This paper proposes a mathematical framework for optimal retrofit and recovery strategies of bridge networks. The pre-earthquake and postearthquake management of the highway systems is addressed considering performance objectives based on seismic resilience and life-cycle costs. Structural capacity of vulnerable bridges and traffic performance of the transportation network are investigated accounting for the effects of aftershocks by state-dependent fragility curves informing cumulative damage scenarios. Optimal intervention sequences are identified under uncertainties related to bridge damage levels and mainshock–aftershock sequences based on a biobjective optimization problem aiming to maximize network resilience and minimize costs associated with pre-event retrofit and postrepair restoration activities. In 2018 a collaborative project between Politecnico di Milano (PoliMI) and Regione Lombardia (RL) was launched to join forces and expertise toward the improvement of the regional transport infrastructures maintenance management. One of the project goals was the development of regional guidelines aimed to support the design and implementation of monitoring systems for bridges. The focus of this paper is on the illustration of the Monitoring Regional (MoRe) guidelines and of their implementation on nine pilot monitoring systems designed and deployed within the project. The (MoRe) guidelines tackle the entire monitoring process from the analyses of the monitoring goals and the preliminary investigations needed to the identification of the phenomena and relevant indicators to monitor, up to the selection of monitoring devices and the presentation of results. In the framework of direct Structural Health Monitoring approaches, this paper presents a low frequency range analysis performed on a steel truss bridge designed in 1946 and built up in Northern Italy. The bridge is instrumented with a permanent structural health monitoring system, that guarantees a continuous flux of data and information from a heterogeneous set of sensors. In this analysis, static and quasistatic bridge responses are considered. These experimental data are merged with the analogous outputs obtained from numerical simulations, performed on FE models representative of the actual bridge, with the purpose of identifying damage‐sensitive indexes. Simulations are performed considering the healthy structure and modelling different damage scenarios. The static analysis consists in the construction of a regressive model able to estimate sensor output responses starting from environmental measurements, with the primary purpose to reduce the effect of temperature over measured static response. Old precast buildings are often characterized by poor detailing that may hamper the structural performance, particularly in the case of earthquakes. This is essentially related to: (i) a limited past knowledge of seismic design and behaviour, also reflected in past building codes; (ii) the evolution of seismic zonation of the Italian territory. The aim of this work is to assess the probabilistic seismic vulnerability with respect to the usability preventing damage and global collapse performance levels of four existing single-story precast buildings designed in accordance with past Italian building codes from 1960s to 1990s in three sites with increasing seismic hazard. Road infrastructures and bridge networks are becoming increasingly complex systems due to the development of technology in transportation engineering and the continual growth of urban communities. Infrastructure disservice due to seismic events may lead to unacceptable discomfort for commuters. Moreover, network downtime results into economic losses for the affected community, to be quantified in monetary terms by user costs. Seismically vulnerable bridges are also affected by aging and deterioration processes that can reduce the bridge structural performance over time. This paper presents a comprehensive life-cycle cost-based probabilistic framework for seismic risk assessment of spatially distributed aging bridge networks. The seismic risk measure is formulated in terms of annual exceedance rate of a target threshold of user costs. The methodology is applied to a road system in Lombardy region, Italy, reproducing network connectivity and daily travel demands among four major cities and smaller neighbouring municipalities. Despite the area of interest is characterized by low seismicity, the results allow to quantify the impact of aging and deterioration in exacerbating the network seismic risk, highlighting the need for a life-cycle-informed approach to optimal management of infrastructure systems. The performance of lifelines under damage and emergency conditions induced by sudden extreme events, such as earthquakes, can be assessed based on the concept of resilience. Damage also arises in time due to aging, affecting the structural performance of each network component and, consequently, impairing the overall system functionality. Furthermore, the sparse location over the network of vulnerable deteriorating structures, such as spatially distributed bridges, should be taken into account to establish proper infrastructure management policies. In this article, a probabilistic approach is proposed to assess the seismic performance of transportation networks considering the uncertainties involved in the lifetime structural response of aging bridges under different earthquake scenarios. The time-variant seismic capacity associated with prescribed limit states is evaluated by nonlinear incremental dynamic analysis. The initial damage induced by seismic events and its recovery process through structural repair is related to traffic restrictions to different road users. Traffic flow distribution analyses are carried out over the road network to assess the post-event system functionality and the corresponding seismic resilience. The role of different factors such as aging, earthquake scenario, and seismic capacity correlation is investigated by considering spatially distributed reinforced concrete bridges exposed to corrosion and highway networks with detours and re-entry links.
