ethnographic approach, this study investigates solid waste management integration within Zürich's Ethiopian and Eritrean migrant communities. Our findings suggest that new arrivals learn quickly and are driven by a motivation to integrate and adapt to expected norms. However, learning is often characterized by trial and error and accompanied by expensive mistakes. Barriers include a lack of translated informational material and insufficient opportunity for asylum seekers to learn rules and norms on waste management. We recommend making standardized materials available and ensuring clear communication in a language that newly arriving migrants can understand. We also recommend targeted training on life skills, including waste management behaviors for asylum seekers at residential processing centers so that refugees can be trained on expected norms before transitioning into an independent living situation. China has been implementing a policy initiative termed sponge city development (SCD) since 2014 to address complex, interlinked water challenges, particularly flooding and runoff pollution, faced by urban development under climate change. Pilot implementation of the initiative in 30 selected cities provides an opportunity for learning and enhancement relevant to global practice in general and SCD expansion in particular. This article reviews China’s SCD, synthesizing: (1) SCD position in global practices for urban stormwater management; (2) governance and implementation; (3) challenges and issues in planning and management; and 4) potential enhancement with ecosystem service (ES). The article shares that: (1) China’s SCD differs from, while sharing some similarity with, global practices for urban stormwater management, particularly marked by engineering dominated implementation; (2) the policy implementation exhibits sophisticated governance in supporting the initiative; (3) there are challenges and issues concerning particularly planning and management, characterized by a lack of a systematic approach linking physical projects, ecosystem functions, societal impact, and urban development goals; and (4) an ES-based framework can deliver a systematic approach enhancing SCD beyond water resilience toward urban green transition and sustainability. Food security is one of the important issues in the current world development process. The article takes 31 provinces (districts and cities) in China as the research object and constructs a multidimensional food security level evaluation index system from four dimensions: quantitative security, nutritional security, ecological security, and capacity security. Using the entropy method, China's food security index was calculated for the ten-year period from 2013 to 2022. Overall, China's food security level showed an upward trend during the decade, with the provinces of Shandong, Heilongjiang, and Henan having the highest level of security. The distribution dynamics of food security and its spatiotemporal evolution in the seven regions were examined using the Dagum Gini coefficient and its decomposition, and the absolute and conditional convergence of food security in the different areas was verified. The results of the study show that the provinces within East China have the largest gap in food security levels between them, and there is absolute β-convergence. Looking at China as a whole, the development of its food security level is characterized by significant convergence, which means that provinces with a low level of food security will have a faster rate of growth than those with a high level of food security, resulting in a gradual narrowing of the gap in food security levels between provinces. This study explores Hong Kong university students' concerns when making employment decisions after graduation and their attitudes towards working in mainland China, especially in the Greater Bay Area (GBA). Two research questions were identified: What are Hong Kong students' attitudes towards working in the GBA? What factors influence Hong Kong students' employment choices? A qualitative research approach was adopted with semi‐structured interviews with 38 final‐year students from eight Hong Kong universities. Based on thematic analysis, the findings showed that Hong Kong university students' willingness to work in the GBA was mainly influenced by their previous connections with the destination and potential career development opportunities. However, Shenzhen was the only city out of nine in the GBA they considered for employment. University students were aware of the economic rationale for their employment preparation, but, more importantly, they placed a high value on professional development opportunities and work–life balance. They also valued opportunities for internationalisation and emphasised the importance of the work culture and environment in choosing employment. This paper examines the role of co-design methods in catalysing neighbourhood sharing and commoning in European cities. Through the comparative analysis of two design-mediated Urban Living Labs (ULLs) in Bagneux/Paris and Poplar/London, the paper explores how neighbourhood sharing of goods, spaces, and experiences are sustained in two different contexts. The paper then presents a co-design framework which was implemented in both cities, catalysing new sharing projects and relations in support of urban commons. We conclude that nesting co-design practices within ‘civic-organic’ ULLs can help to foster productive long-term relations between communities and academic partners based on mutual trust and help to initiate new sharing practices in the neighbourhoods of study. We argue that co-design methods are generative in this space, flattening knowledge hierarchies, supporting action on the ground, and developing situated responses to local needs. In this article I examine recent theoretical and empirical exchanges around partnership‐based urban governance between North Atlantic and Chinese academics and policymakers. I argue that the latest wave of de jure private–public partnerships in urban China reflects an ongoing process of governance rescaling beyond conventional entrepreneurial urbanism theory. I propose an analytical framework that foregrounds successive experimental partnerships as tensions between institutional continuity and change arising from rescaling. In this study I examine variegated actually existing partnerships in Jiyuan, China, to identify generalizable ideal types of partnership‐driven governance rescaling. I conclude by suggesting to enhance the theorization of entrepreneurial urbanism by specifying a partnership‐scale nexus, and assert that variegated partnerships in China have rewritten the rule but not the law of partnership. Against the backdrop of urbanization and its environmental impacts, this study expands urban metabolism research by integrating knowledge from the ecosystem service (ES) concept. A framework was put forward to capitalize on ES knowledge in metabolic studies and material flow analysis in particular while supporting dynamic analysis of ES supply and demand flows through factors such as pressure, state, and drivers. This framework is tested in the city of Lima, Peru, to evaluate six ESs and express their contribution in a standard economy‐wide material flow analysis of the city. Moreover, simulations were deployed to forecast spatiotemporal variations of resource flows and emissions until the year 2050. Findings indicate a gap between the city's ES demand and the availability of its local natural resources. Demand exceeds local supply ES flows in Lima, with the exception of surface water provision and cane‐mats for construction materials, representing 141% and 128% of the total supply, respectively. However, they are projected to reduce by the year 2050: 19% and 22% respectively. Carbon sequestration supply represents 0.01% of the total demand (carbon emissions). Peri‐urban agriculture production represents 4.3% of the total food consumption. Our findings offer a new perspective on the role of nature in cities and highlight the need to implement urban sustainability policies that can help overcome metabolic deficiencies while prioritizing resource efficiency, decarbonization, and conservation/generation of green infrastructure in the city. ABSTRACT The COVID‐19 pandemic, which originated in China at the end of 2019, escalated into a global crisis by March 2020. To mitigate its spread, governments worldwide implemented strict lockdown measures. While these lockdowns had adverse social, economic, and health impacts, they also led to significant environmental improvements in many regions. India's urban environment also significantly improved during lockdown. This study investigates the changes in Land Surface Temperature (LST) across eight major Indian cities, each representing diverse climatic and physiographic zones: Delhi, Dehradun, Lucknow, Kolkata, Bhopal, Bhubaneshwar, Mumbai, and Hyderabad. It aims to enhance the understanding of how sudden reductions in anthropogenic activities influence urban temperatures. The LST was computed for the lockdown period of April to May 2020 and was compared with the pre‐lockdown years of 2018 and 2019 and the post‐lockdown year of 2021, utilizing Landsat thermal data processed through the mono‐window algorithm. The results exhibit significant reductions in LST during the lockdown period. Cities like Delhi, Dehradun, and Lucknow experienced a reduction of 6°C, 5°C, and 4°C, respectively, in LST from pre‐lockdown to lockdown periods. In contrast, cities like Bhopal, Bhubaneswar, Mumbai, and Hyderabad experienced a reduction of around 2°C–3°C. However, the city of Kolkata showed an increase of 3°C from 2019 to 2020. These results highlight the substantial influence of human activities on urban thermal environments and underline the potential benefits of reducing anthropogenic impacts to improve urban thermal well‐being. Background: Philip Morris International's IQOS, with its heatsticks (HEETS), is the heated tobacco product with the largest global market share. IQOS and/or electronic cigarettes use rate is higher among Arabs vs. Jews in Israel. This paper aims to compare IQOS point-of-sale marketing strategies, and regulatory compliance in Arab vs. Jewish neighborhoods in Israel. Methods: We integrated data from two separate studies including a cross-sectional survey with IQOS retailers (December 2020–April 2021) and audits of points-of-sale that sold IQOS/HEETS (April 2021–July 2021) in 5 large cities in Israel, after marketing restrictions including a points-of-sale display ban and plain packaging became effective in Israel (January 2020). The survey included 69 points-of-sale (21 Arab, 48 Jewish neighborhoods) and the audits included 129 points-of-sale (48 Arab, 81 Jewish neighborhoods). Comparisons of IQOS marketing strategies between points-of-sale in Arab and Jewish neighborhoods were conducted using Chi-Square test, Fisher's exact test or Mann–Whitney test, as appropriate. Thematic analysis was used to analyze open-ended questions. Results: The survey showed that most marketing strategies, such as promotions to customers, were uniform across points-of-sale in Arab and Jewish neighborhoods. The most noteworthy differences were that a higher proportion of retailers from Arab neighborhoods were invited to IQOS parties (47.6% vs. 21.7%, p < 0.05) and reported personal communication with a Philip Morris International's representative (80.0% vs. 51.2%, p < 0.05). Additionally, Philip Morris International's representatives assisted points-of-sale in both Arab and Jewish neighborhoods in implementing the display ban by providing free compliant cabinets and product placement instructions, and directly interacted with customers. The audits showed that points-of-sale in Arab neighborhoods were more compliant with the display ban (25.5% vs. 8.8%, p < 0.05), but less compliant with plain packaging (62.5% vs. 79.3%, p < 0.05). Conclusions: There were not many notable differences in IQOS marketing across points-of-sale in Arab vs. Jewish neighborhoods, but Philip Morris International utilized marketing elements of cultural significance, especially for points-of-sale in Arab neighborhoods, such as more personal communication and invitation to social events. Continuous surveillance of tobacco points-of-sale marketing and legislation compliance is needed, with a special focus on demographic/location-based differences. [ABSTRACT FROM AUTHOR]

Rhegmatogenous retinal detachment (RRD) is a sight-threatening condition with rising global incidence. Identifying factors contributing to seasonal variations in RRD would allow a better understanding of RRD pathophysiology. We therefore performed a retrospective case series study investigating the relationship between RRD occurrence and meteorological factors throughout metropolitan France (the METEO-POC study), particularly the mean temperature over the preceding 10-day period (T-1). Adult patients having undergone RRD surgery and residing in one of the three most populated urban areas of each French region were included (January 2011–December 2018). The study involved 21,166 patients with idiopathic RRD (61.1% males, mean age 59.8–65.1 years). RRD incidence per 100,000 inhabitants increased from 7.79 to 11.81. RRD occurrence was not significantly associated with mean temperature over T-1 in the majority of urban areas (31/36). In a minority of areas (5/36) we observed correlations between RRD incidence and mean temperature over T-1, however these were extremely weak (r = 0.1–0.2; p < 0.05). No associations were found between RRD incidence and secondary outcomes: mean daily temperature over the 10 days prior T-1, minimum/maximum temperatures, rainfall, duration of sunshine, atmospheric pressure, overall radiation, relative humidity, wind speed. Pilot Free Trade Zones (PFTZs) are a crucial new platform for China to build a more open economic system. Existing literature primarily focuses on the 'Bring In' effect of PFTZs, often overlooking the importance of 'Going Out' aspects. To bridge this gap, this paper uses data from China's Shanghai and Shenzhen A-share listed enterprises from 2007 to 2021 and constructs a time-varying difference-in-differences (DID) model to test the impact of establishment of PFTZs on international expansion of enterprises. The study finds that establishment of PFTZs can significantly promote international expansion of enterprises, with a more pronounced effect on the scope of international expansion than on its depth. Mechanism analysis reveals that PFTZs can facilitate international expansion of enterprises by driving digital transformation, enhancing total factor productivity and management efficiency, and alleviating financing constraints. Notably, senior managers with overseas work experience play a crucial role in enhancing this relationship. Further, PFTZs not only have a linkage effect with the Belt and Road Initiative but also a radiation effect on neighboring cities. This study provides an analytical perspective and empirical evidence for evaluating policy effects of PFTZs and offers valuable insights that will enable PFTZ policies to be refined and facilitate successful implementation of the 'Going Out' strategy. Due to the impact of natural disasters and public security incidents, the industrial chain is broken, and the economy has declined, especially in western resource-based cities of China where enterprises have closed down, the unemployed have increased sharply, and social contradictions have become prominent. Background: Adherence to healthy lifestyle habits has become a mainstream approach for lessening the burden of cardiovascular disease (CVD) during initial prevention efforts. The purpose of this study was to investigate the prevalence of four healthy lifestyle habits, the associated factors, and their impact on all-cause and cardiovascular mortality among residents of Guangxi Zhuang Autonomous Region. Methods: From 2015 to 2019, individuals between the ages of 35 and 75 from Guangxi Zhuang Autonomous Region were recruited through the ChinaHeart Million Person Project. Our study examined four healthy lifestyle habits: not smoking, no or moderate amounts of alcohol, sufficient leisure time physical activity (LTPA) and a balanced diet. Results: Out of the 19,969 individuals involved, the majority, 77.3% did not smoke, while 96.7% had limited alcohol intake, 24.5% engaged in sufficient LTPA, 5.5% followed a balanced diet, and merely 1.7% adhered to all four healthy lifestyle habits. Participants who were women, older, nonfarmers, living in cities, with a high income or level of education, or had hypertension or diabetes were more likely to follow all four healthy lifestyle habits (p < 0.001). People who followed the three healthy lifestyle habits had reduced chances of death from all cause (HR 0.34[95% CI:0.15,0.76]) and cardiovascular-related death (HR 0.23 [95% CI: 0.07, 0.68]) (p < 0.01) over a median period of 3.5 years. Conclusions: In Guangxi Province, the level of adherence to healthy lifestyle habits is very minimal. Therefore, population-specific health promotion strategies are urgently needed. This article traces the planning history of the first major housing projects built in Soviet Leningrad: the Traktornaya Ulitsa and Serafimov site housing estates. Initiated by municipal authorities in 1924, they were built according to the designs of its own Design Buro and the architects Aleksandr Nikolsky, Aleksandr Gegello, and Grigorii Simonov in 1925–1926. Spearheading the reconstruction of a large industrial suburb, these projects offer an original example of the role of housing in urban development in the Soviet Union and in one of Europe’s largest cities. The planning history of the projects illuminates the way urban development unfolded in the early Soviet context: through practice and negotiation with multiple contexts, both the historic, imperial city and the revolution. The article shows the exemplary quality of these projects and their power and means to reinvent the historic forms and meanings of the city, and reconfigure its spatial hierarchies. It analyses the sources and means at play from revolutionary ideals and avant-garde ideas on form to western models of housing, the surrounding classical city and Byzantine and Russian vernacular architecture. The COVID-19 ‘hard lockdowns’ in Melbourne, Australia in 2020 targeted public housing estates thus trading on perceptions of risk associated with public housing as some of the most stigmatised sites in post-industrial cities. This article draws on interviews with Melbourne public housing tenants on their experience of COVID-19 lockdowns to analyse the place of stigma in residents’ accounts. Pairing Wacquant et al's (2014) concept of 'territorial stigma' with sociological work on the biopolitics of stigma we consider the dynamics of stigma, tracing how it functions to delimit community boundaries and justify pandemic containment measures. Residents navigate multiple layers of stigma, including stereotypes of public housing, normative judgements of neighbouring residents, and a broader public housing system riven with structural issues. Members of these communities are both the targets of stigma and seek to distance themselves from those seen as vectors of stigma. Our participants report mobilising social distancing strategies couched in normative assessments of perceived risk based on physical appearance, presumed drug use and past conduct. We explore the implications of these enactments of territorial stigma and trace the logics of abjection that construct public housing as deprived urban zones, home to abject ‘Others’ perceived as threatening the health of the community. AbstractProblem, research strategy, and findings: Cities experimented with street design to address health and economic impacts of the COVID pandemic between 2020 and 2023. Scholars have suggested that COVID represented a window of opportunity to transform aspects of urban planning, but the degree to which emergency interventions portend longer-term changes requires study. This study focused on street cafés as one of the more significant COVID-era street transformations. Street cafés are allocations of space in the cartway for outdoor dining. They introduce a social use to street space while increasing the complexity of managing street space. To assess the idea that the COVID crisis was a window of opportunity, we conducted a comparative case study of COVID street café programs in five North American cities. We drew on 16 interviews and analysis of policy documents to examine how street café programs were implemented, how they adapted existing policy and institutions, and whether their implementation represented a policy punctuation. Despite common objectives, implementing COVID street café programs played out differently in each case city. Urban form, existing policy, administration of emergency programs, and café design and experimentation all affected outcomes. These COVID-era programs led to one city initiating a new street café program; in two other cities, they accelerated implementation of recent policy initiatives, and the experience in the final two cities was ambiguous. Takeaway for practice: This research highlights the importance of recently adopted street policy in shaping emergency response. Although installation of COVID street cafés was widespread, planners will have to renegotiate emergency actions taken to lessen regulatory, administrative, and financial hurdles to café implementation to sustain viable street café programs in the long run.
