Abstract

This text explores how the dynamics of globalization and privatization have influenced State policy and impacted education reform in Honduras. It makes the argument that understanding education reform in post-colonial contexts requires that scholars go beyond a surface-level description of such trends as privatization to consider, in addition, the ways that the logics, practices, and relationships that characterized colonialism continue to be embedded in the apparatus of modern States. The first part of the volume documents historical trends and the evolution of privatisation in Honduras, while the second part explicitly engages in an extended discussion of State theory, before shifting to present a framework for depicting how these logics are the foundational layer upon which states and global governance have been constructed. The framework draws upon scholarship from political economy, world systems, and post-colonialism to depict the "ethos of privatization" at the core of post-colonial States, wherein what drives the system is private benefit, in the interest of individuals and their networks, but not in the interest of those outside the State. Applying this unique framework to the case of Honduras and offering empirical analysis of the Honduran education sector, the changing role and priorities of the State, and the increasing involvement of international organizations, NGOs, and private actors in the provision of education, the text increases understanding of how State theory interacts with broader global dynamics to impact education. This text will benefit researchers, academics, and educators with a focus on international and comparative education, policy analysis, globalization, and international development.

10. Network Governance and New Philanthropy in Latin America and the Caribbean: Reconfiguration of the State

Abstract

This paper draws on the literature on network governance and new philanthropy to characterize and explain the increased involvement of non-State actors in education policymaking in the Dominican Republic. The study reveals, first, how network governance has intensified since 2010 through hybrid public-private spaces of agenda setting, second, how these hybrid spaces have given way to the emergence of new philanthropy, which engages directly with the State as part of its efforts to influence policymaking, and, third, that new philanthropy is evolving to include, as well, the generation of profits, both within and beyond the Dominican Republic, through the creation of an affiliated profit-seeking consulting entity. The paper concludes by arguing that future studies should bring the concepts of network governance and new philanthropy into conversation with theoretical approaches that emphasize the underlying political-economic structures within which non-State actors operate.

Abstract

The World Bank has been called the most influential organization in education reform globally. Not only is it the single largest funder of education for international development, but it also produces knowledge, circulates discourse, and structures policymaking processes in ways that extend its influence far beyond its primary role as a bank. However, while much literature has been produced about the World Bank, the field of education lacks a systematic discussion of what has been reported about how the World Bank influences policy formation at the country level. Through the conduct of a theoretically informed systematic literature review of 70 publications, this article clarifies and provides examples for the numerous ways that the World Bank influences policy formation. In all, the article documents 11 pathways through which the World Bank influences policymaking. The article concludes by suggesting areas where research on the World Bank can be improved, namely, through more explicit attention to the theoretical and methodological approaches employed. The goal of this review is to encourage scholars to be more specific in their conceptualizations and discussions of World Bank influence, to go beyond general claims of policy imposition or agenda shaping. 22. Eficàcia de l’electroteràpia en el tractament del dolor crònic a persones amb fibromiàlgia

Abstract

Curs 2016-2017, Introducció: La Fibromiàlgia (FM) és una síndrome crònic d’etiologia desconeguda que es caracteritza pel dolor musculo-esquelètic generalitzat no inflamatori amb un mínim de 3 mesos de duració, amb presència de rigideses i sensibilitat dolorosa a la palpació de punts gatells propis de la malaltia. El 2,4% de la població general major de 20 anys pateix FM. En nombres absoluts, això suposa uns 700.000 pacients afectats per la FM al nostre país. Objectiu: Mostrar l’eficàcia de l’electroteràpia en el tractament del dolor crònic en persones diagnosticades de Fibromiàlgia. Metodologia: El present estudi és un assaig clínic aleatoritzat, longitudinal de caràcter prospectiu. Se seleccionaran 48 dones entre 25 i 50 anys amb una severitat de la patologia moderada segons el qüestionari S-FIQ. Aquestes dones es dividiran en dos grups de manera aleatòria. El grup experimental rebrà tractament convencional i a més a més tractament d’electroteràpia durant 12 setmanes . Per altra banda el grup control només rebrà el tractament convencional estipulat per l’Hospital Universitari de Vic. Per tal de valorar si la teràpia de l’electroteràpia és efectiva, es mesurarà a l’inici i el final de l’estudi la severitat de la malaltia segons el S-FIQ, la intensitat del dolor segons l’escala EVA i l’impacte del dolor en les activitats de la vida diària a través del qüestionari BIP. Limitacions: limitació en l’adherència al tractament, els pacients poden abandonar l’estudi per falta de motivació, pesadesa de les sessions, motius personals, falta de temps per poder assistir a les sessions o problemes psicosocials., Introduction: Fibromyalgia (FM) is a chronic syndrome of unknown etiology characterized by widespread musculoskeletal pain not inflammatory at least three months duration, with the presence of stiffness and tenderness on palpation points sallow own disease. 2.4% of the general population aged 20 years suffers from FM. In absolute numbers, this means about 700,000 patients with FM in our country. Objective: Show the effectiveness of Electrotherapy in the treatment of chronic pain in people diagnosed with Fibromyalgia. Methodology: This study is a randomized clinical trial, prospective longitudinal. Will select 48 women between 25 and 50 years with moderate disease severity according to the questionnaire S-FIQ. These women will be divided into two groups at random. The experimental group will receive conventional treatment and also Electrotherapy treatment for 12 weeks. Furthermore the control group will receive only conventional treatment stipulated by the University Hospital of Vic. In order to assess whether the therapy is effective Electrotherapy is measured at the beginning and the end of the study the severity of the disease, according to the S-FIQ, pain intensity according to VAS scale and the impact of pain on activities of daily life through the questionnaire BIP. Limitations: limited adherence to treatment, patients can leave the study for lack of motivation, heaviness of the sessions, personal reasons, lack of time to attend meetings or psychosocial problem.
