GOME radiance, irradiance, and ozone products were validated by NASA Goddard Space Flight Center through three tasks which included, pre-launch calibration comparisons with SBUV and TOMS radiometric standards, validation of GOME Level-1 irradiance and radiance and Level 2 total ozone data products using SBUV/2 and TOMS algorithms and data, and studies of GOME data using the Goddard radiative transfer code. The prelaunch calibration using the NASA large aperture integrating sphere was checked against that provided by TPD. Agreement in the calibration constants, derived in air, between the Goddard and TPD system were better than 3%. Validation of Level-1 irradiance data included comparison of GOME and SSBUV and the UARS solar irradiances measurements. Large wavelength dependent differences, as high as 10%, were noted between GOME and the US instruments. This discrepancy has now been attributed to radiometric sensitivity changes experienced by GOME when operating in a vacuum. GOME Earth radiance data were then compared to the NOAA-14 SBUV/2 radiances. These results show that between 340 and 400 nm the differences in GOME and SBUV/2 data are less than 5% with some wavelength dependence. At wavelengths shorter than 300 nm, differences are of the order of 10% or more where the GOME radiances are larger. To test GOME DOAS retrieved total ozone values, these values were compared with ozone amounts retrieved using GOME radiances in the TOMS version-7 algorithm. The differences showed a solar zenith angle dependence ranging from 0 to 10% where the TOMS algorithm values were higher. GOME radiances below 300 nm were further validated by selecting radiances at wavelengths normally used by SBUV and processing them through the SBUV ozone profile algorithm and then compared to climatological values. The GOME ozone profiles ranged from 10-30% lower over altitude compared to climatological values. This is consistent with the offsets detected in the SBUV/2 radiance comparisons at wavelengths shorter than 300 nm.

The SOLSPEC, SSBUV, and SUSIM spectrometers simultaneously observed the solar spectral irradiance during the ATLAS-1 mission flown on board the Space Shuttle Atlantis in March 1992. The three instruments use different methods and means of absolute calibration and were each calibrated preflight and postflight. The three data sets are reported from 200 to 350 nm at 1.1 nm resolution. The method of comparing the three independent data sets is discussed. The importance of a common, precise wavelength scale is shown when comparing the data in wavelength regions of strong Fraunhofer lines. The agreement among the solar irradiance measurements is better than plus or minus 5%. The fact that the calibrations of the three instruments were based on three independent standards provides confidence that the absolute solar spectral irradiance in the range 200-350 nm is now known with an accuracy better than plus or minus 5%. The mean ATLAS-I solar spectrum is compared with simultaneous solar observations from the UARS SOLSTICE and UARS SUSIM instruments. The two mean solar spectra agree to within plus or minus 3%.

The Shuttle SBUV (SSBUV) conducted its fourth and fifth flights in late March 1992 and early April 1993 along with the ATLAS-1 and ATLAS-2 Shuttle missions, respectively. The two successive SSBUV flights yielded ozone data nearly one year apart. An analysis of the meteorological conditions, namely temperature and winds, during the two flight periods indicate that the conditions in the stratosphere were very similar. The temperatures had significantly warmed from winter throughout most of the stratosphere and the circulation was approaching normal summertime conditions for both periods. SSBUV-4, flown in 1992, measured ozone from approximately 30S to 60N while SSBUV-5, flown in 1993, measured ozone from approximately 55S to 60N. Zonal average column ozone amounts were derived from the two flights and compared to determine if a systematic change in ozone could be detected despite the fact that only a few days from each year were sampled. The comparison indicates that in the latitude range 30N to 60N total ozone was lower in 1993 than in 1992 by about 12%. This change is larger than the observational errors and the expected interannual variations. This result verifies similar data taken from ground and satellites.

This report describes an improved instrument characterization used for the Version 7 processing of the Nimbus-7 Total Ozone Mapping Spectrometer (TOMS) data record. An improved internal calibration technique referred to as spectral discrimination is used to provide long-term calibration precision of +/- 1%/decade in total column ozone amount. A revised wavelength scale results in a day one calibration that agrees with other satellite and ground-based measurements of total ozone, while a wavelength independent adjustment of the initial radiometric calibration constants provides good agreement with surface reflectivity measured by other satellite-borne ultraviolet measurements. The impact of other aspects of the Nimbus-7 TOMS instrument performance are also discussed. The Version 7 data should be used in all future studies involving the Nimbus-7 TOMS measurements of ozone. The data are available through the NASA Goddard Space Flight Center's Distributive Active Archive Center (DAAC).

The SSBUV experiment flew eight Space Shuttle missions from October 1989 to January 1996 in conducted eight missions between October 1989 and support of the US long-term ozone monitoring program. Contributions of the SSBUV experiment are reviewed in this paper. SSBUV data are being used to provide and validate the absolute and long-term calibrations of multiple satellite-based ozone monitoring instruments. SSBUV observed a significant decrease in Northern hemisphere total ozone from the winter of 1992 to the following winter, and SSBUV data were combined with Nimbus-7 data to assess long-term ozone changes during the 1980's. SSBUV solar irradiance measurements are being used to determine the absolute solar spectral irradiance in the middle UV, validate solar data from two UARS instruments, and independently measure long-term solar change at wavelengths important for ozone photochemistry. SSBUV data where also used to study the effects of surface reflectivity and rotational Raman scattering on the ozone retrievals, determine the NO column amount and its altitude distribution, measure the UV lunar albedo, and assist in the optimization of wavelengths for new instruments.

This report summarizes the activities of Working Group 2 and Working Group 3 of the SOLax Electromagnetic Radiation Study for Solar Cycle 22 (SOLERS22) Program. The international (SOLERS22) is Project 1.2 of the Solar-Terrestrial Energy Program (STEP) sponsored by SCOSTEP, a committee of the International Council of Scientific Unions). SOLERS22 is comprised of five Working Groups, each concentrating on a specific wave-length range: WG-1 - visible and infrared, WG-2 - mid-ultraviolet (200 < A < 300 nm), WG-3 - Far-ultraviolet (lambda greater than 100 and lambda less than 200 nanometers), WG-4 - extreme-ultraviolet (lambda greater than 10 and lambda less than 100 nm), and WG-5 - X-ray (lambda greater than 1 and lambda less than 10 nano meters). The overarching goals of SOLERS22 are to: 1) establish daily solar irradiance values in the specified wavelength ranges, 2) consider the evolving solar structures as the cause of temporal variations, and 3) understand the underlying physical processes driving these changes.

The development of the springtime (September-November) Antarctic ozone hole was observed by the Meteor 3/total ozone mapping spectromter (TOMS) to result in the lowest ozone value, 85 DU (Dobson units) on October 8, 1993, ever measured by TOMS. During late September and early October the region of extremely low ozone values was centered on the geographical pole between 85 deg S and 90 deg S. The geographical extent of the ozone hole region, the area within the 220-DU contour, reached a maximum during the first week in October at a near-circular area covering 24 x 10(exp 6) sq km reaching to the southern tip of South America. This approximately matched the 1992 area record. After the maximum area was reached in early October, the 1993 ozone hole region was significantly larger than during 1992 throughout the remainder of the month of October. The very low ozone values over the Antarctic continent have been confirmed by independent ground-based data. Unlike 1992, the formation of the 1993 Antarctic ozone hole does not coincide with unusually low ozone values observed over most of the globe for the past 2 years. The most recent ozone data from Meteor 3/TOMS show that there has been a recovery at all latitudes from the extraordinarily low values observed during 1992 and part of 1993 after the June 1991 eruption of Mount Pinatubo. Meteor 3/TOMS is described and compared with Nimbus 7/TOMS during the 1991 to May 1993 overlap period. Observations of the 1992 ozone hole are presented from both instruments and are shown to agree within 5 DU.

Prelaunch and postlaunch calibration results for the Meteor 3/total ozone mapping spectrometer (TOMS) instrument are presented here. Ozone amounts are retrieved from measurements of Earth albedo in the 312- to 380-nm range. The accuracy of albedo measurements is primarily tied to knowledge of the reflective properties of diffusers used in the calibrations and to the instrument's wavelength selection. These and other important prelaunch calibrations are presented. Their estimated accuracies are within the bounds necessary to determine column ozone to better than 1%. However, postlaunch validation results indicate some prelaunch calibration uncertainties may be larger than originally estimated. Instrument calibrations have been maintained postlaunch to within a corresponding 1% error in retrieved ozone. Onboard calibrations, including wavelength monitoring and a three-diffuser solar measurement system, are described and specific results are presented. Other issues, such as the effects of orbital precession on calibration and recent chopper wheel malfunctions, are also discussed.

Total ozone and ozone profiles are currently being measured by solar backscatter ultraviolet (SBUV/2) instruments onboard NOAA polar orbiting spacecraft using the backscattered ultraviolet technique. The NOAA 11 SBUV/2 operational data set, reprocessed from January 1989 to May 1993 (version 6), includes an updated algorithm and revised prelaunch and postlaunch calibrations of the geometrical albedo observations used to derive ozone values. The postlaunch calibration revisions remove time dependent errors in the ozone amounts due to instrument drift, while the revised prelaunch calibration corrects the absolute value of retrieved ozone. The prelaunch corrections are a result of calibration checks from in-orbit comparisons of ultraviolet geometric albedos measured by shuttle SBUV (SSBUV) and the NOAA 11 SBUV/2. Geometric albedo comparison data are further corrected using a radiative transfer code to account for the small difference in observing conditions between the two spacecraft. The postlaunch corrections rely on in-flight calibration and solar irradiance data to account for time dependent changes in instrument gain, thermal response, and instrument diffuser degradation over time. Comparison of data from three SSBUV flights, which occurred about one year apart, with concurrent SBUV/2 data provided an independent check of the time dependent change derived from the in-flight calibration data. Time independent corrections result in an increase of about 1% for total ozone, 5% for ozone at 1 mbar, and near 0% at 15 mbar. The time dependent corrections amount to an increase of 2% for total ozone, 10% for ozone near 1 mbar, and 3% at 15 mbar at the end of the current record in May 1993. Recent laboratory studies indicate that the absolute radiance calibrations may still be in error by a few percent which results in ozone profile values that are too low. The SBUV/2 total and ozone profile data are compared to the Nimbus SBUV data during the period when the data overlapped. Total ozone values agree to about 1%, while ozone profile differences range from -4% to +6%, depending on latitude and altitude, relative to SBUV. These differences are not statistically significant given the uncertainties of the two data sets.

A spaceborne solar UV irradiance observation from NOAA-14 polar orbiting satellite by using an 1/4 meter double-ebert spectrometer, is reported.

The SBUV/2 instrument onboard the NOAA-11 satellite made daily solar spectral irradiance measurements in the wavelength region 160405 nm at 1.1 nm resolution between January 1989 and October 1994. These observations continued the uninterrupted series of solar measurements begun by the Nimbus-7 SBUV in 1978 and continued by NOAA-9 SBUV/2. While the measurements made by the SBUV-series instruments furnish an excellent data base for studies of solar UV variability, these instruments do not have an internal mew to evaluate and correct for long-term instrument sensitivity degradation, needed to evaluate solar cycle timescale irradiance change. During yearly Shuttle flights the Shuttle SBUV (SSBUV) also performs solar spectral irradiance measurements in the wavelength region 200 to 400 nm with an instrument that is calibrated preflight, inflight, and postflight. Comparisons between the simultaneous NOAA-11 SBUV/2 and SSBUV solar measurements are used to identify and correct long term sensitivity changes in the satellite instrument. The NOAA-11 data will then be used to evaluate long-term solar change. We present a progress report on the above process. At this preliminary stage uncertainties in the calibration transfer between SSBUV and NOAA-11 SBUV/2 are too large to accurately evaluate long-term solar change near the A1 edge, but solar rotational activity variations can be evaluated. We find that rotational activity declined from roughly 6% peak-to-peak (p-p) near the maximum of solar cycle 22 in 1989-1991 to approximately 3% p-p in mid 1992 and 2% p-p by mid 1994. Emphasizing rotational variations, comparisons between the 200 nm data and the NOAA-11 Mg II proxy index are presented.

The National Oceanic and Atmospheric Administration/National Environmental Satellite Data and Information Service (NOAA/NESDIS) has been collecting and evaluating the solar backscattered ultraviolet (SBUV/2) instrument data from NOAA 9 and NOAA 11 spacecraft since March 1985. Over 5 years (March 1985 to October 1990) of NOAA 9 (version 5.0) and over 4 years (January 1989 to June 1993) of NOAA 11 (version 6.0) reprocessed data are now available to the scientific community to study geophysical phenomena involving ozone. This paper examines the impact of the instrument performance on total ozone retrieval from the two instruments. We estimate that at the end of October 1990 the total postlaunch error for NOAA 9 due to instrument alone is -2.2%. A significant fraction of this error (-1.9%) is due to diffuser degradation which is not accounted for in the version 5 reprocessing. The estimate for NOAA 11 total postlaunch instrument error, at the end of June 1993, is -0.4%.

The Mg II index is a proxy indicator of solar UV activity which is produced from measurements of the chromospheric Mg II absortion line at 280 nm. Mg II index data sets have been derived from the NOAA-9 and NOAA-11 SBUV/2 irradiance data sets using both discrete scan measurements about the Mg II line and continuous scan (sweep) measurements over the UV spectrum from 160 - 400 nm. This paper will discuss the rationale behind the creation of the different Mg II index products, and make a quantitative assessment of the differences between these products. Recommendations for future use of the Mg II index will also be presented.

Determinations of global total ozone amounts have been made from recently reprocessed measurements with the SBUV/2 on the NOAA-11 environmental satellite since January 1989. This data set employs a new algorithm and an updated calibration. Comparisons with total ozone amounts derived from a significant subset of the global network of Dobson spectrophotometers shows a 0.3% bias between the satellite and ground measurements for the period January 1989-May 1993. Comparisons with the data from individual stations exhibit differing degrees of agreement which could be due to the matchup procedures and also to the uncertainties in the Dobson data. The SBUV/2 data set discussed here traces the Northern Hemisphere total ozone from 1989 to the present, showing a marked decrease from the average of those years starting in the summer of 1992 and continuing into 1993, with an apparent returning to more normal levels in late 1993.

The Scanning Multichannel Microwave Radiometer (SMMR) instrument, onboard the Nimbus-7 spacecraft, collected data from Oct. 1978 until Jun. 1986. The data were processed to physical parameter level products. Geophysical parameters retrieved include the following: sea-surface temperatures, sea-surface windspeed, total column water vapor, and sea-ice parameters. These products are stored on PARM-LO, PARM-SS, and PARM-30 tapes. The geophysical parameter retrieval algorithms and the quality of these products are described for the period between Nov. 1978 and Oct 1985. Additionally, data formats and data availability are included.

Results are presented of solar irradiance measurements in the spectral range 160-400 nm at approximately 0.15-0.20-nm intervals and at 1-nm resolution performed continually since November 1978. Solar irradiance data from the Nimbus-7 SBUV satellite instrument, the SBUV/2 instruments on the NOAA-9 and NOAA-11 satellites, and the October 1989 flight of the Shuttle SBUV instrument are presented and compared. Uncertainties in the instruments' absolute and long-term radiometric calibrations, which vary among the four instruments, are discussed. Comparisons of the initial solar spectra from the four instruments show agreement to within approximately 10 percent, with spectral biases on the order of +/-4 percent. Irradiances measured by the two NOAA instruments and SSBUV agree to within about 5 percent overall from 270 to 360 nm, with spectral biases on the order of about +/-2 percent. The Nimbus-7 SBUV irradiances are an additional 5-10 percent lower in this region than those measured by the other three instruments.

This paper presents an analysis both of the NOAA-11 calibration system performance and of the changes of the solar diffuser reflectivity as measured by this system. In particular, after two years of inflight operation, the NOAA-11 system's performance is either on par or exceeding preflight expectations with none of the NOAA-9 problems evident. The solar diffuser displays a wavelength dependent degradation of about 0.5 percent per year at 404 nm to about 2 percent at 185 nm which is consistent with previous diffuser reflectivity changes observed on NIMBUS-7 and NOAA-9.

Observations of the Sun by the Solar Backscatter Ultraviolet (SBUV) instrument aboard Nimbus 7 and the SBUV/2 instrument aboard NOAA-9 reveal variations in the solar irradiance from 1978, to 1988. The maximum to minimum solar change estimated from the Heath and Schlesinger Mg index and wavelength scaling factors is about 4 percent from 210 to 260 nm and 8 percent for 180 to 210 nm; direct measurements of the solar change give values of 1 to 3 percent and 5 to 7 percent, respectively, for the same wavelength range. Solar irradiances were high from the start of observations, late in 1978, until 1983, declined until early 1985, remained approximately constant until mid-1987, and then began to rise. Peak-to-peak 27-day rotational modulation amplitudes were as large as 6 percent at solar maximum and 1 to 2 percent at solar minimum. During occasional intervals of the 1979 to 1983 maximum and again during 1988, the dominant rotational modulation period was 13.5 days. Measurements near 200 to 205 nm show the same rotational modulation behavior but cannot be used to track long-term changes in the Sun because of uncertainties in the characterization of long-term instrument sensitivity changes.

Monitoring of the near ultraviolet (UV) solar irradiance is important because the solar UV radiation is the primary energy source in the upper atmosphere. The solar irradiance at wavelengths shortward of roughly 300 nm heats the stratosphere via photodissociation of ozone in the Hartley bands. Shortward of 242 nm the solar UV flux photodissociates O2, which is then available for ozone formation. Upper stratosphere ozone variations coincident with UV solar rotational modulation have been previously reported (Gille et al., 1984). Clearly, short and long term solar irradiance observations are necessary to separate solar-forced ozone variations from anthropogenic changes. The SBUV/2 instrument onboard the NOAA-9 spacecraft has made daily measurements of the solar spectral irradiance at approximately 0.15 nm intervals in the wavelength region 160-405 nm at 1 nm resolution since March 1985. These data are not needed to determine the terrestrial ozone overburden or altitude profile, and hence are not utilized in the NOAA Operational Ozone Product System (OOPS). Therefore, assisted by the ST System Corporation, NASA has developed a scientific software system to process the solar sweep mode data from the NOAA-9 instrument. This software will also be used to process the sweep mode solar irradiance data from the NOAA-11 and later SBUV/2 instruments. An overview of the software system and a brief discussion of analysis findings to date are provided. Several outstanding concerns/problems are also presented.

The scientific objective of unambiguously detecting subtle global trends in upper stratospheric ozone requires that one maintains a thorough understanding of the satellite-based remote sensors intended for this task. The instrument now in use for long term ozone monitoring is the SBUV/2 being flown on NOAA operational satellites. A critical activity in the data interpretation involves separating small changes in measurement sensitivity from true atmospheric variability. By defining the specific issues that must be addressed and presenting results derived early in the mission of the first SBUV/2 flight model, this work serves as a guide to the instrument investigations that are essential in the attempt to detect long-term changes in the ozone layer.

Rocket-borne (Astrobee) UV measurements were made of the terrestrial airglow at morning twilight from 82 and 90 deg zenith angles at altitudes of 90 and 246 km in September 1979. Data were acquired on the NO gamma and delta bands, the 2470 A O II, 1356 A and the 1304 A O I lines, the Lyman-Berge-Hopfield N2 and the Herzberg 02 lines. The zodiacal contribution was substracted to obtain pure airglow data. Spectral analyses supported a larger nighttime decrease of N(4S) than for NO, the latter being in diffusive equilibrium above 190 km altitude. The NO gamma band was directly related to the thermospheric N(4S) contribution, the latter having a density of 2-8 million/cu cm at 200 km. Finally, self-consistent photoionization and photoelectron impact ionization models were derived for the atomic and ionic oxygen emissions.

The results of observations of the zodiacal light at 25 A resolution from two different viewing angles are reported. Airglow emission from both NO and O II were identified spectroscopically and according to altitude variation. The UV spectrometer was rocket-borne, and functioned in the wavelengths from 1700-3150 A. The solar spectrum was matched at wavelengths higher than 2600 A. Using the smaller elongation angle, an upper limit for the zodiacal light was determined to be 190 millionth erg/sq cm per sec per A/sr at 1800 A, i.e., four times the solar brightness at the same wavelength. It was found that the zodiacal light dependence on elongation was the same in the UV as in the visible. The color ratios for 2100-2400 A is discussed.
