The MUSES stakeholder environment is highly diverse and complex, and requires a thorough understanding of the wide range of stakeholder groups. A number of multi-‐use (MU) combinations explored in this project are characterised by a diverse range of individuals, groups and organisations with common and/or competing interests operating at a variety of spatial scales. Namely, there are a wide range of interests in and positions on MU, which are manifested at varying scales and degrees of intensity.

Combining maritime uses, either through joint operations or joint installations, can reduce spatial pressures on European Seas and create new opportunities for socio-economic development, along with potential environmental benefits. ‘Multi-use’ implies a radical change from the concept of exclusive resource rights to an inclusive sharing of resources by one or more users. Thus multi-use often does not come naturally, but shall be motivated by clear drivers and added-values. This also implies that ‘multi-use’ solutions are not exclusively better than ‘single-use’ options. It is important to carefully consider local conditions when making a decision on whether to favour single – or multi-use in a given location. Further development of multi-use requires actions mainly from the users themselves, but also backed by research and legislation at all levels. Based on two years of systematic research, combined with extensive stakeholder involvement, within the framework of the Horizon 2020 funded MUSES project, the Action Plan details what actions are required and by whom in the coming years to turn the concept of Multi-Use in European sea basins into real life implementation.

The Multi-Use in European Seas (“MUSES”) project is a 2-year Horizon 2020 funded project under Grant Agreement No. 727451, consisting of a consortium of 10 project partners across seven different EU member states. The MUSES project builds on existing knowledge to explore the real opportunities for Multi-Use (“MU”) in Europe, including the scope for innovation and Blue Growth potential and to present practical solutions on how to overcome existing barriers and minimise risks associated with MU development. MUSES encompasses five EU sea basins (Baltic Sea, North Sea, Mediterranean Sea, Black Sea and Eastern Atlantic). This Final Project Report provides an overview of European Sea Basins with respect to the potential and barriers to MU, a series of 10 case studies which explore the application of MU in practice, and an action plan to promote the implementation of MU and hence increase the Blue Growth economy. After the project is finished, the consortium will aim to build on the work carried out, and the recommendations produced by MUSES in order to maximise the long-term impact of the project.

The purpose of this document is to establish a framework for the analysis of Multi-Use (MU) in the sea basin context, which will provide the project consortium with the practical research tools necessary to examine theoretical understanding and practical experience related to MU. This framework will guide further analyses and also feed into Work Package (WP) 3 - Case Study Analysis. For this specific purpose, this analytical framework (AF) will be considered in the preparation of the Case Study Methodology (D3.1), aiming at maximizing the degree of commonality between the two scales of analysis (Sea Basin scale and local scale). The analytical framework is intended to guide the process of information and data gathering and stakeholder engagement, providing the needed degree of homogeneity to the analysis of different Sea Basins. The framework should be interpreted as a flexible tool, and it may be modified and adapted through the implementation process, according to the emerging needs. In the event of changes or additions to the framework described herein being encountered, a technical note will be prepared by the WP2 leader, describing the amendments to the methodology. After WP2 completion, a revised version of this framework will be prepared, incorporating all changes.

The concept of multi-use of the sea has gained popularity in recent years as a result of ocean space (coastal areas and regions with relatively small sea space in particular) becoming increasingly crowded due to the development of the maritime economy. Competing claims for space can be a source of conflict, however this may also lead to mutual benefits for different users when sustainable combinations are sought. Despite increasing European-wide efforts, on-the-ground knowledge and practice of multi-use are still limited. Therefore, with the aim of investigating opportunities for multi-use development in the European seas, 10 case studies were selected, involving different site-specific contexts. This study analyses the characteristics and development potential for ocean multi-use, integrating results from desk analysis and stakeholder perceptions from different sectors in each of the case study locations. Similarities and differences between various combinations of sea uses are also identified. The results show a high heterogeneity of multi-use opportunities between case studies, with a range of combinations identified. The investigated combinations of maritime uses share an overall balance between factors promoting (drivers) and hindering (barriers) multi-use development. Based on stakeholder opinions, expected benefits (added values) of multi-use implementation outweigh potential negative impacts.
