35. Labor Platforms and Gig Work: The Failure to Regulate

Abstract

Since 2012, the platform economy has received much academic, popular, and regulatory attention, reflecting its extraordinary rate of growth. This paper provides a conceptual and theoretical overview of rapidly growing labor platforms, focusing on how they represent both continuity and change in the world of work and its regulation. We first lay out the logic of different types of labor platforms and situate them within the decline of labor protections and the rise of intermediated employment relations since the 1970s. We then focus on one type of labor platform—the ondemand platform—and analyze the new questions and problems for workers and the political problem of labor regulation. To examine the politics of regulating labor on these platforms, we turn to Uber, which is the easiest case for labor regulation due to its high degree of control over work conditions. Because Uber drivers are atomized and ineffective at organizing collectively, their issues are most often represented by surrogate actors—including plaintiffs’ attorneys, alt labor groups, unions, and even Uber itself—whose own interests shape the nature of their advocacy for drivers. The result of this type of politics, dominated by concentrated interests and surrogate actors, has been a permissive approach by regulators in both legislative and judicial venues. If labor regulation has not occurred in this “easy” case, it is unlikely to occur for gig work on other labor platforms.

Abstract

The Blackfeet Nation in northwestern Montana, United States, is implementing its Agriculture Resource Management Plan (ARMP), an Indigenous-led, sustainable agriculture plan prioritizing economic development for Indigenous producers, intergenerational health and well-being of Amskapi Piikani Blackfeet people, and ecological and cultural sensitivities within this sovereign nation and its traditional territories. Since the passage of the American Indian Agricultural Resource Management Act of 1993, only three Tribes have drafted and finalized Agricultural Resource Management Plans (ARMPs). The Blackfeet ARMP is now being held up as a national model of Tribal sovereignty. "Blackfeet Innovation Pathways to Food Sovereignty," an Indigenous-led research project, emerged from the Blackfeet Nation's community-based strategic planning process identifying gaps, systemic barriers and impactful solutions for achieving Blackfeet food sovereignty through the implementation of the Blackfeet Nation ARMP, along with research influenced by the ARMP. This paper provides a community case study of the ongoing process and offers a translational model of sustainable agriculture and food sovereignty within Indigenous lands to improve the economic futures of producers and their families, as well as health outcomes for Native communities. 42. An extended space approach for particle Markov chain Monte Carlo methods

Abstract

In this paper we consider fully Bayesian inference in general state space models. Existing particle Markov chain Monte Carlo (MCMC) algorithms use an augmented model that takes into account all the variable sampled in a sequential Monte Carlo algorithm. This paper describes an approach that also uses sequential Monte Carlo to construct an approximation to the state space, but generates extra states using MCMC runs at each time point. We construct an augmented model for our extended space with the marginal distribution of the sampled states matching the posterior distribution of the state vector. We show how our method may be combined with particle independent Metropolis-Hastings or particle Gibbs steps to obtain a smoothing algorithm. All the Metropolis acceptance probabilities are identical to those obtained in existing approaches, so there is no extra cost in term of Metropolis-Hastings rejections when using our approach. The number of MCMC iterates at each time point is chosen by the used and our augmented model collapses back to the model in Olsson and Ryden (2011) when the number of MCMC iterations reduces. 43. A flexible Particle Markov chain Monte Carlo method

Abstract

Particle Markov Chain Monte Carlo methods are used to carry out inference in non-linear and non-Gaussian state space models, where the posterior density of the states is approximated using particles. Current approaches usually perform Bayesian inference using either a particle Marginal Metropolis-Hastings (PMMH) algorithm or a particle Gibbs (PG) sampler. This paper shows how the two ways of generating variables mentioned above can be combined in a flexible manner to give sampling schemes that converge to a desired target distribution. The advantage of our approach is that the sampling scheme can be tailored to obtain good results for different applications. For example, when some parameters and the states are highly correlated, such parameters can be generated using PMMH, while all other parameters are generated using PG because it is easier to obtain good proposals for the parameters within the PG framework. We derive some convergence properties of our sampling scheme and also investigate its performance empirically by applying it to univariate and multivariate stochastic volatility models and comparing it to other PMCMC methods proposed in the literature.

44. A Platform Independent Game Technology Model for Model Driven Serious Games Development

Abstract

Game-based learning (GBL) combines pedagogy and interactive entertainment to create a virtual learning environment in an effort to motivate and regain the interest of a new generation of "digital native" learners. However, this approach is impeded by the limited availability of suitable "serious" games and high-level design tools to enable domain experts to develop or customise serious games. Model Driven Engineering (MDE) goes some way to provide the techniques required to generate a wide variety of interoperable serious games software solutions whilst encapsulating and shielding the technicality of the full software development process. In this paper, we present our Game Technology Model (GTM) which models serious game software in a manner independent of any hardware or operating platform specifications for use in our Model Driven Serious Game Development Framework. 47. Becoming Ordinary: The Aurora Borealis during the Reformation.

Abstract

During the Reformation, Luther and his followers looked for terrestrial and celestial portents, interpreting them as apocalyptic omens. The fiery appearance of aurorae lighting up the night sky made them especially suitable as signs of the end of the world. Although natural explanations existed for the causes of such celestial phenomena, moralistic writers preferred to see aurorae as admonitions of divine wrath in their literature of the last days. Korean historical records confirm that there actually was an increase in the number of aurorae seen in the mid-sixteenth century. This proliferation of aurorae, combined with the dissemination of printed accounts of their appearances, made these celestial wonders seem more quotidian than extraordinary. Ironically, the same evangelical authors who cited aurorae as ominous warnings simultaneously helped them seem less significant by drawing attention to how commonplace they had become in recent years. 48. Extraction, Assimilation, and Accommodation: The Historical Foundations of Indigenous–State Relations in Latin America.

Abstract

Why do some Indigenous communities experience assimilation while others obtain government protection for their long-standing institutions and cultures? I argue that historical experiences with state-led labor conscription play a key role. In the early twentieth century, Latin American governments conscripted unpaid Indigenous labor to build infrastructure. Community leaders threatened by this conscription were more likely to mobilize their communities to resist it. The mobilization of this collective action later empowered community leaders to achieve state protections for Indigenous institutions and cultures, or "accommodation." I test this argument using a natural experiment where communities' eligibility for labor conscription to build a 1920s Peruvian highway was as-if randomly assigned. I develop a measure of accommodation that considers both the existence and enforcement of laws protecting Indigenous institutions and cultures. I evaluate the mechanisms using data on Indigenous mobilization. The findings demonstrate how historical extraction shaped contemporary Indigenous–state relations. [ABSTRACT FROM AUTHOR]
