Background Forest and nonforest ecosystems of the western United States are experiencing major transformations in response to land-use change, climate warming, and their interactive effects with wildland fire. Some ecosystems are transitioning to persistent alternative types, hereafter called “vegetation type conversion” (VTC). VTC is one of the most pressing management issues in the southwestern US, yet current strategies to intervene and address change often use trial-and-error approaches devised after the fact. To better understand how to manage VTC, we gathered managers, scientists, and practitioners from across the southwestern US to collect their experiences with VTC challenges, management responses, and outcomes. Results Participants in two workshops provided 11 descriptive case studies and 61 examples of VTC from their own field observations. These experiences demonstrate the extent and complexity of ecological reorganization across the region. High-severity fire was the predominant driver of VTC in semi-arid coniferous forests. By a large margin, these forests converted to shrubland, with fewer conversions to native or non-native herbaceous communities. Chaparral and sagebrush areas nearly always converted to non-native grasses through interactions among land use, climate, and fire. Management interventions in VTC areas most often attempted to reverse changes, although we found that these efforts cover only a small portion of high-severity burn areas undergoing VTC. Some areas incurred long (>10 years) observational periods prior to initiating interventions. Efforts to facilitate VTC were rare, but could cover large spatial areas. Conclusions Our findings underscore that type conversion is a common outcome of high-severity wildland fire in the southwestern US. Ecosystem managers are frontline observers of these far-reaching and potentially persistent changes, making their experiences valuable in further developing intervention strategies and research agendas. As its drivers increase with climate change, VTC appears increasingly likely in many ecological contexts and may require management paradigms to transition as well. Approaches to VTC potentially include developing new models of desired conditions, the use of experimentation by managers, and broader implementation of adaptive management strategies. Continuing to support and develop science-manager partnerships and peer learning groups will help to shape our response to ongoing rapid ecological transformations.

Evidence-based responses to climate change by society require operational and sustained information including biophysical indicator systems that provide up-to-date measures of trends and patterns against historical baselines. Two key components linking anthropogenic climate change to impacts on socio-ecological systems are the periodic inter- and intra-annual variations in physical climate systems (seasonality) and in plant and animal life cycles (phenology). We describe a set of national indicators that reflect sub-seasonal to seasonal drivers and responses of terrestrial physical and biological systems to climate change and variability at the national scale. Proposed indicators and metrics include seasonality of surface climate conditions (e.g., frost and freeze dates and durations), seasonality of freeze/thaw in freshwater systems (e.g., timing of stream runoff and durations of lake/river ice), seasonality in ecosystem disturbances (e.g., wildfire season timing and duration), seasonality in vegetated land surfaces (e.g., green-up and brown-down of landscapes), and seasonality of organismal life-history stages (e.g., timings of bird migration). Recommended indicators have strong linkages to variable and changing climates, include abiotic and biotic responses and feedback mechanisms, and are sufficiently simple to facilitate communication to broad audiences and stakeholders interested in understanding and adapting to climate change.

Summary Novel forms of drought are emerging globally, due to climate change, shifting teleconnection patterns, expanding human water use, and a history of human influence on the environment that increases the probability of transformational ecological impacts. These costly ecological impacts cascade to human communities, and understanding this changing drought landscape is one of today’s grand challenges. By using a modified horizon-scanning approach that integrated scientists, managers, and decision-makers, we identified the emerging issues in ecological drought that represent key challenges to timely and effective responses. Here we review the themes that most urgently need attention, including novel drought conditions, the potential for transformational drought impacts, and the need for anticipatory drought management. This horizon scan and review provides a roadmap to facilitate the research and management innovations that will support forward-looking, co-developed approaches to reduce the risk of drought to our socio-ecological systems during the 21st century.

We present the first systematic, global stocktake of the academic literature on human adaptation. We screen 48,316 documents and identify 1,682 articles that present empirical research documenting human efforts to reduce risk from climate change and associated hazards. Coding and synthesizing this literature highlights that the overall extent of adaptation across global regions and sectors is low. Adaptations are largely local and incremental rather than transformative. Behavioural adjustments by individuals and households are more prevalent than any other type of response, largely motivated by drought and precipitation variability. Local governments and civil society are engaging in risk reduction across all sectors and regions, particularly in response to flooding. Urban technological and infrastructural adaptations to flood risk are prevalent in Europe, while shifts in farming practices dominate reporting from Africa and Asia. Despite increasing evidence of adaptation responses, evidence that these responses are reducing risks (observed and projected) remains limited.

Assessing global progress on human adaptation to climate change is an urgent priority. Although the literature on adaptation to climate change is rapidly expanding, little is known about the actual extent of implementation. We systematically screened >48,000 articles using machine learning methods and a global network of 126 researchers. Our synthesis of the resulting 1,682 articles presents a systematic and comprehensive global stocktake of implemented human adaptation to climate change. Documented adaptations were largely fragmented, local and incremental, with limited evidence of transformational adaptation and negligible evidence of risk reduction outcomes. We identify eight priorities for global adaptation research: assess the effectiveness of adaptation responses, enhance the understanding of limits to adaptation, enable individuals and civil society to adapt, include missing places, scholars and scholarship, understand private sector responses, improve methods for synthesizing different forms of evidence, assess the adaptation at different temperature thresholds, and improve the inclusion of timescale and the dynamics of responses. Determining progress in adaptation to climate change is challenging, yet critical as climate change impacts increase. A stocktake of the scientific literature on implemented adaptation now shows that adaptation is mostly fragmented and incremental, with evidence lacking for its impact on reducing risk.

Ecologists who specialize in translational ecology (TE) seek to link ecological knowledge to decision making by integrating ecological science with the full complement of social dimensions that underlie today's complex environmental issues. TE is motivated by a search for outcomes that directly serve the needs of natural resource managers and decision makers. This objective distinguishes it from both basic and applied ecological research and, as a practice, it deliberately extends research beyond theory or opportunistic applications. TE is uniquely positioned to address complex issues through interdisciplinary team approaches and integrated scientist–practitioner partnerships. The creativity and context-specific knowledge of resource managers, practitioners, and decision makers inform and enrich the scientific process and help shape use-driven, actionable science. Moreover, addressing research questions that arise from on-the-ground management issues – as opposed to the top-down or expert-oriented perspectives of traditional science – can foster the high levels of trust and commitment that are critical for long-term, sustained engagement between partners.

Changes in the timing of plant and animal life cycle events, in response to climate change, are already happening across the globe. The impacts of these changes may affect biodiversity via disruption to mutualisms, trophic mismatches, invasions and population declines. To understand the nature, causes and consequences of changed, varied or static phenologies, new data resources and tools are being developed across the globe. The USA National Phenology Network is developing a long-term, multi-taxa phenological database, together with a customizable infrastructure, to support conservation and management needs. We present current and potential applications of the infrastructure, across scales and user groups. The approaches described here are congruent with recent trends towards multi-agency, large-scale research and action.

This paper provides a synthesis of the recent literature describing how global biodiversity is being affected by climate change and is projected to respond in the future. Current studies reinforce earlier findings of major climate-change-related impacts on biological systems and document new, more subtle after-effects. For example, many species are shifting their distributions and phenologies at faster rates than were recorded just a few years ago; however, responses are not uniform across species. Shifts have been idiosyncratic and in some cases counterintuitive, promoting new community compositions and altering biotic interactions. Although genetic diversity enhances species' potential to respond to variable conditions, climate change may outpace intrinsic adaptive capacities and increase the relative vulnerabilities of many organisms. Developing effective adaptation strategies for biodiversity conservation will not only require flexible decision-making and management approaches that account for uncerta...

The emerging field of climate-change adaptation has experienced a dramatic increase in attention as the impacts of climate change on biodiversity and ecosystems have become more evident. Preparing for and addressing these changes are now prominent themes in conservation and natural resource policy and practice. Adaptation increasingly is viewed as a way of managing change, rather than just maintaining existing conditions. There is also increasing recognition of the need not only to adjust management strategies in light of climate shifts, but to reassess and, as needed, modify underlying conservation goals. Major advances in the development of climate-adaptation principles, strategies, and planning processes have occurred over the past few years, although implementation of adaptation plans continues to lag. With ecosystems expected to undergo continuing climate-mediated changes for years to come, adaptation can best be thought of as an ongoing process, rather than as a fixed endpoint.

© 2016 Elmendorf et al. Phenology is an integrative science that comprises the study of recurring biological activities or events. In an era of rapidly changing climate, the relationship between the timing of those events and environmental cues such as temperature, snowmelt, water availability, or day length are of particular interest. This article provides an overview of the observer-based plant phenology sampling conducted by the U.S. National Ecological Observatory Network (NEON), the resulting data, and the rationale behind the design. Trained technicians will conduct regular in situ observations of plant phenology at all terrestrial NEON sites for the 30-yr life of the observatory. Standardized and coordinated data across the network of sites can be used to quantify the direction and magnitude of the relationships between phenology and environmental forcings, as well as the degree to which these relationships vary among sites, among species, among phenophases, and through time. Vegetation at NEON sites will also be monitored with tower-based cameras, satellite remote sensing, and annual high-resolution airborne remote sensing. Ground-based measurements can be used to calibrate and improve satellite-derived phenometrics. NEON's phenology monitoring design is complementary to existing phenology research efforts and citizen science initiatives throughout the world and will produce interoperable data. By collocating plant phenology observations with a suite of additional meteorological, biophysical, and ecological measurements (e.g., climate, carbon flux, plant productivity, population dynamics of consumers) at 47 terrestrial sites, the NEON design will enable continental-scale inference about the status, trends, causes, and ecological consequences of phenological change.

Natural resource managers are seeking tools to help them address current and future effects of climate change. We present a model for collaborative planning aimed at identifying ways to adapt management actions to address the effects of climate change in landscapes that cross public and private jurisdictional boundaries. The Southwest Climate Change Initiative (SWCCI) piloted the Adaptation for Conservation Targets (ACT) planning approach at workshops in 4 southwestern U.S. landscapes. This planning approach successfully increased participants’ self-reported capacity to address climate change by providing them with a better understanding of potential effects and guiding the identification of solutions. The workshops fostered cross-jurisdictional and multidisciplinary dialogue on climate change through active participation of scientists and managers in assessing climate change effects, discussing the implications of those effects for determining management goals and activities, and cultivating opportunities for regional coordination on adaptation of management plans. Facilitated application of the ACT framework advanced group discussions beyond assessing effects to devising options to mitigate the effects of climate change on specific species, ecological functions, and ecosystems. Participants addressed uncertainty about future conditions by considering more than one climate-change scenario. They outlined opportunities and identified next steps for implementing several actions, and local partnerships have begun implementing actions and conducting additional planning. Continued investment in adaptation of management plans and actions to address the effects of climate change in the southwestern United States and extension of the approaches used in this project to additional landscapes are needed if biological diversity and ecosystem services are to be maintained in a rapidly changing world. Presentamos un modelo para la planificación colaborativa enfocada a identificar formas para adaptar las acciones de manejo para atender los efectos del cambio climático en paisajes que cruzan límites jurisdiccionales públicos y privados. La Iniciativa Sudoccidental de Cambio Climático (ISCC) puso a prueba el método de planificación de Adaptación para Metas de Conservación (AMC) en talleres en cuatro paisajes del suroeste de E. U. A. Este método de planificación incrementó exitosamente la capacidad de los participantes para atender el cambio climático al proporcionarles un mejor entendimiento de los efectos potenciales y guiar la identificación de soluciones. Los talleres promovieron el diálogo trans-jurisdiccional y multidisciplinario sobre cambio climático mediante la participación activa de científicos y manejadores en la evaluación de efectos del cambio climático, la discusión de implicaciones de esos efectos para determinar las metas y actividades de manejo y desarrollar oportunidades para la coordinación regional de la adaptación de planes de manejo. As natural resource management agencies and conservation organizations seek guidance on responding to climate change, myriad potential actions and strategies have been proposed for increasing the long-term viability of some attributes of natural systems. Managers need practical tools for selecting among these actions and strategies to develop a tailored management approach for specific targets at a given location. We developed and present one such tool, the participatory Adaptation for Conservation Targets (ACT) framework, which considers the effects of climate change in the development of management actions for particular species, ecosystems and ecological functions. Our framework is based on the premise that effective adaptation of management to climate change can rely on local knowledge of an ecosystem and does not necessarily require detailed projections of climate change or its effects. We illustrate the ACT framework by applying it to an ecological function in the Greater Yellowstone Ecosystem (Montana, Wyoming, and Idaho, USA)--water flows in the upper Yellowstone River. We suggest that the ACT framework is a practical tool for initiating adaptation planning, and for generating and communicating specific management interventions given an increasingly altered, yet uncertain, climate.

Plants are expected to differentially allocate resources to reproduction, growth, and survival in order to maximize overall fitness. Life history theory predicts that the allocation of resources to reproduction should occur at the expense of vegetative growth. Although it is known that both organism size and resource availability can influence life history traits, few studies have addressed how size dependencies of growth and reproduction and variation in resource supply jointly affect the coupling between growth and reproduction. In order to understand the relationship between growth and reproduction in the context of resource variability, we utilize a long-term observational data set consisting of 670 individual trees over a 10-year period within a local population of Bursera simaruba (L.) Sarg. We (1) quantify the functional form and variability in the growth-reproduction relationship at the population and individual-tree level and (2) develop a theoretical framework to understand the allometric dependence of growth and reproduction. Our findings suggest that the differential responses of allometric growth and reproduction to resource availability, both between years and between microsites, underlie the apparent relationship between growth and reproduction. Finally, we offer an alternative approach for quantifying the relationship between growth and reproduction that accounts for variation in allometries.

Disentangling the relative roles of biotic and abiotic forces influencing forest structure, function, and local community composition continues to be an important goal in ecology. Here, utilizing two forest surveys 20-year apart from a Central American dry tropical forest, we assess the relative role of past disturbance and local climatic change in the form of increased drought in driving forest dynamics. We observe: (i) a net decrease in the number of trees; (ii) a decrease in total forest biomass by 7.7 Mg ha � 1 but when calculated on subquadrat basis the biomass per unit area did not change indicating scale sensitivity of forest biomass measures; (iii) that the decrease in the number of stems occurred mainly in the smallest sizes, and in more moist and evergreen habitats; (iv) that there has been an increase in the proportion of trees that are deciduous, compound leaved and are canopy species, and a concomitant reduction in trees that are evergreen, simple-leaved, and understory species. These changes are opposite to predictions based on recovery from disturbance, and have resulted in (v) a uniform multivariate shift from a more mesic to a more xeric forest. Together, our results show that over relatively short time scales, community composition and the functional dominance may be more responsive to climate change than recovery to past disturbances. Our findings point to the importance of assessing proportional changes in forest composition and not just changes in absolute numbers. Our findings are also consistent with the hypothesis that tropical tree species exhibit differential sensitivity to changes in precipitation. Predicted future decreases in rainfall may result in quick differential shifts in forest function, physiognomy, and species composition. Quantifying proportional functional composition offers a basis for a predictive framework for how the structure, and diversity of tropical forests will respond to global change.

Grasslands around the world have experienced dramatic decline for more than a century. The spatial extent and condition of grasslands in many regions of the world are poorly understood because they lack conservation priority relative to other ecological systems. We developed a simple, yet broadly applicable rapid assessment expert system approach that can be used to assess these aspects of grassland status for improved conservation planning and management. Here we apply our approach to the semi-arid grasslands of the Arizona, New Mexico, and Mexico borderlands. We specifically used a combination of expert input and field verification. The accuracy of the expert input was 71%–77%. Native grasses dominate nearly 50% of identified grasslands. However, over two-thirds of these grasslands have experienced a moderate level of shrub encroachment. These areas may be restorable to open grassland with use of prescribed fire. Non-native perennial grasses are common to dominant on 12% of the study area. More than 67% of native grasslands occur on private and state land where there is little legal protection. In a region experiencing substantial development pressure, grasslands are at risk of becoming increasingly fragmented and vulnerable to non-native species invasion. Now, with our approach to assessing grassland status, conservation practitioners and partners are better positioned to protect and restore the remaining grasslands in the U.S.-Mexico borderlands and elsewhere.

Phenology is an important indicator of ecological response to climate change. Yet, phenological responses are highly variable among species and biogeographic regions. Recent monitoring initiatives have generated large phenological datasets comprised of observations from both professionals and volunteers. Because the observation frequency is often variable, there is uncertainty associated with estimating the timing of phenological activity. “Status monitoring” is an approach that focuses on recording observations throughout the full development of life cycle stages rather than only first dates in order to quantify uncertainty in generating phenological metrics, such as onset dates or duration. However, methods for using status data and calculating phenological metrics are not standardized. To understand how data selection criteria affect onset estimates of springtime leaf-out, we used status-based monitoring data curated by the USA National Phenology Network for 11 deciduous tree species in the eastern USA between 2009 and 2013. We asked, (1) How are estimates of the date of leaf-out onset, at the site and regional levels, influenced by different data selection criteria and methods for calculating onset, and (2) at the regional level, how does the timing of leaf-out relate to springtime minimum temperatures across latitudes and species? Results indicate that, to answer research questions at site to landscape levels, data users may need to apply more restrictive data selection criteria to increase confidence in calculating phenological metrics. However, when answering questions at the regional level, such as when investigating spatiotemporal patterns across a latitudinal gradient, there is low risk of acquiring erroneous results by maximizing sample size when using status-derived phenological data.

Natural resource professionals in the United States recognize that climate-induced changes in phenology can substantially affect resource management. This is reflected in national climate change response plans recently released by major resource agencies. However, managers on-the-ground are often unclear about how to use phenological information to inform their management practices. Until recently, this was at least partially due to the lack of broad-based, standardized phenology data collection across taxa and geographic regions. Such efforts are now underway, albeit in very early stages. Nonetheless, a major hurdle still exists: phenology-linked climate change research has focused more on describing broad ecological changes rather than making direct connections to local to regional management concerns. To help researchers better design relevant research for use in conservation and management decision-making processes, we describe phenology-related research topics that facilitate “actionable” science. Examples include research on evolution and phenotypic plasticity related to vulnerability, the demographic consequences of trophic mismatch, the role of invasive species, and building robust ecological forecast models. Such efforts will increase phenology literacy among on-the-ground resource managers and provide information relevant for short- and long-term decision-making, particularly as related to climate response planning and implementing climate-informed monitoring in the context of adaptive management. In sum, we argue that phenological information is a crucial component of the resource management toolbox that facilitates identification and evaluation of strategies that will reduce the vulnerability of natural systems to climate change. Management-savvy researchers can play an important role in reaching this goal.

As discussed in chapter 1, revisiting our conservation goals and actions in light of climate change does not mean that we must discard what we have learned about critical conservation tools and strategies. We do, however, need to explicitly consider future climate change as we make conservation investments. Although climate change will not always be the most urgent problem facing biodiversity conservation, it will increasingly constitute a lens through which we must examine our actions. By anticipating the direct and indirect consequences of different scenarios of climate change for the particular species, ecosystems, and natural processes we aim to protect—and then determining appropriate and necessary conservation actions in light of those changes—we increase the likelihood of making informed decisions about both near- and long-term threats that will improve our ability to achieve conservation success.

Public lands and waters in the United States traditionally have been managed using frameworks and objectives that were established under an implicit assumption of stable climatic conditions. However, projected climatic changes render this assumption invalid. Here, we summarize general principles for management adaptations that have emerged from a major literature review. These general principles cover many topics including: (1) how to assess climate impacts to ecosystem processes that are key to management goals; (2) using management practices to support ecosystem resilience; (3) converting barriers that may inhibit management responses into opportunities for successful implementation; and (4) promoting flexible decision making that takes into account challenges of scale and thresholds. To date, the literature on management adaptations to climate change has mostly focused on strategies for bolstering the resilience of ecosystems to persist in their current states. Yet in the longer term, it is anticipated that climate change will push certain ecosystems and species beyond their capacity to recover. When managing to support resilience becomes infeasible, adaptation may require more than simply changing management practices--it may require changing management goals and managing transitions to new ecosystem states. After transitions have occurred, management will again support resilience--this time for a new ecosystem state. Thus, successful management of natural resources in the context of climate change will require recognition on the part of managers and decisions makers of the need to cycle between "managing for resilience" and "managing for change."

More than 140 phenology researchers traveled from 6 continents and 21 countries to convene and deliver more than 100 oral presentations and more than 30 posters at the University of Wisconsin-Milwaukee School of Continuing Education Conference Center in downtown Milwaukee at the second interdisciplinary international conference on phenology. The study of recurring plant and animal life-cycle stages, phenology is especially sensitive to variation and change in the environment and climate.

USA National Phenology Network Research Coordination Network Meeting; Milwaukee, Wisconsin, 22–23 May 2012 Phenology is the study of reoccurring life cycle events in plants and animals, such as bird migrations, emergence from hibernation, flowering, and carbon cycling. Changes in the timing of phenological events are widely recognized as indicators of the effects of climate change on ecosystems. Phenological data can be used to inform wildlife management, wildfire and pollen forecasting, and the planning of events such as the National Cherry Blossom Festival. Until recently, collection of phenological data using standardized methods was relatively rare, limiting their use in science, management, and decision making.

Climate change has had greater impacts on the American Southwest than perhaps anywhere else in the contiguous United States. The future likely holds even more dramatic impacts for the region's ecosystems. Managers of deserts, forests, grasslands, rivers, and streams in this vast and scenic region are under pressure to respond to the unprecedented wildfires, forest dieback, and insect outbreaks that have resulted from years of record warm temperatures and drought. Already faced with urban encroachment and water shortages, managers need to better understand the regional implications of global climate change in order to take informed action to build the adaptive capacity of the landscapes that provide ecosystem services to our communities and habitat for a great diversity of species.

Phenology offers critical insights into the responses of species to climate change; shifts in species’ phenologies can result in disruptions to the ecosystem processes and services upon which human livelihood depends. To better detect such shifts, scientists need long-term phenological records covering many taxa and across a broad geographic distribution. To date, phenological observation efforts across the USA have been geographically limited and have used different methods, making comparisons across sites and species difficult. To facilitate coordinated cross-site, cross-species, and geographically extensive phenological monitoring across the nation, the USA National Phenology Network has developed in situ monitoring protocols standardized across taxonomic groups and ecosystem types for terrestrial, freshwater, and marine plant and animal taxa. The protocols include elements that allow enhanced detection and description of phenological responses, including assessment of phenological “status”, or the ability to track presence–absence of a particular phenophase, as well as standards for documenting the degree to which phenological activity is expressed in terms of intensity or abundance. Data collected by this method can be integrated with historical phenology data sets, enabling the development of databases for spatial and temporal assessment of changes in status and trends of disparate organisms. To build a common, spatially, and temporally extensive multi-taxa phenological data set available for a variety of research and science applications, we encourage scientists, resources managers, and others conducting ecological monitoring or research to consider utilization of these standardized protocols for tracking the seasonal activity of plants and animals. Scenario planning is a technique used to inform decision-making under uncertainty, and is increasingly applied in the field of climate change adaptation and policy. This paper describes applications that combine previously distinct scenario methods in new and innovative ways. It draws on numerous recent independent case studies to illustrate emerging practices, such as far stronger connections between researcher-driven and participatory approaches and cycling between exploratory and normative perspectives. The paper concludes with a call for greater support for, and collaboration among, practitioners with the argument that mixed methods are most effective for decision-making in the context of climate change challenges.

The principles of systematic conservation planning are now widely used by governments and non-government organizations alike to develop biodiversity conservation plans for countries, states, regions, and ecoregions. Many of the species and ecosystems these plans were designed to conserve are now being affected by climate change, and there is a critical need to incorporate new and complementary approaches into these plans that will aid species and ecosystems in adjusting to potential climate change impacts. We propose five approaches to climate change adaptation that can be integrated into existing or new biodiversity conservation plans: (1) conserving the geophysical stage, (2) protecting climatic refugia, (3) enhancing regional connectivity, (4) sustaining ecosystem process and function, and (5) capitalizing on opportunities emerging in response to climate change. We discuss both key assumptions behind each approach and the trade-offs involved in using the approach for conservation planning. We also summarize additional data beyond those typically used in systematic conservation plans required to implement these approaches. A major strength of these approaches is that they are largely robust to the uncertainty in how climate impacts may manifest in any given region.
