Latent Gaussian models (LGMs) are perhaps the most commonly used class of statistical models with broad applications in various fields, including biostatistics, econometrics, and spatial modeling. LGMs assume that a set of unobserved or latent variables follow a Gaussian distribution, commonly used to model spatial and temporal dependence in the data. The availability of computational tools, such as R-INLA, that permit fast and accurate estimation of LGMs has made their use widespread. Nevertheless, it is easy to find datasets that contain inherently non-Gaussian features, such as sudden jumps or spikes, that adversely affect the inferences and predictions made from an LGM. These datasets require more general latent non-Gaussian models (LnGMs) that can automatically handle these non-Gaussian features by assuming more flexible and robust non-Gaussian distributions on the latent variables. However, fast implementation and easy-to-use software are lacking, which prevents LnGMs from becoming widely applicable. This dissertation aims to tackle these challenges and provide ready-to-use implementations for the R-INLA package. We view scientific learning as an iterative process involving model criticism followed by model improvement and robustification. Thus, the first step is to provide a framework that allows researchers to criticize and check the adequacy of an LGM without fitting the more expensive LnGM. We employ concepts from Bayesian sensitivity analysis to check the influence of the latent Gaussian assumption on the statistical answers and Bayesian predictive checking to check if the fitted LGM can predict important features in the data. In many applications, this procedure will suffice to justify using an LGM. For cases where this check fails, we provide fast and scalable implementations of LnGMs based on variational Bayes and Laplace approximations. The approximation leads to an LGM that downweights extreme events in the latent variables, reducing their impact and leading to more robust inferences. Each step, the first of LGM criticism and the second of LGM robustification, can be executed in R-INLA, requiring only the addition of a few lines of code. This results in a robust workflow that applied researchers can readily use.

On 28 October 2018 the far-right candidate Jair Bolsonaro won the presidential elections in Brazil with 55% of the vote. This result has been viewed by many as yet another instance of the global rise of authoritarian populist leaders, grouping Bolsonaro alongside the likes of Hungary’s Viktor Orbán, Turkey’s Recep Tayyip Erdoğan, India’s Narendra Modi, or Donald Trump in the USA – indeed, Bolsonaro has been dubbed the “Trump of the Tropics”. The focus on Bolsonaro himself reflects the strong emphasis on executives in a rapidly expanding literature suggesting the emergence of a new form of would-be autocrat who is democratically elected but who hollows out democratic rule over time. However, this article argues that, far beyond Bolsonaro, the Brazilian experience is an important case-study as it prompts reflection on three fundamental propositions. First, any analysis of liberal democracy as the perceived object of attack must be highly cognisant of the democratic ‘starting point’ and history of a given state. Second, an excessive focus on executive-led assaults on democratic rule can impede fuller analysis of a broader suite of actors and factors relevant to the (declining) health of the democratic system. Third, authoritarianism is a more appropriate analytical lens than populism for identifying potential democratic threats, especially in the Brazilian context. Em 28 de outubro de 2018, o candidato de extrema-direita Jair Bolsonaro venceu as eleições presidenciais no Brasil com 55% dos votos. Esse resultado tem sido visto por muitos analistas como mais um exemplo da ascensão global de líderes populistas autoritários, colocando Bolsonaro ao lado de Viktor Orbán, da Hungria, Recep Tayyip Erdoğan, da Turquia, Narendra Modi, da Índia, ou Donald Trump, dos EUA – de fato, Bolsonaro foi apelidado de “Trump dos Trópicos”. O foco em Bolsonaro reflete a forte ênfase no Poder Executivo dada por uma literatura em rápida expansão, que sugere o surgimento de uma nova forma de pretenso líder autocrata oriundo de eleições democráticas, mas que, ao longo do tempo, esvazia os governos democráticos. No entanto, este artigo argumenta que, muito além de Bolsonaro, a experiência brasileira é um importante estudo de caso, pois induz à reflexão sobre três proposições fundamentais. Primeiro, qualquer análise da democracia liberal como objeto de ataque deve ser altamente consciente do “ponto de partida” democrático e da história do próprio Estado. Em segundo lugar, o foco excessivo em ataques liderados pelo Executivo ao regime democrático pode impedir uma análise mais completa de um amplo conjunto de atores e fatores relevantes para a saúde (declinante) do sistema democrático. Terceiro, o autoritarismo é uma lente analítica mais apropriada que o populismo para identificar potenciais ameaças democráticas, especialmente no contexto brasileiro.

This article analyzes the legislative changes that dismantled the granting of habeas corpus in the early years of the Military Regime (1964-1969). Such modifications illustrate the attempt to legalize the coup and to impose an agenda of authoritarianism, legitimizing the persecution of opponents of the regime by suppressing fundamental rights and guarantees. From the study of Institutional Acts no. 2, 5 and 6 and the National Security Law, it is intended to understand how these legal mechanisms have restricted citizens' fundamental rights and guarantees. In the books, theses, journalistic articles and articles, the foundations of each change were examined in consonance with the context of each change. The examination of habeas corpus judged by the Federal Supreme Court in this period allows us to understand how the resistance of some ministers, in relation to the authoritarian ideology of the military, led to the hardening of repression within the Court itself. It is concluded that these modifications originated mechanisms of containment and repression of the acts of opposition of the Military Dictatorship. O presente artigo analisa as alterações legislativas que desarticularam a concessão de habeas corpus nos primeiros anos do Regime Militar (1964-1969). Tais modificações ilustram a tentativa de legalizar o Golpe e de impor uma agenda de autoritarismo, legitimando a perseguição aos opositores do regime mediante a supressão de direitos e garantias fundamentais. A partir do estudo dos Atos Institucionais nº2, 5 e 6, e da Lei de Segurança Nacional, pretende-se entender como esses mecanismos jurídicos restringiram direitos e garantias fundamentais dos cidadãos. Examinou-se, em livros, teses, reportagens jornalísticas e artigos, os fundamentos de cada alteração em consonância com o contexto de cada mudança. O exame dos habeas corpus julgados pelo Supremo Tribunal Federal nesse período permite compreender como a resistência de alguns ministros, em relação a ideologia autoritária dos militares, suscitou o endurecimento da repressão dentro da própria Corte. Conclui-se que tais modificações originaram mecanismos de contenção e repressão dos atos de oposição da Ditadura Militar.

O presente projeto explora as mudanças nas estações do ano representadas pela arte e cultura visual portuguesa ao longo dos séculos. Importa estudar como elas são representadas, entender o poder polivalente das estações na cultura visual e as traduções intersemióticas de linguagens. O estudo que apresentamos evidencia o trabalho desenvolvido de tradução de uma linguagem para outra, utilizada metaforicamente ou semanticamente e de forma mais ampla, artisticamente, como o ocorre na tradução entre linguagens verbais e na tradução de idiomas. As paisagens portuguesas foram utilizadas recorrentemente pela cultura visual. Filmes como The Ninth Gate com Johnny Depp (1999), produzido no Parque Nacional de Sintra, mostra um cenário de outono, época do ano das folhas amarelas pendentes e castanhas espalhadas pelo chão, os ramos que balançam contra o frio e névoa. Ruínas e palacetes no entardecer com os corvos a grasnar. O cenário de tensão e suspense é constante para justificar elementos visuais que são incluídos como referências do dia a dia e, talvez, estigmatizados pela história da arte e da cultura visual. Qual é a disciplina que estuda e é responsável por esse estigma? A beleza na mudança da paisagem do dia a dia tem como fundamento as quatro estações, que nos gera perguntas como: Que influências as estações têm sobre o ser humano? Qual é o nosso modo de ver a natureza? Através de ensaios críticos e académicos que examinam as conexões entre as diversas disciplinas e paisagens, levantaremos questões complexas sobre cultura, imagens e sociedade. O nosso objetivo é explicar os efeitos impactantes da Cultura Visual e o quotidiano na pluralidade das ciências sociais e desenvolver uma compreensão de significados da complexidade dessa disciplina. Assim responder: é possível uma obra de arte ser analisada sem o contexto sociocultural da sua criação? A paisagem é rececionada pelo espetador apenas pelo olhar mecânico (a retina)? This project explores the changes in the seasons represented by Portuguese visual art and culture over the centuries. It is important to study how they are represented, to understand the multipurpose power of stations in visual culture and the intersemiotic translations of languages. It questions and shows what it means to translate from one language to another, such as from romance to film, from film to photography. Used metaphorically or semantically, it includes a broader notion of translation than that between verbal languages between nations. Portuguese landscapes have been used repeatedly by visual culture. Films like The Ninth Gate with Johnny Depp (1999), produced in the National Park of Sintra, show an autumn scenery, time of year with hanging yellow leaves and chestnuts scattered on the floor, the branches that sway against the cold and fog. Ruins and palaces in the evening with the crows squawking. The scenario of tension and suspense is constant to justify visual elements that are included as references of everyday life and, perhaps, stigmatized by the history of art and visual culture. Which discipline do you study and are responsible for this stigma? The beauty in changing the landscape from day to day is based on the four seasons, which generates questions such as: What influences do the seasons have on the human being? What is our way of seeing nature? What discipline is responsible for the study of our relationship with the landscape? All clinical and academic essays that examine the norms between different disciplines and landscapes, raise complex questions about culture, images and society Explain the impact of the visual culture and daily life in the plurality of social sciences, so our goal is to develop an understanding of meanings of the complexity of visual culture. So respondent: is it possible for a work of art to be analyzed in the socio-cultural context of its creation? Is the landscape received by the spectator only through the mechanical eye (the retina)?

O presente artigo tem como proposta analisar a concessão do auxílio-moradia para juízes, com ênfase no deferimento da liminar pelo ministro do STF, Luiz Fux, em 2014, até sua revogação, em novembro de 2018. Baseados no princípio da isonomia, os magistrados deram início a um movimento, no âmbito da magistratura federal, para o pagamento uniforme do auxílio-moradia em todo o país. As decisões do Supremo Tribunal Federal sobre o tema ganharam grande repercussão na mídia, levantando discussões na sociedade como um todo, assim como nos meios acadêmico e jurídico. Dentre os questionamentos está o caráter indenizatório do auxílio-moradia: poderia o auxílio ter sido deferido e regulamentado pelo próprio poder a ser beneficiado? Teria o auxílio-moradia para juízes respeitado os princípios constitucionais da legalidade e da moralidade? Utilizando-se do método hipotético-dedutivo e de uma pesquisa documental e bibliográfica, será abordado como a jurisprudência brasileira vem tratando o tema, analisando, também, como a Advocacia Geral da União e a Procuradoria Geral da República vêm se manifestando sobre sua viabilidade constitucional. Como resultados, a pesquisa argumenta que o auxílio-moradia pago aos juízes brasileiros não respeitaram os princípios constitucionais da moralidade e da legalidade, configurando verdadeiro privilégio dessa categoria de agentes públicos.
