We evaluate the impact of a large-scale teacher coaching program, in a context of high teacher turnover, on teachers��� pedagogical skills. Previous studies find that small-scale coaching programs can improve teaching of reading and science in developing countries. However, scaling up can reduce programs��� effectiveness, and teacher turnover can erode compliance and cause spillovers onto non-program schools. We develop a framework that defines different treatment effects when teacher turnover is present, and explains which effects can be estimated. We evaluate a Peruvian teacher coaching program, exploiting random assignment of that program���s expansion to 3,795 rural schools in 2016. After two years, teachers assigned to the program increased their aggregate pedagogical skills by 0.20 standard deviations. The program also increased student learning, and the schools whose teachers��� pedagogical skills increase the most are also the schools with the highest increases in learning, indicating that pedagogical skills are one mechanism linking teacher coaching to student learning.

Provee un diagnóstico actualizado y comprensivo de la situación de la calidad de la educación superior en el Perú e identificar los principales desafíos que enfrenta su proceso de mejora. Con este fin, el resto del documento está organizado de la siguiente manera. En la segunda sección discutimos sobre la importancia de la educación superior en la economía y sociedad actual y exploramos el concepto de calidad en este nivel educativo. En la sección tres se analiza el marco legal e institucional de la educación superior en el Perú. La sección cuatro presenta tendencias recientes en cuanto a acceso y propone diversos indicadores para dar cuenta de la calidad de la educación superior. Por último, en la quinta sección se presentan los retos que, a nuestro juicio y a la luz de la evidencia mostrada, deben ser atendidos para impulsar de manera decidida la calidad de la educación superior en el Perú.

Senecio nutans Sch. Bip., S. viridis var. viridis Phill. and S. spegazzinii Cabrera are native species used in traditional medicine of northwestern Argentina. The total phenolics, flavonoids and caffeoylquinic acids contents, as well as radical scavenging, antioxidant, hemolytic and cytotoxic activities of aqueous extracts (infusion and decoction) of all three species were determined. S. nutans was the most active. The extracts did not show antibacterial activity. Alkaloids were not detected in any of the aqueous extracts of the three studied species. "After almost 20 years of prudent macro policies, Peru seems in better shape than before to withstand the effects of a financial crisis. Progress, however, has left some policy areas unscathed and the labor market is one of them. In this paper we analyze the potential effects of the crisis on labor market outcomes, and discuss policy options to address short run and structural considerations. We review stylized facts from this and previous crisis to account for potential transmission mechanisms, review policy options and results from past and existing labor market interventions, and build a DSGE model to provide further insight regarding labor market outcomes and the effects of transitory and permanent policy measures. On the countercyclical front, our analysis reveals that the main risk that the policymaker should aim to mitigate is a surge in informality and underemployment. For this, job protection alternatives (as temporary payroll tax holidays already implemented) have to be accompanied by a strengthened and better focalized reemployment service, especially if the shock transpires into the non-tradable sector. On the more structural side, policy should aim at the prime drivers of informality in our country: low productivity and high formal labor costs. For the latter, progressive access to labor benefits for small firms (already introduced via a special labor regime) could be complemented by introducing different minimum wage levels according to firm size and a generalized reduction in firing costs. Low productivity issues, on the other hand, can be addressed by strengthening and integrating existing training programs and information networks which have already proven successful in terms of formal job creation. Simulations reveal that permanent non-wage cost reductions (like those introduced via the special labor regime) can increase formal employment and formal GDP participation by 2 percentage points. Structural policy interventions also exhibit a large countercyclical potential due to their permanent nature. This implies that we should not wait for the crisis to be over to start their implementation.."
