15. A GLOBAL ANALYSIS OF THE PRE-IMPLEMENTATION PHASE OF FISHERIES CO-MANAGEMENT SYSTEMS: AN ACADEMIC AND POLICY LITERATURE REVIEW.

Abstract

Fisheries co-management has become a key strategy for sustainable resource management worldwide, blending local expertise with government supervision to balance ecological, economic and social goals. It involves collaboration among local users, governments, nongovernmental organizations (NGOs) and academics. This management approach manifests in diverse forms based on the interaction between government and user groups. The global landscape of fisheries co-management is characterized by its diversity, addressing the management needs of both small-scale local fisheries and large-scale offshore operations in diverse cultural, socioeconomic and governance settings. The implementation of fisheries co-management typically unfolds in three distinct phases: pre-implementation, implementation and post-implementation. The pre-implementation phase is crucial, involving stakeholder identification and engagement, setting objectives, and the development of legal and social frameworks. This phase is often catalysed by a crisis in the fishery and begins with the efforts of a "change agent" to build awareness and support for co-management, leading to formal agreements and legislation. This global analysis of the pre-implementation phase of co-management systems investigated the complexities of the pre-implementation phase, based on a set of indicators about the context, attributes, pre-existing conditions, drivers, governance approaches, participatory processes, and enabling conditions associated with co-management systems. The analytical framework is based on an extensive literature review, encompassing both academic and policy documents. The process yielded a substantial collection of peer-reviewed articles and book chapters from which a representative sample was selected to provide a global perspective on co-management practices. A policy literature review was conducted simultaneously, examining policy documents from a variety of countries to understand the governance context of these co-management systems. This dual approach of academic and policy review allowed for a holistic understanding of co-management systems, considering both theoretical insights and practical implementations. The data extracted from these sources are categorized and analysed to provide a comprehensive picture of the pre-implementation phase of fisheries co-management systems worldwide. The governance, operational and social conditions that facilitate this phase are also described, with a special focus on policy documents that promote power sharing. The findings reveal a diverse and evolving landscape of fisheries management. Cooperative governance models and small-scale fisheries are prevalent, underscoring the significance of collective action. While environmental objectives are central to most systems, there is a noticeable gap in addressing social objectives like empowerment and equity. Enabling conditions, such as supportive policy documents and decentralization, are identified as critical factors during the pre-implementation phase, contributing to the initiation and sustainability of co-management systems. The analysis highlights the global effort toward more inclusive and sustainable fisheries management, showcasing the adaptability of co-management systems to various ecological, economic and social contexts. The results provide a comprehensive overview of the essential foundation elements that are crucial in fostering co-management systems, some of them capable of addressing the complex challenges faced by fisheries in the contemporary world. This knowledge can be used by government and NGOs planning to support or engage in the development of co-management systems across various ecological, social and governance contexts. As pescarias de pequena escala ou artesanais desempenham um papel fundamental para a segurança alimentar e para a mitigação da pobreza na América Latina. Estas pescarias estão cada vez mais ameaçadas por fatores antropogênicos e climáticos que atuam em diversas escalas espaço-temporais. Este trabalho documenta os efeitos da variabilidade climática em pescarias de pequena escala de invertebrados na América Latina, com base na literatura recente. Além disso, é discutido o impacto conjunto de duas fontes adicionais: a globalização dos mercados e a governança. Foi observado que a variabilidade climática (e.g., anomalias da temperatura superficial do mar) produz impactos significativos nas pescarias de pequena escala, os quais variam em função do ciclo de vida e da distribuição geográfica das espécies-alvo, assim como nas características oceanográficas de cada região. Estas variáveis, em conjunto com fatores econômicos, tem incrementado as taxas de diminuição dos estoques pesqueiros. Este trabajo documenta los efectos de la variabilidad climática en pesquerías de pequeña escala de invertebrados en América Latina, basado en literatura reciente. Además se discute el impacto conjunto de dos agentes forzantes adicionales: la globalización de los mercados y la gobernanza. Se ha observado que la variabilidad climática (e.g., anomalías de la temperatura superficial del mar) produce impactos significativos en las pesquerías de pequeña escala, los cuales varían en función del ciclo de vida y la distribución geográfica de las especies objetivo, así como de las características oceanográficas de cada región. Estas variables, en conjunto con factores económicos, han incrementado las tasas de agotamiento de los stocks pesqueros. Se destaca la necesidad de mejorar los sistemas de manejo y gobernanza para hacer frente a la creciente incertidumbre generada por los impactos del cambio climático y la globalización de mercados., Small-scale fisheries play a vital role in food security and poverty alleviation in Latin America. These fisheries are being increasingly threatened by anthropogenic and climatic factors acting at different spatial and temporal scales. Recent results documenting the effects of climate variability on small-scale shellfisheries in Latin America are reviewed. The joint effects of two additional forcing agents are discussed: the globalization of markets and governance. Significant effects of climate variability (e.g., sea surface temperature anomalies) on small-scale fisheries were observed, which vary according to the life cycle of the species involved, the geographical distribution of the target species and the oceanographic characteristics of each region. Climatic variables, acting in conjunction with economic factors, have increased depletion rates of shellfish stocks. The need to improve governance and management systems to meet the growing uncertainty generated by the impacts of climate change and globalization of markets is highlighted.

26. Reconsidering the longline ban in the Galapagos Marine Reserve.

Abstract

In 2000, longline fishing was banned inside the Galapagos Marine Reserve to prevent illegal fishing of sharks and bycatch of endangered, threatened, and protected (ETP) species. Despite local management institutions possess one of the most sophisticated control and surveillance systems in the Eastern Tropical Central Pacific, statistical and anecdotic evidence suggest the longline ban has been ineffective in eradicating illegal, unreported and unregulated (IUU) fishing for the last two decades. This short communication examines the legal, institutional, and socio-economic factors that have prevented the effective implementation of the longline ban and proposes an ecosystem approach to fisheries to maintain bycatch mortality rates below biologically based limits, facilitating the recovery of ETP species while safeguarding a sustainable development of the Galapagos small-scale tuna fishery. Significant investments in science, technology, and innovation are necessary to encourage gradual and adaptive improvements in fishing practices to reduce IUU fishing and bycatch. 28. Co-management in Latin American small-scale shellfisheries: assessment from long-term case studies.

Abstract

Co-management (Co-M), defined as the sharing of management tasks and responsibilities between governments and local users, is emerging as a powerful institutional arrangement to redress fisheries paradigm failures, yet long-term assessments of its performance are lacking. A comparative analysis of five small-scale Latin American shellfisheries was conducted to identify factors suggesting success and failure. In Chile, Uruguay and Mexico Co-M produced positive effects, including stabilization of landings at low levels, increase in abundance, CPUE, unit prices and revenues per unit of effort, and reduced interannual variability in several fishery indicators, particularly in landings. Co-M was successful because it was mainly bottom-up implemented and accompanied by-catch shares (spatial property rights and community quotas). By contrast, Co-M implementation was unable to prevent the collapse of the Galapagos sea cucumber fishery, as reflected by a decrease in abundance and CPUE. Negative effects were also observed in the Galapagos spiny lobster fishery during Co-M implementation. However, recovery was observed in recent years, reflected in a stabilization of fishing effort and the highest CPUE and economic revenues observed since the beginning of the Co-M implementation phase. The combined effects of market forces, climate variability and a moratorium on fishing effort were critical in fishery recovery. We conclude that Co-M is not a blueprint that can be applied to all shellfisheries to enhance their governability. These social-ecological systems need to be managed by jointly addressing problems related to the resources, their marine environment and the people targeting them, accounting for their socioeconomic and cultural contexts. Abstract

Abstract: A recent study (Bucaram et al., 2013) provides a contribution on the behavior of the Galapagos fishing fleet for spiny lobster (Panulirus penicillatus and P. gracilis). This comment supplements that study by resolving some gaps in its understanding of existing knowledge on the structure and dynamics of Galapagos fisheries. Specifically, we highlight the literature already available on Galapagos fishing behavior, the breadth and impact of the participatory process contributing to the Galapagos fishery co-management framework, and the relevance of previous fishery policy recommendations. As highlighted in this published literature, there is a need for further studies of fishing behavior in the Galapagos Islands; such studies can be of greatest benefit by building on the current knowledge base on fishing behavior and its management implications. Abstract

Sustainably managed wild fisheries support food and nutritional security, livelihoods, and cultures (1). Harmful fisheries subsidies—government payments that incentivize overcapacity and lead to overfishing—undermine these benefits yet are increasing globally (2). World Trade Organization (WTO) members have a unique opportunity at their ministerial meeting in November to reach an agreement that eliminates harmful subsidies (3).
