1. Teacher Retention and Quality in the Four-Day School Week. EdWorkingPaper No. 24-971

Abstract: The four-day school week is a school calendar that has become increasingly common following the COVID-19 pandemic. Proponents of the calendar often claim that offering teachers a regular 3-day weekend will help schools better retain existing teachers and recruit new teachers to their district without incurring additional costs due to higher salaries or other pecuniary benefits. However, there is scant empirical evidence assessing these claims. I use difference-in-differences and synthetic difference-in-differences models to assess the impact of four-day school week calendars on teacher retention and teacher quality in Arkansas. I find evidence that the calendar may help retain teachers who otherwise would have moved to another school and suggestive evidence that retention in non-adopting schools may be harmed by the four-day school week adoption in nearby districts. Results examining changes in teacher quality are inconclusive. These results have significant implications given the rapid growth in four-day school week calendars in recent years.

2. Teacher Salary Raises and Turnover: Evidence from the First Year of the Arkansas LEARNS Act. EdWorkingPaper No. 24-972

Abstract: Attracting and retaining high-quality teachers is a pressing policy concern. Increasing teacher salaries and creating more attractive compensation packages are often proposed as a potential solution. Signed into law in March 2023, the LEARNS Act increased Arkansas's minimum teacher salary from $36,000 to $50,000, guaranteed all teachers a minimum raise of $2,000, and added flexibility allowing school districts to deviate from seniority-based traditional salary schedules. To study school districts' adjustments to the new legislation, we collected information about districts' teacher compensation policies one year before and the first year of implementation. We also integrated this data with teachers' administrative records to study patterns of teacher retention and mobility. Our results reveal a more equitable distribution of starting teacher salaries across districts, with minimal variation. The LEARNS Act notably increased funding for rural and high-poverty districts, mitigating the negative association between starting salaries and district poverty rates. However, the initial effects on teacher retention and mobility were modest. While some positive trends emerged, such as reduced probabilities of teachers transitioning to non-instructional roles and increased new teacher placement in geographic areas of shortage, broader impacts on retention and mobility were limited in the first year of implementation.

3. Civic Engagement as a Course-Level Strategy for Integrative Learning

Abstract: Engaged learning seeks to cultivate integrative approaches that require students to use multiple points of view or approaches in their coursework. Similarly, civically engaged courses ask students to consider public problems that involve multiple stakeholders, institutions, and policies. We are interested in whether courses designed to meet civic engagement goals might also improve student self-assessment of integrative learning at our institution and could serve as a developmental step toward more holistic strategies. To test our hypothesis that student participation in civic engagement would improve student self-assessment of integrative learning, we compared summative student survey scores from students enrolled in similar courses with and without a civic engagement component (n = 275). Boxplot and statistical analysis (unpaired two-sample Wilcoxon test) were used to determine if civic engagement pedagogy made any meaningful impact on integrative learning. Our results show strong overall improvement in survey scores after civic engagement courses.

4. Scenario-based assessment of automated driving systems: How (not) to parameterize scenarios?

Abstract: The development of Automated Driving Systems (ADSs) has advanced significantly. To enable their large-scale deployment, the United Nations Regulation 157 (UN R157) concerning the approval of Automated Lane Keeping Systems (ALKSs) has been approved in 2021. UN R157 requires an activated ALKS to avoid any collisions that are reasonably preventable and proposes a method to distinguish reasonably preventable collisions from unpreventable ones using "the simulated performance of a skilled and attentive human driver". With different driver models, benchmarks are set for ALKSs in three types of scenarios. The three types of scenarios considered in the proposed method in UN R157 assume a certain parameterization without any further consideration. This work investigates the parameterization of these scenarios, showing that the choice of parameterization significantly affects the simulation outcomes. By comparing real-world and parameterized scenarios, we show that the influence of parameterization depends on the scenario type, driver model, and evaluation criterion. Alternative parameterizations are proposed, leading to results that are closer to the non-parameterized scenarios in terms of recall, precision, and F1 score. 5. Coverage Metrics for a Scenario Database for the Scenario-Based Assessment of Automated Driving Systems

Abstract: Automated Driving Systems (ADSs) have the potential to make mobility services available and safe for all. A multi-pillar Safety Assessment Framework (SAF) has been proposed for the type-approval process of ADSs. The SAF requires that the test scenarios for the ADS adequately covers the Operational Design Domain (ODD) of the ADS. A common method for generating test scenarios involves basing them on scenarios identified and characterized from driving data. This work addresses two questions when collecting scenarios from driving data. First, do the collected scenarios cover all relevant aspects of the ADS' ODD? Second, do the collected scenarios cover all relevant aspects that are in the driving data, such that no potentially important situations are missed? This work proposes coverage metrics that provide a quantitative answer to these questions. The proposed coverage metrics are illustrated by means of an experiment in which over 200000 scenarios from 10 different scenario categories are collected from the HighD data set. The experiment demonstrates that a coverage of 100 % can be achieved under certain conditions, and it also identifies which data and scenarios could be added to enhance the coverage outcomes in case a 100 % coverage has not been achieved. Whereas this work presents metrics for the quantification of the coverage of driving data and the identified scenarios, this paper concludes with future research directions, including the quantification of the completeness of driving data and the identified scenarios., Comment: Accepted for the 2024 IEEE International Automated Vehicle Validation (IAVVC 2024) Conference

6. Digit Recognition using Multimodal Spiking Neural Networks

Abstract: Spiking neural networks (SNNs) are the third generation of neural networks that are biologically inspired to process data in a fashion that emulates the exchange of signals in the brain. Within the Computer Vision community SNNs have garnered significant attention due in large part to the availability of event-based sensors that produce a spatially resolved spike train in response to changes in scene radiance. SNNs are used to process event-based data due to their neuromorphic nature. The proposed work examines the neuromorphic advantage of fusing multiple sensory inputs in classification tasks. Specifically we study the performance of a SNN in digit classification by passing in a visual modality branch (Neuromorphic-MNIST [N-MNIST]) and an auditory modality branch (Spiking Heidelberg Digits [SHD]) from datasets that were created using event-based sensors to generate a series of time-dependent events. It is observed that multi-modal SNNs outperform unimodal visual and unimodal auditory SNNs. Furthermore, it is observed that the process of sensory fusion is insensitive to the depth at which the visual and auditory branches are combined. Abstract: We present results from a search for X-ray/gamma-ray counterparts of gravitational-wave (GW) candidates from the third observing run (O3) of the LIGO-Virgo-KAGRA (LVK) network using the Swift Burst Alert Telescope (Swift-BAT). The search includes 636 GW candidates received in low latency, 86 of which have been confirmed by the offline analysis and included in the third cumulative Gravitational-Wave Transient Catalogs (GWTC-3). Targeted searches were carried out on the entire GW sample using the maximum--likelihood NITRATES pipeline on the BAT data made available via the GUANO infrastructure. We do not detect any significant electromagnetic emission that is temporally and spatially coincident with any of the GW candidates. We report flux upper limits in the 15-350 keV band as a function of sky position for all the catalog candidates. For GW candidates where the Swift-BAT false alarm rate is less than 10$^{-3}$ Hz, we compute the GW--BAT joint false alarm rate. Finally, the derived Swift-BAT upper limits are used to infer constraints on the putative electromagnetic emission associated with binary black hole mergers., Comment: 50 pages, 10 figures, 4 tables

Abstract: A novel Ta/Os heterobimetallic complex, [Ta(CH2tBu)3(μ-H)3OsCp*], 2, is prepared by protonolysis of Ta(CHtBu)(CH2tBu)3 with Cp*OsH5. Treatment of 2 and its iridium analogue [Ta(CH2tBu)3(μ-H)2IrCp*], 1, with CO2 under mild conditions reveal the efficient cleavage of CO2, driven by the formation of a tantalum oxo species in conjunction with CO transfer to the osmium or iridium fragments, to form Cp*Ir(CO)H2 and Cp*Os(CO)H3, respectively. This bimetallic reactivity diverges from more classical CO2 insertion into metal-X (X = metal, hydride, alkyl) bonds.

Abstract: In this article we investigate the question which local symmetry preserving operations can not only preserve, but also increase the symmetry of a polyhedral map. Often operations that can increase symmetry, can nevertheless not do so for polyhedral maps of every genus. So for maps that can increase symmetry, we also investigate for which genera they can do so. We give complete answers for operations with inflation factor at most 6 (that is: that increase the number of edges by a factor of at most 6) and for the chemically relevant Goldberg-Coxeter operations and the leapfrog operation.

10. Mid-infrared 2D nonredundant optical phased array of mirror emitters in an InGaAs/InP platform

Abstract: The extension of photonic technologies such as lidar and free-space optical communications from the traditional visible and near-infrared wavelengths to longer wavelengths can improve performance in adverse environments such as haze, fog, smoke, or strong solar background. Non-mechanical beam steerers will be a critical component of the low size, weight, and power modules needed for the portable or unmanned systems deployed in these environments. In this work, we demonstrate the first 2D optical phased array for non-mechanical beam steering in the mid-infrared spectral region. We combine a total internal-reflection mirror emitter with a non-redundant array of 30 elements to carry out 2D beam steering at a single wavelength of 4.6 $\mu$m. The experiment yielded 600 resolvable far-field points, with 2400 points over a $28^\circ \times 28^\circ$ field of view calculated theoretically. Abstract: We report the observation of a coalescing compact binary with component masses $2.5\text{-}4.5~M_\odot$ and $1.2\text{-}2.0~M_\odot$ (all measurements quoted at the 90% credible level). The gravitational-wave signal GW230529_181500 was observed during the fourth observing run of the LIGO-Virgo-KAGRA detector network on 2023 May 29 by the LIGO Livingston Observatory. The primary component of the source has a mass less than $5~M_\odot$ at 99% credibility. We cannot definitively determine from gravitational-wave data alone whether either component of the source is a neutron star or a black hole. However, given existing estimates of the maximum neutron star mass, we find the most probable interpretation of the source to be the coalescence of a neutron star with a black hole that has a mass between the most massive neutron stars and the least massive black holes observed in the Galaxy. We provisionally estimate a merger rate density of $55^{+127}_{-47}~\text{Gpc}^{-3}\,\text{yr}^{-1}$ for compact binary coalescences with properties similar to the source of GW230529_181500; assuming that the source is a neutron star-black hole merger, GW230529_181500-like sources constitute about 60% of the total merger rate inferred for neutron star-black hole coalescences. 12. Development and Validation of a Test for Measuring Primary School Students' Effective Use of ICT: The ECC-ICT Test

Abstract: Background: A practical test that measures the information and communication technology (ICT) skills students need for effectively using ICT in primary education has yet to be developed (Oh et al., 2021). This paper reports on the development, validation, and reliability of a test measuring primary school students' ICT skills required for effectively using ICT (the ECC-ICT test). Objectives: Based on existing literature, three ICT use domains were identified for effectively using ICT--"Effective," "collaborative," and "creative use" of ICT. For these three domains, 24 corresponding teaching objectives were identified from a widely used digital literacy framework. Thirty-four test items cover these teaching objectives in an online test. Methods: A mixed-method approach was used for the ECC-ICT test. Four pilot rounds [superscript (n=25)] implemented qualitative interviews for cognitive validity and refining the test items, followed by a qualitative usability study[superscript (n=6)]. Confirmatory factor analysis and ANOVA provided quantitative insight into the large-scale test administration[superscript (n=575)]. Results and Conclusions: Composite reliability of our conceptual 3-factor confirmatory model showed that the test reliably measured primary school effective use of ICT ([omega] = 0.82), collaborative use of ICT ([omega] = 0.80) and creative use of ICT ([omega] = 0.64). Convergent validity (ranging from 0.41 to 0.46) was acceptable. Internal consistency (ranging from 0.84 to 0.91) and discriminant validity (HTMT values below 0.90) are good. ANOVA results show that mean test scores are higher for students in higher grade levels (p < 0.001). The post hoc Bonferroni results show that most grade-by-grade comparisons are significant (p < 0.001).

13. Response to Intervention and Specific Learning Disability Identification: Evidence from Tennessee

Abstract: Response to intervention (RTI) is a method for providing academic support to students and for identifying specific learning disabilities (SLDs). Using interrupted time series and hazard models, we examined if statewide RTI adoption in the U.S. state of Tennessee was associated with changes in rates of SLD and first-time SLD identification in elementary schools, and if these associations varied across student groups. Response to intervention was associated with an initial decline in the percentage of students with SLD in the state that continued over time, with larger decreases for students who were Black or economically disadvantaged. Response to intervention was associated with a 61% average decrease in the odds of first-time SLD identification by third grade (about a 0.006 change in the predicted probability), with greater declines for students who were Black or economically disadvantaged. We discuss these results in the context of disproportionality in special education and the need for research examining whether declines in SLD were due to improved academic outcomes, as opposed to delays in identification.

Abstract: Door-in-door-out (DIDO) time has been considered an important factor for prognostication in large vessel occlusion stroke (LVOS) patients. Recently, Sigal et al. have concluded in their paper, “A Shorter Door-In-Door-Out Time Is Associated with Improved Outcome in Large Vessel Occlusion Stroke,” that DIDO was not an independent risk factor for worse outcomes following LVOS. In this letter to the editor, we argue that DIDO time should still be considered an important prognosticator for outcomes in LVOS, despite not being found to be significant in their multivariable analysis. Despite our concerns, we wholeheartedly agree with the authors that clinicians should still need to expedite patients who have LVOS to undergo thrombectomy, regardless of where they are during the critical period of time.

15. Photolysis-driven bond activation by thorium and uranium tetraosmate polyhydride complexes

Abstract: Transition metal multimetallic complexes have seen intense study due to their unique bonding and potential for cooperative reactivity, but actinide-transition metal (An-TM) species are far less understood. We have synthesized uranium- and thorium-osmium heterometallic polyhydride complexes in order to study An-Os bonding and investigate the reactivity of An-Os interactions. Computational studies suggest the presence of a significant bonding interaction between the actinide center and the four coordinated osmium centers supported by bridging hydrides. Upon photolysis, these complexes undergo intramolecular C-H activation with the formation of an Os-Os bond, while the thorium complex may activate an additional C-H bond of the benzene solvent, resulting in a μ-η1,η1 phenyl ligand across one Th-Os interaction.

Abstract: As photonic technologies continue to grow in multidimensional aspects, integrated photonics holds a unique position and continuously presents enormous possibilities to research communities. Here, we provide a review of state of the art integrated photonic sensors operating in near and mid infrared wavelength regions on various material platforms. Among different materials, architectures, and technologies leading the way for on chip sensors, we discuss optical sensing principles commonly applied to biochemical and gas sensing. Our focus is particularly on passive and active optical waveguides, including dispersion engineered metamaterial based structures an essential approach for enhancing the interaction between light and analytes in chip scale sensors. We harness a diverse array of cutting edge sensing technologies, heralding a revolutionary on chip sensing paradigm. Our arsenal includes refractive index based sensing, plasmonic, and spectroscopy, forging an unparalleled foundation for innovation and precision. Furthermore, we include a brief discussion of recent trends and computational concepts incorporating Artificial Intelligence & Machine Learning (AI/ML) and deep learning approaches over the past few years to improve the qualitative and quantitative analysis of sensor measurements.

17. Probing Primordial Black Holes and Dark Matter Clumps in the Solar System with Gravimeter and GNSS Networks

Abstract: We show that Global Navigation Satellite Systems (GNSS) and gravimeters on Earth and in space can potentially offer the most accurate direct measurement of local density of near-Earth asteroid-mass Primordial Black Holes (PBHs) and Dark Matter (DM) clumps in the solar system by means of gravitational influence. Using semi-analytical methods and Monte Carlo simulation, this paper revisits the analysis of the trajectories of DM clumps in the solar system, including both captured objects and hyperbolic trajectories. A link is thus made between the frequency and distance of Earth overflights for a given mass flux, and a direct measure of dark matter clump density in the solar system. We then model the signature of a close flyby of a DM object on orbital data from GNSS satellites and gravity measurements from gravimeters. We thus obtain a first assessment of the single probe sensitivity. It paves the way for an exhaustive statistical analysis of 28 years of gravimeters and GNSS data to obtain observational constraints on the density of the PBHs and DM clumps within the solar system, for the mass range $[10^8-10^{17}]$ kg. In addition, our methodology offers a possibility of direct detection in cases where DM clumps are endowed with an additional long-range clump-matter fifth-force beyond gravity., Comment: 27 pages, 30 figures

Abstract: Among the various candidates for dark matter (DM), ultralight vector DM can be probed by laser interferometric gravitational wave detectors through the measurement of oscillating length changes in the arm cavities. In this context, KAGRA has a unique feature due to differing compositions of its mirrors, enhancing the signal of vector DM in the length change in the auxiliary channels. Here we present the result of a search for $U(1)_{B-L}$ gauge boson DM using the KAGRA data from auxiliary length channels during the first joint observation run together with GEO600. By applying our search pipeline, which takes into account the stochastic nature of ultralight DM, upper bounds on the coupling strength between the $U(1)_{B-L}$ gauge boson and ordinary matter are obtained for a range of DM masses. While our constraints are less stringent than those derived from previous experiments, this study demonstrates the applicability of our method to the lower-mass vector DM search, which is made difficult in this measurement by the short observation time compared to the auto-correlation time scale of DM., Comment: 20 pages, 5 figures

Abstract: Lopsp-operations are operations on maps that are applied locally and are guaranteed to preserve all the orientation-preserving symmetries of maps. Well-known examples of such operations are dual, ambo, truncation, and leapfrog. They are described by plane 3-coloured triangulations with specific properties. We developed and implemented a program that can generate all lopsp-operations of a given size by reducing the problem of generating lopsp-operations to generating all plane quadrangulations that are not necessarily simple. We extended the program plantri to generate these quadrangulations.

Abstract: Videos, generally a fun and effective teaching tool, can be a source of stress for students who are deaf or hard of hearing--especially when shown in classrooms in which a handful of deaf or hard of hearing students find themselves surrounded by students who hear. In fact, for deaf and hard of hearing students, video watching may be a source of anxiety and frustration, and it may increase these students' feelings of isolation. The reason for this is simple: Most educational videos are not accessible. In the worst case, a deaf student surrounded by hearing peers is expected to watch a video, read and process subpar captions, watch an interpreter, and answer questions on a paper about information to which they have limited access--daily. It does not have to be this way. Deaf, hard of hearing, and hearing students can all benefit from high-quality captions.

Abstract: Intraoperative ultrasound imaging is used to facilitate safe brain tumour resection. However, due to challenges with image interpretation and the physical scanning, this tool has yet to achieve widespread adoption in neurosurgery. In this paper, we introduce the components and workflow of a novel, versatile robotic platform for intraoperative ultrasound tissue scanning in neurosurgery. An RGB-D camera attached to the robotic arm allows for automatic object localisation with ArUco markers, and 3D surface reconstruction as a triangular mesh using the ImFusion Suite software solution. Impedance controlled guidance of the US probe along arbitrary surfaces, represented as a mesh, enables collaborative US scanning, i.e., autonomous, teleoperated and hands-on guided data acquisition. A preliminary experiment evaluates the suitability of the conceptual workflow and system components for probe landing on a custom-made soft-tissue phantom. 35. The Educator Labor Market in Times of Change: Lessons from the COVID-19 Pandemic

Abstract: The COVID-19 pandemic placed an undeniable burden onto the teaching profession which already faced levels of prestige and interest at 50-year lows. The strains of the pandemic resulted in educators reporting higher levels of job-related stress and burnout and exacerbated concerns about potential teacher shortages. This dissertation leverages administrative data from Arkansas to better understand challenges facing the teacher workforce following COVID-19 and evaluate two increasingly policies aimed at the teacher workforce. In the first chapter, I provide evidence that teacher turnover was relatively stable during the first two years (2020-21 and 2021-22) of the COVID-19 pandemic before a notable increase during the 2022-23 school year. Furthermore, I examine changes in which teachers left the classroom during this period and find evidence that more experienced teachers, Black teachers, and more effective teachers became more likely to exit the education sector during COVID. In the second chapter I provide evidence on the paraeducator-to-teacher pipeline and estimate the potential impacts of Grow-Your-Own programs on teacher diversity and quality. In the third and final chapter I identify the causal impact of four-day school week calendars, which have become increasingly common following the pandemic, on teacher retention and new hire quality. 36. Revisiting Ethnic Differences in In-Person Learning during the 2021-22 School Year

Abstract: During the 2020-21 school year, Black students were less likely to learn in person than white students. We examine whether this difference persisted as the pandemic progressed. We find that the rate of in-person learning increased in 2021-22 but remained lower for Black students compared to white students. While several factors helped explain observed racial differences in learning modality in 2020-21, only modality offerings continued to be an important explanatory factor in 2021-22 and a Black-white in-person learning gap persisted after controlling for offerings and other factors. These findings suggest a mismatch between Black families' preferences and the options offered by their schools.

Abstract: The purpose of this study was to examine the effects of MoBeGo, a mobile self-monitoring app, on the initial and sustained academic engagement and disruptive behavior of third- to eighth-grade students with challenging behavior. Student-teacher pairs (N = 57) were randomly assigned to the treatment (MoBeGo) or control (business-as-usual) condition. We conducted systematic direct observation of students' behavior throughout prebaseline, baseline, intervention, and postintervention conditions of the study. Multivariate multilevel models revealed differential improvement for the MoBeGo group in student outcomes (less disruptive behavior; more academic engagement) from baseline to intervention, as well as successful postintervention effects for disruptive behavior. Limitations, future directions, and implications for practice are discussed.
