In the fi rst decade of this millennium China has demonstrated a stronger commitment to environmental protection. Yet, there remains a signifi cant gap between environmental laws and regulations and the quality of the environment. In this paper, we propose an integrated framework for analysis that we apply to investigate the factors that account for this gap in implementation. We analyse the results of surveys conducted in 2000 and 2006 and interviews carried out in 2006 and 2007 in eleven jurisdictions of Guangzhou municipality on three factors: pro-environment orientation, institutional capacity, and external political support for environmental units. The results show that, after several decades of environmental protection regulations, the pro-environment orientation of environmental offi cials in Guangzhou has been strengthened, whereas the institutional capacity of environmental agencies, although often beefed up in real terms, remains inadequate due to the heightened expectations of state and society actors. It is the external political support received by environmental agencies that drives the success or failure of environmental protection enforcement. More often than not, the strength or weakness of political support is embedded in the policy design and implementation structure and is associated with the policy orientation of political leaders. Official statistics and independent survey data show that in the last decade China has witnessed a remarkable change in its enforcement of environmental pollution violations, moving toward more formalistic and coercive law enforcement with more enforcement cases as well as higher fines. The data also show that there is considerable regional variation with coastal areas having more and higher punishments than those inland. This article explores these findings, seeking to understand the explanation and meaning of these temporal and regional variation patterns. The study shows how enforcement varies when there is a convergence of governmental, social, and economic institutional forces. The article argues that the basis for such convergence has been fragile, as national pressures have lacked consistency and local community and government support evaporates when dominant sources of income are at stake. This paper is an in-depth analysis of community policing in Hong Kong. It includes an outline of the evolution of community policing in Hong Kong, identifies the structural arrangements for the practice of community policing, examines major community-based programs that have been launched, evaluates the performance of this strategy, and considers constraints on these policy initiatives. It shows that this community effort has already gone beyond the confines of promoting community relations in Hong Kong. The results have been encouraging. They include a significant improvement in the quality of police-public interactions, the engagement of the public and their increased support in crime control and prevention, and the beginning of the conversion of traditional police enforcement to that of police services. However, the Force's use of community policing schemes predominantly for the pragmatic purpose of crime control has accounted for the lack of breakthroughs in forging a strategic partnership with the public to promote a secure and harmonious environment.
